IntroductionFICO® Origination Manager (OM) is a comprehensive account origination platform designed to enable both large and small organizations to maximize returns and control costs, and to deliver strong customer engagement. It is configurable to a wide range of business requirements. Typical client industries include banking, auto lending, retail, healthcare, telecom, and utilities—essentially any platform for unsecured or secured lending.

The Origination Manager story goes back 50 years to the original Capstone Decision Manager. Origination Manager helps lenders build more profitable portfolios and manage risk on a customer-level basis, while cost-effectively adapting to rapid changes in the business and regulatory environments. Available for cloud or on-premises deployment, the system has been built around four functional modules:

• The Application Processing Module, including preconfigured workflow processing steps,queues, and data capture that reduce the implementation cycle time.

• The Decision Module, leveraging FICO® Blaze Advisor® decision rules management system to author rules and deploy business strategies quickly, and facilitate analytic model deployment, characteristic generation, and champion/challenger strategy testing.

• The Analytic Module, providing access to a FICO-hosted service that scores each applicant using the latest version of FICO® Small Business Scoring ServiceSM (SBSSSM) solution.

• The Data Acquisition Module, managing access to small business and consumer credit reporting agencies in North America and the UK.

Origination Manager 5.0 has been designed for the FICO® Decision Management Platform. This version provides faster time to value by offering a more configurable solution, supports a cloud-first strategy, and provides more flexibility in multi-tenant hosting within a single deployed instance of the system.

A configurable solutionAccount origination processes vary significantly from one organization to another. For business users evaluating origination solutions, the critical questions are:

• What will it take to adapt the software platform to our business process?

• How extensively will the software need to be customized? Will we be running on a unique instance of the code, and how expensive and difficult will our customized system be to maintain?

• How long will it take to tailor the solution to our needs—and to re-engineer it as our needs change?

FICO® Origination Manager was designed for business requirements to be met via configuration, rather than requiring code customizations, through user-configurable data elements, work management functions, and integration

with FICO® Blaze Advisor®. Configurations are stored as metadata, not as custom code, and are easily promoted from one instance to the next as the platform is configured to meet changing requirements.

Templates are organized by:• Region • Country• Line of business• Product or product category

The capabilities of Origination Manager enable business users to configure their processes using the application GUI, minimizing reliance on IT resources and avoiding the need to wait for vendor-supplied product modifications or customizations.

The reliance on configuration rather than customization enables administrators to be more granular in the way they version each of the artifacts, whether it

be workflow or a UI change. If there is an issue with a change, it is easy to roll back to the previous version, which reduces operational risk.

Origination Manager comes with a preconfigured library of business process templates encapsulating best practices accumulated from experience and expertise gained from years of business strategy, as well as operational consulting in the financial services industry. This configuration forms a baseline system the client can easily adapt to its own business needs, saving significant time and costs in the implementation project.

Once configured, an instance of the application can be duplicated and used as a blueprint for separate instances in other locations, which can be further configured to account for regional or functional nuances.

Among the configurable elements are:

• Data model—Data models vary widely in originations from organization to organization, and from geography to geography. The nature of the data that needs to be collected can also vary from market to market, as well as the business rules and strategies.

• Workflow—Creating or changing business processes, work queues, tags, workflows, and business rules is accomplished entirely within the application GUI.

• User interface—Key field labels on the user interface can be edited. Context-sensitive custom views can be integrated into the standard FICO®

Origination Manager graphical user interface (GUI), to display data tailored to the organization’s needs, specific to the account being worked and the role of the user. Origination Manager allows the administrator to restructure the layout of the pages on the desktop.

• Organization structure—The administrator can configure an organization structure to reflect the structure of the business, including multiple offices, each with its own hierarchical department structure, and work groups within each department. This enables the team to allocate work and apply differing business rules and

processes at any level within your organization.

• Product types—Each product type is configured with its base characteristics, including settlement rates, payment allocation, interest parameters, and more. These characteristics can be changed at any time within the application GUI using the system setup pages. As product types change, any staff member with the appropriate privileges may reconfigure these characteristics without vendor or internal technical assistance. Product types can be grouped together into a hierarchical structure, which allows for more control over configuration of rules and processes.

• User roles—System administrators can create fully configurable user roles that define the actions, screens, tools, and segments of data to which a user has access. Origination Manager exposes hundreds of discrete privileges that can be granted or denied to a user role, all of which are fully configurable.

• User-defined data—Account and customer attributes not provided in the Origination Manager database schema can easily be added to the system by a business user. Origination Manager automatically makes these user-defined attributes available to the system’s business rules.

User interface configuration Recent releases of FICO® Origination Manager take advantage of browser-based UI design flexibility to bring together multiple data streams, applications, and branding elements to provide highly customized experiences for users in the account origination operation. Out of the box, the product includes the use of “InfoBlocks”—region-sensitive business templates—data models, strategies, workflow components, UI pages, and widgets that give the adopting organization a head start on configuration and simplify localization for organizations operating in multiple countries and regulatory jurisdictions.

The software is bundled with the FICO® Blaze Advisor® decision rules management system, providing many options for routing accounts. This gives clients operational agility, i.e., the ability to react to changing conditions, which is critical for efficient origination and risk management.

Business rules and workflow management are fundamental to the Origination Manager architecture. Blaze Advisor enables business users to manage key components of the software decision-making mechanism, allowing the software’s behavior to be customized to meet changing business needs, minimizing organizational reliance on IT and enabling business functionality to be defined by business stakeholders.

Predictive models that run inside Origination Manager can be used for data segmentation, portfolio segmentation, and other analytics-based decision support. These models can help the originations team determine how best to evaluate the risks of new accounts.

Origination Manager workflow features include:

• Rules engine—The business can configure even the most complex decision logic via the rules engine,

automating key business decisions, eliminating manual processes, and speeding up processing with fewer human errors.

• Auto-assignment—The system uses customer and account characteristics to distribute records to work groups, assuring customers and accounts are in the work queue that best ensures effective risk assessment.

• Strategies—Strategies consist of a series of time-based and/or action-based decisions and actions to automate the workflows associated with customers and accounts over time. The system’s strategy functionality supports lifecycle management of customers and accounts.

The software provides access to thousands of data points. Through a GUI, the user can define the criteria evaluations for the decisions, so all available data points are presented as options for inclusion within each rule.

Multiple language support is an absolute requirement in originations. The design of Origination Manager facilitates both internationalization and language support. The software maintains all of the labels in a metadata file. The administrator can export the metadata to Excel, translate the labels, and re-import the metadata. Multiple languages can be used from the same instance.

Workflow configurationFICO® Origination Manager comes with a standard workflow engine, used to implement flexible workflows via

configuration without burdening IT programming resources. The system is designed to enable business users to manage their own workflows.

Configurable workflow functionality and automation tools typically are used in account originations, with human intervention only where the business requires it. Workflow features and tools enhance the agility of the team as well as its capacity to respond to changing business demands and realign strategies with business and operational goals.

The FICO® Decision Management Platform uses Flowable, an open source workflow model, accessible through the abstraction layer, providing simple, plain-language workflow prompts that are relevant to a business user, who can use the business process model and notation (BPMN) construct and a business construct as well.

Within various workflow types, there are rules generated and managed by FICO® Blaze Advisor® embedded in Origination Manager.

IntegrationFICO® Origination Manager is an open platform, which can be easily integrated with account management, customer relationship management (CRM), payments processing, analytics, and other legacy systems of financial institutions, as well as payment processors and more.

Access to data is continuous and real-time. Clients adopting the Origination Manager platform do not have to abandon existing systems. Rather, clients may continue to use products in which their organization has already invested or adopt new products to meet their own unique needs.

Origination Manager has been developed to be highly interoperable with a wide variety of platforms using web services. Key features of the application have been published as web services integration points. These integration points enable Origination Manager to participate in higher-level business processes within an organization.

In version 5.0, FICO has introduced a finer-grained set of APIs, giving business users the ability to set up specific processes to create an application, resubmit an application, withdraw an application, search for an application, and more. Each of these processes has its own predefined API.

Data acquisitionThe data acquisition module in Origination Manager provides access to a FICO-hosted service that fetches credit history data from credit reporting agencies located in the US and Canada. Pre-built interfaces are provided to all the major credit reporting agencies: Equifax, Experian, TransUnion, Equifax Canada, and TransUnion Canada. The FICO® Score 8 is also available via this module. Automated fail-over to alternative credit reporting agencies is included.

Origination Manager provides access to a FICO-hosted service that fetches

FICO® Application Risk Model scores and reason codes using either generated characteristics from the Data Acquisition Module or Automated Response Format data.

Origination Manager provides a set of RESTful web services, exposing hundreds of APIs as platform-independent means of system-to-system interaction. These web services support JavaScript Object Notation (JSON). All services make use of the HTTPS protocol for transport. APIs are provided for performing a large variety of operations on all the major customer- and account-based entities in Origination Manager.

Origination Manager supports both batch and real-time integration, a choice generally based on the limitations in the technology to which the system is being connected and the practical windows of time in which data exchanges can take place.

Some of the important types of APIs available to organizations adopting FICO® Origination Manager are listed and described below.

Applications and blueprints must use JWT and OAuth2 for security integration. They may not implement their own user or role management.

Storage Technology APIs Applications often access data from data stores such as RDBMS, Key Value stores, or NOSQL stores. This API specifies what storage APIs the DMS is standardized on.

Management APIs Blueprints should be deployed into FICO® Decision Management Suite using the FICO® Decision Management Platform APIs, as well as Kubernetes and Docker APIs.

Compliance engineered into the platformFICO® Origination Manager is designed to be a global solution, and a critical part of that commitment is the system’s support for compliance with diverse regulatory standards. The platform provides a configurable compliance framework to ensure clients can implement rules in the system specific to their own situation, e.g., geography and legal jurisdiction, and manage rule changes quickly and easily on an ongoing basis as regulations change.

A recent example of a principal compliance issue concerns the European Union’s General Data Protection Regulation (GDPR), designed to protect the privacy of EU residents. Privacy restrictions on data collection are expected to grow as a concern for collection and recovery operations worldwide. In the US, the State of California has passed similar privacy protections, which will take effect in 2020. New Jersey and Rhode Island are expected to adopt similar strict data privacy laws, and Oregon, Colorado, Arizona, and Virginia have moved to define and protect personal information.

All 50 states, Washington, DC, Puerto Rico, Guam, and the US Virgin Islands now require notification of breaches affecting personal data. In addition, the US Commerce Department reportedly is exploring a federal approach to personal data protection.

GDPR complianceUnder GDPR, EU “data subjects” have the right to know what personal data is being collected about them, the purpose for the collection, and the recipients of the data. They have a right to access the data and correct it. If the data is corrected, the “controller” must notify all recipients of the data of the corrections.

Data subjects can object to certain processing of their data and have the right to receive and transmit to a third party personal data they voluntarily provide a controller. To a degree, data subjects also have the right to have the controller erase personal data about the data subject. These are just some of the requirements under the numbered articles of the GDPR that have direct impact on account originations.

Because account origination by nature involves collection and storage of personally identifiable information (PII), the commitment to data security in Origination Manager is central to the product architecture. The section on Security outlines the steps FICO has taken to protect customer data.

In addition, the requirements that business users be able to readily locate, track, archive, delete, or encrypt the PII of individuals on request will vary from jurisdiction to jurisdiction (e.g., in accordance with GDPR or its analogous legislation in Asia, Australia, or North America) and so are addressed in the configuration of metadata specific to the region. Thus, the organization can quickly set up an instance of Origination Manager knowing the functions required to comply with local data privacy regulations are in place by virtue of the administrator’s selection of the correct configuration template. FICO maintains these templates in a library and can update as regulations change.

If the business users add a new field to the data structure, and that field will contain an element of PII, the configuration metadata enables the user to designate that field for secure, encrypted storage for compliance with data privacy regulations. The PII nature of the data is visibly called out in the user interface. Earlier versions required this distinction to be made in code; in Origination Manager using the FICO® Decision Management Platform architecture, the processes to handle PII are specified by configuration metadata.

The power of decision servicesThe decisioning functionality in FICO® Origination Manager executes automated, point-of-origination business strategies and policies based on FICO® Blaze Advisor® decision rules management system and FICO® Decision Optimizer, with the capabilities to include custom predictive analytics. Business users can develop, optimize, maintain, and deploy those strategies and policies quickly through configuration (i.e., without IT coding). Tools are included to perform champion/challenger testing, along with end-to-end execution testing.

FICO® Decision Modeler is used for both developing decision models and executing them in production. When used for authoring, Decision Modeler is used as a tool on the FICO® Decision Management Platform within the tools and development layer. When using Decision Modeler as an operational component for executing decisions, it is run in the decisions (serving) layer. Decision models run in the execution layer for large datasets, either as streaming or batch. The executors can be deployed as a REST-based web service or as a function and may be deployed across multiple fabrics, and directly in calling applications.

AnalyticsAnalytics determine what characteristics of the customer or account are predictive, and incorporate the data into models that enable the originations team to

configure their thresholds. For example, models have been used to gauge the risk of bringing on a new customer based on a creditworthiness score, or to predict whether that customer will turn out to be trying to defraud a lender.

Origination Manager provides access to a suite of pooled analytic models—models built from industrywide data on consumer behavior—including FICO® Small Business Scoring ServiceSM, and an application risk model score for consumer lending. It calls out to models that are housed in the FICO® Analytic Cloud. Each organization using Origination Manager can host its own custom models and incorporate them into the originations business process as well.

Architected on top of FICO® Decision Management Platform, Origination Manager incorporates FICO® Analytics Workbench™ as a tool to develop and manage custom models.

OptimizationOrigination Manager provides onboard decision management and workflow capabilities that enhance the effectiveness of originations. The next step beyond enhancement is optimization—the use of advanced analytics, including machine learning and artificial intelligence models, to determine the ideal action to take on each account, within operational and budget constraints. The system can work in conjunction

with Decision Optimizer, supporting the development and implementation of optimized strategies to drive “best offer” decisions and increased profitability. Adopters can apply optimization to multiple decision areas, such as price, term, and amount. Origination Manager can also work in conjunction with FICO® Model Builder, enabling the building and deployment of custom predictive models.

Optimization is not native Origination Manager functionality, but it is a core capability of FICO, one of the world’s leaders in next generation analytics. FICO’s tools and expertise make financial services, telecommunications, and credit/collections service providers more competitive by enabling them to individualize pricing and credit offers for customers. Optimization lets providers manage risk while tailoring the most attractive terms to each customer. Its analytics generate individualized strategies for collection and recovery, as well as agency placement.

FICO’s optimization tools and services can be incorporated as an option with an Origination Manager implementation.

Fraud detectionThe account originations process is a potential point of vulnerability to first-party and third-party fraud and other financial crime. Origination Manager can provide access to application fraud models in FICO® Application Fraud Manager, and automate compliance due diligence to identify financial crime risk with FICO® TONBELLER™ Siron™ Know Your Customer analytics. These fraud and compliance solutions integrate into rules and queuing within Origination Manager via APIs.

Omni-channel communicationsCommunications between the company and the new client are critical in the delivery and fulfillment processes in account origination. Workflow within FICO® Origination Manager segments accounts and determines what type of communication channels the customer prefers, and what kind of outreach strategy will be most effective. For a bank, for example, a high-value customer with a mortgage merits a different treatment versus an entirely new account with whom an institution has little or no history. That decisioning is implemented in Origination Manager and then operationalized through the Communication Module.

The omni-channel communications capabilities are provided by an originations-specific subset of FICO® Customer Communication Services, delivered using its code base, as a component of Origination Manager. This automated contact solution helps keep customers informed of status or request additional information via the channel most suited to each customer (e.g., voice or SMS).

The Communication Module delivers email, voice, text, and mobile app notifications orchestrated to effectively communicate with customers throughout the account lifecycle. It manages communications based on the contact preferences of the account. Business users can define policies, e.g., regarding the number of times the organization will contact the customer per year, or lay out standardized sequences of outbound communications, based on the type of

application or financial product, or based on the application’s outcome (approved or declined).

Document management and e-signingOrigination Manager can include an electronic document fulfillment module to help drive the application process to completion. The module is fully compliant with the federal E-SIGN Act. It enables customers to submit and sign documents online or via a mobile app.

Comprehensive reportingFICO® Origination Manager comes with a set of prebuilt operational reports. In addition, administrators can extract data to the customer data warehouse,

where they can do their own analysis using appropriate tools. Alternatively, FICO can store the customer’s data in its analytic data mart, inject more data from the operational database that FICO provides as part of Origination Manager, and visualize it using an optional Tableau Software web service. The customer can use Tableau against the FICO analytic data mart to build custom reports.

The Origination Manager roadmap includes development of live streaming dashboard views, taking advantage of the streaming capabilities of FICO® Decision Management Platform, with graphical presentation of data in a fashion designed for monitoring in real time.

Origination Manager architectureThe FICO® Decision Management Suite is a cloud or on-premises solution that provides the tools for creating fully customizable analytically powered applications. The FICO® Decision Management Platform encompasses a standardized set of analytic and execution services that power the Suite. With the introduction of release 5.0, the Decision Management Platform became the underlying architecture for FICO®

Origination Manager as well.

The Decision Management Platform provides:

• A set of REST APIs that expose platform functionality to applications

• A component model for packaging diverse decisioning and analytic tools

• A catalog of available components

• A software container management system for standardized, simple provisioning of components

• Security features such as data encryption, user authorization, and access control, automatically applied to all interactions with the platform

• Execution environments for running deployed decision services and analytic processes

• Standardized data upload, download, and storage

• Integrated business intelligence (BI) tools for evaluating decision service performance

• Non-functional requirements for throughput, system up-time, and disaster recovery, managed through configuration options

Decision Management Platform applications use the REST APIs to create solutions and add components to them. The components expose user interfaces and/or decision service interfaces to end users and client systems.

The Decision Management Platform will provide a single consistent view across Origination Manager functions—a single data model, unified definition of product categories and products, and consistent data provider integrations. The new architecture will make it easier for FICO to roll out new features and capabilities as the system evolves.

The FICO® Decision Management Platform provides lifecycle management such as start/restart, upgrade, and application provisioning. While not all FICO® Origination Manager adopters will use predictive analytics, the Decision Management Platform is built specifically to support analytics applications and tools, and therefore has foundational analytics services such as decision and analytics tracking, management of decision and analytics assets, and more.

The Decision Management Platform also provides a consistent model for authorization and other security functions. It is used for deploying tools as well as components used in the production system. It provides uniform APIs and resource management for shared resources such as Spark clusters, Lambda, and more. The Decision Management Platform also provides access to higher-level platform services that enable efficient and flexible development of decisioning and analytics applications and solutions. These include decision modeling, FICO® Analytics Workbench™, and FICO® Xpress Optimization components, for

example—tools that will be important to organizations looking to incorporate more advanced analytics into their originations processes.

“Components” in the Decision Management Platform, for the purpose of this discussion, implement reusable business logic, analytic configuration, and executable content that are packaged in a container for a single-click deployment, upgrading, and scalability.

A “service” is a mechanism to enable access to one or more capabilities, where the access is provided using a prescribed interface and is exercised consistently with constraints and policies as specified by the service description. Services can also be deployed in containers or may be standalone runtimes.

Execution “fabrics” are places that execute decisioning logic, configuration, and other intellectual property. Different decision fabrics have different performance, scalability, and locality characteristics, which means deployments often need to support multiple fabrics.

Origination Manager is composed of “core” and “template” layers sitting on top of FICO® Application Workbench, a rapid application development component of the Decision Management Platform. The core layer establishes quick-start components such as page layouts and themes, as well as some sample pages that may be used as reference. This layer also contains a base data model common across templates.

The template layer includes the logical data model, pages that are ready for use by customers for a specific line of business—for example, credit card application processing. The layer is built on top of the core layer—it may use prefabs defined in the core layer and the pages would be built using the layouts defined in the core layer.

Origination Manager users can modify the template layer, changing (add, modify, delete) the data model to meet their requirements. Similarly, they can alter the default pages, remove them altogether, or add new ones.

Microservices architectureFICO® Origination Manager services are delivered via a microservice architecture, which structures an application as a collection of services that are independently deployable and ideal for delivering a configurable solution oriented toward design for tailoring by business stakeholders. The microservice architecture enables the continuous delivery and deployment of large, complex applications that evolve, both functionally and in terms of the supporting technology stack.

Origination Manager services are provided by Java microservices built using the Spring Boot framework and delivered as Docker containers, orchestrated using the Kubernetes solution at runtime. This open source configuration enables nearly instantaneous onboarding of a new client.

Multi-tenant capabilityOrigination Manager is compliant with the FICO® Decision Management Platform 3.x supported multi-tenancy model. An application is created by a data entry person using a tenant-specific user interface. When the action is taken to create the application, a tenant-specific form is shown to fill out and validate the data for the application. The data entry person can perform temporary saves of the data, leave, and come back to finish. When finished, the data entry person can submit the application for processing, upon which a workflow instance is created. The workflow definition is specific to the tenant and managed by the technician using the tools.

Origination Manager supplies the Application Service to be used when developing the tenant-specific form. That service is used in the actions of

the form to create, save, and submit the application. A Resource Cloud built on top of Apache Ignite is where the data resides during application processing.

ScalabilityOrigination Manager scales horizontally in an automatic fashion as more tenants are onboarded. The system is built on top of FICO Decision Management Platform 3.x and will have the availability characteristics provided by Decision Management Platform 3.x.

Client data separationData storage in Origination Manager uses Couchbase for application data, S3 (object store) for large data like raw bureau/DM request and responses and for archival storage, and MySQL for workflow state management. Couchbase buckets are used to separate the data from one line of business to another.

FICO® Origination Manager 5.0 has been designed for the FICO® Decision Management Platform. This version provides faster time to value by offering a more configurable solution, supports a cloud-first strategy, and provides more flexibility in multi-tenant hosting within a single deployed instance of the system.

SecurityThe Payment Card Industry Security Standards Council (PCI SSC) governs the ongoing development, management, education, and awareness of standards that are designed to protect payment card information and to prevent cardholder fraud. The Council administers a framework of specifications, tools, measurements, and support resources to help organizations ensure the safe handling of cardholder information. FICO® Origination Manager is fully compliant with these specifications. Clients using

the system as a service, accessing it from the FICO® Analytic Cloud, are assured that the entire cloud is PCI certified.

EncryptionAll network traffic will be encrypted via SSL/TLS. Data at rest will be encrypted. Access to the services is restricted and subjected to authentication and proper authorization challenges. Every authentication attempt is logged.

AuthorizationOrigination Manager uses OAuth 2.0 for user authentication, with OpenID as the identity layer. Security is aligned through Okta.

Audit and traceabilityLogin attempts are logged for both success and failure scenarios. Logging of security-related events is distinguishable from other events. Configuration changes are auditable as well.
