This letter is to assist you in completing the subdivision plat and for your property. Your request will be considered virtually by the City Plan Commission at its meeting on August 24, 2021, in the Waco City Hall, 300 Austin Avenue, at 7:00 p.m. City of Waco staff recommends City Plan Commission approve with conditions. City Plan Commission with staff’s recommendation will approve the plat, approve the plat with conditions, or disapprove the plat.
A written response will be required for the list of the comments provided. A pre-response meeting is recommended to address the comments listed. Once a response has been provided to City staff, City Plan Commission shall determine whether to approve, conditionally approve, or disapprove the applicant’s response.
If the plat and are approved or approved with the condition of infrastructure being built to meet City of Waco Construction Standards and Specifications by the city Plan Commission, the plat will then be submitted by City Council for action. The City Council will then either approve the plat, approve with conditions, or disapprove the plat. Approval or approval with the condition of infrastructure being built to meet City of Waco Construction Standards and Specifications by City Council will allow for the recordation process of the final subdivision plat. Two paper copies will be required for the approval of this plat. City of Waco Appendix B – Subdivisions, Section 3.303: Plat
1. The current owners of the property need to sign the dedication. A Notary Public in the appropriate county
and state shall notarize the signature. The owners need to provide proof of ownership and affiliation any business or organization (i.e., deed) of the property to Planning Services through the CSS Portal and lienholder documentation if applicable. Attest signatures are required if ownership is retained by an LLC.
2. The surveyor needs to sign and seal the plat and set the monuments as shown. 3. A payment of $300.00 is required for a standard final plat application. Please contact Planning Services to
arrange payment. 4. Please upload a current McLennan County Tax Certificate.
5. Curve data needs more detail for each lot that has curves, not just in the street centerline, especially in the cul-de-sac.
6. Please update recording information for Warren Ridge Partners, LTD throughout the plat. 7. Developer will need to contact David Hutchason (817-524-8360) at Oncor to determine service and
easement requirements. Please reflect proposed Oncor easements on the plat. 8. d) Impact Fees: Under Ordinance 2020-793 , the City of Waco established Water, Wastewater, and Roadway Impact Fees. These Impact Fees are intended to assure adequate public facilities to serve new
development in the City by requiring each such development to pay a share of the costs of new infrastructure needs created by that development. These fees do not replace platting obligations for public improvements required by City Code, although certain regionally significant improvements identified on Council-adopted Capital Improvement Plans may receive credits against Impact Fees owed.
ROADWAY IMPACT FEES are based on projected traffic generation, land use type, and service areas (1 -
11). Service areas 5 and 8 have no Roadway Impact Fees. Roadway Impact Fees only apply to development within the city limits of Waco.
WATER AND WASTEWATER IMPACT FEES are based on the size of the meter. Water fees are
assessed for both domestic and irrigation meters, and wastewater fees are assessed for domestic meters only. Water and Wastewater Impact Fees apply to development in both the exterritorial jurisdiction and city limits of Waco. See water and wastewater service area maps.
FOR DEVELOPMENTS THAT RECEIVED PRELIMINARY PLAT APPROVAL BEFORE November
15, 2020: Impact Fees collection will be phased in based on the following timeline and collection schedule: (1) June 2021: 20% of impact fee after application of credits (2) June 2022: 40% of impact fee after application of credits (3) June 2023: 60% of impact fee after application of credits (4) June 2024: 80% of impact fee after application of credits (5) June 2025: 100% of impact fee after application of credits FOR DEVELOPMENTS THAT RECEIVED FINAL PLAT APPROVAL BEFORE JUNE 1, 2021: Impact
Fees will not be collected on any building permit issued before June 1, 2023. Any building permits issued after May 31, 2023 will be subject to the collection of Impact Fees.

main, will be required to be cased Traffic 11. Fallen Leaf Drive used to continue through towards Goliad Road, based on approved Preliminary Plat.
What will Phase XI look like with this change?
12. Place Stop sign posts in-line with striped stop bar, in front of the curb ramps (instead of behind). 13. The yellow centerline should be a double yellow centerline. Make note of this within the legend for this
phase and future phases. Current phases are only striping a single yellow centerline. 14. Example image of Street Name signs within legend does not match standard detail; may need to consider
including block numbers on these example images to ensure contractor follows standard detail or reference sheet number C607 for standard detail. Current phases are not fabricating street name signs with block numbers.
15. Streetlights a) Along Feather Trace shift midblock streetlight currently placed between Lots 23 & 24 upwards to between Lots 24 & 25. b) Along Feather Trace shift streetlight currently placed between Lots 27 & 28 upwards to the intersection
with Fallen Leaf. c) Along Piedmont - Reduce number of midblock streetlights from 3 to 2. Place the remaining 2 mid-
