And the Director General of City Services for Nice and for the Canca regional authority, one of the city council’s most senior exec- utives, is amongst the five. Michel Vialatte, 43, a close and trusted colleague of mayor Jacques Peyrat, has been accused of ‘corrup- tion, favouritism and peddling influ- ence’ after suspicious payments of 45,000 and 76,000 linked to the Stade du Ray construction contract sparked a swoop on the five last week. Fraud Together with businessman Pierre Besrest, 61, he is alleged to have cooked up an organised system of fraud in the public works department with kickbacks in exchange for favours dished out to bent businesses in on the scam. The arrests specifical- ly concern the contract for the Stade du Ray but contracts for graffiti clean- ing, the tramway and the new City Hall building are all also now under investigation. Embezzlement Besrest has already served one prison sentence for embezzlement in con- nection with a public works contract placed by the Conseil General of Essonne. He was arrested in Paris and transferred to Nice for questioning last week, under suspicion of active corruption, peddling influence and favouritism. Besrest is believed to have been responsible for making the introduc- tions between Vialatte and Marseille- based construction firm A3com whose director has also been named as one of the five arrested. Philippe Pariset, 50, is accused of corruption and peddling influence after A3com won the main Stade du Ray construc- tion contract. It is believed the com- pany was also preparing a bid for the 305 million Nice tramway project at the time of the arrests. The councillor responsible for sports, former police chief Bernard Orengo, 55, is suspected of the lesser crime of passive corruption.A source close to the investigation told Nice Matin this week he believes Orengo and fellow accused René Daolio, head of the council’s cleaning services, were both approached by one of the three key figures in the scandal rather than having been driving forces behind it. The investigation that led to the arrests was started in October 2002. “Since the opening of the enquiry in October, we’ve been waiting for the first fruit of this fraudulent pact to manifest itself,” Eric de Montgolfier, the leading prosecutor of the Alpes- Maritimes explained. Taped phone conversations are expected to form the cornerstone of the case against the five, along with numerous documents seized at the city hall, at the offices of Canca and at the homes of the accused. Documents seized relate to ten or so public works contracts handed out or about to be awarded out by the City of Nice. Scandal Given Jacques Peyrat’s close associ- ation with Vialatte, the scandal has forced the Nice mayor to take a very defensive stance. Nice councillors will meet on Friday for the first time since the scandal broke. The opposition is promising a heated debate. And the Director General ofCity Services for Nice and for theCanca regional authority, one ofthe city council’s most senior exec-utives, is amongst the five.

Three years for drinkdrive death A MARRIED father was sentenced tothree years in prison this week forkilling a 19-year-old and seriouslyinjuring five others on Nice’s Voierapide last October.

AS THE summer season begins tokick off along the Coast, bar andrestaurant owners in Juan-les-Pinsare calling for later opening hours.

Currently they are licensed to openuntil 2:30am in July and August, butare supposed to close at 12:30 the restof the year.

“In both cases, it’s too early,” localbar owner Rudy Mamam told NiceMatin.“We used to have extensions to

open later at night, but since 1997 wehaven’t been able to get them.

“The police used to turn a blind eye,allowing everyone to stay open until4am or 5am. But last summer, thepolice kept coming by and telling us toclose up.”

“We want to open until 2:30 at theweekends throughout the season,”Martine Parent of the Union ofRestaurateurs and Hoteliers told The

Riviera Gazette.“English-speakers who work on

the yachts actually came and asked usdirectly if we could extend our open-ing hours, so it is at the request of ourclientele that we have made thedemand for an extension,” she con-tinued.

The union has applied to the coun-cil for a 2:30am closing time all yearround, and hopes for a verdict soon.

MOUGINS town councilmoved a step closer to intro-ducing a tough anti-crimescheme this week.

The town, a popular choicefor expats, is suffering from agrowing reputation as a mag-net for burglars. So the towncoucil now plans to bring in a‘Contrat Local de Sécurité’.

This will enable it “to organ-ise everyone involved in tack-ling crime to be as effective aspossible,” Mme Bloch,Mougins’assistant director gen-eral told The Riviera Gazette.

“It is a contract with thestate, with the prefect and theprocureur,which gives us extrainstruments to fight crime,”she explained.

“Mougins’ crime level isaverage for towns of this popu-lation in the Alpes-Maritimes.But the commune of Mouginsis very large, the same size asAntibes, and only 50% of it isbuilt on. This makes it difficultto police. And most of our

crime comes from outside thecommune, from the neigh-bouring towns of Vallauris,Cannes and Le Cannet.”

The results of a studydesigned to identify whereproblems lie and how theycould be fixed were presentedat a special meeting in Mouginson Monday.

The research identified threeareas for Mougins’crime fight-ers to focus on.The first coversburglaries, car thefts and pettytheft, the second covers graffi-ti, fly tipping and other antiso-cial behaviour whilst the thirdtackles ways in which Mougins’population could be made tofeel safe.

“A survey is being sent out toall Mougins residents and wereally want to hear people’ssuggestions and points ofview,”Mme Bloch concluded.

“Mougins is by no means

worse than anywhere else,”long-term resident KeithMeredith of estate agents Coast& Country told The Gazette.“Iremember an old story about aparanoid Canadian family whosold up everything in the 1970sand moved to a desert island toget away from it all – but chosethe Falkland Islands.

“Wherever there’s moneythere’s crime,and Mougins is apretty rich area. But I’ve livedhere for thirty years and I’venever been burgled. So long asyou take precautions and don’tflaunt your wealth,you’re fine.”

But not everyone’s experi-ences are the same. OneMougins family decided to sellup and move back to the UKafter their third break-in in justa few months.“We went to theUK last month to get organisedfor the move back – and whenwe got back to Mougins, thehouse had been broken into yetagain,” the anonymous expattold The Gazette.

Mougins tackles crime

THE husband of busty pornstar Lolo Ferrari was releasedfrom prison in Grasse lastweek after spending morethan a year on remand undersuspicion of murdering hisformer wife.

Lolo, whose enormous 54G(137cm) chest was recognisedby the Guinness Book of Recordsas the biggest in the world,wasfound dead at the couple’shome in Peymeinade in March2000, aged 37.

A post-mortem found thecause of death to be an over-dose of prescribed medication.

But then her husband andmanager Eric Vigne was arrest-ed in February 2001 andcharged with failing to help aperson in danger. And when anew autopsy last Novemberrevealed she may have beensuffocated in her sleep, thecourt in Grasse decided therewas enough evidence to tryVigne, 53, for her murder.

Vigne has always protestedhis innocence,but prosecutorssaid he had two possible

motives: they claimed he wasgrooming two young women,‘The Silicone Girls’, to replacehis alcoholic wife on thecabaret circuit, and that Lolohad taken a lover.

Now, however, a request toextend Vigne’s detention by afurther six months has beenturned down. “They have notyet dropped the charges,but wesuccessfully argued that theycould not justify holding himin prison any longer,” Vigne’slawyer Eliane Kamara told TheRiviera Gazette. “We are verypleased with this result.”

Lolo hubby set free

A BRITISH pensioner liv-ing in the Hérault haschanged his name fromBush to Buisson – Frenchfor bush – in protest at theUS President’s decision togo to war with Iraq.

“I’m proud of my name,but I now live in France andhave decided to becomeFrench. I do not want myname to be associated withthat horrible man inAmerica,”Eric Bush told TheRiviera Gazette.

“I have changed my namein protest at the war. I amcompletely in agreementwith Chirac and think this isan illegal war. I’m not proSaddam Hussein, but I can-not accept that innocent peo-ple have to die,”the septuage-narian explained.

“I changed my name overthe internet on www.deed-pollsonline.co.uk and it cost£38. The certificate will behere this week.”

THE President of the UMPpolitical party has becomethe latest in a long line of highprofile victims of France’sphantom flan flingers.

Former prime minister AlainJuppé was leaving the Institutd’études politique in Aix-en-Provence last week when a cus-tard pie hit him in the face.Theculprit got away, despite body-guards’ efforts to catch him.

An organisation calledAARRG,which describes itselfas a ‘resource for global resis-tance’,has claimed responsibil-ity. It says its aim was todenounce “the activities of thisindividual and the party hebelongs to.”

Authorities say the flanflinger is guilty of premeditatedviolence and are actively

searching for the culprit.Last October, Noël Godin,

57, was ordered to pay €1 indamages to Jean-PierreChevènement for assaultinghim with a custard pie duringlast year’s election campaign.

Brits warnedto ‘be vigilant’SECURITY has been stepped upin the Alpes-Maritimes follow-ing the outbreak of war in Iraq.

At Nice airport, security checkson luggage have been increasedand customs officers are usingsniffer dogs extensively.

Security checks have also beenreinforced at the region’s ports,train and bus stations and, whilstpolice are still continuing with‘normal’ duties, they have beenoffered overtime to ensure fullmanpower is in place at all times.

The British foreign office says“although we are not aware of anyspecific threat to western or toBritish interests from terrorism inFrance, we believe there is anincreased general threat to visiblyBritish institutions and organisa-tions from global terrorism inFrance,as there is in all other coun-tries in Europe. Against this back-ground, UK nationals should bevigilant in public places and areasfrequented by tourists.”

Good news, bad newsA MAN admitted to Nice’s St Rochhospital after a serious accident turnedout to be a wanted criminal, and wasarrested as he came out of a coma.

The man was part of a three-mangang that held up drivers and stoletheir cars around Antibes and Grasse.

All three have now been caught.

AN ITALIAN man who escapedfrom Monaco prison with formernurse Ted Maher in January hasbeen recaptured in Pisa.

Luigi Ciardelli,46,dubbed ‘Cyrano’because of his distinctive nose andeloquent speech, was serving sevenyears for robbery and drug traffickingwhen he and Maher escaped from thePrincipality’s tiny prison on the nightof 21 January.

The pair sawed through bars ontheir cell window and made off downa rope made from plastic bags.

Despite his recapture, Ciardelli’sescape looks as though it will havesucceeded in its aims. In a phone callto Nice Matin in early February thefugitive said he would give himself upif he got a guarantee that he would notbe returned to Monaco.

Now, as an Italian citizen detainedin Italy, any bid to extradite him toMonaco would be unlikely to succeed.The Monegasque authorities havealready indicated they will not seek todo so.

Ted Maher, 43, was serving a tenyear sentence for starting the pent-house fire in which billionaire bankerEdmond Safra died in 1999. The for-mer commando was recaptured at ahotel in Nice the day after his escape.

Maher is currently being held inAix-en-Provence prison. He is due incourt on April 3 to hear Monaco’s bidto have him returned to thePrincipality.

Since Maher is an American servinga sentence for a crime committed inMonaco, the Principality’s case isexpected, this time, to be ratherstronger.

CIV PUPILS GO WALKIESFOR BIOT’S GUIDE DOGS

THE CIV International School inSophia Antipolis was visited by twoguide dogs last Friday, as studentslearned how the specially trainedanimals work with humans.

“It’s something we do every year,”Vicki Cozens Walker, a teacher at theschool, told The Riviera Gazette.“It’sbecause on Saturday we’re holding ourannual charity ‘walkathon’ to raisemoney for the guide dog trainingschool in Biot.

“This will be our thirteenth yearand we’ve so far ‘bought’sixteen dogs.It’s fun too – last year one pupil actu-ally ran all the way around the 15kmcourse and now there’s a bit of a com-petition to beat that record.”

The event starts at 8am on Saturdayat the school – anybody wanting totake part should go to the ‘Agora’ andhave pre-arranged sponsorship.

● It’s been a busy week at the CIV –pupils also held a fundraising‘International Day’last Saturday.“Thenumber of people that turned out wasamazing,” organiser Lori Mazziota-Gardet told The Gazette.

“We normally have this event on aWednesday, but wanted to make itmore accessible this time. Over 2,000people turned up and we made over€3,000 by selling food from thirteencountries, including Scandinavia andJapan,and laying on entertainment asdiverse as bag-pipes, French choirsand a student rock band. The pro-ceeds will go to Greenpeace,SCAMP,Amnesty International and Nomads.”

Children’s author Margaret Gregorini tells Sarah Clark howa three month break turned into a thirty year adventure...

I CAME here in July1974,for three months.

I’d been working as a hotelreceptionist in Aviemore,Scotland and I’d asked for leaveto go travelling.

I had a train ticket toBarcelona but, when I got toLondon,I changed my ticket toNice. I already knew someonein Nice, a ski instructor I’dworked with in Scotland, so Isent him a telegram fromLondon asking him to meet meat Nice station.

I got a job as an au pair but itwas like slave labour so I leftafter a month and got a sum-mer job selling milkshakes.

I met a chap and, when thesummer season ended,we bothwent up to Isola 2000. Theresort was very new then,and itwas an English chap who’dbuilt it.He used to go to Auronbut there wasn’t always enoughsnow so he scouted around forsomewhere with plenty,pickedIsola 2000 as a good site andbuilt the resort.

It was smaller then, ofcourse,just that main complex.Celebrities came because theyknew the owner. It was greatfun, Wilfrid Brambell, the oldman in Steptoe & Son, used tobuy a bottle of gin every day.

Then I worked with a com-modities brokerage in Nice,moved to IBM in La Gaudeand, when my son was two, Iwas offered a job as an Englishteacher at a pre-school in

Cagnes-sur-Mer.I stayed thereseventeen years!

The school changed hands in2001 and I left. I’ve always fan-cied writing children’s booksand now I had the time to do it.

I translate French stories intoEnglish for ‘Bi-books’, a newrange of books with text in twolanguages, and my own firststory will be published in thenext couple of months. I’ve

written three so far.Bi-books are a wonderful

new concept in bilingual booksfor young children, launchedby a local publisher, EditionsCatherine Cousin inVilleneuve-Loubet.

The idea is that each book isin two languages, French andone other, with the French andsecond language on facingpages so children who know or

who are learning a second lan-guage can read and under-stand the story in both.

They’re already available infifteen different languages andthere’ll be Bi-books in Niçois,Provençal and Corsican soon.

So far there are two French-English books, Blue andPoutchi the Beaver, and mythree stories will be joining therange over the next fewmonths.

My husband was French andmy children Paul, 19, andVictoria,10,have grown up in aFrench atmosphere. We goback to the UK for two weeksevery Christmas and six weeksin the summer, but I think I’mprobably very integrated withFrench society.I live in Fabron,Nice which has a mostly Frenchpopulation, and I don’t knowmany Brits.

My nephew, DamienGregorini, is the goalkeeperfor Nice football club.We go toall the matches, the atmos-phere there is incredible.Thereare so many people at thematches now they’re inDivision 1. It feels like every-one’s behind Nice FC.

I’m really excited aboutthings now.With the Bi-books,it’s a whole new part of my lifestarting at 57!

Thirty years after I arrived forthree months,I’m still here.I dowonder, though, what wouldhave happened if I’dgone to Barcelona...
