In contrast to FAR Part 15, Schedule orders do not require:

    • Formal evaluation (SSEB not required)• Cost analysis (commercial pricing at the Schedule level)• Extensive documentation (less formal process)• Debrief (may provide brief explanation)• Competitive range determination

    Schedule Orders are:✔Faster✔Easier✔More Economical

    BLUF(Bottom Line Up Front)

    • No major impact on buyers throughout the consolidation process

    ▪ No impact to existing orders

    • Contract number does not change

    • Period of Performance does not change

    • Companies with more than one Schedule contract will be consolidated to

one contract in Phase III (current)

    • No SINs have been completely cancelled

    ▪ SINs were consolidated from 881 to 317 NAICS based SINs

    ▪ Review SIN Mapping Spreadsheet

    ▪ Contractor must have SIN awarded by GSA CO in order to offer

    • 12 Large Categories and 83 Subcategories

  • • Reduces contract duplication and increases competition in the Federal marketplace –

    ▪ contractors will be able to offer all products and services on a single Schedule

    • One set of terms and conditions across the MAS Program –

    ▪ promotes more consistency in contracting practices

    • Buyers will be better able to acquire total solutions under the new MAS NAICS-based SIN structure

    • Industry will have a single point-of-entry for the GSA Schedule program

What is the Purpose of MAS Consolidation?

  • • More streamlined process for finding and acquiring the products, services, and solutions needed to meet mission requirements

    • NAICS based SINs simplify scope determination process and alignment with appropriate industry partners

    ▪ Easier for buyers to identify the NAICS for the order

    • Easier process to view and understand Schedule contract terms

    and conditions

  • • OLMs are supplies or services acquired in direct support of a task or delivery order placed against a GSA Schedule contract or BPA.

    • OLM prices are not established on the Schedule contract.

    • OLM prices are established at the order level.

    ▪ The ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination.

    • Purchased under the authority of the FSS program - FAR 8.403(b).

    • OLMs shall not be the primary purpose of the order, but an integral part of the solution.

    • OLM SIN may not be used as a stand-alone SIN, but may only be used to support other SINs on an order.

    Frequently Asked Questions

  • Will contractors retain their existing contract numbers?

Yes. Contract numbers will not change at any point.

Will current GSA contractors’ business size change?

No. MAS Consolidation will not trigger a change in this as size standard is determined at time of award, unless conditions under 52.219-28 apply.

How will contractors be listed in GSA eLibrary?

New awardees will show up under the consolidated Schedule vehicle. Current contractors will continue to be listed under their current Schedule until they accept the Mass Mod, in which they will be migrated to the new MAS vehicle.

What happens if I receive a quote from a SIN category that I didn’t select?

Contractors under other SINs may be able to review and quote because of the crosswalk. Opportunities posted will be automatically cross-walked. All quotes submitted should be reviewed as part of the evaluation process.

Where can I find the SIN Crosswalk to determine which new SINs to choose?

You can find this on the right column of the eLibrary home page or here.

How will Order Level Materials (OLMs) work?

OLMs will continue to be offered for the large categories and subcategories mapping to the legacy Schedules that currently have OLMs.

What happens if a contract has a Blanket Purchase Agreement (BPA) that references the legacy SIN(s)?

The Mass Mod will not change the contract number. An agency may choose to issue an MOU or make an administrative change with the new SIN structure.
