Since the start of the most recent economic recession a little more than two years ago, most of us have been eagerly awaiting signs of a recovery and the return of the prosperity that we considered to be the normal state of affairs for us in south-central Minnesota. From time to time during the recession, it has been suggested that even when the economy achieves the fullest level of recovery possible, the on-going economic realities we face may be significantly different than what we considered to be normal prior to the recession. It would be easy to react skeptically to such statements, believing them to be convenient excuses for backing away from the promises and commitments made to provide the funds needed to adequately educate our young people. Several St. Clair School Board Members recently had the opportunity to attend a presentation given by State of Minnesota Economist, Tom Stinson and State of Minnesota Demographer, Tom Gillaspy. The presentation was called “Minnesota and the New Normal”. Mr. Stinson’s and Mr. Gillaspy’s credentials, access to detailed information, and years of experience in their fields, give their assessment of our current and future economic condition a high level of credibility. Their data and insight eliminates much of the skepticism about the reality of a “new normal”. The presentation provided a great deal of detailed and relevant information with implications for both the public and private sectors of the economy, including Minnesota’s school districts. Teach Your Child About Online Safety December is a big month for getting new computers, laptops, and other electronic gadgets. Which makes January a great month to talk for a minute about online safety. It’s hard to keep track of what children do online. But doing so is important because, although the Internet is a great place for learning, it can also be dangerous. These tips will help your child stay safe. 

Learn about the Internet with your child. If she knows more about it than you do, let her teach you. Look for other ways to learn, too. 

Warn your child about the dangers of the Internet. Expect him to steer clear of topics you deem inappropriate. 

Use software that blocks things kids shouldn’t see. It’s sold in many stores. 

Choose an Internet service that helps protect children. Ask how to block certain online information. 

Monitor your child when she’s online. Keep the computer in a visible spot—not in her room. 

Tell your child never to give out personal information online, such as his name, address, or phone number. 

Ask your child to report anything unusual to you, such as email from strangers or offensive graphics. Inappropriate material should be reported to authorities. 

Expect your child to follow your Internet rules at home, at school, and elsewhere. If she uses friends’ computers, make sure their parents supervise. 

Children  who  will  be  5  years  old  by September  1,  2011  are  eligible  to  attend kindergarten this coming fall.   

St. Clair Public School Kindergarten Round‐up/Registration  will  take  place  on  Thursday, February 24, 2011.   Parents will drop off their child in a kindergarten classroom at 6:15 p.m. and meet in the media center at 6:30 p.m.   

An  informational  letter will be  sent  to  families of upcoming  kindergarten  students  with  more details. 

 

 If you have a child entering kindergarten in the fall and  have  not  received  a  letter  by    February  18,  please call the elementary office at 245‐3533.   

 

To enroll in kindergarten your child will need:   

birth certificate 

proof of immunizations 

proof of early childhood screening 

a physical examination form

State law requires that all young children in Minnesota be screened before entering a public school. Early childhood screening is a quick and simple check of a child’s school readiness, starting at age 3. It also provides parents with an opportunity to prepare children for school success through additional resources.

What is early childhood screening? The purpose of screening is to promote school readiness and improved health of young children by early detection of any possible health or learning concerns. This screening is FREE.

Screening includes the following components:

Sensory screening (hearing and vision) Growth (height and weight measurement) Developmental (cognitive, social/emotional, fine/gross motor, speech/language) Immunization review Identification of risk factors that may influence learning Summary review with the parent, which will include a full report of learning and growth development Referral and follow-up if potential needs are identified

When should screening be done? Children should be screened between the ages of 3 to 4 years old. Early detection of possible health or learning concerns is critical! Scoring is based on the child’s age at the time of screening, so being older does not give a child any advantage.

Where do I go for screening and when? Free screening will be held on Friday, March 4, 2011 from 8:00 a.m. to 2:00 p.m. at the Immaculate Conception religious education building at 112 Church Street, St. Clair MN 56080

How do I set up an appointment?

Call the St. Clair School elementary office at 507-245-3533 x225 to set up a screening time.

Who does the screening?

A licensed teacher and a school nurse will oversee the screening of your child.

How should I prepare for screening?

Bring completed health information (shot records) Allow 1 ½ to 2 hours for registration, screening and summary If possible, arrange care for siblings so you can focus on the child being

Message from Mr. Williams

I would like to thank District 75 for allowing me to teach, coach, and represent the school as athletic director during the last 32 years.

I would also like to thank Tom Bruels, Dustin Bosshart, and the St. Clair Staff past and present for making St. Clair a great place to work. I would like to express my deepest appreciation to Dr. Jerry Olson for giving me the opportunity to fulfill my dream of becoming a teacher and coach. I am also indebted to Jim Buysse’s encouragement and enthusiasm as a boss, a mentor, and a friend.

Finally I would like to thank the community of St. Clair for making this a home for myself and my family.

Teresa Kral has been attending St. Clair School since  last September when she  left her home country of Germany.    

One of the most important reasons she wanted to become a foreign exchange student in  the United States was  to have  the opportunity  to  improve her English.   She  is also very  interested  in  learning  about  other  cultures,  specifically    getting  to  know  other teenagers and what their everyday lives are like.  

Teresa  likes  the  fact  that St. Clair  is a  small community so she can get  to know more people.  By  the way,  she  says    “all  the  people  here  are  really  nice!”   Of  course, we already knew that! One thing she has noticed is that most items are cheaper here than they are in Germany, particularly clothing items such as jeans and tops.  She has found the American slang to be quite entertaining.  Words such as “sweet”, “dude” and “guys” are a  few  that  she  says  “we don’t use  that way  in Germany.”   Teresa also  loves  the snow!   We  certainly  can  say  that we  have  provided  a  great winter  for  anyone who wanted to experience snow! 

 

Dean, Lisa, Austin and Grant Nagel are the host family for Teresa while she is in St. Clair.  She really loves them because they are active and they have lots of fun together.  She is very glad to be spending her exchange year with them as they share their home, their family and their daily lives with her. 

 

At  home  in  Germany,  Teresa  has  a mom  (mum),  dad  and  step‐mom.    She  has  one brother who is twenty‐one and a step‐sister who is thirteen.  Teresa spends a lot of time with her family because they are really important to her!  

We hope you had a successful and memorable year at St. Clair Teresa!

Members of the St. Clair School staff would like to extend their best wishes to Jim Williams as he officially retires as a teacher from St. Clair School, effective January 21.

Mr. Williams has been a teacher at St. Clair for the past thirty one and one-half years. During all of these years, he was a physical education and health teacher. In the years 1984 through 1990, he was also a Psychology teacher. Before teaching at St. Clair, Mr. Williams taught at the Stevens County Developmental Achievement Center (a school for mentally handicapped adults) at Hancock High School from 1975 through 1979. He was also a wrestling coach there.

There have been many highlights for Mr. Williams during his career as a teacher, but one of his most memorable was the opportunity to coach, mentor, and share memories with many student wrestlers. He was the St. Clair wrestling coach from 1979 through 1998. Mr. Williams was also the St. Clair School Athletic Director from 1985 through 2003.

One of the most significant changes Mr. Williams has noticed since he began teaching is, without a doubt, the change in technology. The use of computers, what information can be found and how they can be utilized in the classroom is constantly changing. Most recently, the implementation of Smart Board technology has made teaching very interactive and something that would have been unimaginable in his early teaching days.

When asked what his retirement plans are, Mr. Williams said he is, “looking forward to the permanent two-hour late starts!”

Congratulations on your retirement Mr. Williams! We thank you for your years of hard work and devoted commitment to the education of children. We will especially miss your light-hearted nature and your ability to make us laugh.

February is Dating Violence Awareness Month Research shows a high number of teens are experiencing and accepting abusive behavior from their significant other. Even though it is a difficult topic, please talk with friends and family about the topic of teen dating violence and take it seriously. Many students are affected and

they may not even realize that it is not acceptable/normal to be treated this way. Help me to share this information so that students who are experiencing dating violence may feel more comfortable to reach out for help. Education is power-share your knowledge.

The following statistics are from the Liz Claiborne, Inc. website www.loveisrespect.org. There are many additional resources that can be used on that website as well.

1 in 5 teens that have been in a serious relationship report being hit, slapped or pushed by their partner.

1 in 3 girls who have been in a serious relationship say they have been concerned about being physically hurt by their partner.

1 in 4 teens who have been in a serious relationship say their significant other has tried to prevent them from spending time with their friends or family; the same number have been pressured to only spend time with them.

1 in 3 girls between the ages of 16 and 18 say sex is expected for people their age if they are involved in a relationship.

Half of all girls who have experienced sexual pressure report they were afraid the relationship would end if they did not give in to their partner's sexual pressure.

Extracurriculars are Advantageous In the NextStep U magazine, I read an interesting article about extracurricular

activities. It mentioned that such activities are very important for college entrance essays and scholarships. That got me thinking; “Is extracurricular involvement only good for students who apply for scholarships or for students who apply to private or elite schools (those are the schools that usually need an entrance essay)?” I don’t think so!

What students learn from these activities is valuable for many reasons. Students are given a chance to learn and practice skills differently than they do in a classroom; learning may be more hands-on and the feedback immediate. Extracurricular activities allow students to practice responsibility through something that they don’t receive a grade for. They put in effort because they want to, not necessarily because they have to. Commitment is voluntary and when students are involved they demonstrate their ability to be committed to something by their own free will. Extracurricular activities also encourage the development of initiative and leadership. These are things that help students grow into successful adults.

There are so many reasons for students to be involved in extracurricular activities and there are many options as to what students can be a part of! Whether the interest lies in farming, art, dance, acting or sports there is something out there for almost everyone. Parents, coaches, and school staff, let’s encourage our youth to get involved! When students engage in extracurricular activities they have an opportunity to learn and practice valuable life skills such as responsibility, commitment, initiative, and leadership!

Chairperson, Laura Linde called the regular meeting to order at 6:30 p.m. Note: The meeting was re-scheduled to Tuesday, December 21, 2010 due to a winter storm. High School Principal’s Report As a result of reaching their goal in the “Toys for Tots” drive the high school students will have an

activity day in the afternoon on Thursday December 23, 2010. We will start working on the registration book for next year over break and in the month of January

with registration taking place late February or March. Superintendent’s Report A copy of the Professional Learning Training Proposal approved by the superintendents in south

central Minnesota on November 30th was presented.

o Like St. Clair, most of the 20+ area districts are already engaged in the Professional Learning Community (PLC) process in some manner.

o Current initiatives that this process will support include, but are not limited to the following:

Positive Behavior Interventions and Supports, Response to Intervention, Differentiated Instruction and Technology Education.

o Mr. Bosshart, Mrs. Owens, and I met on December 7th to discuss how St. Clair staff will be

involved. We have committed to the June training dates and plan to involve 12-15 staff including the high school PLC leaders and a similar group from the elementary staff.

o Prior to the June training dates, the superintendents of the participating schools will be planning and preparing the training opportunities.

On December 13th MVED superintendents met to identify areas of greatest interest and potential for

sharing services and programs. In addition to the areas identified at last month’s board meeting, modifications made to the areas of community education and property, liability, and workers’ compensation insurance have made these worthy of re-consideration.

o Plans for sharing community education directors have been replaced by plans for sharing

classes, teachers and considering a joint community education brochure. Ed Waltman will coordinate planning among the districts’ community education directors.

o A request for proposals (RFP) will be developed by Larry IntVeld of the South Central Service Cooperative for use by MVED schools in securing property, liability, and workers’ compensation insurance quotes from our current insurance agents. Member districts will have the option to contract with agent providing the lowest quote or negotiate directly with their current agent of record using the quotes provided as a basis for comparison.

o A few state legislators have been working behind the scenes to craft legislative proposals aimed at mandating specific shared services among school districts. These are anticipated to be similar to the one-size-fits-all, top-down proposals that have received some attention the last two years.

o MSBA staff members have been a part of our MVED discussions and are interested in helping the MVED initiatives succeed for several reasons. One is an effort to demonstrate to the legislature that shared services planning and implementation is best left to school districts, so that efficiencies do not come at the expense of effectiveness.

Minutes of the December 21, 2010 regular board meeting and the January 3, 2011 organizational meeting as presented. Bills as presented for payment in the sum of $547,856.05 and electronic transfer in the sum of $500,000.00 said bills and electronic transfer having been reviewed by the treasurer, Sara Phelps. Combined Maple River-St. Clair Spanish trip to Costa Rica Ms. Holly Reuter, Head of Spanish Dept. at Maple River High School, updated the board on the discussions regarding the potential of this combined trip. Both Schools’ administrations have been involved in the process and are in favor of proceeding. Motion by Jack May, seconded by Jim Grabowska to approve the trip as presented. Elementary Dean of Students’ Report On January 5, McRooney Entertainment presented their Bully Busters program, showing students

how to stay C.A.L.M.: C - Cool down A - Assert yourself L - Look them in the eye M - Mean it!

Mid-winter assessments include DIBELS (K-3) and NWEA for Kindergarten. MSU Children’s Theatre will present Iktomi on January 27, paid for in part by a grant from the Prairie

Lakes Regional Arts Council and the Minnesota State Legislature. The week before the presentation, Abby Ireland and some cast members are conducting classroom “elements of drama” sessions to familiarize students with theater as an art form.

Para staff has been meeting to standardize lunch routines and transitions. During the two-hour late start, teachers will be analyzing classroom routines as part of our next step

in implementing a school-wide positive behavior program. Coming up:

High School Principal’s Report Mixed Blood Theatre performed “African America” on Monday January 17, 2011 in observance of

Martin Luther King Jr. day. Several staff members have registered with SOCRATES for online teacher training in hopes of

offering some hybrid classes next year. Winter student summit was held just before the winter break; the results of the summit are

enclosed. Snow Week is this week. I will be attending the MASSP convention this week. Superintendent’s Report As Tom Melcher mentioned at the MSBA Leadership Conference, a number of newly identified school

districts were added to the Minnesota Department of Education’s list of schools affected by the state aid payment delays. The good news for St. Clair is that we are not one of them. In addition, some of the identified school districts also may not receive their payment delay reimbursement as scheduled on May 30 due to the early recognition property tax shift. St. Clair is subject to the early recognition property tax shift as all Minnesota school districts are, but for us, this will not come in addition to the payment delays that a number of other school districts are experiencing. (You may remember that the early recognition property tax shift is an accounting maneuver used by the state to maintain a positive state general fund balance.)

A number of interesting bills have been introduced at the Legislature. One bill would freeze teacher

salaries over the next two years and take away the teachers’ right to strike over salary issues.

The Republican caucus has presented what they refer to as Phase 1 in their plan to balance the state budget. Phase 1 contains $1 billion in cuts to local government aid, higher education, health and human services, and the property tax refund program. K-12 education has been spared in Phase 1 of this plan, but leaves a $5.2 billion deficit remaining. (State revenue officials have estimated that local property taxes increase 63 cents for every $1 dollar cut at the state level.)

The new Honeywell Instant Alert system is getting positive reviews from parents. As time passes and

parents take the time to become more familiar with the program’s features, the use of the program will expand.

Progress continues on the Energy Conservation and Retro-Commissioning Project. A brief update

from Chandler Holland will be available at the January 24th board meeting.

Progress also continues with the MVED Shared Services Initiative and the South Central Minnesota Learning Consortium.

There is prospect of a community wide presentation by Minnesota’s State Demographer, Tom

Gillaspy, and State Economist Tom Stinson. Their presentation is entitled, Minnesota and the New Normal. This event would include an evening meal. Tentative date: Tuesday, March 29th.

Board Reports The annual MSBA convention was held January 12th through the 14th. Several board members shared

some thoughts and ideas gained by attending the various breakout sessions, workshops, speakers, etc.

Open Forum Tom Karels, representing the St. Clair City Council, gave a brief update on the council’s recent activities.

St. Clair Days will be the week of Jun 25th- both school gyms are reserved for various activities.

Tom suggested that perhaps advanced planning should take place on the part of the city, county and school district regarding potential flooding in the future- including this coming spring.

Appreciation was expressed for Mark Frahm’s effort representing the school board at council meetings over the past years and school board member Connie Johns will now be attending to that effort. The next regular meeting is scheduled for Friday, February 25, 2011 at 5:30 p.m. in room E107. Motion by Jim Grabowska, seconded by Jack May, to adjourn. Motion carried with all in favor. Fire Arm Safety - Firearm Safety is a class offered by the Department of Natural Resources on respect for and handling of fire-arms. Introduction to conservation, fishing, and hunting regulations is the core of the course. Completing this course provides youth with the only

legal small game license or permit to hunt from their 12th through 18th birthday. All registered youth will receive a form that must be signed by a parent and submitted before the class starts along with a copy of their birth cer-tificate. Certification is available to students 11 years and older. There is a class limit of 25. Spanish for Kids - En La Ciudad “Around the Town" themed Spanish for kids

will teach the kids vocabulary for greetings, numbers, colors, shapes, animals and food. Our St. Clair Summer traveling Fast Pitch Softball league is open to girls completing grades 3 through 12. Practices will begin in May with games beginning in late May/early June and running through the middle/end of July.

Teams may also decide to participate in Weekend Tournaments or try and qualify for a State Tournament bid. Depending on how the field schedule works out, we will have one game at home each week and one game away each week at a surrounding community.

A Parent/Player/Coaches' Meeting will be held in mid April. The Early Bird Registration deadline is February 25th the final registration deadline is March 7th. At that time it will be determined how many teams St. Clair will have and at what level.

It is very IMPORTANT that you get your registration form in on time.

Junior Cyclone T-Ball and Little League - Grades Pre K through 2nd. Junior Cyclone T-Ball is for all students who will be entering Kindergarten or 1st grade in the coming school year. Junior Cyclone Little League is for all students who will be entering 2nd or 3rd grade in the coming school year. This is an in house program so teams will be formed after all registrations are in. There will be little or no emphasis on competition and sportsmanship will be

stressed. Our season will run from June 7th to July 14th. Practices will be held on Tuesday mornings, June 7th through July 12th, 9:00 – 10:00 am for T-Ball and 10:00—11:00 am for Little League at the St. Clair Memo-rial Park. Games will be held on Thursdays and start on June 9th and run through July 14th starting at 4:00 pm for T-Ball and 6:00 pm for Little League at the St. Clair Memorial Park.

Team Rosters and Game schedules will be E-mailed to all players who are registered. A $30.00 fee is charged and each child will receive a T-Shirt. A $10.00 late fee will be charged for all registrations after the deadline and a t-shirt will not be issued. Register by Friday, May 13th.

Our Summer Baseball league is open to boys who will be completing grades 3 through 10. Practices will begin in May with games beginning in early June and running through the middle of July. This year our 3rd graders will be playing with the MAYBA Program in Mankato and our 4th through 10th graders will be playing in the south central league that is being organized out of Waseca. Including the towns of Maple River, JWP, LCWM, Nicollet, etc.

We will play one game at home each week and one game away each week in Mankato or a surrounding community. (This could change depending on the field availability and the number of teams formed.) Our 4th through 10th grade teams may also decide to participate in a Weekend Tournament that will be covered by their registration fee. They will also participate in an in-house tournament at the end of the season. A Parent/Player/Coaches' Meeting will be held in mid April. A game and practice schedule will be Emailed at a later date. The Early Bird Registration deadline is February 25th and the final registration deadline is March 7th. At that time it will be determined how many teams St. Clair will have and at what level. No teams will be formed after March 7th. Grade levels may be merged together to form teams. After registration is completed and teams are formed, players may only be added if roster sports are available. It is very IMPORTANT that you get your registration form in on time. Once teams have been formed, a refund check will not be given. Please indicate on your registration form if you are interested in being a head of assistant coach.
