    Introduction

    Russia is vast, extending over much of the northern part of Eurasia: withan area of 17,075 million km2 (6.6 million mi2), it is the largest country in

    the world.

    The Russian Federation comprises 83 federal subjects, which are grouped

    into eight federal districts that are administrated by envoys of thepresident.

    There are 11 cities with a population of over 1 million:

    Moscow (the capital),

    St Petersburg (second larger cities)

    History

    Russia has been around for more than 11 centuries.

    In 1917, through revolution, Russian Empire (establish in 1721) was

    abolished and replaced by the USSR: Union of Soviet Socialist Republic

    Communism political system

    In 1991, USSR collapse and been replace by Federal Presidential Republic.

    Government Structure

    Under 1993 Constitution: Russia is a democratic federative state based on

    the rule of law and a republican form of government.

    State power in Russia is divided among:

    executive

    legislative

    judicial branches

    Political and Legal Environment

    Executive power is exercised by the Government, which comprises a prime minister,

    deputy prime ministers and ministers.

    The president is legally distanced from all branches of power, but he ismost allied to the executive branch.

    Legislative

    consists of the bicameral Federal Assembly, consisting of the StateDuma (the lower house, or parliament) and the Federation Council(the upper house).

    The State Duma drafts legislation, can amend the Constitution and canfile an impeachment motion against the president.

    The Federation Council approves or rejects laws adopted by the StateDuma and appoints high court judges.

    The Judicial branch

    Comprises the three highest courts:

    Supreme Court

    Constitutional Court

    Supreme State Arbitrazh Court

    Supreme Court: (highest judicial body for all lower courts) It considers civil, criminal and administrative cases.

    Constitutional Court

    checks that laws and decrees do not contradict the constitution.

    Supreme State Arbitrazh Court is the

    final instance in commercial disputes

    supervises lower arbitrazh courts and issues clarifications on interpretations of the law

    Russian Business Etiquette and Protocol

    Meeting Etiquette

    Firm, almost bone-crushing handshake while maintaining direct eye contact

    Appointments are necessary and should be made as far in advance as possible

    The first week of May has several public holidays so it is best avoided

    Meetings can be cancelled on short notice

    Have all printed material available in both English and Russian

    Meetings are frequently interrupted. It is common for several side conversations

    that have nothing to do with the topic of the meeting to be carried on during themeeting

    At the end of the meeting, expect to sign a 'protocol', which is a summary of whatwas discussed

    Business Negotiating

    Meetings and negotiations are slow. Russians do not like being rushed.

    Negotiations with Russians often involve flared tempers. Duringnegotiations and meetings, temper tantrums and walkouts often occur.

    Is a good idea to include technical experts on your negotiating team.

    Hierarchy is important to Russians. They respect age, rank and position.The most senior person reaches decisions.

    Russian executives prefer to meet with people of similar rank and position.

    Russians see negotiations as win-lose. They do not believe in win-winscenarios.

    Dress Etiquette Business dress is formal and conservative.

    Men should wear business suits.

    Women should wear subdued colored businesssuits with skirts that cover the knees.
