UNICEF has recently pre-sented the concept of the “Stateof the Aruban Child andWomen” report. This report isexpected to be completed andpresented in the month of June. The government of Aruba hasindicated that ...”they are verypleased that they have the guid-ance of such a professional in-stitution as UNICEF. We cannow put emphasis on certainareas. We have made progressand are pleased with the guid-ance of UNICEF as we attemptto improve the position of chil-dren and women in our com-munity.”

After two years of hardwork and a visit to UNICEFHolland, this resulted inAruba becoming an offcialmember of this internationalorganization working for thebenefit of our children. Arubais now the 36th member ofUNICEF in this region. Thefirst project of UNICEF inAruba is the investigationproject dubbed, the “State ofthe Aruban Child andWomen.”

The primary objective ofthe investigation is to ascer-tain what exactly is the situa-tion regarding our children

and women on Aruba. De-spite the fact that UNICEFonly contributes to countriesreceiving funds, Aruba wasprivileged to receive theircollaboration.

Various stakeholders co-operated in the investigativeprocess, namely, the govern-ment, schools, and variousinstitutions working directlywith children and women.According to the Minister ofSocial Affairs, Michelle Win-klaar-Hooyboer, ...thanks tothese organizations, we willhave a relevant and importantreport for Aruba come June2012.

It has also pushed Romneyinto the murky culture warwaters -- which could hurtRepublican chances of win-ning over independents in thegeneral election -- as he woosthe party's conservative base.

If Romney is able to win adecisive victory in Michiganand Arizona on Tuesday --and again next week when 10states hold nominating con-tests on Super Tuesday -- hemay have time to reset voterperceptions and shift back tocenter.

But with polls showing

that Santorum could pull offanother win in Romney'shome state of Michigan ---giving the former Pennsylva-nia senator critical momen-tum going into SuperTuesday -- the Republicanprimary could drag on untilthe August convention.

And with an unprece-dented amount of money un-leashed thanks to changes incampaign finance laws, NewtGingrich and Ron Paul couldcontinue to divide the elec-torate by staying in the racedespite their low polling

numbers."In a three or four way

race, the possibility of keep-ing Romney from a majorityof the delegates raises theprospect of a brokered con-vention," said Michael Trau-gott, a political expert at theUniversity of Michigan.

The Republican presiden-tial hopefuls are focusing ondivisive cultural and social is-sues because only about 10percent of the electorate par-ticipates in primaries -- andsocial conservatives drivethat vote, he said.

AIG Assurances, which willsoon be re-branded as Char-tis, sponsored a return visit ofDushyant Savadia from theArt of Living Foundation, and a free workshop on Su-darshan Kriya Yogi breathingtechniques, known as S.K.Y.this past Sunday, February 26

at the San Nicolas YMCA. Mr. Dushyant comes from

India and has been touringthe region for the last coupleof months, imparting what isconsidered “practical wisdomfor improving the quality oflife” through yoga techniquesand S.K.Y. The Art of LivingFoundation is a non- profitorganization founded in 1981by Sri Sri Ravi Shankar, which operates in 151 na-tions. Mr. Dushyant had beenhas been teaching Art of Liv-ing courses for the last 11years and admits to oncebeing addicted to alcohol and

smoking while possessing avery aggressive personality, but was transformed com-pletely through these coursesand has since dedicated hislife to the Foundation tobring this knowledge to peo-ple across the world.

The organization’s pro-

grams are guided by Sri Sri’sphilosophy of peace: “Unlesswe have a stress-free mindand a violence-free society,we cannot achieve worldPeace.” To help individualsget rid of stress and experi-ence inner peace, The Art ofLiving offers stress-elimina-tion programs which includebreathing techniques, medita-tion and yoga. These pro-grams have helped millionsaround the world to over-come stress, depression andviolent tendencies.

The Art of Living is amulti-faceted organization

with one of the largest volun-teer bases in the world. Theinternational headquarters islocated in Bangalore, India.Globally, it operates as TheArt of Living Foundationformed in 1989 in the UnitedStates and Germany. Sincethen, local centers have beenestablished across the world.Other than expenses, AOLtrustees donate their time andreceive no formal remunera-tion, as all donations to thefoundation go to finance theirhumanitarian projects. Theproceeds from the sales ofThe Art of Living Publica-tions and Ayurveda products

are also directed to social ini-tiatives.

Yogi Dushyant explainedhow this stressful world pro-motes the increased produc-tion of cortisol, a naturallyoccurring steroid produced bythe adrenal gland, which hasits uses during certain phasesof pregnancy, but generallysuppresses the immune sys-tem and increases the releaseof sugars into the blood. Ac-cording the AOL it can alsoimpede focus and concentra-tion and weaken relation-ships. Through the use ofS.K.Y. breathing techniques, one can influence their emo-

tions, reduce the effects ofstress and promote the pro-duction of plasma prolactin, which counteracts cortisol, thus promoting increasedfeelings of elation and energy.

Those attending were in-structed in some simple exer-cises from which they reportan immediate response. NextArt of Living session will beconducted from 7:00 to 10:30p.m. beginning on Wednes-day, 29th February and com-plete on Saturday, the 3rdMarch at Renaissance Suites. For further information re-garding this course pleasecall 562-4722 or 737-3743 oremail them [email protected].

Moves to further restrict theregime's access to financewere key, he added at talkswith his 26 European Unioncounterparts.

Measures decided by theministers also included an as-sets freeze and travel ban onseven Syrian ministers, whoseidentities will be issued today.

The EU has already black-listed almost 150 Syrian enti-ties and people.

Also among the new re-strictive measures, the 12thround of EU sanctions so faragainst President Bashar al-Assad's regime, was a ban ontrade in gold and precious met-als.

Cargo flights to the EU op-erated by Syrians will not beallowed to land, but shouldthey be carrying passengersthey will be given access to EUnations.

"We will maintain the pres-sure" through more sanctions, said French Foreign MinisterAlain Juppe, who slammed theregime's controversial week-end vote on a new constitutionas "a sinister masquerade."

At the Walter Reed ArmyMedical Center in Washing-ton, mirror therapy is now rou-tinely offered to amputees.

The neurological trickeryalso reached a wider audienceafter it featured in a 2009episode of "House", a popularUS medical drama.

But it is still largely un-known in Cambodia, a smallcountry with tens of thousandsof amputees as a result of traf-fic accidents, disease and, inmost cases, landmines leftover from decades of civil war.

Sumner explains that the re-flection of the intact limb canfool the brain into "seeing"two healthy legs, allowing it toonce again send command sig-nals to the phantom leg -- sig-nals that would previouslycome back distressed becausethe limb was missing.

(AFP) - Mobile phone giantNokia on Monday looked to alaunch in China and a camera-phone "revolution" to help itstage a comeback in thefiercely competitive smart-phone market after a dismal2011.

On the opening day of Mo-bile World Congress, with tensof thousands of industry exec-utives gathered, the Finnishfirm said it would push itsflagship Lumia smartphone se-ries, that run on the Windowsplatform, to the Asian giant.

Announcing that Windowsphones have now been madecompatible with Chinese mo-bile operating networks, JoHarlow, who heads the group'ssmart devices division, said:"That means Nokia will bringLumia to China."

Beyond eyeing the mas-sive Chinese consumer mar-ket, the group also unveiled anew phone called 808 PureView, which boasts a 41megapixel sensor technologydescribed by Harlow as a"revolution in smartphone im-aging."

The phone, featuring CarlZeiss optics, allows the userto capture an image beforezooming in and cropping orresizing to show previously

unseen details. Its 41 megapixels are also

far above the 8 or 10 megapix-els available on the markettoday and even beats manystand-alone digital cameras.

While Nokia mobile hand-sets were once ubiquitous, thefirm has been struggling to se-cure a foothold in the smart-phone market, with Lumia sofar failing to reverse fallingsales in its overall smartphonebusiness.

In the fourth quarter, Nokiasold just 19.6 million smart-phones -- 31 percent fewerthan in the same quarter of2010 and far behind market-leader Apple, which reported37 million units sold, and run-ner-up Samsung, with 36.5million smartphone sales.

SHANGHAI (AFP) - Author-ities in Shanghai have accusedUS Fortune 500 battery makerJohnson Controls and severalother companies of emittingexcessive amounts of leadblamed for poisoning dozensof children.

The US giant denies a plantit owns was responsible for thepollution in the Chinese city'sKangqiao area, where 49 chil-dren, most of them aged be-tween one and three, werediagnosed with lead poisoningin September.

A report posted on theShanghai government's offi-cial microblog page blamedthree companies for lead pol-lution and said at least twowere directly responsible forthe children's condition.

"An investigation found thatJohnson Controls expanded itsproduction scale without ap-proval," the government said, adding the plant's lead emis-sions were excessive.

Two other companies --Shanghai Xinmingyuan Auto-mobile Parts Co Ltd andShanghai Kangshuo WasteRecycling Co Ltd -- were alsofound to be polluting the envi-ronment with lead. All threeplants have since been shutdown.

"The link between childrenwith excessive lead in theirblood in Kangqiao and John-son Controls' lead emissions isquite obvious and there is adefinite link with Xin-

mingyuan's lead emissions,"the government said.

Lead poisoning is consid-ered hazardous, particularly tochildren, who can experiencestunted growth and mental re-tardation.

Fraser Engerman, spokesman for Johnson Con-trols, denied the link.

"Through our monitoringand analysis of our plant'semissions data, we are confi-dent that the plant was operat-ing well below the levelsspecified by Chinese environ-mental regulations," he said inan email to AFP.

"Based on all availablefacts, Johnson Controls dis-agrees with any interpretationlinking our plant's operation toelevated lead exposure in theKangqiao area."

The other two companiesrefused to comment whencontacted by AFP.

According to Shanghai au-thorities, three of the childrenare still in hospital, but theyare getting better.

China's rapid industrialisa-tion over the past 30 years hasleft the country with wide-spread environmental damagethat has triggered numerouspublic health scares.

Last year, authorities in theeastern province of Zhejiangdetained 74 people and sus-pended work at hundreds offactories after 172 people --including 53 children -- fell illwith lead poisoning.

BERLIN (AFP) - Germanlawmakers voted overwhelm-ingly Monday to endorse asecond multi-billion eurolifeline for Greece afterChancellor Angela Merkelwarned failure to act wouldrun incalculable risks.

Deputies voted by 496 to90, with five abstentions, toapprove the eurozone deal tohand Athens another 130 bil-lion euros ($175 billion)ahead of a key EU summitlater this week to ratify thepackage.

"The risks of turning awayfrom Greece now are incalcu-lable," Merkel told the 591lawmakers of the Bundestaglower house who had gath-ered for a special session tovote on the Greek package.

"No-one can assess whatconsequences would arise forthe German economy, onItaly, Spain, the eurozone asa whole and finally for thewhole world" of a Greekbankruptcy, she added.

But Merkel acknowledgedthat Greece faced a pathahead that was long and notwithout risk, adding: "Thatgoes also for the success ofthe new programme. Nobodycan give a 100-percent guar-antee of success."

The Bundestag vote wasnot in doubt after two of thethree opposition partiesvowed to support it but it wasdone with some reluctance.

"It's not an easy decision,"Gerda Hasselfeldt, of theChristian Social Union, theBavarian sister party ofMerkel's Christian Demo-cratic Union, said, warningthat solidarity was not "un-limited."

Despite the motion's ap-proval, German scepticismabout Greece remains.

"The Bundestag will in theforeseeable future be dealingwith a third (rescue) packagefor Greece," said SPD mem-ber Peer Steinbrueck, a for-mer finance minister, addingthat to really stabilise Greece, strong growth was needed.

Prior to the vote, GermanInterior Minister Hans-PeterFriedrich had caused a stir bysaying Greece should begiven "incentives" to leavethe eurozone so it could thenbetter put its fiscal house inorder.

While stressing he did notmean Greece should bekicked out of the 17-nationbloc, his comments to newsweekly Der Spiegel fly in theface of the government's re-peated wish for Greece to re-main in the eurozone.

For Merkel, it was impor-tant on the domestic politicalfront that she garneredenough support from withinher own camp to pass the mo-tion without the humiliationof having to rely on opposi-tion votes.

The latest package forAthens, hammered out by eu-rozone finance ministers lastweek, will come from the eu-rozone's current bailout fund, the EFSF, and does not re-quire the stumping up offresh funding.

Boeing on Monday ridiculeda European offer to negotiatean end to its aircraft subsidiestrade war with the UnitedStates, citing the EU's failureto comply a WTO rulingagainst it.

Recent Airbus and Euro-pean suggestions that differ-ences could be ironed out intalks with no preconditionsare "risible," Boeingspokesman Charlie Millertold journalists in a confer-ence call.

"The whole case cameabout because the EuropeanUnion would not negotiatewith the United States" overclaims that state subsidies toAirbus were illegal underWorld Trade Organizationrules.

Washington was forced tofile a WTO complaint in2004 after certain Europeangovernments refused to giveBrussels the mandate to ne-gotiate the dispute, Millersaid.

Their "sudden desire" toget around the table "is onlytoo obvious when clearlythey have lost," Miller said.

In May the Geneva-basedWTO gave Brussels sixmonths to comply with find-ings that some EU subsidies, including aid for Airbus todevelop new aircraft --"launch aid" -- incompatiblewith certain specific criteria.

In a filing made on the De-cember 1 deadline, the Euro-pean Union claimed that ithad complied with the WTOruling.

But Washington chargesthat the EU had not met therequirements of the WTO rul-ing, and on December 9threatened to impose sanc-tions in retaliation, in a rangeof $7-10 billion a year.

Crude futures had surgedon Friday, with London Brentstriking $125.55 per barreland New York crude hitting$109.95 a barrel. Both peakswere last reached in earlyMay 2011.

WASHINGTON (AFP) -US investment tycoon War-ren Buffet said Monday thathe had put 1.4 billion euros($1.9 billion) into Europeanstocks at the end of 2011,calling shares in good com-panies in Europe cheap.

In a rare foray outsidethe US market, the mega-billionaire's Berkshire Hath-away investment groupbought 175 million eurosworth of shares in each ofeight EU companies, whichhe declined to name.

"I just thought theseeight companies were ter-rific companies that werecheap," he told CNBC tele-vision.

"They obviously wereaffected by the Europeancrisis. In the end those eightcompanies I bought aregoing to be there 5,10, 20,50 years from now."

He admitted he did notknow the companies as wellas well as Berkshire's hugeinvestments like AmericanExpress or Wells Fargo.

"But I know them wellenough... These companieswill do fine whatever hap-pens in Europe. And therewill probably be plenty thathappens in Europe."

Buffett, ranked numberthree last year on Forbes' listof the world's wealthiestmen, has a fortune esti-mated at $39 billion built onthe investment success ofBerkshire, which hefounded and still activelyruns at 81.

Berkshire has mostlyconfined its investments toUS companies, so the pushinto European stocks is anew tack for Berkshire.

Buffett said that evenafter the runups in stock-markets over the past year,he still viewed stocks in theUnited States and elsewhereas better valued comparedto other investments.

"You have to invest insomething... Equities arestill cheap relative to anyother asset class."

Meanwhile he declinedto reveal whom his succes-sor is at the investmentgiant. On the weekend heannounced at the company'sannual shareholders meetingthat the Berkshire board hadchosen a successor, as wellas two back-up candidates.

"It could be tonight, itcould be five years fromnow. The board of directorsknows exactly who the per-son is the next morning," hetold CNBC.
