News ReleaseHARPER GOVERNMENT STRENGTHENING COMMUNITY INFRASTRUCTURE

IN THE TOWN OF ESPANOLA

ESPANOLA, Ontario, January 18, 2013 Across Northern Ontario, community and cultural centres,hockey rinks, swimming pools, and other community projects will soon begin repair and rehabilitationwork thanks to support from the Harper Governments Community Infrastructure Improvement Fund(CIIF). The Honourable Tony Clement, Minister for FedNor, today announced a project in the Town ofEspanola that will benefit from the Fund.

I am proud to see the Town of Espanola benefit from the Community Infrastructure ImprovementFund, said Minister Clement. This investment will help create jobs, growth and will support theprosperity of the community for years to come.

In Economic Action Plan 2012, the Harper Government announced further support to helpcommunities across the country modernize their infrastructure. The Plan identified $150 million overtwo years for the Fund to support projects that look to improve existing community infrastructure, suchas community centres, recreational buildings, local arenas, cultural and other community facilities.

Through the Community Infrastructure Improvement Fund, the Town of Espanola will receive $17,000to complete upgrades to the Espanola Regional Recreation Complex. Specifically, this funding will beused to install LED lighting for the pool and parking lot at the facility.

The Espanola Regional Recreation Complex plays an important role in the ongoing health and well-being of our community, said MayorMike Lehoux, Town of Espanola. Todays announcement willhelp make this wonderful facility more cost efficient and safer forresidents and guests.The Fund supports, on a cost-shared basis, repairs and improvements to existing communityinfrastructure that is accessible for use by the public. Recipients of the Fund may receive contributionsof up to $1 million and must leverage a minimum of 50 percent of funding from other sources. TheGovernment of Canadas contribution to recipients is contingent on the successful execution of acontribution agreement. Please see the backgrounder for more information on CIIF.

Backgrounder

Community Infrastructure Improvement Fund

The national Community Infrastructure Improvement Fund provides $150 million over two years

for repairs and improvements to existing public community infrastructure. The Fund is being

delivered by regional development agencies across Canada. The Federal Economic Development

Agency for Southern Ontario (FedDev Ontario) is delivering the Fund in Ontario over two years.

FedDev Ontario is responsible for administering the program, drawing on its expertise in the

delivery of infrastructure programs, while the Federal Economic Development Initiative for

Northern Ontario (FedNor) will use its knowledge of the region to manage communications

activities related to the Fund in Northern Ontario.Organizations that are receiving funding include the following:

local or regional governments or related agencies; provincial entities that provide municipal-type services to communities; not-for-profit organizations; and First Nations governments, including band or tribal councils or their legally designated

representatives.

The Fund will benefit many types of community infrastructure, including community centres,cultural centres, parks, libraries, recreational facilities, tourism facilities, and other existing

community infrastructure assets that have a local community impact.

All projects must be completed by March 31, 2014.

ESPANOLA (Ontario), le 18 janvier 2013 Dans tout le Nord de lOntario, des travaux de rparationet de remise niveau vont bientt commencer dans les centres communautaires et culturels, les

patinoires de hockey et les piscines, et dans le cadre dautres projets communautaires grce ausoutien du Fonds damlioration de linfrastructure communautaire (FAIC) du gouvernement Harper.

Lhonorable Tony Clement, ministre de FedNor, a annonc aujourdhui quun projet dans la villedEspanola profitera dune somme provenant du FAIC.

Je suis fier de voir la ville dEspanola profiter du Fonds damlioration de linfrastructurecommunautaire, a dclar le ministre Clement. Cet investissement aidera crer des emplois et favoriser la croissance, et soutiendra la prosprit de la collectivit pendant de nombreuses annes.

Dans le Plan daction conomique de 2012, le gouvernement Harper annonait quil continueraitdaider les collectivits partout au pays moderniser leurs infrastructures. En vertu du Plan,150 millions de dollars seront verss sur deux ans dans le cadre du FAIC afin dappuyer des projetsvisant amliorer les infrastructures communautaires existantes, comme les centrescommunautaires, les installations de loisirs, les arnas, les centres culturels et dautres installationscommunautaires.

Par lentremise du Fonds damlioration de linfrastructure communautaire, la ville dEspanolarecevra 17 000 $ pour moderniser le complexe rcratif rgional dEspanola. Ces fonds servirontnotamment linstallation dun clairage LED la piscine et dans le stationnement du complexe.

Le complexe rcratif rgional dEspanola contribue largement la sant et au bien-tre de notrecollectivit, a dclar le maire de la ville dEspanola, M. Mike Lehoux. Lannonce faite aujourdhuinous aidera rduire les cots de ce magnifique complexe et en faire un lieu plus sr pour lesrsidents et les gens de passage. Selon une formule de partage des cots, le FAIC appuie la ralisation de projets de remise en tat oudamlioration dinfrastructures communautaires existantes ouvertes au public. Les bnficiairespeuvent recevoir une contribution pouvant atteindre un million de dollars, mais 50 p. 100 dufinancement de leur projet doit provenir dautres sources. La contribution du gouvernement duCanada envers les bnficiaires dpend de la bonne excution dune entente de contribution. Le Fonds damlioration de linfrastructure communautaire, un programme national, consacrera

150 millions de dollars sur deux ans la rparation et la modernisation de linfrastructurecommunautaire publique existante. Les sommes sont attribues par les organismes de dveloppement

rgional de tout le Canada. Cest lAgence fdrale de dveloppement conomique pour le Sud de

lOntario (FedDev Ontario) qui administre le Fonds en Ontario sur deux ans. FedDev Ontario est

charge dadministrer le programme en misant sur son savoir-faire en matire de ralisation deprogrammes dinfrastructure, tandis que lInitiative fdrale de dveloppement conomique pour le

Nord de lOntario (FedNor) fait appel ses connaissances de la rgion pour grer les activits de

communications lies au Fonds pour le Nord de lOntario.

Les organisations qui recevront du financement incluent les suivantes :

administrations locales ou rgionales, ou organismes connexes; organismes provinciaux qui fournissent des services municipaux aux collectivits; organismes but non lucratif; gouvernements de Premires Nations, y compris des conseils de bande ou des conseils tribaux,

ou leurs reprsentants lgalement dsigns.

Le Fonds profitera de nombreux types dinfrastructure communautaire : centres communautaires,

centres culturels, parcs, bibliothques, installations rcratives, installations touristiques et autresouvrages communautaires en place ayant une incidence sur la collectivit locale.

Tous les projets doivent tre termins au plus tard le 31 mars 2014.
