Five (5) copies sre considered Proprietary Infornation and sre exespt fron disclosure ss allowed for in subsection (b) psrsgrsph (9) of the Freedom of Information Act (81 Stst. 54; U.S.C. 552) ss amended by Public Law 93-502, November 21, 1974, (88 Stst. 1561). The information believed to be exempt is geologicsl and/or geophyslcsl. MAIN PASS AREA, BLOCK 209

Pelto Oil Company (Pelto), aa Operator of the subject block, submits t h i s proposed Supplemental Plan of Exploration i n accordance v i t h the regulations contsined v i t h i n T i t l e 30 CFR 250.34 ss fol l o v s :

1. Schedule of.Operations

Five wells were proposed i n the I n i t i a l Plan of Exploration submitted by Union Exploration Partners snd revised by Pelto Oil Conpany.

Well locations A thru D have been d r i l l e d as wells No. 1 thru 4, snd Pelto has requested a Revised Plan of Exploration to amend the location of Well "E".

Pelto i s hereby proposing to add location "F".

Well "F" w i l l be spudded on or about December 1, 1987, subject to the approval of this Supplemental Plan of Exploration and issuance of the required Permits to D r i l l . Well "F" should take approximately 25 days to d r i l l .

I t should be emphasized that t h i s schedule i s tentative ln the meaning of 30 CFR 250.34-1(a). Additional exploratory d r i l l i n g must be predicated upon the need to further define structures and/or reservoir limitations. In addition to the d r i l l i n g of t h i s well, other s c t i v l t i e e vhich may be conducted under thie Plan would be the setting of a well protector structure, a seafloor template, a velocity survey in a wellbore, and the collection of s o i l borings.

Transportation from the existing onshore f a c i l i t i e s in Venice, Louisiana, to the surfoce location in Block 209 v i l l involve the use of one supply boat making three t r i p s a week, one crew boat making three t r i p s per week, and one helicopter making seven t r i p s per veek.

?. D r i l l i n g EquIpment

Depending on the a v a i l a b i l i t y of rigs, the proposed veils w i l l be dri l l e d with a jack-up d r i l l i n g r i g similar to the Teledyne No. 17. An equipment l i s t is enclosed herewith as Attachment I .

Safetyjfeatures wtll Include well control and blowout prevention equipment as 'described in OCS Order No. 2. The appropriate l i f e rafts, l i f e jackets, ring buoys, etc., ss prescribed by the U.S. Coafst Guard v i l l be maintained on the faci l i ty at a l l times.

3. Locatlon_of_wellB

The approximate location of the well proposed in this Supplemental Plan as well as the proposed depth, i s shown on the accompanying Location Plat, enclosed herewith as Attachment I I , and i s described as follows:

4. Geological /Geophysical Information

A structure map which i l lustrates Pelto'e current interpretation of Main Pass Block 209 is enclosed herewith as Attachment I I I .

5. Shallow_Ha2ards_Report

A high resolution, multi-sensor geophysical survey was conducted over the entire block. A Shallow Hazards Analysis at this location is enclosed as Attachment IV.

6. Onshore Faci 1 i t les

The aervice base for this area v i l l be Venice, Loulalana. This will be an established fac i l i ty that will require no modifications.

7. PollutlonJPreventlon Information

Pollution prevention control measures v i l l be ln accordance vith OCS Order No. 7. Pelto has on f i l e vith the HHS an C i l Spi l l Contingency Plan for the Gulf of Hexico. In the event of a sp i l l , this Plan v i l l be actuated. Pelto is a member of Clean Gulf Associates vhich provides s p i l l containment equipment and clean-up equipment at six Halliburton Service Bases on the Gulf Coest:

Galveston and Rockport in Texas; Grand Isle, Cameron, Venice and Intracoastal City in Louisiana. I f a sp i l l should occur from the proposed operations, the equipment located at Venice, Louisiana vould be utilized f irst , vith additional equipment moved in from other bases, i f necessary. Fast boat response vith o i l boom,

skimmers, pump and storage tanks would require approximately 10-12 hours! including preparation time. A heavy equipment system response would require sapproximately 20-28 hours^ including six hqWsj preparation time.

Drill/ cuttings and .excess drilling fluids v i l l be disposed of in accordance with applicable environmental regulations. The drilling fluid components and additives to be used are enclosed herevith ss Attachment V.

8. Safety and Environmental Safeguards

Safety features during drilling operationa v i l l include veil control and blovout prevention equipment that meets or exceeds the requirements of OCS Order No. 2.

Oil in sny form shall not be disposed of into the vaters cf the Gulf.

Liquid vaste materials containing substances vhich may be harmful to aquatic l i f e or vildlife, or injurious in any manner to l i f e or property shall be treated to avoid disposal of harmful substances into the vaters of the Gulf.

Drilling muds containing o i l are not disposed of into the Gulf. This type of material i s loaded and barged to shore for proper disposal. Drilling mud containing toxic substances i s neutralized prior to disposal.

Drill cuttings, sand and solids containing o i l are not disposed of into the Gulf, unleas the oi l has been removed.

The subject offshore mobile drilling unit i s equipped vith drip pens under the rig floor. All o i l from diesel engines i s pumped to a sump and then pumped into barrels for return to an onshore site.

Operator pereonnel are Instructed in the techniques and methods neceaaary to prevent pollution. Non-operator pereonnel are inatructed and eupervieed to insure thet non-pollution practices ere edhered to.
