1.0 BACKGROUND

1.1 INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 3 tasked Tetra Tech EM Inc. (Tetra Tech),under the Eastern Area Superfund Technical Assessment and Response Team (START) contract No. 68-S3-00-02, to conduct residential well, monitoring well, and soil sampling under Technical DirectiveDocument (TDD) No. 03-0011-005 at the Valmont Trichloroethylene (TCE) Site in Hazle Twp. and WestHazleton, Pennsylvania. This Field Sampling Plan discusses the objectives for groundwater and soilsampling to be completed at this site.

1.2 LOCATION

The Valmont TCE site in Hazle Township and West Hazleton, Luzerne County, Pennsylvania, consists ofChromatex Plant #2, an upholstery manufacturing plant at 423 Jaycee Drive, and known contaminatedgroundwater in the nearby residential neighborhood on Deer Run, Bent Pine, and Twin Oaks Roads (SeeFigure 1).

1.3 SITE DESCRIPTION

Chromatex Plant #2 (Chromatex) is located at the edge of a large industrial park, and the residentialneighborhood is located about 100 feet northeast of its property boundary. The Valmont Shopping Centeris about 200 feet east of its property boundary. The Chromatex building has paved areas along thenortheast and southwest sides of the building. A wooded area is located along the southeast side of theproperty. The Allsteel, Inc. building is located about 100 feet south of the property boundary. TheContinental White Cap Inc. building is located directly west and across the street from the property.

1.4 BACKGROUND

While investigating a September 1987 xylene spill at its facility, Continental White Cap reported to thePennsylvania Department of Environmental Resources (PADER) that 48 parts per billion (ppb) of TCEhad been detected in a water sample collected from the housing development along Deer Run Road.PADER subsequently sampled four residential wells on October 19 and 20, 1987. Elevatedconcentrations of TCE, l,l,l-trichloroethane(l,l,l-TCA), 1,1-dichloroethylene (1,1-DCE), andcis-1,2-DCE were detected in these samples. At PADER's request, EPA Region 3 initiated an investigation onOctober 22, 1987 and activated funding to provide bottled water and carbon filters to residences affectedby the TCE contamination. Further sampling by PADER indicated the presence of TCE in 23 residentialwells on Deer Run, Bent Pine, and Twin Oaks Roads, at concentrations ranging from 1 ppb to 1,400 ppb,and in the Chromatex facility well at a concentration of 2,200 ppb (Tetra Tech, 2000).

During the initial investigation to determine the source of the contamination, EPA learned thatChromatex used TCE in its fabric processing. Chromatex used TCE at Plant #2 as the carrier in itsmanufacturing processes from 1978 until 1988. An investigation by PADER revealed that Chromatexhad purchased 267,437 pounds of TCE from November 1986 until December 1987 and thatapproximately 54 tons were unaccounted for after accounting for reclaimed TCE, discharge to sewer,fabric retention, emission control equipment, and steam regeneration process (Tetra Tech, 2000).

EPA collected soil gas samples from depths of 3 to 5 feet around the Chromatex plant in October 1987.TCE was detected at concentrations ranging from 0.1 to 12.5 parts per million (ppm), with the highestconcentrations along the rear of the plant. In March 1988, EPA issued Chromatex an AdministrativeConsent Order to perform an extent of groundwater contamination study at Chromatex Plant #2. Thecontractor for Chromatex installed and sampled monitoring wells at the site in April 1988. TCE wasdetected in several monitoring wells, with the maximum concentration of 17, 000 ppb detected inmonitoring well MW-11, located at the rear of the Chromatex plant. Monitoring well MW-11 was pavedover in approximately 1994 and therefore is no longer accessible to sample (Tetra Tech, 2000).

EPA completed an Expanded Site Inspection (ESI) of the Valmont site in January 1995. Surface soilsamples collected onsite as part of the ESI revealed concentrations of TCE, 1,1,1-trichloroethane, 1,1-DCA, and cis-l,2-DCE above background (Terra Tech, 2000).

The site and surrounding area are underlain by the Pottsville Formation, a Pennsylvanian-ageconglomerate and sandstone with thin beds of slate, shale, and coal. The Pottsville Formation directlyoverlies the Mauch Chunk Formation shale, which also crops out within the site's 4-mile radius. Mostwells within 4 miles of the site tap either the Pottsville or Mauch Chunk Formation. There is transitionalcharacter in most places of the Mauch Chunk shale into the overlying conglomerate. In the Hazletonregion, many wells penetrate the Pottsville and extend down into the underlying Mauch Chunk shale.Based on these considerations, the two aquifers are considered hydraulically interconnected. Thepopulation served by groundwater wells tapping these aquifers within 4 miles of the site is 26,328 (TetraTech, 2000).

2.0 PROJECT DESCRIPTION

2.1 OBJECTIVE AND DATA USE

The objective of the groundwater sampling is to obtain updated information of the concentrations ofcontaminants in groundwater surrounding the site.

The objective of the soil sampling is to determine if hazardous substances remain in soils in two areas:around the former location of MW-11 at the rear of the plant, and around the former locaton of theunderground emergency overflow tank at the front of the plant..

2.2 SCOPE OF WORK

A maximum of 20 groundwater samples may be collected during this sampling event. Residents in theneghborhood to the north and northeast of the site currently receive public water for their potable supply.Previously, some of these homes had residential wells for their potable supply, and some of these wellsare still maintained for non-potable use. Prior to initiating field activities, Tetra Tech will contact nearbyresidents to determine if access to any residential wells is currently available. If any residentialgroundwater samples can be collected, Tetra Tech will contact the residents to arrange a sampling time.The remainder of the groundwater samples will be collected from the existing 9 monitoring wells. Theintegrity of the monitoring wells is not known; therefore, it may not be possible to collect groundwatersamples from all existing monitoring wells. The 20 samples will include at least one duplicate and onefield blank for field QA/QC purposes. One trip blank per cooler of volatile organic analysis (VOA)samples will also be collected for field QA/QC purposes.

Up to 10 soil samples may be collected during this sampling event. The soil samples will be collectedaround the unpaved areas near MW-11 and the location of the former emergency overflow tank (Refer toFigure 2). Sample depth will be determined in the field. One duplicate sample will be required and onefield blank will be collected if non-dedicated equipment such as stainless steel equipment is used. Onebackground sample will be collected outside the area of influence of the site.

3.0 SAMPLING PROCEDURE

3.1 RESIDENTIAL WELLS

Terra Tech will purge residential wells for 15 minutes prior to sample collection. Three 40-ml VOA vialswill be collected with no head space or air bubbles in any container. All vials will be preserved withhydrochloric acid (HC1) and placed on ice to a temperature of 4° Celsius (°C). Terra Tech and EPAstandard operating procedures (SOPs) will be followed. Samples will be collected from unfiltered,untreated water. To protect the privacy of the residents, sample designations will refer to the residentialwell numbers noted in Figure 2. Only one sample per home will be collected. For example, residentnumber no. 5 sample will be called R5 (Refer to Figure 2 for residential locations).

3.2 MONITORING WELLS

Tetra Tech will purge selected monitoring wells according to Tetra Tech SOP No. 015 GroundwaterSample Collection Using Micropurge Technology. Three 40-ml VOA vials will be collected with noheadspace or air bubbles in any container. AH vials will be preserved with HC1 and placed on ice to atemperature of 4°C. Samples will be identified by the well name. For example, a sample from MW-IOBwill be called MW-IOB (Refer to Figure 2 for monitoring well locations).

3.3 SOIL SAMPLING

Tetra Tech will collect up to 10 soil samples from two locations around the Chromatex building. The firstlocation will be near the former location of MW-11 at the rear of the building. The second location is infront of the building where the former underground emergency overflow tank was located (See Site MapFigure 2).

Sample depth will be determined in the field. Soil will be analyzed for Target Compound List (TCL)VOA analysis only. One background sample will be collected from the area outside the influence of thesite. Samples will be identified as subsurface soil samples. Sample depth will be identified in 6 inchincrements. For example, the first soil boring location with a sample from 6 to 12 inches will be calledSB-1(6-12) (Refer to Figure 2 for the location of MW-11 and the surrounding area).

3.4 SAMPLE AND EQUIPMENT DECONTAMINATION

Personal protective equipment (PPE) and sampling equipment scheduled to be used at this site will bedisposable, and will be double-bagged and disposed of as dry industrial waste. Any non-disposablesampling equipment used, such as water quality meter or sampling pumps, will be decontaminatedbetween sampling locations using a solution of non-phosphate detergent and water. All decontaminationactivities will be conducted in accordance with Tetra Tech SOP No. 020, General EquipmentDecontamination. Tetra Tech will consult with the EPA work assignment manager (WAM) and the statesite manager to determine the proper disposal method for the purge water and decontamination fluids.

4.0 ANALYTICAL PARAMETERS

All water and soil samples collected will be analyzed for VOC by the EPA Contract Laboratory ProgramStatement of Work (CLP SOW OLM04.2). Monitoring wells and residential wells will not use theOrganic Low Concentration Method (OLC03.1), because none of the wells that will be sampled aredrinking water wells.

5.0 QUALITY ASSURANCE AND QUALITY CONTROL

5.1 RESPONSIBILITY

The Tetra Tech Site Lead, Anthony Vandeven, will be responsible for ensuring that sample quality andintegrity are maintained in accordance with the Quality Assurance and Quality Control Guidance forRemoval Activities (EPA/540/G-90/004), April 1990, and that the sample labeling and documentation areperformed in accordance with approved SOPs. Regulations for packaging, marking, labeling, andshipping of hazardous materials and wastes are promulgated by the U.S. Department of Transportation(DOT). Air carriers that transport hazardous materials, in particular, Federal Express, require compliancewith the current International Air Transport Association (IATA) Regulations, which apply to theshipment and transport of hazardous materials by air carrier. Tetra Tech will follow IATA regulations toensure compliance.

5.2 FIELD QC

Field QC will consist of collecting and analyzing one field blank per 20 samples per matrics, one tripblank per VOA shipment, and one duplicate per 20 samples, as well as completing chain-of-custodydocumentation and sample documentation in accordance with Tetra Tech SOP 018, Sample Custody, andTetra Tech SOP 024, Recording Notes in Field Log Books. Field blanks will be collected to test forcontamination that could possibly be introduced by sample containers and preservatives. Trip blanks willbe collected to test for contaminants that could possibly be introduced by sample transport. Fieldduplicates sample will test the reproducibility of sampling procedures and results.

5.3 LABORATORY QC

Laboratory QC will comply with all EPA requirements for laboratory QC. CLP analysis will consist ofall QC stated in the CLP SOW and includes all forms and deliverables required in the SOW

5.4 DATA VALIDATION

Data validation will be performed by EPA Region III Central Regional Laboratory's Quality AssuranceStaff in accordance with EPA Region III Modifications to the EPA CLP National Functional Guidelinesfor Data Review for all samples (EPA 1993).

6.0 DELIVERABLES

Information gathered from this sampling event will be compiled into a sampling trip report, which willinclude field notes, sampling information and analytical results. A full Expanded Site Inspection (ESI) isnot requested under this TDD.

Case 28846, Sample Delivery Groups (SDGs) CV001 and CV007, consisted of eight (8) aqueous andthree (3) soil samples submitted to Liberty Analytical (LffiRTY) for volatile analyses. Sample setincluded one (1) trip blank, two (2) rinsate blanks and two (2) field duplicate pan's. Samples wereanalyzed according to Contract Laboratory Program (CLP) Statement of Work (SOW) OLM04.2through Routine Analysis Services (RAS) program.

SUMMARY

Data were validated according to Innovative Approaches for Validation of Organic Data, Level M2.This level of review includes assessment of all Quality Assurance/Quality Control (QA/QC) data andreview of chromatograms, but excludes review of raw data and sample spectra. All samples weresuccessfully analyzed for all target compounds.

MINOR PROBLEMS

• Several volatile target compounds failed precision criteria [Percent Relative Standard Deviation(%RSD) and/or Percent Difference (%D)] in initial or continuing calibrations. Positive resultsassociated with these compounds were qualified "J" unless superseded by "B". Quantitationlimits for dichlorofluoromethane which had a continuing calibration percent difference greaterthan fifty percent (% D>50%) were qualified "UJ" in affected samples.

Six aqueous samples, CV001, CV002, CV003, CV004, CV005 and CV006, arrived atlaboratory in a cooler having an internal temperature of 8.0°C which exceeded the SOWcriteria of 4°C ± 2°C. Positive results in these samples were qualified "L" (to reflect apossible low bias) unless superseded by either "J" or "B71. Quantitation limits were qualified"UL" unless superseded by "UJ".

• An instrument blank was analyzed following sample CV001 due to the high concentration oftrichloroethene reported. 4-Methyl-2-pentanone was reported in this instrument blank but thiscompound was not detected in sample CV001. 4-Methyl-2-pentanone was also reported in oneof the method blanks associated with this Case and was considered a blank contaminant duringdata review.

• Samples CV001 and CV005 were reanalyzed at four fold (4X) dilutions to quantitate targetcompound trichloroethene.

• Non-spiked compounds, other than blank contaminants, were detected hi sample, matrix spike(MS), and matrix spike duplicate (MSD) analyses of sample CV001. No positive results otherthan spike compounds or blank contaminants were reported for sample, MS and MSD analysesof sample CV007. Results and precision estimates are tabled below. Units are ug/L.

• Compounds detected below Contract Required Quantitation Limits (CRQLs) were qualified "J"unless superseded by "B" on DSFs.

• MS and MSD analyses of sample CVOOI were performed at four fold dilutions rather thanundiluted. Laboratory identified the error after holding time had expired. Results from dilutedanalyses were reported. No data were qualified based on this deviation from the SOW.

CONTRACT # 68W99071SAMPLE IDENTIFICATIONS: CV001 CV002 CV003 CV004 CV005 C' 36 CV037 CV038The eight water samples listed above were received, at 5, and 8 degrees C, with proper documentation, in sealed

shipping containers, on December 21, and 28, 2000. All samples were scheduled for volatile only analysis. Temperatureblanks were not received in all coolers, however the procedure for temperature measurement is outlined in a QA notice inthe narrative section of this SDG.The samples were prepared and analyzed following Contract Laboratory Protocol(CLP) Statement of Work(SOW),document OLM04.2. This portion of the SDG narrative deals with the volatile fractions only. All pertinent QualityAssurance Notices are included in the narrative section, and all pertinent Laboratory Notices for Case # 28846, SDG #CV001 are included in the sample data sections.Analysis holding time requirements were met for all of these samples, and the sample pH values were all less than 2.0. ThepH results are tabulated in the attached batch sheets.The Target Compound List(TCL) analytes acetone, 1,1,1-trichloroethane, and trichloroethene were the most frequentlyidentified in the submitted samples above the Contract Required Quantitation Limit(CRQL). Samples CV001 and CV005were initially analyzed neat and contained trichloroethene at levels that exceeded calibration limits. The samples werereanalyzed at dilutions, and we have reported and billed for neat and diluted runs. Levels of trichloroethene in the dilutedanalysis of CV001 were slightly below the mid-point of the calibration, however this was not discovered until holdingtimes had expired so no reanalysis was conducted.

No reportable Tentatively Identified Compounds(TlCs) were present in the submitted samples.No instrument blank was analyzed after the neat analysis of CV005, however due to the fact that no trichloroethene waspresent in proceeding sample CV006, we are reporting the data with reference to this qualifier.

All Bromofluorobenzene (BFB) abundance criteria were met for tunes associated to this SDG. Overall QC criteria weremet for all initial and continuing calibration standards associated to this SDG.

The system monitoring compounds (SMCs) met recovery criteria in the analyses of these samples, and all of the internalstandards met retention time and response criteria in the analyses of these samples.

The associated method blanks met all quality control criteria, and did not contain any target analytes above the CRQL .The asssociated storage blank met all QC criteria, and also did not contain any TCL analytes above the CRQL.

Duplicate matrix spikes were generated from the original CV001 as requested, and all QC accuracy and precision criteriawere met without exception. Due to an operator oversight the duplicate matrix spikes were analyzed at the same dilution asthe dilution of the original, rather than at the neat level. This was not discovered until holding times had expired so noreanalysis was conducted.

Manual quantitations were performed on the process files in some of the the associated initial, and continuingcalibration(s), and in all samples except CV001DLMS, and CV001DLMSD. The reasons have been coded withexplanations provided in the notice included in the narrative section of this SDG.

Quality Assurance Notice

In the USEPA Contract Laboratory Program (CLP) "Statement of Work for OrganicAnalysis, Multi-Media, Multi-Concentration (Document Number OLM04.2), "directionsare provided dealing with a temperature blank, termed the USEPA Cooler TemperatureIndicator.

If a cooler temperature indicator bottle is not present in the cooler, the laboratory isrequired to contact the Sample Management Office (SMO), inform them of that fact anduse an alternative means of determining the cooler temperature.

The following is a list of options employed by CompuChem to determine the coolertemperature. For the Case/ SDG presented above, the option(s) used have been indicatedby a check mark.

Note: Any of the options performed are done so immediately after the cooler has beenopened and the determination made that the cooler temperature indicator bottle is absent.

Water Samples__ An aliquot from a sample bottle designated for extractable organics is poured into adisposable container, a thermometer is inserted into the disposable container, and thetemperature is taken and recorded after a 3 minute equilibration period. The contents ofthe disposable container are then properly discarded.

__ A calibrated IR temperature gun is focused onto a sample container, contained in thecooler, and after a minimum of 5 seconds, a temperature reading is taken and recorded.u.

Soil Samples__ A calibrated IR gun is used, as indicated for water samples.__ A temperature strip is affixed to the outside of a sample container and, after oneminute, the temperature is read and recorded.

As required by the organic SOW, the alternative technique used to determine the coolertemperature must be documented in the SDG Narrative.

All samples were scheduled for volatile only analysis.The samples were prepared and analyzed following Contract Laboratory Protocol(CLP) Statement of Work(SOW),document OLM04.2. This portion of the SDG narrative deals with the volatile fractions only. All pertinent QualityAssurance Notices are included in the narrative section, and all pertinent Laboratory Notices for Case # 28846, SDG #CV007 are included in the sample data sections. As no sample was designated for duplicate matrix spike analysis, SMOwas contacted and the laboratory was allowed to use CV007 as requested. A copy of the e-mail accompanies this narrative.Analysis holding tune requirements were met for these samples, and sample dry weight values ranged from 14 to 18percent.The Target Compound List(TCL) analyte acetone was identified in CV009 above the Contract Required QuantitationLimit(CRQL). None of the other submitted samples contained any TCL analytes above the CRQL.

No reportable Tentatively Identified Compounds(TICs) were present in the submitted samples.All Bromofluorobenzene (BFB) abundance criteria were met for tunes associated to this SDG. Overall QC criteria weremet for all initial and continuing calibration standards associated to this SDG.

The system monitoring compounds (SMCs) met recovery criteria in the analyses of these samples, and all of the internalstandards met retention time and response criteria in the analyses of these samples.

The associated method blank met all quality control criteria, and did not contain any target analytes above the CRQL.The asssociated storage blank met all QC criteria, and also did not contain any TCL analytes above the CRQL.

Duplicate matrix spikes were generated from the original CV007 as requested, and all QC precision and accuracy criteriawere met without exception.

Manual quantitations were performed on the process files in some of the the associated initial, and continuing call brat ion(s)and in samples CV007, CV008, and CV009. The reasons have been coded with explanations provided in the noticeincluded in the narrative section of this SDG.
