● The ordering activity contracting officer shall provide an RFQ that includes a description of the supplies to be delivered or the services to be performed and the basis upon which the selection will be made

• Ordering activity shall develop a statement of work for each order
• Ordering activities should place these orders on a firm-fixed price basis
• For T&M and LH orders, the contracting officer shall follow the procedures at FAR 8.404(h) (Requires D&F)
• All orders under the BPA shall specify a price for the performance of the tasks identified in the statement of work
• Ordering activity is responsible for considering the level of effort and the mix of labor to determine overall price reasonableness
• Discretionary small business set-asides are permissible under MAS
• 8.405-5(a)(2) – Follow the ordering procedures at:
▪ 8.405-1 – Products and services without SOW
▪ 8.405-2 – Services with an SOW
▪ 8.405-3 – BPAs
• FAR Part 19 procedures do not apply

Use of Limited Sources Justification
• Schedule orders may be awarded on a sole-source or brand-name basis, as required by the ordering activity.
▪ Orders exceeding the SAT must have an approved Limited Sources Justification (LSJ).
• Posting requirements:
▪ Sole-Source: post the approved LSJ at the government point of entry at beta.SAM.gov within 14 days after award and for a minimum of 30 days for requirements exceeding the SAT.
▪ Brand-Name: Posting requirements begin at $25,000 and must be posted in GSA eBuy with the RFQ.

How will the MAS Consolidation affect ordering?
• Contract numbers are NOT changing
• No need to recompete or move orders
• Legacy Schedule contracts will remain in place until existing BPAs are
cancelled or expired
• Buyers should post new RFQs under the new SINs in GSA eBuy
▪ GSA has incorporated back-end mapping under the new SINs, so the
corresponding legacy SIN contractor group will also receive the RFQ
▪ Agencies can post RFQs on GSA eBuy under legacy SINs until they are
sunset beginning in August 2020

• OLM prices are not established on the Schedule contract.
• OLM prices are established at the order level.
▪ The ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination.
• Purchased under the authority of the FSS program - FAR 8.403(b).
• OLMs shall not be the primary purpose of the order, but an integral part of the solution.

Frequently Asked Questions
Will contractors retain their existing contract numbers?
Yes. Contract numbers will not change at any point.
Will current GSA contractors’ business size change?
No. MAS Consolidation will not trigger a change in this as size standard is determined at time of award, unless conditions under 52.219-28 apply.
How will contractors be listed in GSA eLibrary?
New awardees will show up under the consolidated Schedule vehicle. Current contractors will continue to be listed under their current Schedule until they accept the Mass Mod, in which they will be migrated to the new MAS vehicle.
What happens if I receive a quote from a SIN category that I didn’t select?
Contractors under other SINs may be able to review and quote because of the crosswalk. Opportunities posted will be automatically cross-walked. All quotes submitted should be reviewed as part of the evaluation process.
Where can I find the SIN Crosswalk to determine which new SINs to choose?
You can find this on the right column of the eLibrary home page or here.
How will Order Level Materials (OLMs) work?
OLMs will continue to be offered for the large categories and subcategories mapping to the legacy Schedules that currently have OLMs.
What happens if a contract has a Blanket Purchase Agreement (BPA) that references the legacy SIN(s)?
The Mass Mod will not change the contract number. An agency may choose to issue an MOU or make an administrative change with the new SIN structure.
