Greater than the sum of its parts

It’s Monday morning. The mail has come and as you’re going through

the stack, there’s a letter from a government agency or insurance

company. I personally am apprehensive as I open these envelopes, usually expecting a request for more money or information, but knowing that eventually the paper will begin with the words, “You’re account has been selected for an AUDIT”. Why does that one word cause such fear? It doesn’t matter how meticulous and honest you’ve been, you instantly feel like a career criminal with visions of spending time in the big house! But like a bad cold, it’s eventually over and life does go on and normalcy returns. Whether it’s the IRS, DOR or your insurance

company, the audit process usually dissects your business to its very core. It’s rather unnerving and sometime violating. Yet, with the bowels of your business systems totally exposed, maybe now may be a good time to take a step back and use this time to take serious look at how your business is working. Just as we personally need to see a physician on a regular basis for a checkup, so also should we review our business practices and insurance needs. Now more than ever may be a good time to give your business a complete physical to make sure your entire operation is running properly. Don’t be afraid to reach out the other MBA members or advice in the process. No one struggling through this economy can afford to be an island. As I look around, I can’t think of one person in the MBA who’d turn me down if I asked for help. Yes we’re competitors, but we’re also members of an association that is only successful if its members as a whole are successful. Now may also be a good time to evaluate your personal life. I don’t care who you are, we all come to a point of burnout. When I hear someone say they’re “in a rut”, I visualize my progenitors pulling handcarts across the plains of the Midwest, doing the same thing every day, following in the same groove carved in the rocky ground by the carts passing before. They walked and walked, and then walked some more, seldom lifting their heads as the landscape didn’t change much. For us, the landscape of our businesses and our personal lives are changing daily and if we allow ourselves to get into the rut of daily routine, we’ll fail to lift our heads and look to an awesome future ahead. So stop for a minute and do that personal AUDIT. It’s not as scary as it sounds! Who knows what you might uncover?

As I look around, I can’t think of one person in the MBA who’d turn me down if I asked for help. Yes we’re competitors, but we’re also members of an association that is only successful if its members as a whole are successful.

The start of each year always includes

economic and construction forecasts, and 2012 is no different. January saw NAHB’s “Building in 2012” presentation as well as the Tacoma-Pierce County Chamber’s “Horizons 2012” economic forecast. At all levels of forecasting, housing remains a major component to economic recovery. So what does the future look like for us? NAHB’s Lead Economist Dr. David Crowe predicted that while 2012 will remain relatively fl at compared to the end of 2011(which saw a historically low annual total due to a mid-year dip), there is a growing pent up demand for new housing. He predicted that Washington State’s housing production will recover to somewhere between 75 and 100% of “normal” production (“normal” being production levels similar to

2000-2003 annual levels) by the end of 2013. Over the past few years, housing prices have returned to the historic 3-1 price-to-income ratio. Washington’s building permit recovery is occurring between 2.5% -5% faster than the national average. Residential remodeling also fell during the recession, but has been on an upward trend since mid-2011 that is predicted to continue through 2013. Currently, more money is being invested in remodeling than new single family construction. In an update to its 2011 poll of US voters, NAHB found that there is still a fundamental belief and desire for homeownership in America – among current owners (even those underwater) and among renters. Dr. Arun Raha (WA Economic and Revenue Forecast Council) has projected that Washington’s commercial and multifamily building permit activity are improving. However, due to foreclosures on the market coupled with declining house prices and few lending possibilities for both builders as well as potential homebuyers, for the fi rst time, homebuilding will not be the leader out of the recession in the state or nation as it always has been. He predicts that Washington employment rates and personal income will both recover faster than the nation overall. Dr. Bruce Mann and Dr. Doug Goodman (UPS Professors) presented the Pierce County Economic Index at “Horizons 2012” reported that 2011 saw an

overall growth rate of 4.67%, and predicted that 2012 would see another 2.25% of growth in Pierce County. 2012 employment growth was predicted at a very low 0.3%, with the second half of the year picking up after a weak fi rst half. Per capita personal income increased in 2011 and would again in 2012, so by the end of this year, the 2% loss during the recession would be recovered. The Pierce County housing economic index, after a loss of 30% between 2005 and 2010, was predicted to increase by 3.4% during 2012, with the strongest rebound happening during the fi rst half of the year. Multifamily housing would pick up faster than single family housing production. At its own annual Housing Forum on February 15, MBA will welcome NAHB’s Dr. Elliot Eisenberg to present his fi ndings regarding the local economic impact of housing for unincorporated Pierce County, Bonney Lake, Tacoma, and Pierce County overall. In addition, Professor Glenn Crellin will be presenting his residential construction forecast for Pierce County and Washington State, and Scott Jones from Newland Communities will update MBA and attendees on the plans for the Cascadia Development in 2012 and beyond. MBA will circulate the information from this event as it becomes available.

hearings, forward a recommendation to the County Council which would do the same, and then once completed at the County level the SMP would be sent to the Department of Ecology for review and approval. The County may seek to complete this process earlier than reported, and industry should stay aware of the assumed implementation date as it changes during 2012; MBA will be participating on the SCAC once reconvened, and will be involved in the public hearing process at all levels once it begins.

Tacoma BLUS Fiscal Policy, Fee Schedule Changes: Tacoma’s BLUS fi scal policy and fee schedule changes were postponed until mid-February’s Council Government Performance and Finance Committee meetings. MBA members and staff have been meeting with city staff to discuss draft proposals, and will participate in Council meetings about the proposed items. For more information please contact Shawn Hoey.

Stormwater Manual Updates Effective February 1: Tacoma has updated its Stormwater Manual with changes that affect both new construction and remodeling projects. Two trainings were held by the city in January summarizing the minimum requirements for projects, best management practices that must be used, and more; information can be viewed at www.cityoftacoma.org/stormwater. New, signifi cant changes to stormwater requirements in all jurisdictions are anticipated in 2013 and 2014 as part of the adoption of the latest NPDES Clean Water permit and updates to DOE’s Western Washington Stormwater Manual that will mandate low impact development in most instances.

Bonney Lake- Lighting Standard: Recently the Bonney Lake Planning Commission has been looking at amending the City’s lighting standards. The original proposed amendments would have made it so that if 25% of the exterior lights were altered all of the exterior lights would need to be brought up to the new code. This 25% was also a cumulative number that applied to all changes to lights over the life of the home. After the MBA’s testimony the Commission decided to bring the limit up to 50% of exterior lights, and have that number not be cumulative. After consideration of comments by the MBA, the Commission decided

Ongoing Issues, in County, CitiesCode Effi ciency Effort: County Executive Pat McCarthy has invited MBA membership to participate on a working group with

PALS and PWU staff members to identify “code effi ciencies” that would optimize permit reviews and hone down code requirements in order to help spur construction activity and also adjust to the new staffi ng realities in both departments. MBA members met with staff January 27 to begin the work that is scheduled to wrap up by the end of the fi rst quarter of 2012. Thank you to members Dale Yeager, Jeff Hill, Sean Comfort, Bill Riley, and Rick Brunaugh who have volunteered to date to participate in this effort. Other members are welcome –Please contact Tiffany Speir to fi nd out how you can get involved.

County Proposal to Change Bonding System: PALS has drafted a proposal regarding its construction performance and maintenance bonding process and is seeking industry feedback about it. Members and staff began reviewing the proposal in late January.

Best Permitting Agency 2012 industry priorities: Kurt Wilson and Tiffany Speir serve on the executive committee for the County’s Best Permitting Agency in the State (BPA) effort. They are looking for any issues industry members see as needing attention and improvement in 2012 that they can communicate back to the County. In addition to the code effi ciency review, which will move beyond the code consistency work of the past few years and will also address community planning, other 2012 BPA priorities currently include tenant improvement processes and creating a “project manager” system. To suggest other priorities, please contact Tiffany Speir.

County Shoreline Master Program Update – 2012 schedule: At its January workshop, PALS reported that the County Shoreline Master Program (SMP) update process was currently on a two year process, with an anticipated effective date of late 2013. The SCAC (SMP citizens committee) would receive an updated version of both SMP policies as well as regulation in early spring 2012, and then would have a series of meetings in which it would develop recommendations to forward to the Planning Commission. The Commission would hold public

to exempt residential construction completely from the ordinance. Their will now be a reference in the ordinance that says that residential will adhere to the current light pollution code.

Civil Code: After comments from the MBA, city staff clarifi ed that where the code previously said “connection to Public Systems” referred to the conversion of septic to sewer. The ordinance has been changed to refl ect that clarifi cation. The MBA also brought up to staff that in the Bonney Lake Municipal Code it already charges $9,099 for this conversion, and questioned whether the extra $500 fee is necessary. The Planning Commission would be reviewing the issue again in February.

Landscaping: At the Planning Commission meeting on January 4th, city staff mentioned that the overall goal of the proposed changes to landscaping requirements in Bonney Lake is to create a view buffer between non-similar uses. Rather than requiring non-residential uses to buffer their activities to protect residential areas as is common in local land use codes, at time of print the proposal would require whatever use moved onto a site second to buffer their activities from surrounding uses.

February, the Lakewood Planning Advisory Board (PAB) will be considering making a formal recommendation of the SMP to the City Council. Last September, the MBA provided a comment letter to the PAB illustrating industry’s concerns. Since that letter the PAB has incorporated all of concerns into their current draft. MBA is reviewing the latest draft to determine whether any additional amendments are needed. The MBA thank staff and the PAB for hearing and considering MBA’s positions, and taking positive action on them to date.

Puyallup Shoreline Master Program: Puyallup’s Planning Commission has started the review of their shoreline master program. In 2007 the Planning Commission had a public hearing and sent an early draft to the Department of Ecology (DOE) and received agency comments back from DOE. Since there has been substantial turnover in the commission since when the draft was originally considered, the commission has decided to start the process over. One of the main reason

members join the MBA is to make new business

contacts and the easiest way to build contacts is by recruiting. Most people fi nd this intimidating, but it truly benefi ts your business as well as the Association. Membership Committee and Spike Club members are often the fi rst people potential members meet within the organization. As their guide to the MBA, you become an important connection for them. The more contact you have with your new members, the more likely they are to become and remain active participants in MBA programs and activities. This keeps our Association strong, and brings new blood into Committees and Councils. Not sure how or where to start? Try this:

Reach out to people personally. Talk to people in person. Let them know what the MBA is all about—your enthusiasm and positive experiences can get someone’s interest. Recruit people with specifi c talents. People are more likely to get involved if they feel needed or have a specifi c role. Even if all your contacts don’t join, you’ll develop connections and help build stronger connections that might come in handy in the future. Offer people opportunities for different levels of involvement. A recruiter works to fi gure out what a potential member’s commitment level is. Are they interested in taking advantage of programs the MBA offers, or are they working

The MBA of Pierce County’s Design Professionals Council (DPC) has come a long way in the past three years. As one of the fi rst Design Councils in the state, we currently have 55

active members, and we value every one of you. I would like to credit this achievement to the great planning committee we have. This committee works to ensure we put on enticing monthly meetings, rotating between networking and education. One of my goals as Chair is to make

sure we keep our members educated on up and coming trends for their businesses. This year, we have a lot to offer! Some highlights to our schedule include Tech Tips to Increase Your Business on April 12, with member Tessa Miller, Social Media & Digital Manager at the Business Examiner and a Gourmet Kitchen & Cooking Show on June 14 at Albert Lee Appliance’s Tacoma location. We will also hold our Annual picnic in July. Along with providing education meetings to our members, we also offer a Student Membership to the DPC. Membership for a student is permitted if they are enrolled in a post-secondary education program and provide proof of enrollment. Cost is only $25.00 for one full year. After graduating, Student Members can then become a Graduate Member. Cost is $50 per year and does not require full MBA membership during this graduate year. After the “graduate” year is complete, the graduate must join the MBA as a full member in order to stay involved in the DPC. We currently have three graduate members, and fi ve student members! DPC membership is $50 per year for members or employees of members. This is a great opportunity to get more of your staff involved with the MBA, especially if your named member at your company is already involved in other areas. I spoke at the last Remodelers™ Council meeting about our council and how it has grown. We are

nationally ranked Remodelers™ Council at number 2 in our size category and should be very proud of that. The question I put to myself as I came into the Chairmanship this year is how do we remain a large, vibrant, growing entity within the Master Builders Association? How do we take what we have gained and continue to grow it? Becoming stagnant is so easy for a large group to do.

Within this Council, we have a huge amount of knowledge and talent. There are several who have been involved in the Council and in business for many years and even though we are going through one of the worst recessions in history. These senior members have managed to survive and continue to do solid business in Pierce County. First, I think we all need to pat ourselves on the back to that accomplishment. Then, I think we should think about sharing what we have learned with those new members who are interested in obtaining some knowledge more quickly than going through the pain of trial and error and the possibility of failure along the way. We should share this knowledge with the newer members as ‘mentors’. If you are interested in being involved with me in contacting new remodel council members in an effort to help and advice if requested, please let me know at [email protected] and we will do what we can to assure that all of our members continue to be the best in Pierce County! Finally, I would like to thank our January meeting sponsors, O’Loughlin Trade Shows and Gray Lumber Company.
