ITEM NO. 2: PUBLIC COMMENTS - NON-AGENDA ITEMS: Marie Heimburg announced mediation training that will be free for volunteers.

Linda Buell submitted a request for support of Terry Thompson's letter to the Bureau of Ocean Energy Management (BOEM). She described issues with the agency mapping. Nothing is mapped for Garibaldi fishing. Commissioner Labhart compared this to the Federal Emergency Management Agency's (FEMA) mapping process as the better example for map development. Commissioner Labhart and Ms. Buell will draft a letter.

A motion was made by Vice Chair Josi to approve the concept for the letter and to execute the letter when prepared. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes. (Later in the day, the board signed the letter to Governor Kitzhaber and Senator Jeff Kruse and Representative Caddy McKeown of the Oregon Coastal Caucus with comments on the Pacific Regional Ocean Uses Atlas).

Department of Forestry (ODF) management plan to produce expected revenues breaches the Board of Forestry (BOF) duty to use these lands to produce revenues. Mr. Levesque outlined the proposal from Schwabe to research this issue and advise the county on potential litigation. Mr. Levesque was asked to send a research paper to the media. Vice Chair Josi said he would also answer follow-up questions from the media if there were any. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 2: (CONTINUED) PUBLIC COMMENTS- NON-AGENDA ITEMS: Ms. Buell said she emailed the board about an exemption for vessel deck washing on commercial vessels. She is requesting that the board sign on to the letter. It concerns an amendment to the Clean Water Act. Ms. Buell will get the letter to Sue Becraft.

A motion was made by Vice Chair Josi to sign the letter. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes. (Later in the day the board signed a letter to Senator John D. Rockefeller IV, Chairman of the Committee on Commerce, Science and Transportation and Senator John Thune, ranking member of the committee on Commerce, Science and Transportation in support of Section 7 S.2094.)

Ms. Buell also discussed a national marine sanctuary off of Port Orford. This may return as an issue for the Pacific Fishery Management Council (PFMC) in June.

The board thanked Ms. Buell for her work.

ITEM NO. 4: (TAKEN OUT OF ORDER) DISCUSSION CONCERNING A RESOLUTION PROCLAIMING THE MONTH OF APRIL 2014 AS 11SEXUAL ASSAULT AWARENESS MONTH" IN TILLAMOOK COUNTY. OREGON: Romy Carver described what she would present at the 10:00 a.m. meeting. She introduced Beth Hope who talked about the Sexual Assault Response Team (SART). This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 3: PUBLIC WORKS REPORT: a) DISCUSSION CONCERNING A NOTICE OF INTENT TO AWARD A CONTRACT TO CL YDEIWEST INC FOR A USED SELF­PROPELLED RUBBER BELT ASPHALT PAVER: Liane Welch described the existing paver and its problems, as well as the solicitation for this paver. She is also contracting two major paving projects this summer. We buy about one-third of the S-C Paving asphalt. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 5: DISCUSSION CONCERNING A COUNTY OPPORTUNITY GRANT PROGRAM AGREEMENT WITH THE OREGON PARKS AND RECREATION DEPARTMENT FOR THE BARVIEW JETTY COUNTY CAMPGROUND ASPHALT RESURFACING PROJECT: Del Schleichert said the money from this grant will be used to resurface the core area of Barview. It is a year-round use area. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 6: DISCUSSION CONCERNING PROFESSIONAL SERVICES AGREEMENT 13/14-020 WITH COMMUNITY ACTION RESOURCE ENTERPRISES INC FOR MATERNAL, INFANT AND EARLY CHILDHOOD HOME VISITING (MIECHV) PROJECT: This item was removed from the agenda.

ITEM NO. 7: DISCUSSION CONCERNING AN INTERGOVERNMENTAL AGREEMENT 13/14-022 WITH TILLAMOOK SCHOOL DISTRICT #9 TO OPERATE KINDER CAMP: This item was removed from the agenda.

ITEM NO. 8: HUMAN RESOURCES REPORT: a) DISCUSSION AND CONSIDERATION OF A PERSONNEL REQUISITION TO REFILL A REGULAR FULL TIME REGISTERED NURSE II POSITION IN THE HEALTH DEPARTMENT: Mona Hamblen said this will refill a vacancy held by a Nurse Ill. It will be an in-house, five-day recruitment. It will save the county money.

A motion was made by Vice Chair Josi to approve a personnel requisition to refill a regular full time Registered Nurse II position in the Health Department. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes.

b) DISCUSSION AND CONSIDERATION OF A PERSONNEL REQUISITION TO REFILL A REGULAR FULL TIME OFFICE SPECIALIST II POSITION IN THE HEALTH DEPARTMENT: Ms. Hamblen stated this will refill a recent resignation. It is a grant funded position.

A motion was made by Vice Chair Josi to approve a personnel requisition to refill a regular full time Office Specialist II position in the Health Department. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes.

c) DISCUSSION AND CONSIDERATION OF A PERSONNEL REQUISITION TO REFILL A REGULAR PART TIME LIBRARY II POSITION IN THE LIBRARY: Ms. Hamblen said it is actually a Library Assistant I, 25-hours per week, position at the Pacific City branch. There will be an outside recruitment for this position.

A motion was made by Commissioner Labhart to approve a personnel requisition to refill a regular part-time Library Assistant I position in the Library. The motion was seconded by Vice Chair Josi. The motion carried with three aye votes.

ITEM NO. 9: COMMUNITY DEVELOPMENT UPDATE: Bryan Pohl discussed the Digital Flood Insurance Rate Maps (D-FIRM) meeting schedule with Oregon Department of Geology and Mineral Industries (DOGAMI). He said they are a great improvement over existing maps. After some discussion it was decided that Vaughn Collins at Northwest Hydraulic Consultants should review them.

a) DISCUSSION CONCERNING QUOTES RECEIVED FOR THE NESTUCCA AND NEHALEM FLOODWAY ANALYSES: Mr. Pohl said he solicited three proposals; two vendors returned bids. West seemed to be the best proposal. He contacted DOGAMI who has used West. West Consultants will attend the Pacific City meeting. Mr. Pohl will prepare a contract for board approval. There was a discussion about the Base Flood Elevation (BFE) in the Nehalem and Nestucca floodplains and the risk associated with issuing building permits.

ITEM NO. 10: DISCUSSION CONCERNING A RESOLUTION PROCLAIMING APRIL 2014 AS 1'NATIONAL COUNTY GOVERNMENT MONTH" IN TILLAMOOK COUNTY, OREGON: This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 11: CHIEF OF STAFF REPORT: a) DISCUSSION CONCERNING A REQUEST FROM JEAN-JACQUES AND DEBORAH CHATELARD TO PURCHASE COUNTY -OWNED REAL PROPERTY IDENTIFIED AS TAX LOT 5S11 25AB 02500: Mr. Levesque stated that this small parcel was part of the driveway of the person making the request and would only benefit that person. It has a market value of $500. Mr. Levesque suggested it be sold at market value plus an administrative fee equivalent to the judgment amount, one half the advertising costs and the recording fee. The board authorized Mr. Levesque to begin the process.

c) DISCUSSION CONCERNING AN AMENDED INTERGOVERNMENTAL AGREEMENT CREATING THE TILLAMOOK LIGHTWAVE INTERGOVERNMENTAL AGENCY: Mr. Levesque stated that the board had given tentative approval to the amendment several weeks ago. Since that time the amendment has been approved by the Port of Tillamook Bay (POTS) and signed by Tillamook People's Utility District (TPUD) without any changes. It is now ready for approval by the board. This item will be carried forward to the 10:00 a.m. meeting.

d) DISCUSSION CONCERNING A NOTICE OF INTENT TO AWARD A CONTRACT TO DON G. AVERILL FOR DEMOLITION OF A STRUCTURE AND CLEANUP OF THE PREMISES LOCATED AT 205 BIRCH AVENUE, GARIBALDI: Mr. Levesque said Don Averill was the low bidder. Mr. Levesque would be asking for board authority to sign the contract once it is executed by Mr. Averill. Due to the dollar amount, no Notice of Intent is required. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 12: STAFF REPORT: a) SUGGESTION BOX: Sue Becraft reported that there were no suggestions in the box.

OTHER: Ms. Becraft received three applications for the Library Board. Staff will set up interviews. The Library Board chairperson will participate.

There will not be a quorum on April 23; the workshop and board meetings will be cancelled.

ITEM NO. 2: PUBLIC COMMENTS - NON-AGENDA ITEMS: Marie Heimburg, Conflict Solutions, announced training for volunteer mediators. She solicited volunteers.

Andy Neal introduced himself as the new Director for Habitat for Humanity. They have built 24 homes since 1998. They will start their 25th home this year. He also talked about improvements at the Senior Center.

ITEM NO. 3: PRESENTATION ON BAY CITY ARTS CENTER COMMUNITY PROJECTS: Dia Norris and Charlie Wooldridge were present. Mr. Wooldridge gave a brief history of the Bay City Arts Center. Ms. Norris discussed how the center has evolved with its volunteer membership. They are funded through grants, donations, and sales. They have monthly shows. They have partnerships with the schools. Mr. Wooldridge described the DaVinci project. The facility is available to the community. Ms. Norris listed upcoming events. Mr. Wooldridge talked about the monthly pancake feed.

ITEM NO. 4: ANNUAL LIQUOR LICENSE RENEWAL APPLICATIONS FOR ALDERBROOK GOLF COURSE. BAYSIDE GARDENS SHELL & GROCERY. BEAVER SHELL & GROCERY. DORY RESTAURANT & LOUNGE. PACIFIC CITY SHELL & GROCERY. PELICAN PUB. THE CAFE AT HAWK CREEK: A motion was made by Vice Chair Josi to approve the consent agenda. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes.

ITEM NO. 5: CONSIDERATION OF A NOTICE OF INTENT TO AWARD A CONTRACT TO CLYDE/WEST INC FOR A USED SELF-PROPELLED RUBBER BELT ASPHALT PAVER: Paul Levesque described the current 1968 paving machine and the bidding for the proposed acquisition.

A motion was made by Vice Chair Josi to approve Order #14-017 in the matter of a Notice of Intent to Award a Contract to Clyde/West Inc for a used self-propelled rubber belt asphalt paver. The motion was seconded by Commissioner Labhart.

Commissioner Labhart said parts are not available for the paver that Public Works currently has. He described the contracts for this summer.

The motion carried with three aye votes. The board signed Order #14-017.

ITEM NO. 6: CONSIDERATION OF A RESOLUTION PROCLAIMING THE MONTH OF APRIL 2014 AS 11SEXUAL ASSAULT AWARENESS MONTH" IN TILLAMOOK COUNTY. OREGON: Romy Carver provided statistics concerning sexual assaults. She also described the Sexual Assault Response Team (SART). She announced an upcoming forum. Ms. Carver also said "Denim Day" will occur again on April 23. On April 26 a personal safety class will be held for women. Commissioner Labhart announced a Samuel Johnson program match grant for $5,000 that will be awarded.

A motion was made by Commissioner Labhart to sign Resolution #R-14-009 proclaiming the month of April 2014 as "Sexual Assault Awareness Month" in Tillamook County, Oregon. The motion was seconded by Vice Chair Josi. The motion carried with three aye votes. The board signed Resolution #R-14-009.

ITEM NO.7: CONSIDERATION OF A RESOLUTION PROCLAIMING APRIL 2014 AS 11NATIONAL COUNTY GOVERNMENT MONTH" IN TILLAMOOK COUNTY, OREGON: Chair Baertlein read portions of the Resolution.

A motion was made by Chair Baertlein to approve Resolution #R-14-010 proclaiming April 2014 as "National County Government Month" in Tillamook County, Oregon. The motion was seconded by Vice Chair Josi.

Vice Chair Josi said that people do not realize the extent of county government as well as involvement in state and national issues. Commissioner Labhart said commissioners

are close to the people. Chair Baertlein said the commissioners are able to see results of their work.

The motion carried with three aye votes. The board signed Resolution #R-14-01 0.

ITEM NO. 8: DISCUSSION CONCERNING A COUNTY OPPORTUNITY GRANT PROGRAM AGREEMENT. WITH THE OREGON PARKS AND RECREATION DEPARTMENT FOR THE BARVIEW JETTY COUNTY CAMPGROUND ASPHALT RESURFACING PROJECT: Del Schleichert said this is a $99,850 grant with a local match. It will improve the core area of Barview Park and provide greater accessibility. He thanked the board and Vice Chair Josi for their commitment to county parks. Mr. Schleichert provided information about constructing six cabins at Barview. Vice Chair Josi said that Mr. Schleichert is doing a great job.

A motion was made by Vice Chair Josi to approve a County Opportunity Grant Program Agreement with the Oregon Parks and Recreation Department for the Barview Jetty County Campground asphalt resurfacing project. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes. The chair signed the agreement.

ITEM NO. 9: CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT 13/14-020 WITH COMMUNITY ACTION RESOURCE ENTERPRISES INC FOR MATERNAL. INFANT AND EARLY CHILDHOOD HOME VISITING (MIECHV) PROJECT: This item was removed from the agenda.

ITEM NO. 10: CONSIDERATION OF AN INTERGOVERNMENTAL AGREEMENT 13/14-022 WITH TILLAMOOK SCHOOL DISTRICT #9 TO OPERATE KINDER CAMP: This item was removed from the agenda.

ITEM NO. 11: CONSIDERATION OF AN AGREEMENT WITH SCHWABE, WILLIAMSON & WYATT FOR LEGAL SERVICES REGARDING STATE FOREST TRUST LANDS: Mr. Levesque outlined the county's legal interest in state forest trust lands and the basis upon which the Board of Forestry (BOF) is breaching its fiduciary duty to the county. The forest management plan adopted in 2001 is not producing the promised revenue. The proposed engagement letter will do the research and provide advice to the county as to whether litigation should be pursued at this time.

Vice Chair Josi said he has been working with the BOF to modify the plan but they have failed to do so. The BOF is not meeting its duty to the county.

A motion was made by Vice Chair Josi to approve an agreement with Schwabe, Williamson & Wyatt for legal services regarding state forest trust lands. The motion was seconded by Commissioner Labhart.

Commissioner Labhart said this covers pre-litigation work. It does not mean we are going to sue.

The motion carried with three aye votes. The board signed the agreement.

ITEM NO. 12: CONSIDERATION OF AN AMENDED INTERGOVERNMENTAL AGREEMENT CREATING THE TILLAMOOK LIGHTWAVE INTERGOVERNMENTAL AGENCY: Mr. Levesque stated that this amendment updates the agreement and reflects the way business is currently conducted. Mr. Levesque described the location and routes of the current fiber optic system.

A motion was made by Vice Chair Josi to approve an amended Intergovernmental Agreement creating the Tillamook Lightwave Intergovernmental Agency. The motion was seconded by Commissioner Labhart.

Commissioner Labhart thanked Paul for his work on Tillamook Lightwave.

The motion carried with three aye votes. The chair signed the amended Intergovernmental Agreement.

ITEM NO. 13: CONSIDERATION OF A NOTICE OF INTENT TO AWARD A CONTRACT TO DON G AVERILL FOR DEMOLITION OF A STRUCTURE AND CLEANUP OF THE PREMISES LOCATED AT 205 BIRCH AVENUE, GARIBALDI: Mr. Levesque stated that Don Averill was the successful bidder. Due to the low dollar value, no Notice of Intent to Award is required. Mr. Levesque asked the board for authority to sign the contract once it has been executed by Mr. Averill.

A motion was made by Vice Chair Josi to approve giving Paul Levesque authority to sign the contract with Don G. Averill once it is executed by the contractor. The motion was seconded by Commissioner Labhart. The motion carried with three aye votes.

ITEM NO. 14: BOARD CONCERNS - NON-AGENDA ITEMS & ANNOUNCEMENTS: Commissioner Labhart talked about the upcoming public meeting in Pacific City about the proposed moratorium in the floodway. Dear Governor Kitzhaber and Members of the Coastal Caucus:

We would like to provide some feedback on the "use maps" generated by the Pacific Regional Ocean Uses Atlas (PROUA) staff. PROUA, we are told, is the United States Department of Interior's (USDOI) effort to "broadly document" where ocean uses are occurring on the Outer Continental Shelf (OCS). USDOI will use this information when they lease ocean space for renewable energy development in federal waters within the OCS.

Our understanding is that the USDOI held two "Data Validation Webinars" that marked the final round of community feedback on PROUA. Unfortunately the PROUA data gathering and mapping process was flawed and inadequate. The USDOI should have approached leaders in our region and asked, "How can we work together, as partners, to gather information from people on the Oregon Coast about how they use the Pacific Ocean?" Regrettably, that didn't happen. They talked to too few people and asked the wrong questions.

For example, one federal agency (the National Marine Fisheries Services) tells the coastal fishing fleet that they can't fish in the Rockfish Conservation Area (RCA) until the protected species recovers. Even through these species are making remarkable recoveries and moving towards a day in the very near future when sustainable harvests will once again be resumed, we have USDOI determine that because we don't currently fish in the RCA, that makes the RCA a place to encourage the siting

of ocean energy. That's a Catch 22. We need to have historic fishing grounds identified and protected in PROUA.

We recommend that PROUA use a process similar to what the Federal Emergency Management Agency (FEMA) is using in developing the FEMA Flood Risk Map Process around the country. They have technical staff using contractors to develop draft maps and then they take specific time in affected communities and go over the maps in detail, with the stakeholders, to identify errors in the draft maps before they go out for final public review. We ask that you request the PROUA to counsel with FEMA and use a process similar to what FEMA has done here in Oregon.

There is still an opportunity to work together to develop a genuinely collaborative process that won't put us on a path of distrust and confrontation. We are all stewards of these ocean resources and should work together to best determine how they should be used, enjoyed and protected for future generations. We hope you will support this process.

On February 7, 2014 I received an email from Hugo Selbie, the Project Coordinator for the Pacific Regional Ocean Uses Atlas (PROUA). Mr. Selbie asked me to review and provide feedback on a preliminary set of"use maps" generated by the PROUA staff. I was one of the relatively few coastal residents that participated in one of the three PROUA workshops held last summer in Oregon.

Unfortunately. the efforts to date are woefully inadequate to document the extensive and varied historical uses of the OCS by coastal communities. Coastal communities need to be able to thoroughly and systematically identify and protect these historical uses, conununity resources, and most importantly jobs and our local economy if we are to support pursuit of these new opportunities.

Mr. Selbie's email noted that they need us to review these maps as soon as possible. USDOI is about to hold two "Data Validation Webinars" (February 18th and March 12th) that mark the final round of community feedback on PROUA. Here's what I plan to communicate to US DOl: Tire PROUA data gatlrering and mapping process was deeply flawed and inadequate. Here's what USDOI should have done: USDOI should have approached leaders in our region and asked, "How can we work together, as partners, to gather information from people on the Oregon Coast about how they use the Pacific Ocean'?" Regrettably, that didn't happen. I will inform USDOI (and members of Oregon's Congressional Delegation) that we have found the PROUA process, its methods and outcomes, to be unacceptable. The larger point I am making is, these issues are complicated. They need to be thoroughly and systematically vetted, studied and considered. To achieve a supportable decision framework in the OCS we need to work together.

In the wake of this unfortunate experience, though, I believe we have a tremendous opportunity. We should dedicate resources and launch a genuine comllltmity-tlrivell datll gllthering process. For years, in Oregon, we've wanted an opportunity to integrate what ocean users know about the ocean with what members of the scientific conununity know about the ocean. This is our chance to undertake this multi-disciplinary effort. Therefore, I propose we petition Oregon's Congressional Delegation to haYe Congress invest $1 million in the Oregon Science Trust for this historic

purpose. It is essential that the work accomplished \\·ith these funds be directed by a community and legislative based oversight committee.

Last week in Portland I met with Secretary of the Interior. Sally Jewell. BOEM Director Tommy Beaudreau and Oregon Governor Jolm Kithzaber to hear them announce a promising energy pilot project off the Oregon Coast in the OCS. At that time. Director Beaudreau publicly promised that the fishing industry would ··have a seat at the table" in siting these uses in the OCS. Governor Kitzhaber added that siting wave energy must be done in ··a way that is respectful and intentional about the other resources that we have otT our coast. and those people who are currently using those resources.,. Director Beaudreau further stated that "up front stakeholder engagement [is required] in order to site renewable energy projects in the right places and to remove contlict by engaging a whole host of stakeholders. from fishermen to the maritime industry. to scientists inmlved in understanding ocean habitat, to other federal agencies and very importantly. the state, so that when we go flmvard with leasing these projects they're done in the right way and it's done in the right place ... "

Two days ago. via email. I received these deeply Hawed maps of the ocean (PROUA) based on a deeply flawed process. I feel like we've been left on the tloor. not seated at the table. That needs to change to honor the commitments of Secretary Je\vell, Director Beaudreau and Governor Kitzhaber. There is an opportunity to work together to develop a genuinely collaborative process that won't put us on a path of distrust and confrontation. We are all stewards of these ocean resources and should work together to best detennine how they should be used. enjoyed and protected for future generations. Support of our proposal will honor those commitments.

As the Tillamook County Board of Commissioners we represent a coastal community with commercial fishing, seafood processing and commercial charter fishing vessels sectors that provide nutritious seafood and marine recreational opportunities to American citizens. We are writing to urge the United States Senate to act quickly on legislation that would prevent yet another layer of unwarranted and unnecessary federal permitting and regulation on our already overburdened industries.

Section 7 of S. 2094, a bipartisan bill introduced by Senators Mark Begich (O-AK) and Marco Rubio (R-FL) with 20 co-sponsors, would make permanent the temporary moratorium exempting commercial fishing vessels as defined in Section 2010 of Title 46 from certain requirements of the clean Water Act (CWA) that apply to discharges in the normal operation of a vessel. Such discharges, which include routine and environmentally benign activities such as deck washing, were exempt from the CWA until a broad court ruling in 2006 on an unrelated matter removed the long-standing exemption.

We are now faced with a potentially onerous permitting regime that includes the threat of significant penalties (up to $25,000 per day) and citizen lawsuits that would devastate small family-owned pleasure boats but to date has only granted a temporary exemption for commercial vessels. If this legislative relief is not obtained, we will be faced with the irony of large private yachts being free from regulation while small commercial fishing and commercial charter vessels are subject to a crippling federal regulatory and enforcement regime.

Such a proclamation will emphasize your commitment to this important cause and recognize the efforts of those individuals who work to end violence. I have enclosed a sample proclamation. BCAC Welcomes Office Administrator

Experience Works! ... Welcome Peter Smith.

Begirming on March 10, the BCAC welcomes Peter Smith to the BCAC office team. Peter was a founding member of the BCAC and now joins us as a part of the Experience Works Program. Peter will be working on various office and adminis­trative assigmnents as well as assist with grant writing. We are very excited to have Peter on the team, and encourage community members to stop in at the BCAC and welcome Pe­ter on Tues & Wed 9- 4:30pm and 9- 3:30pm on Thursdays.

Art To Market Program Helps Aspiring Artists sell Artwork

The Bay City Arts Center in collaboration with the Oregon State University's Open Cam­pus present a new program called Art to Market.

This program will consist of 3 worlcshops designed to provide tools, resources, information, and inspiration to local artists interested in taking their passion and turning it into profit.

The first workshop, "Pro­ducing your Product" is sched­uled for Wednesday, April2 from 5:30pm- 8:30pm at the Bay City Arts Center. This course is open to individuals of all ages with an interest in the Arts.

Join us and local arts profes­sionals to share tips and tricks of the industry, network with fellow arts enthusiasts, and learn valuable skills to start up or fme tune your very own arts

business. The first workshop, "Producing your Product" will focus on cost saving tips and resources when creating quan­tity sales orders, techniques for do-it-yourself projects that can save valuable time and money when creating your art, and resources to purchase discount­ed, quality arts supplies that can achieve the same quality product for significantly less investment.

The "Producing your Prod­uct" workshop 'Will be led by local artist and high school art teacher Breanna Moran, local artist and photographer, Charles Wooldridge, and local graphic designer, Rick Henry. Each of these artists have years of industry experience covering a diverse array of arts mediums and interests. There will be information provided to help artists of all types in-

New BCAC Officers Elected for 2014 On Monday, March 3 at the annual meeting, the Bay City

Arts Center Board ofDirectors voted in the new 2014 officer positions.

Breanna Moran, local artist and Tillmnook High School Art Teacher, is the new BCAC president Victor Boftll, local mental health professional, was elected .as Vi'»-President. Charles Wooklridge; local Bay City artist and art teacher will continue as Treasurer, and CarlaAlbright, Tillamook County Pioneer Museum Exhibit and Program Director, will continue as Sec.reta.ry.

Upcoming workshops in this series include "Promoting your Product" which will assist artists in understanding the importance social media and websites can play in a success­ful business. This class will feature testimonials from local artists and business owners including Wilson River Pottery and Oceanside Imagery.

The third class, "Profiting from your Passion" will help

artists fmd a creative way to track expenses, inventory, and products while also measuring success and profits from sales. This class will be held on May 7th.

Tuition is $10 per class, or $25 for all three if you are a Bay City Arts Center member. All supplies and handouts for the course will be provided and light snacks and refreshments will be served.

New Bay City Arts Center Website Goes Live in March The BCAC has been working day and

night to re-design our website and create a more user-friendly and eye appealing site to guide members and visitors through our services.

The new site will feature an interactive calendar that provides details about all programs and events held at the BCAC, information about our services and mem­berships, and testimonials from program and everi.t participants. The site is also equipped with a Pay Pal

link so interested individuals can sign up as members, or contribute a donation to

help support creativity throughout Tillamook County.

The site is projected to go live during the month of March and can be found at www.baycityartscenter.org

BCAC President Sheds Ught on All of the Exciting Changes at the Center I would like to take this opportunity to

thank all of our amazing volunteers, sup­porters and members who have contrib­uted to the BCAC throughout this year, and who continue to inspire all of us to do more, reach out further, be more creative, and rejoice in the community that defmes Bay City Arts Center.

Leeauna (Loni) Perry, our Executive Director has been successful in acquiring grant funding that will not only enhance programs but allow her to be in the office on Thursdays. Her creativity and energy

continue to produce amazing results and having her on site on a regular basis will be a defmite benefit

And, how about that website? Thanks to Koli Cutler, one of our newest mem­bers and resident, along with other board members, the new website is ready to roll and will enhance our outreach.

And the family keeps growing ... BCAC has been approved as an Experience Works host agency. We recently hired Peter Smith and can also host one additional talented individual

who fits the EW criteria and who can work for BCAC up to 20 hours per week.

Being a part ofBCAC as a board mem­ber for 12 years has been my great joy and privilege. I am constantly amazed and hmnbled by the incredible talent, enthusi­asm, caring and creativity that our mem­bers and community share.
