The University of Texas-Pan American (UTPA) is a Hispanic Serving Institution located in Edinburg, Texas. This geographic region of South Texas is one of the fastest growing areas of the nation known as the Rio Grande Valley. Currently, there are approximately 19,302 students enrolled at UTPA. It offers 56 bachelor’s degrees, 53 master’s degrees, three doctoral, and two cooperative doctoral programs within seven colleges.

The Festival of International Books and Arts (FESTIBA) Program is an initiative of The University of Texas-Pan American and the College of Arts and Humanities. Through valued commitment and support from entities and various sponsors, FESTIBA was created eight years ago and continues to flourish. The purpose of FESTIBA is to increase the interest in reading, help improve success in secondary and postsecondary education, and provide an educational opportunity for at-risk youth in rural communities.

executive summary

During FESTIBA GEAR UP Days, approximately 814 students and 84 parents engaged with professional leaders in the arts fields, such as leading authors, musicians, and actors. Students attended break-out sessions and learned about the importance of literacy and about careers in the arts. A new addition to FESTIBA 2013 was the inclusion of parents. Parents attended sessions designed to help them understand the importance of financial literacy. These sessions provided parents with an opportunity to network and collaborate while learning strategies in encouraging and motivating their children.

On FESTIBA Librarians and Educators Day, librarians, teachers, and administrators listened to a roundtable discussion led by local government officials, local education agency officials such as university officials and other leaders in the arts professions who discussed information and resources on how to promote health literacy in their schools and communities. Roundtable panelists stressed the importance of promoting healthy bodies and healthy minds.

The Mariachi Directors’ Workshop and Mariachi Festival proved to be popular events with mariachi directors and students from across the valley representing various local middle schools and high schools. The Directors’ Workshop brought together music educators who shared their teaching experiences. Directors also had an opportunity to participate in a discussion with

Rigoberto Alfaro, a well known musician and composer, who led an informative discussion focusing on current mariachi music and music education pedagogy.

The highlight of the Mariachi Festival for the students was to learn from professional mariachis. Student mariachis came together in the spirit of friendly competition to participate in a mariachi workshop and vie for a spot to perform with world renowned Mariachi Sol de México de José Hernández. The top talent chosen in the competition claimed bragging rights and shared the concert stage with the professional mariachi at the end of the competition. Students excelled as they competed in this competition. Another exciting addition to this year’s concert was an appearance by the internationally acclaimed conductor Alondra de la Parra who directed a performance of the UTPA Symphony Orchestra with Mariachi Sol de México de José Hernández.

FESTIBA at the Jardín del Arte Community Festival closed the week-long activities by bringing in the community to experience exhibits first hand and interact with individuals who are involved with the arts. Various local artists, authors, and even celebrities joined in the festivities at Edinburg City courtyard. The South Texas Literacy Coalition distributed books, as patrons watched a children’s play and heard storytellers in the city auditorium and strolled along the City Hall Courtyard during the evening to enjoy all the festivities.

The University of Texas-Pan American recognizes that literacy is a necessary component of life; it is vital for success in school, career and everyday skills. Thus, UTPA created the Festival of International Books and Arts (FESTIBA) in 2006, to promote an interest in reading, improve secondary and postsecondary success, and to bring educational opportunities to at risk youth across our communities. With literacy, reading, and cultural and civic engagement as the focus of FESTIBA, UTPA seeks to foster a culture that appreciates and celebrates the arts and humanities within the South Texas community.

Now in its eighth consecutive year, FESTIBA has evolved into a regional event that brings together the most outstanding scholars, authors and educators in their disciplines to UTPA and the surrounding community to contribute their expertise, encourage intellectual inquiry and exchange, and improve the capacity to teach and understand the humanities. With the goal of promoting cultural awareness, UTPA celebrates the arts and humanities by engaging the community through books, poetry, drama, lectures, artistic exhibits, presentations in dance, theatre, film, musical concerts, a mariachi workshop and competition, and much more.

FESTIBA 2013 was an extraordinary, exciting event that inspired the lives of many young children in the Rio Grande Valley who face literacy challenges. By motivating students to explore professional careers in the arts, and by educating not only students, but parents and community members as well, FESTIBA 2013 proved to be a powerful event.

With this year’s theme of “Literacy: Inspiring Healthy Minds and Healthy Bodies,” FESTIBA 2013 sought to inspire a love of books, learning and good health. Throughout the entire week of FESTIBA, March 18-24, 2013, faculty, students and guests presented information and performed in their area of expertise and research as part of the academic conference. Sessions and exhibitions were free and open to students and the general public.

acaDeMIc confeRence“LITERACY and the BODY POLITIC: Examining the intersection of health, literacy, and cultural politics”FESTIBA 2013 presented an academic conference consisting of lectures, workshops, panel discussions, and presentations. The Rio Grande Valley suffers epidemic rates of obesity and diabetes which significantly impact the quality of life, productivity, and prosperity of residents. At the same time, our region has some of the highest rates of poverty, high school dropouts, and limited English proficiency in the nation. The academic conference “Literacy and the Body Politic” showcased interdisciplinary research that addresses health problems in the Rio Grande Valley through the lens of literacy and cultural studies. Through this conference, it is hoped that greater levels of collaboration will occur between healthcare workers, educators, and artists in order to address our region’s most dramatic challenges.

teXas booK festIValREADING ROCK STARS PROGRAMThe Texas Book Festival brought books to life for young readers through Reading Rock Stars, an engaging literacy program that invited authors from across the country to present their works to students in economically-disadvantaged public schools. Authors for this year’s Reading Rock Stars were Liz Garton Scanlon, Gwendolyn Zepeda, Rene Saldaña, Mara Price, Winifred Conkling, Diane Bertrand, and Don Tate. At the end of the presentations, each child received an autographed copy of the author’s book. A set of books was also presented to the participating schools’ library.

This year’s participating schools included: Diaz-Villarreal Elementary, Mission; Eligio Kika de la Garza Elementary, Mission; Evangelina Garza Elementary, Mission; W.J. Clinton Elementary, Peñitas; Rubén Hinojosa Elementary, Mercedes; and Perez Elementary, McAllen. This is an opportunity schools must capitalize on to assist students and families who may not have the financial means to purchase their own books. As is self-reported by parents in the parent survey later in this report, 23 percent of the parents surveyed stated that their annual

house hold income is $15,000 or less; and 31 percent stated that their annual house hold income is $30,000 or less. Therefore, it is imperative that programs such as FESTIBA continue to be a catalyst in providing such opportunities for the community.

coMMUnItY oUtReacHGEAR UP Students and ParentsGaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) is a federally funded program that promotes early college readiness to underrepresented students. On March 21 and March 22, 2013, a total of approximately 800 GEAR UP students from the Region One Education Service Center attended an all-day event promoting healthy lifestyles and healthy living.

Students attended sessions on healthy nutrition, physical activity and overall good lifestyle decision-making strategies. The sessions offered to the students included keynote speakers: young adult author Malín Alegria, who spoke to the students about her experiences as an author and read stories to the students from her books; and Olympic Gold Medal Winner, Brenda Villa, who shared her personal story of perseverance and determination not only as an Olympian, but as a student.

Students also had the opportunity to attend breakout sessions where they listened to presentations by Mike Guerra and J.M. Longoria, both actors originally from the valley, now from Los Angeles, and former GEAR UP students. They spoke to the students about their experiences growing up in the valley and pursuing their dreams of becoming actors. Representatives from the United States Department of Agriculture (USDA) Adelita Muñoz and Cristina Perez, also presented to the students, along with UTPA basketball player Noel Espericueta, who shared his knowledge and background in physical fitness and a healthy lifestyle. Espericueta joined Roberto Garza, team captain for the Chicago Bears, to promote healthy bodies and minds by engaging the students in physical activities.

Students who attended the workshop and activity session with Garza participated in a series of physical activities including catching football passes and racing in potato sacks. Garza was glad to sign autographs and talk to the students one-on-one to encourage them to stay in school and follow their dreams.

Students also enjoyed watching the musical Carnival of the Animals by Camille Saint-Saens which featured Shoko and Brendan Kinsella (Duo Piano), the UTPA Music Department Faculty Orchestra and

the UTPA Modern Dance Company. The students listened attentively as Dr. Dahlia Guerra narrated the musical. After the performance, the middle school students participated in a questions-and-answers session. The students were exposed to opportunities in the arts, through music and dance.

The Office for Sustainability at UTPA also promoted wellness through a nutrition presentation, where they engaged students by making healthy smoothies. Throughout GEAR UP Days, the students interacted with presenters and asked them questions. The students participated in physical activities and learned about healthy lifestyles.

GEAR UP parents also had many opportunities to participate in sessions as well. Parents learned about financial aid resources for students from UTPA’s Financial Aid Office representative Jesus Buitron, and learned about financial literacy from local banking partners. Representatives from local banking institutions included: Capital One Bank representatives Cynthia Graham, Rio Grande Valley Area president, and Araceli Mendiola, branch manager. Lone Star National Bank representatives Emilio Santos, banking center manager in McAllen, Texas, and Vanessa Segura, banking center manager in Edinburg, Texas, also attended. For parents who spoke languages other than English, translating devices were available. Overall, it was a very informative day for parents as well as for students.

At the end of the day, GEAR UP students received Malín Alegria’s four-book young adult series Border Town, thus over 3,200 books were distributed during the two GEAR UP Days. Students also received a goody lunch bag promoting healthy nutrition, and a T-shirt to remind them of the valuable lessons they learned at FESTIBA.

Librarians and Educators DayLibrarians and educators from throughout the valley attended the Librarians and Educators Day on March 22, 2013. The conference began with a Congressional Roundtable panel presentation on Hispanic Health Literacy. On the panel were: Congressman Rubén Hinojosa (TX-15); Dr. Havidán Rodríguez, UTPA provost and vice president for Academic Affairs; Stephen Leach, manager, Community Relations, NESTLE; Brenda Villa, captain of the Gold Medal winning U.S. Water Polo Team at the 2012 Olympic Games in London, England; and Guadalupe Garcia McCall, Author.

The Congressional Roundtable brought together scholars and champions of various backgrounds to discuss the importance of instilling health literacy at a young age. Librarians and educators had the opportunity to ask questions and discuss current events and issues that are faced within the local education agencies. Through the partnership with the South Texas Literacy Coalition, keynote speaker Guadalupe Garcia McCall, addressed the participants. Also as part of the conference, participants were able to engage in a session focusing on nutrition, led by award- winning chef Jesse Castellon.

MaRIacHI festIVal anD DIRectoRs’ WoRKsHoPHigh school and middle school mariachi students from approximately 12 school districts throughout the state of Texas participated in “The Roots of the Mariachi Musical Tradition” lectures and workshops led by clinicians José Hernandez, Mariachi Sol de México and members of UTPA Mariachi Aztlán. This festival provided a wonderful opportunity for mariachi students to improve their musical skills, add to their musical repertoire, learn about the history and development of the mariachi style, and experience the amazing Mariachi Sol de México de José Hernandez. FESTIBA events and activities included a Mariachi Directors’ Workshop where high school mariachi directors were able to exchange best practices and experiences regarding their mariachi groups.

A highlight of the directors’ meeting was a presentation by the legendary mariachi patriarch and musical arranger Rigoberto Alfaro. Alfaro has worked in the music industry for more than forty years, and has composed original arrangements for international recording artists including: El Rey for José

Alfredo Jiménez; La Bikina for Mariachi Vargas de Tecalitlán; ¿De Qué Manera Te Olvido? and Por Tu Maldito Amor for Vicente Fernandez; and La Muerte del Palomo for Rocío Dúrcal, just to name a few. Alfaro shared his story and experiences with the directors and then opened up the session for questions and answers. The discussion was insightful as the directors were thrilled to hear from such a musical legend.

Another powerful event was an evening concert featuring the world-famous Mariachi Sol de México de José Hernandez, the UTPA Mariachi Aztlán, and the middle school and high school winners of the mariachi competition. Directed by internationally acclaimed conductor Alondra de la Parra, this event amazed a standing room only crowd.

coMMUnItY festIVal at JaRDín Del aRteIn partnership with the City of Edinburg, Community Festival

at Jardín del Arte took place on Friday, March 22, 2013 at the City of Edinburg grounds. The event featured an amazing list of family-friendly events including: a variety of musical performances, children’s activity tent, book displays, South Texas Literacy Coalition book distributions, children’s play and storytellers in the Edinburg City Auditorium, local and international artists, author presentations and book signings, a variety of art and food vendors, and a photo-op and autograph signing by Roberto Garza from the Chicago Bears.

Other additions to this year’s FESTIBA were food and children’s activity booths by UTPA student organizations; nutrition sessions conducted by Fooducator Lebby Salinas; Zumba dancing instructed by the UTPA Wellness and Recreational Sports Complex; a tent featuring UTPA Athletics (Men’s Tennis Team, UTPA Cheerleaders, and UTPA mascot Bucky the Bronc); a puppet show by UTPA’s College of Education; and last but not least, an information booth by Green Mountain Energy, co-sponsor for FESTIBA Community Festival.

otHeR eXHIbIts anD actIVItIes

Santitos: International Printmaking Portfolio ExhibitThis exhibit featured 34 printmakers from more than eight countries interpreting the theme of Santitos, a popular and worldwide form of devotional image.

“Funambulo de la Noche”This exhibit displayed 36 prints by Sergio Hernandez, one of Mexico’s leading artists from Oaxaca. It was

sponsored by the Mexican Consulate.

The Faculty Show This exhibit featured works by faculty of the Art Department.

Photographic Exhibit: “El andar del teatro en español en una mirada” This exhibition of photography of performances was presented in the Spanish language by the Theatrical Group “Frontera Líquida” from 2007-2012, UTPA and beyond.

McAllen Film Commission Clip Competition for UTPA Communication StudentsPresented by the Department of Communication and the McAllen Film Commission, this competition presented an opportunity for students to earn scholarships by submitting shots/scenes of the Rio Grande Valley. The McAllen Film Commission provided a list of locations and shots that were required with each submission. Teams were also allowed to include other locations/shots. Prize money was offered by the McAllen Film Commission as scholarships to attend the UTPA Department of Communication.

FESTIBA 2013 brought together an international, eclectic collection of artists, authors and actors. This international festival included many presentations throughout the week for all to experience opportunities to engage in educational activities that promote literacy.

The following section of this report is a compilation of the feedback received from FESTIBA participants as they experienced the events and activities. In collecting this information, UTPA seeks to obtain valuable information regarding its strengths and areas of improvement in order to strengthen the quality of the program. The objective of this report is to inform and evaluate FESTIBA events and determine their impact on participant perceptions about literacy, health literacy, the arts, and college-going access. This report is also the driving force behind both formative and summative decisions made by FESTIBA organizers to understand the factors that influence participants and to help make informed decisions throughout both the planning and implementation process of the program. Participants were asked to voluntarily complete an optional, anonymous survey created to evaluate the overall general experience at FESTIBA. The surveys used at FESTIBA consisted of questions regarding participant perceptions about literacy, the arts and satisfaction regarding overall activities.

The surveys created were composed of three sections. The first section of the surveys consisted of questions regarding demographics. The responses were multiple choice where the participant could select from a menu of options. The next section was a set of questions specific to the events of the day. This section also incorporated multiple-choice responses where the participant could select from a menu of options from a Likert Scale, ranging from “Strongly Agree” to “Strongly Disagree,” or in the case of the students’ surveys, ranging from “Yes” to “No” to “I’m Not Sure.” The final section included open-ended questions where the participants had the option to fill in a text box with unlimited characters to submit additional comments or feedback. The survey was anonymous as no identifiers were collected in this data set.

For students, parents, mariachi directors and members of the community, survey data was collected on paper copies that were distributed to the participants by trained staff. The librarians and educators data was collected through the use of iPads. Student assistants were trained to circulate through the room in a predetermined fashion to make the iPad available for participants to answer the questions on the survey in a timely manner. Students were also trained to assist with any questions that the participants may have had regarding the survey or any technical issues with the iPad. The data was collected through software produced specifically for survey use. Results of the data collected are shared in the narrative that follows and is provided on the respective day for which it was collected.

There were six different surveys designed to gather data from the participants throughout FESTIBA week, and each survey was specific to a respective day and audience. Those surveys created were:

Students’ Responses:Regarding students’ gender, 46 percent of the student participants were male, and 54 percent were female. Race / Ethnicity was reported as 6 percent “White / Non-Hispanic,” 90 percent “Hispanic / Latino,” 1 percent “Asian,” and 3 percent of the students reported they identified their race/ethnicity as “Other.”

Eighty-four percent of the participants responded “Yes” to the statement: FESTIBA was effective in increasing my interest about different careers. Five percent of the participants responded “No,” and 11 percent of the participants responded “I’m Not Sure.”

Other positive findings in this survey were the responses to the following statement: “FESTIBA was effective in encouraging me to become a better student.” Ninety percent of the students reported “Yes,” while 4 percent reported “No,” and 6 percent reported they were not sure.

Regarding FESTIBA being effective in increasing student confidence as a reader, writer or performer, 73 percent of the participants responded “Yes,” while 11 percent of the participants responded “No,” and 17 percent of the participants responded “I’m Not Sure.”

in influencing my decision to go to college,” an overwhelming 92 percent of the students responded “Yes.” Three percent of the students responded “No,” and 5 percent stated they were not sure. This is impactful in that many of the students who attend FESTIBA will be first-generation, college-going students. Many of these students come from families whose parents may not have attended or graduated from college, as reported in question number three in the parent survey. Twenty-four percent of the parents reported they have less than a high school education and 22 percent had only a high school education. This data supports the objective of FESTIBA to provide students with opportunities to be exposed to the postsecondary experience through activities incorporating literacy and visiting the university campus.

In another statement regarding nutrition and literacy, 62 percent of the participants responded “Yes” when asked if their interest in nutrition and what they ate was increased after they attended the nutrition session. Seven percent of the participants responded “No,” and 12 percent of the participants responded “I’m Not Sure.” Nineteen percent of the participants responded “I did not attend the nutrition session.”

Regarding physical fitness, 72 percent of the participants who attended the physical activity session reported it encouraged them to learn more about fitness and exercise. Five percent of the participants responded it did not, and 6 percent of the participants responded that they were not sure, while 18 percent of the participants reported they did not attend the physical activity session.

This is relevant to program impact because current data and research supports that the geographic region is experiencing a hardship regarding Hispanics and health issues related to obesity, diabetes, and heart diseases.

This data is critical to the impact of FESTIBA because it suggests that the students that FESTIBA targets are underrepresented students who may be the first in their families to attend and graduate from college. This is supported by the fact that 71 percent of all parents who responded to this survey have only some college or less. Only 24 percent reported having a bachelor’s degree or higher, and 5 percent reported having “other.”

When parents were asked to report their annual house-hold income, 23 percent of the participants responded “Under $15,000.”31 percent of the participants responded “$15,001 - $30,000.” 16 percent of the participants responded “$30,001 - $50,000.”13 percent of the participants responded “$50,001 - $75,000.”13 percent of the participants responded “$75,001 - $100,000.” 5 percent of the participants responded “more than $100,000.”

Nearly 25 percent of the students who attended FESTIBA come from families whose annual house-hold income is reportedly under $15,000. This data suggest that many of the students who attended FESTIBA are living near or below the poverty level. FESTIBA may be the only means in which these families may have the opportunity to receive materials and resources to elevate their levels of literacy. One can make the assumption that if these families have to make a choice between purchasing a meal for the family or a book for the children to share, the latter will not be an option. Through FESTIBA’s South Texas Literacy Coalition book distribution, these families may stand a chance in obtaining a book for the family to share. This book may also be that proverbial seed being planted in the life of a child, the family, and the community.

When asked, “How many times have you attended FESTIBA in the past?,” 63 percent of the participants responded “None,” 28 percent of the participants responded “1 time,” and 8 percent of the participants responded “2-3 times.” Two percent

of the participants responded “4 or more times.”

To the statement: “FESTIBA has inspired me to encourage my child to focus on academics and graduate from high school,” 78 percent of the participants responded “strongly agree,” 18 percent of the participants responded “agree,” and 3 percent of the participants responded “not sure or neutral” while 0 percent of the participants responded “disagree” and “strongly disagree.”

Seventy-nine percent of the participants responded that they “strongly agree” that FESTIBA inspired them to encourage their child to go to college, and 21 percent of the participants responded “agree.” None of the participants responded “not sure or neutral,” “disagree,” or “strongly disagree.”

That is to say, an overwhelming 100 percent of the parents surveyed combined “strongly agreed” or “agreed” that FESTIBA inspired them to encourage their child to go to college. This is remarkable testament to the impact of FESTIBA because it

just very well may be the catalyst that may break that vicious cycle of underrepresented minority students who are not enrolling in college. Perhaps these parents and children will continue to be motivated and engaged in the idea of pursuing a college education.

Combined, a total of 95 percent of the participants either “strongly agreed” or “agreed” that they learned about careers for authors, writers and performers at FESTIBA, and 91 percent “strongly agreed” or “agreed” that they learned about nutrition and/or fitness and healthy lifestyles at FESTIBA. Furthermore, 94 percent “strongly agreed” or “agreed” that they were more interested in having their children or other family members pursue a career in Health, Literacy, Culture or Arts and Humanities in general after attending FESTIBA. This is relevant in that it is bringing awareness about careers that students may not necessarily have the opportunity to be exposed to on a regular basis.

Ninety librarians and educators from participating school districts and local education agencies responded to the FESTIBA Librarians and Educators Day Survey while attending FESTIBA at The University of Texas-Pan American on March 22, 2013. Participants volunteering for the survey responded to a total of 20 inquiries. This survey was optional, and the librarians and educators remain anonymous, as no personal identifiers were collected in the data set. Below are the responses from those participants. A majority of the participants for Librarian and Educator Day, 70 percent, responded that they have been in the education field “more than 10 years. Twenty percent responded that they have been in the education field “6-10 years,” while 10 percent of the participants responded “1-5 years.” Sixty-four percent of those same participants stated they are librarians, and 12 percent stated they are teachers.

Sixteen percent of the participants stated they work primarily with high school students, 21 percent work primarily with middle school students and 44 percent work primarily with elementary school children.

Fifty-three percent of the participants responded “Reading” when asked which content area they primarily teach or work with, while 12 percent of the participants responded “Language Arts,” and 1 percent of the participants responded “Health.” A significant 34 percent of the participants responded “Other.”

When asked, “How many times have you attended FESTIBA in the past?” 26 percent of the participants responded “None,” while 19 percent of the participants responded “1 time.” Some 37 percent of the participants responded “2-3 times,” and 18 percent of the participants responded “4 or more times.”

When asked “What impacted you the most today?,”

47 percent of the participants responded “The roundtable discussion.” Sixteen percent of the participants responded “The keynote speaker,” and 27 percent of the participants responded “The cooking demonstration and nutrition presentation,” while 11 percent of the participants responded “Other.”

As reported by 47 percent of the participants, the Congressional Roundtable discussion was most impactful. Participants also reiterated this finding in the comments section of this report that follows. Participants enjoyed listening to discussions revolving around literacy and the importance of instilling it at a young age.

Mariachi Directors’ Responses:When asked “Are you a graduate of the UTPA College of Arts and Humanities?,” 50 percent of the participants responded “Yes,” and 50 percent of the participants responded “No.” This is significant as it suggests that half of those directors who participated in FESTIBA were alum of the university, specifically the College of Arts and Humanities, and are already connected to the university. However, it also reflects that half of those directors who participated in FESTIBA are not alum, thus suggesting that FESTIBA is reaching out not only to alum, but to those who do not necessarily have any previous ties to the university. This data further suggests FESTIBA is a resource that is overarching and inclusive

competition. Thirty-three percent of participating school districts’ directors reported practicing “8 to 12 hours a week” for the competition. Twenty-nine percent of the participants reported practicing “1 to 3 hours a week” and “4 to 8 hours a week.”

Ninety percent of the directors surveyed “strongly agree” or “agree” that Mariachi Competition keeps students involved and focused on academics. The Mariachi Competition, and therefore FESTIBA, promotes cultural extra-curricular activities that successfully increase school attendance and performance.

Regarding the quality of the workshop for the students at FESTIBA, 68 percent of the directors “strongly agreed” that “The impact of FESTIBA

workshops for students was positive in nature.” Twenty-three percent of the directors “agreed” with this statement as well.

Regarding student participation in FESTIBA, 50 percent of the directors “strongly agreed” that “The participation of students in the FESTIBA workshops contribute to student success in the classroom,” while 41 percent “agreed” with the same statement. Fifty-nine percent of the directors also “strongly agreed” that “Many of my students will pursue postsecondary education in the future,” and 41 percent “agreed” with the statement.

This reflects how FESTIBA not only makes an impact on those who attend, but also how the attendees intend to share what they learn with their immediate family. Eighty-eight percent of the participants, after attending FESTIBA’s Community Festival, were inspired to encourage their children and family to graduate from high school.

FESTIBA is a way for students to evaluate the many possible careers within the arts and humanities. Furthermore, FESTIBA helps create a familial support system that encourages the youth to reach their educational goals, while promoting nutrition and health.

Thirty-one percent of the survey participants have attended FESTIBA’s Community Festival in the past, and 88 percent of the population surveyed “strongly agree” or “agree” that they would like to continue attending the event in years to come. The survey results show how valuable participants perceive FESTIBA to be to their children and other

family members’ education. Ninety-four percent of the attendants “strongly agree” or “agree” that they would recommend FESTIBA to someone else, and 35 percent responded hearing of the event from a friend.

The surveyed population shows an eagerness to return and invite others to the event. One can safely assume, based on the responses reported by the participants, that FESTIBA’s attendance could potentially further increase as the community continues to share their enthusiasm to attend such an event.

The survey respondents appear to be greatly satisfied with the organization and activities of FESTIBA’s Community Festival. The results not only show how satisfied the attendees were with FESTIBA’s activities, they also exemplify the organization’s care, planning and commitment in bringing education to our community.

It is evident based on the data collected from the participants that FESTIBA 2013 was highly influential in the lives of those who participated throughout the week. The strong commitment of our partners representing corporate, government, and educational entities allowed FESTIBA 2013 to provide learning experiences for all through a variety of presentations, hands-on, and physical activities.

conclUsIon

Students attended engaging sessions that motivated and inspired them and sparked an interest in the arts and humanities. Students also participated in physical activities and learned about nutrition and its impact on one’s health. Parents who attended with their children were engaged by participating in conversations and dialogue regarding college and career readiness and college access through literacy and the fundamentals of reading. Librarians and educators gained wisdom and innovative ideas from listening to speakers for further professional development. Mariachi directors and music educators had an invaluable experience at FESTIBA by engaging with others through cultural experiences in the spirit of competition and professional development. Finally, members of the community also engaged in educational experiences that bring to light the importance of promoting literacy, not only at school, but in the home as well.

Through its partners’ support, FESTIBA empowered more than 150 teachers and librarians with the resources to promote health

literacy in their schools and communities; encouraged more than 800 middle school students to pursue healthy lifestyles; exposed about 80 parents to financial literacy; and informed hundreds of community members about the importance of fostering a love for reading in young children. In addition, this week long conference showcased the talent and expertise of UTPA students and faculty through academic presentations and performances.

It is strongly suggested by the survey responses provided that FESTIBA is an invaluable experience, not only for students, but for parents, educators and community members. Participants reported being satisfied with the experience and they would also recommend it to others. The survey show how satisfied the attendees were with FESTIBA’s activities. They also reflect the care, planning and commitment FESTIBA brings to the community through education. Because of the significant impact that FESTIBA 2013 has had on so many, it is imperative that opportunities such as these continue to flourish and impact our community.

IRMa DoRIs MenDIola holds a doctoral degree in Educational Leadership from The University of Texas-Pan American, where her emphasis of study was the impact of pre-collegiate programs on underrepresented, minority high school graduates who enrolled in college. She has more than 20 years of service in public education, including experience as a public school educator and administrator. Her teaching experiences expand over middle school, secondary and postsecondary education. Mendiola is currently the program evaluator for the Department of Community Engagement at The University of Texas-Pan American.

JessIca IDY salInas is the director for University Events at The University of Texas-Pan American, where she currently oversees community and economic development programs. Salinas holds a master’s degree in Business Administration and is currently working on a Ph. D. in Leadership Studies from Our Lady of the Lake University. She has over eight years of small business and economic development experience, and five years of community development experience with special emphasis on community engagement efforts, all under the scope of The University of Texas-Pan American. Salinas also has over 20 years of military service in the U.S. Navy where she now serves as a Lieutenant.

KaRen DoRaDo is the event manager for the Department of Community Engagement at The University of Texas-Pan American, where her primary contribution is coordinating community outreach programs hosted by Community Engagement. Dorado holds a master’s degree from UTPA in Public Administration.
