"IfifTl It is an interesting (but academic) question whether the oft heard complaint that you cannot tell an Israeli how to do anything is more true than of any other nationality. Here, however, we have Israelis wanting to tell other Israelis of their experience with the simple and commendable ob jective of improving the vehicles and means of integration. One would like to think that the authorities would go out of their way to seek guidance. There is ample proof of their not yet having reached perfection. Perhaps they will be ready to listen and act when there's nothing more to say. Those who will not listen ... There can be absolutely no doubt as to the dedi cation of the leadership and senior personnel of all those official bodies involved in aliyah and klitah. Nor can there be any doubt as to their knowledge or perspicacity. It is, therefore, all the more upsetting that these powers not only fail to initiate useful constant contact with the various immigrant organizations that live the practical day to day problems of the olim, before and after their arrival in Israel, but also fail to execute resolutions calling on them to set up a consultative Roof Organisation of such bodies. Such a resolution was adopted in Jerusalem some months ago, but to our regret and frustration, it remains, in the protocol suc cessfully ignored by those who were called upon to execute it. It is an interesting (but academic) questionwhether the oft heard complaint that you cannottell an Israeli how to do anything is more truethan of any other nationality. F O C U SThis is the first in a new series of profiles focusing attention on men and women who havecome on Aliyah to Israel, some of them veryrecently, some of them even before the foundat i o n o f t h e S t a t e .

It is intended to be a column not so much forreminiscences, as for confirmation that SouthAfrican Jews of all ages, and from varied backgrounds have succeeded in their integration inIsrael, in good times and in difficult times, inthe cities and on the land, with a little bit of tuckand with a good deal of courage, perseverancea n d d e t e r m i n a t i o n .

Paradoxically, our first "personal profile" is concerned more with a whole family than with anysingle individual member of that family.

The head of the family is certainly Mrs. AnnieKaplan, who immigrated to Israel (from Kroon-stad) two days before the start of the War of Independence.

She came here to join her oldest son, MichaelKaplan. In 1936, Michael, a lawyer, came to thiscountry with his wife Katie (nee Fluxman). Shehoped to study musicology in the Yishuv, butat that time was unable to realize her ambition.Instead, she became Academic Secretary at theHaifa Technlon, and her husband joined the Palestine Electric Corporation, as Legal Adviser. Hebecame Secretary of the Israel Electric Corporation in due course, and Katie is now Secretary tothe World Society of Soroptemists. Michael andKatie have three married daughters in Israel, fivegrandsons and one granddaughter.

In 1946, Doris Kaplan, now Mrs. Doris Lankin,a trained lawyer, and known throughout Israeland overseas for her regular legal reports in the'Jerusalem Post', came to Palestine and was active in Etzel. Her book, "I Was A Terrorist", tellsher story. Eliahu Lankin, her husband was alsoin Etzel, and was a member of the first Knesset.She has one daughter.

Next in the family to immigrate was Julius Kaplan, married to Ida Charney. They came here in1949. He is a Consultant Engineer. Today, theyhave two married children, four grandsons and adaughter who Is a Major in the regular I.D.F.

Two years later, another son came to Israel —today, Prof. Isaac Kaplan is Head of the Department of Plastic Surgery at the Belinson Hospitali n P e t a c h T i k v a h . H e m a r r i e d a J e r u s a l e m i t e ,Masha Weingarten, and has three daughters.

The last member of the Kaplan family to cometo Israel was the youngest, Ruth, who immigratedwith her husband, Allick Greenman, and fouryoung children, in 1956.

Allick, a pharmacist, planned their aliyah a yearearlier, arranged to write the additional examination which then was required in Israel, but to hisgreat disappointment, had to call everything off,nearly at the last moment, when the sale of hispharmacy, on the West Rand, fell through.

The Greenmans were s t i l l de te rm ined to ge t t oIsrael and settle here, so when Mike Ronnen, incharge of Patwa's office in Johannesburg, proposed that they join a Moshav in the centre ofthe country, and that Allick become a farmer,they accepted the challenge.

The Greenmans joined Orot, a moshav close toAshdod, and Allick adapted himself to a completely new way of life. It was, of course, also anew way of life for Ruth, who helped on themeshek and brought up her children away fromcity life, and in a closed society. By 1963, Ruthneeded to do more sedentary work, joined thePublic Relations Department of the WeizmannInstitute of Science, and has been there eversince, commuting some 50 kilometres every day.Orot, which at one time had 17 South Africanfamilies, now has 9 families originating fromSouth Africa. Allick Greenman has been joinedon the meshek by his older son. David, who ismarried. Their daughters are working and theiryoungest son is in the air force.

Asked whether they miss "town life", Ruth answered emphatically, "Absolutely not!" "DoesAllick regret having left his profession?" "Certainly not!"

And now back to Granny Annie - who also hasa brother living in Israel, Mr. Hyman Yoffe, whoworks at the South African Hostel inTac^Eliyahu, and a sister. Miss Leah Yoffe, of TelA v i v .

Annie, to this day active in her communal work,and very much the focal point of her familywhich has ramifica t ions f rom Ha i fa to Jerusa lemto Orot, taking in Savyon and Ramat Gan onroute, has a family of 38 in Israel, including sixchildren, seventeen grandchildren and fourteengreat grandchildren.

Many happy returns to Granny Annie Kaplan,who celebrated her 89th birthday on the 25thJanuary. Ad mesh ve-esrim.

R E V I E WThe late Lewis Sowden emigrated to South Africa from England as a boy and stayed there as a"White South African" until 1966 when, withhis wife Dora, he came on altyah and settled inJerusa lem.

in the literary world of South Africa he had adistinguished career and fought doughtily formany causes, particularly for the non-white underdog. He was a journalist of high repute, anovelist and poet of distinction and a successful playwright. But his contact with the Jewishcommunity was practically non existent althoughhe consistently maintained those values that wedeem to be the essence of Jewish Life.

His last literary work - "The Jaffa Road" -came into being because of an artist friend's sug

gestion that he should write "a number of poemsfrom, about or in Jerusalem so that I can do thedrawings for them". An inscrutable fate decreedthat his friend, Alva, should die before the collaboration was complete though he left a numberof sketches which are now part of the work. Butthe poet was not to see the publication of whathe decided should be a memorial for his friendfor he too died before it was published. Now itserves as a fitting memorial to both.

Most but not all the poems are about Jerusalem;some are about historic personages; others on aspects of life in modern Israel. They must be readand read again to enjoy the spell that the HolyCity had cast upon him during his all-too-shortsojourn in the land of Israel. There is much onewould like to quote from several poems; spaceallows of only one from "The Wall, 1972"

"The wall is not a wall dividing thatfrom this, to keep apart the here and there;the wall's an arch that spans the long agoand now, and binds the present to the past;a highway through the traffic of the yearsto prove that something was, and is, and willcontinue above the debris of themselvesthat men have cast, and now and then a pearl."

T h e m o v e o v e r t o t h e F e d e r a t i o n ' s n e w o f fi c e smay be an opportune moment to recall the improvised beginnings over 27 years ago. The Israel

^ office began before the Federation had any intentions to set up one. In the second half of 1948there were between 700 and 800 MAHAL menand women — mostly specialists — serving withvarious units. A group of South Africans in TelAviv who were prominent in business life, mainlyc e n t r e d a r o u n d t h e A f r i c a - P a l e s t i n e I n v e s t m e n tGroup of Companies, felt the need to act as foster parents to these volunteers and to give thema home where they could receive their mail, storetheir surplus baggage and find occupation andamusement during their spells of leave. The lateJoseph Hanower, a member of the Board ofGovernors of the J .N.F. and former Head of theJ.N.F. in South Africa, took the lead and together with the late Jack Geri (Managing Director of A.P.I.), Lazar Braudo (a former Chairmanof the Federation and of the Anglo-PalestineBank) and Abraham Levy (Director of the BinyanInsurance Company), set up a committee forth is purpose. Another member o f the Commit tee,Adv. E l i K i rschner, was at that t ime at tached toHeadquarters Staff and he very kindly volunteered the use of his legal chambers at 13 AhadHa'am Street. A girl working for the A.P.I, nominated her s is ter Ruth to come in fo r two hoursIn the morning and two hours in the afternoon

^ and the office was opened. A store-room was acquired in the same building and the late Mr. A.Rosenberg, former Principal of the Jewish Free

^ School in Johannesburg, who had come to his oldpupil Louis Pincus (also a foundation committeemember) to ask for some occupation whichwould while away his free time, was put in chargeof the stores and also the distribution of cigare t t e s d o n a t e d f r o m S o u t h A f r i c a a n d fl o w n i nduty free. Ruth used to hand out pocket moneyto the boys and became exceedingly popular asa result.

Meanwhile, the Federation in Johannesburg wassuddenly made aware of the fact that it had a defacto representation in Tel Aviv and decided touse it for purposes other than Mahal, such asvisiting speakers, klitah work, etc. Mike Udwin,a former Secretary to the Executive Council under Nicolai Kirschner, had come to Israel two

months earlier as Administrative Secretary to aMedical Volunteers Unit headed by Col. LionelMeltzer and had been temporarily attached tomilitary Mahal Headquarters. With the consentof the army, he was pulled out of that job and sobecame the first Secretary of the Israel Committee of the Federat ion.

Early in 1949, Eli Kirschner terminated his special military assignment and served notice on theFederation that he would like to re-occupy hislaw office. Alec Rubens, then Manager of thePalestine Cold Storage in Petah Tikvah Road,came to the rescue and offered several rooms(not quite frozen, but almost) in his premisesand the office moved over. It became clear thatthis was simply a temporary solution — especiallyas it was bad for morale for so many South African ex-soldiers trying to adjust to civilian life tosee all that tremendous quantity of frozen foodIntended for export or for sale to tourists a-gainst foreign currency at a time when Israeliresidents were rationed to half a kilo of chickenper fortnight, or less.

At that time, Zvi Infeld, General Secretary ofthe Federation, paid a visit to Israel and lookedup his old friend Norman Lourie, founder ofHabonim in South Africa. Norman at that stagehad a flat in 109 Hayarkon Street and was onvery good terms with the landlords. These flatsstood on pillars and the ground level was completely bare. The owners had a permit from theTel Aviv Building Authorities to enclose theground floor and eventually agreed to partitionthe area according to our design provided wesigned a lease requiring the payment of key-money in the sum of IL.2,000.—, and a similarsum as annual rent. In the summer of 1949, thealterations were completed (with the exceptionof the Club Room) and we were able to movein. A year later the Club Room was ready andmade available to the public, equipped with "bar"and cafeteria facilities. The Federation spent 13good years in the new offices until it was decided that they should move In to a buildingowned by the Keren Hayesod and shared by theAmericans, British, and Dutch. But that is another story.

Message fromthe Chairman

G U E S T E D I T O R I A L

I am pleased to have been given the privilege ofwriting the Guest Editorial for our new publicat i o n .

I have long felt that too many people are underthe impress ion that the work of the SouthAfrican Zionist Federation in Israel is a "TopSecret". I hope that through TELFED our efforts will be made known to every ex-SouthAfrican living in Israel and that as a result ofthis knowledge and the increasing involvementof more and more people in our work, we shallsuccessfully meet the challenges facing us today.We are fortunate in having a very dedicated staffwho have worked for many years under verycramped conditions. Now, thanks to help fropnthe South African Zionist Federation and theJewish Agency, we have managed to procurelarger, better and more central office accommodation which should go a long way in helpingus give better service to all.

Thanks to the hard work of my predecessors andespecially to the immediate past Chairman, JudgeJoseph Herbstein, the solid foundation which Ihave found has made the task of broadening ourbase much easier.

I would like to tell you something about ourwork, framework and aspirations. We have 12sub-committees - Klita, Finance, Housing, Education, Medical, Shiichim. Hostel, Volunteers,Bursaries, Employment, Luncheon Club and Publications. The people who serve on these committees, all on a voluntary basis, spend time andenergy in practical work and in thinking aboutthe problems we face and trying to find solutions.Let me give you a short description of the workcovered by these sub-committees.

Klita: The basic function undertaken by the Federation covers the promotion of Aliyah, andKlita - the absorption of olim from SouthernAfrica into the fabric of life in Israel.

Finance: We have not got a tremendous amounto f fi n a n c e b e h i n d u s a s h a v e o t h e r s i m i l a r o rganisations in Israel and yet we must find waysand means of helping new olim who need helpin purchasing a dewlling or meeting special situations. We also have many ex-South Africans whohave lived here for some time and who suddenlyfind themselves in a position where they requirefinancial help; we have to find ways of means ofassisting them as well. We have recently encountered a new problem. Some of the kibbutzimw h e r e S o u t h A F r i c a n s h a v e s e t t l e d a r e i n d i f fic u l t i e s a n d n e e d fi n a n c i a l a i d . N o w t h i s i s n o tan easy task and we are constantly searching fornew avenues to help as many people as possible.

Housing: One of the major problems in settlingin Israel is housing and a special committee wasset up to try and solve this problem. This subcommittee is working on a scheme to providerental housing because we feel that — especiallyfor olim from South Africa — rental housingwould be one of the answers. This sub-committeehas gone far in trying to solve a very difficultp rob lem wi th the ac t ive he lp o f the SouthAfrican Zionist Federation and the Jewish Agency. A lot more will be heard of their work int h e n e a r f u t u r e .

E d u c a t i o n : T h e E d u c a t i o n s u b - c o m m i t t e e d e a l swith a variety of matters. It helps the Boards ofJewish Education in South Africa with the ul-panim by finding the right venues for them. Hostel: This committee is responsible for ourHostel in Tel Aviv. It looks after the building andattends to the requirements of the residents —mostly new olim.

Volunteers: We have a cont inuous flow of volunteers from South Africa working on kibbutzimand this sub-committee cares for them.

Bursaries: Over the years we have accepted theadmin is t ra t ion o f a subs tan t ia l number o f Fundsand Trusts that provide funds for scholarships atHigh School level and for Universities in Israel.

Employment: As the economy of the countrytightens so the work of this sub-committee increases. It works energetically to find jobs forolim and also for vatiklm. I take this opportunity of appealing to readers who know of employment possibilities to inform our office.

L u n c h e o n C l u b : T h i s s u b - c o m m i t t e e , n o w r esuscitated, has already made arrangements withthe Sinai Hotel in Tel Aviv where Major Mr.Lahat will be our first Speaker, in February. TheClub will meet every month.

Publications: This sub-committee is now startingoff on the bold venture of issuing a properlyprinted publication to achieve the goals set outi n t h i s a r t i c l e .

Over and above all our work, our office in TelAviv is called on to attend to the major task ofdealing personally with all the olim arriving fromSouthern Africa, including meeting them at theairport, arranging their ulpanim and accommodation at Merkazei Klita, helping to solve bureaucratic hold-ups, etc., etc. The staff attend to prospective olim visiting the country. They keep theSouth African office 'au fait' with all changes ofregulations and conditions in Israel. In the Public Relations field the office attends to V.I.P.s,both Jewish and non-Jewish, directed to us bythe South Af r ican Office and ass is ts innumerabletour groups from South Africa. And the list is farfrom complete for the office is daily involved inmany other activities which are too numerousto ment ion here.

So that all this work can be effective, we havefound it necessary to form Regional Committeesin a reas whe re t he re a re concen t ra t i ons o f ex -South Af r icans. There are commit tees in the fo llowing areas: Tel Aviv (four Regional Committees), Haifa, Jerusalem, Beersheva and Netanya.We have also appointed a representative from theK i b b u t z i m a n d a n o t h e r f r o m t h e M o s h a v i m a swell as one from the Development Towns. Wehave now inv i ted the Chai rmen of each of thesec o m m i t t e e s t o s e r v e w i t h u s o n a n E x e c u t i v eCouncil which will meet monthly. This Execut i v e C o u n c i l i n c l u d e s a l l C h a i r m e n o f t h e s u bcommittees plus our Executive.

Our work is more urgent today than ever beforebecause as conditions become increasingly difficult, more effort is needed by a greater numberof people to meet the situation. Please join usin this work which is essentially challenging andreward ing .

Mr. Julius Welnstein, Chairman of the SouthAfrican Zionist Federation, was in Israel in January to attend the meeting of the Board of Governors of the Jewish Agency. He also took timeout to meet the newly-formed Israel ExecutiveCounc i l .

During his presence in Israel, a meeting was heldby him and representatives of the Israel Executive together with Mr. PInchas Sapir, Chairmanof the Jewish Agency. Mr. Sapir gave an undertaking to the Federation to go ahead with itsRental Housing Scheme.
