2017 AVIATION BUSINESS SUMMIT Interested in doing business with Phoenix Sky Harbor International, Phoenix Deer Valley or Phoenix Goodyear airports? The City of Phoenix Aviation Department is hosting the 2017 Aviation Business Summit on Tuesday, February 28, 2017 at the Phoenix Convention Center – West Hall. The event will run from 8 a.m. – 4:30 p.m., and attendees will have the opportunity to learn, network, and understand the tools available to do business with the City of Phoenix Aviation Department. Workshops will include information on current and future opportunities available for a variety of projects including construction, food and beverage concessions, and contracting opportunities for retail operators, goods and services, and other professional services. Other workshop sessions will address specifics on getting that construction or design job, setting goals, understanding the payment process, and more. The Aviation Business Summit is open to anyone interested in doing business with the Airport. In order to attend, participants must register in advance. COMMUNITY POLICE TRUST INITIATIVE FOLLOW-UP This report on next steps for community-police relationships builds upon the recommendations of the City Manager's Community Police Trust Initiative (CPTI) task force work from 2015-16 (attachment). The CPTI built on the earlier work of the Community Engagement and Outreach Task Force (CEOTF) from 2010-14. The CPTI task force was formed by the City Manager in 2015 to inform city and police management of community-based strategies to continue building trust between police and the people of Phoenix. Through the work of CPTI and the Police Department, it has become clear that the underpinning of trust in the Phoenix Police Department includes:

• Mutual communication that includes the community, city management, police leadership and

labor leadership in dialogue that avoids misunderstanding and builds trust.

• Readily accessible information about police activities, data, and policies.

• Face-to-face interaction between individual police officers and community members.

• Structured opportunities for dialogue before incidents occur, not just in response to them.

• Opportunities for community collaboration with mutual responsibility between the Police

Department and the community for implementing activities that promote communication,

transparency, and accountability.

• A structure independent from the Police Department that provides an outlet for community

members to express concerns or complaints about police conduct.

Based on input from the community through CPTI and initial listening sessions, it is important for the City and the Police Department to continue a commitment to: Listen, Learn, Report, and Equip. Each area incorporates CPTI recommendations or activities continuing from the original CEOTF recommendations. VIRTUAL BLOCK WATCH PILOT PROGRAM The Police Department is implementing a Virtual Block Watch program. The primary goal of the program is to enlist the general public, homes and businesses alike, to voluntarily register their Closed-Circuit Television (CCTV) security cameras with the Police Department. By partnering with the community, this program has the potential to:

1. Reduce criminal activity in participating neighborhoods.

2. Provide a valuable investigative tool with additional CCTV video availability.

3. Result in more comprehensive criminal investigations and potentially higher case clearance

rates.

Other cities, locally and nationally, have implemented similar programs that have been successful. The advances, along with the declining costs in digital media technology has resulted in a proliferation of CCTV security cameras throughout the country. Law enforcement agencies from the U.S. and Canada are beginning to appreciate the value of business and residential video for crime prevention and criminal investigations. Residential cameras and many business cameras are typically "stand alone" type systems. As such, these cameras are not connected to a network and store video locally. These videos often have valuable information regarding criminal activity in a community. The Police Department's Forensic Imaging Detail (FID) will oversee the development, implementation and maintenance of this program. Camera locations will be incorporated with current crime mapping software (pin map) for use by department personnel. The pin map will identify all the registered cameras throughout the city, owner contact information, and indicate each cameras field of view in public areas, where there is no expectation of privacy. The virtual Block Watch Program is a natural enhancement of the successful Block Watch programs the community and Police Department have utilized for years. The program has the potential for a positive impact on police community relations, crime reduction, detective work loads and case clearance rates. Initially, the Police Department will operate a pilot program in the Maryvale Precinct to develop metrics to evaluate the pilot program for a potential citywide application.

PYRAMID PEAK COMMUNICATIONS SUBSITE The City of Peoria submitted a request to the Regional Wireless Cooperative (RWC) to add an additional communications sub site in Zone 5 - Simulcast G. The proposal is to replace an existing 80’ monopole with a 140’ to 180’ lattice tower. The RWC is a cooperative body formed under an

Intergovernmental Agreement. Membership is open to all local, county, state, federal and tribal governmental entities. The RWC currently includes 20 cities, towns and fire districts located in the Phoenix metropolitan region. The RWC oversees the administration, operation,

management, maintenance and growth of this state-of-the-art regional public safety communications network. This new site is to provide required Public Safety radio coverage, primarily in the Sonoran Mountain Ranch community. Currently the RWC network does not provide adequate police/fire radio coverage for this area. The Sonoran Mountain Ranch community has grown significantly since Simulcast G was first constructed around 2008 including a recent approval of constructing up to 300 new homes in the community. This tower is being put in to provide coverage in that geographic region (primarily benefiting Peoria, Phoenix, and Glendale), but all partners will receive the benefit of enhanced coverage when working in the area. This will also support Phoenix and Peoria Fire who will use this site for fire/EMS calls for service. Peoria is funding this substantially since they need the primary coverage for their master planned development going in that area. The location of the proposed tower resides within Phoenix corporate limits. Although Public Safety towers are exempt from zoning restrictions the project will still need to work with community. The City of Peoria is to fund much of the project, the RWC is providing equipment and Phoenix is providing project coordination. ADC ANNOUNCES GREAT AMERICAN DEFENSE COMMUNITIES CLASS OF 2017 - Maricopa County, AZ, Honored for Their Support of Military Families and Service Members The Association of Defense Communities (ADC) has designated eight communities from across the United States as “Great American Defense Communities” for providing unwavering support to service members and military families. Among the many reasons Maricopa County, AZ, is being recognized as a Great American Defense Community is the tremendous support the community provides to members of the National Guard and Reserve forces. Going above and beyond what is required, this community has been nationally recognized for its support of members of the Reserve Component and their families.

FINAL FOUR UPDATE City of Phoenix department representatives, the National Collegiate Athletic Association (NCAA), Phoenix Local Organizing Committee (PLOC) and stakeholders have been meeting and planning for over a year to bring the 2017 Final Four and events to the Phoenix region. This is the first time the region will host the NCAA Final Four and events. The Phoenix Convention Center will host the Final Four Fan Fest and the National Association of Basketball Coaches (NABC) annual convention. Hance Park is the host venue for the Music Festival. Public safety departments including the Office of Emergency Management, Fire, Police and the Homeland Defense Bureau have been working closely with City staff and the NCAA and PLOC to develop a comprehensive safety and security plan. A critical phase has been reached to test these plans. Three table top exercises are being designed with the following priorities: integration, communication and contingencies. One table top exercise was held on January 25, 2017 and two more are scheduled for February 2017 to reinforce the objectives of:

1. Safety and security of the community

2. Provide a safe and secure environment to host the events

3. Provide a framework for collaboration and information sharing among the region and

stakeholders

Currently there are no known threats for the Final Four and related events. Enhanced measures have been taken in the areas of cyber security and critical infrastructure protection. Community outreach and awareness efforts are also planned due to the region being in the national spotlight. The See Something, Say Something campaign has been utilized in all previous major events and has been extremely successful.

The Phoenix All Hazard Incident Management Team in partnership with the regional public safety group has developed a safety and security model that is unprecedented anywhere throughout the nation. RECYCLEBANK

Recyclebank is and education and incentive program that educates city residents on how to recycle more and recycle correctly, and how to take other sustainable actions. The City of Phoenix has entered into a public-private partnership with Recyclebank to assist Phoenix with reaching its 40% by 2020 wasted diversion goal, set by Mayor and City Council in 2013 with the launch of its Reimagine Phoenix campaign. Recyclebank works in

more than 400 communities through an extensive marketing campaign designed to reach all 1.5 million Phoenix area residents. Q: Why does Phoenix need to contract with Recyclebank and how will this help Phoenix? A: The City of Phoenix is currently at 20% waste diversion, with a need to increase to 40% by 2020 to meet its goal. Phoenix loses $4.5 million in revenue per year from the 55,000 tons of recyclables that are thrown away in area landfills. In addition, the city spends more than $1 million annually removing plastic bags and other “non-recyclables” from the recycling stream. This partnership will support and amplify the city’s Reimagine Phoenix initiative by saving the city money and diverting waste from the landfill. Recyclebank is also supporting the local economy by highlighting small businesses and partnering with local organizations, such as Local First Arizona. Q. How does Recyclebank work? Recyclebank will work directly with the Reimagine Phoenix Public Works Department to support their efforts to divert 40% of waste from landfills by 2020. Recyclebank has an extensive marketing and communications program in place that educates and provides incentives for Phoenix residents to reduce, reuse and recycle material. The Recyclebank contract includes specific deliverables and milestones to reach each year. Their contract was approved by the Phoenix City Council in 2016 and the program officially launched in January, 2017. Q: What is Recyclebank going to do? A: Recyclebank’s extensive education, incentives, data, technology and community engagement tools help the City of Phoenix connect with all of its 1.5 million residents to encourage reducing, reusing, recycling and reconsidering eco-friendly consumption choices – without the city having to do this outreach with additional staff or by developing expensive marketing campaigns. Q: Will the materials be available to the Spanish speaking community? A: All Recyclebank marketing campaign materials are available in English and Spanish. Q: Is the Recyclebank program paid for through the Phoenix General Fund? A: No. Recyclebank is being paid for through the Solid Waste Enterprise Fund. Q: How do I participate as a resident? A: Residents can take advantage of this program at no cost by signing up at www.recyclebank.com or calling (888) 727-2978. Q: How does it benefit me as a resident? A: Phoenix residents can start earning points by taking actions that help keep waste from the landfills – everything from curbside recycling, learning about living greener on the Recyclebank website through online quizzes and pledges, to participating in events and activities that help keep Phoenix green. Residents can use those points for deals at more than 2,500 local businesses and national stores, donations to local schools and charities, and community-centric giveaways.

The next breakfast will be held on Friday, February 24th, at the Radisson Hotel Phoenix North, 10220 N. Metro Parkway East, Phoenix, AZ 85051. Breakfast begins at 7:30 a.m. and the speaker starts at around 7:45 a.m. The guest next month will be the CEO of Valley Metro, Scott Smith. Scott Smith is the CEO of Valley Metro responsible for the planning, design, construction and operation of an expanding regional transit network in metro Phoenix, Arizona. The Valley Metro system is a partnership of 16 cities, towns and Maricopa County, offering bus, light rail,

paratransit and vanpool services to more than 73 million riders annually. Smith’s leadership is a continuation of his public service as the former Mayor of Mesa and president of the U.S. Conference of Mayors, the only Arizona mayor to have served in this position. As Mayor, he strategically guided the city to an economic rebound between 2008 and 2014. He also has a wealth of experience in the private sector as a certified public accountant, lawyer and CEO of a regional homebuilding and development company. In 2015, Smith served as a Resident Fellow in the Institute of Politics at Harvard University’s Kennedy School of Government. Smith’s passion for public transportation stems from his belief that transportation infrastructure is critically important to the regional, state and national economy and to improving the quality of life for those who need and choose transit as their mobility option. His strong customer service approach keeps the organization focused on serving the interests of several customer groups, including riders, voters, the business community and city leadership.

The Ocotillo Chapter National Society Daughters of the American Revolution has begun a fundraising project to erect the New River Historical Plaque and Monument Marker. This week, several students from our schools have been recognized for their academic and athletic strengths. Cortez High School senior Jerry Sohn was named Academic All-Star of the Week (February 2-9) by AZCentral. Jerry is on the wrestling team and holds a 4.23 GPA. He is also a member of the football team, LINK Crew, Math Club, Poetry Club President, National Honor Society Officer and the Student Council Treasurer. Jerry volunteers as a math tutor and for the Maryvale Baptist Church. Last week, several students signed letters of intent, committing to play a collegiate level sport after their high school graduation. From Cortez, senior Sione Mohulamu signed to play football with Phoenix College. Taz Middleton committed to play football at the University of Mary. Andres Primero signed to play football at Glendale Community College. Tayler Gallegos signed to play softball at Paradise Valley Community College. Each of these students attend Apollo High School. And at Greenway High School, Kayla Terhune earned a full 4-year scholarship to play soccer at Northern Arizona University. Moon Valley had several athletes sign letters of intent as well. Yuritssa Delgado, Hanna Perez, Irene Ledezma and Cyan Contreras signed to play soccer at Arizona Christian University. Nathan Pollard, Lanny Glenn and Sage Long signed to play football at Phoenix College and Zach Southwick signed to play football at Bemidji State University.

WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS The Washington Elementary School District (WESD) will host a Teacher Interview Fair Saturday, February 25, 2017 to hire teachers for the 2017-2018 school year. The fair will be held from 8:30 a.m. to 12:00 p.m. at the WESD Administrative Center, 4650 West Sweetwater Avenue, Glendale, 85304. Contracts for the 2017-2018 school year will be offered to qualified candidates. Washington Elementary School District will be hosting the WESD Community Food Drive (#WESDCommunityFoodDrive2017) from Monday, Feb. 13 through Friday, Feb. 24 to benefit St. Mary’s Food Bank Alliance. Right now, one in four children in Arizona is going to bed hungry. WESD can help change that. As a community leader and partner with St. Mary’s Food Bank Alliance, WESD is asking every school to participate. Each student is asked to bring in canned food to donate during those two weeks. The school with the most donated food (as determined by the number of pounds per student) will win bundtinis from Nothing Bundt Cake for the entire school and a trophy to recognize its efforts. DEER VALLEY UNIFIED SCHOOL DISTRICT The Deer Valley Unified School District recently honored two Sandra Day O’Connor High School students were selected to be members of this year’s Macy’s Great American Marching Band. Sophomores, Tabitha Turner and Kaelen Wilber, were named to the Macy’s Great American Marching Band.

Only the top musicians from around the country are selected. Tabitha and Kaelen spent a week in New York City during Thanksgiving week performing at various venues, visiting famous attractions, seeing a Broadway musical, attending a leadership workshop, and by marching in the Macy’s Thanksgiving Day Parade, which was witnessed by 2.5 million people along the parade route and about 50 million people on Television! Congratulations, Sandra Day O’Connor and Macy’s Great American Marching Band members, Tabitha Turner and Kaelen Wilber!

Economic Development & Education Eight new Self-Certification Professionals were certified this week as five architects attended a two-day training on Jan. 26 and 27, and three Civil Engineers attended a one-day training on Jan. 26. To date, more than 360 professionals have become certified through the city’s Self-Certification Program, submitting projects with a construction valuation of more than $1.4 billion. Dignity Health Huger Mercy Living Center is a new 4,090-square-foot multi-purpose building that will house an activity room, staff lounge, reception area, restrooms, quiet room, storage and a beauty parlor for residents living at the center, located at 2345 W. Orangewood Avenue. The project will also include a driveway turnaround at the front of the building. The pre-application meeting for this project was held on Jan. 26. 40 East is approximately 1.2 acres of existing office condos that the owner wants to convert to residential, office and retail condos, located at 4040 E. McDowell Road. This will increase the parking demand, water/sewer demand and require a residential density waiver, parking variance, as well as some building modifications due to the residential requirements. The pre-application meeting was held on Jan. 26.

Lennar Arizona Inc. continues to move forward with developer-financed infrastructure improvements for their new 228 single lot residential development at Pyramid Peak Parkway and 67th Avenue. 67th Avenue will be transformed from one to two lanes in each direction, with a new landscaped median island. In addition, 9,053 linear feet of new curb and gutter, 22,236 square yards of sidewalk, 23,579 square yards of new asphalt and 845 linear feet of new storm drain pipes will be installed as part of the improvements on 67th Avenue. On Jan. 26, the Interactive Directories were launched in Terminal 4. Sixteen interactive directories are located throughout Terminal 4, offering information to travelers on restaurants, shops, ground transportation, airport services, and more. The directories also offer travelers the ability to locate Airport services. On Jan. 27, the vintage WWI SPAD aircraft located in Terminal 3 was disassembled into two sections and transported to its new location in the 44th Street Sky Train station. The infrastructure construction is already underway, and the aircraft should be “flying” again by the first week in March. On Jan. 18, CEDD staff met with Lucas Felt, president and CEO of Medical Memory, a company founded and launched by a neurosurgeon with Barrow Neurological Associates. Medical Memory provides a video system of doctor/patient consultations. In 2015, Medical Memory began delivering healthcare's first enterprise cloud-based video patient engagement solution to continue to build upon patient/doctor relationships and allows patient's family members to see all video via the cloud on Medical Memory's secured website. They project that they will be hiring an additional 15 people by the end of this year. Mr. Felt feels so strongly about this industry that he partnered with Co+hoots to assist other local emerging health technology companies learn and receive mentorship from other experts, plus attend monthly panel discussions. As a result, a program was created known as Perch. This initiative helps grow innovative health technology ideas into industry-changing solutions in Phoenix and is quite successful. On Jan. 20, CEDD staff met with Mr. Rob Koehler, vice president and Senior Manufacturing Officer with SUMCO, which manufactures electronic-grade silicon wafers for the semiconductor industry. By creating this technology, their clients have seen a 10 to 15 percent reduction of power usage. The Phoenix location has 425 employees and has been working with the Stem Program at the Paradise Valley Community College and just started a summer internship program for college students. On Jan. 25, CEDD staff met with the Director of Human Resources for Western Window Systems. The company was founded in Phoenix in 1959 and recently outgrew its 74,000-square-foot facility. In early January, the manufacturing operations were relocated to its new 170,000-square-foot facility located at 22nd Street and Riverview Drive. Within 90 days, the administrative offices will be moved following the build-out of the office portion of the facility. The company indicated that it was a smooth process working with the City of Phoenix departments to move into its new building. Western Window Systems was recently named as one of the fastest-growing companies on the Inc. 5000 list for the third year in a row.

Neighborhoods and Livability “Back and forth: Observaciónes de la vida,” which highlights Mexican folk art and prints by Mexican-American artists in the City of Phoenix art collection, will close Feb. 10. The exhibition features 34 works by 33 artists from throughout Mexico and the American Southwest. Staff hosted a presentation by printmaker

Joseph Segura, of Segura Publishing, in the Gallery @ City Hall on Jan. 26. Mr. Segura spoke about how he collaborated with artists to create some of the prints featured in the current gallery exhibition.

Social Services Delivery On Jan. 24, Human Services Department staff and approximately 250 volunteers conducted the Point in Time Homeless Street Count, covering all high density areas of the city. An extrapolated technique was used to count low-density areas of Phoenix, with a total of 78 teams of two to four people. Surveys were conducted and turned in to staff for evaluation. Community Information and Referral will tally the numbers and data and submit it to the Maricopa Association of Governments. NSD staff is coordinating an education and media campaign for this year promoting February as “Graffiti Free Month”. NSD staff is working with various departments on outreach efforts, providing flyers, posters and vehicle magnets as well as presentations to employee groups. The City is working on various media outlets including a PSA, which has been sent out to the media, along with series of social media posts and news articles throughout the month. Residents are encouraged to organize community cleanups to “Wipe out graffiti”. NSD will provide paint and supplies through the Tool Lending Program to assist with this effort. 3 PHXteens at Longview Neighborhood Recreation Center and Beuf Community Center came together with other PHXteens sites to skype with division-wide PHXteens Advisory Boards. Approximately 25 teens discussed topics that included a plan on how the teens will be taking ownership of the PHXteens Program and how they plan to implement their strategy and ideas on ways to make the program even more successful. The Advisory Board Representatives will meet monthly, relay information to their respective PHXteens Council and work closely with the liaisons.

Infrastructure On Feb. 2, a new High-Intensity Activated Crosswalk (HAWK) signal was activated on Princess Drive west of Scottsdale Road. The Rectangular Rapid Flashing Beacon (RRFB) at this location was converted into a HAWK signal. The location meets the criteria for a HAWK signal and funds provided by the developer were used for the conversion. Also, construction is nearing completion to install HAWK signals at two locations: (1) 21st Street and Lincoln Drive; and (2) 4th Place and Bethany Home Road. These particular HAWKs will include the City’s first passive pedestrian detection signals. The HAWKs are equipped with a Forward-Looking Infrared Imaging System to detect pedestrians. In addition to these two locations, a HAWK signal is also planned for activation at 19th Avenue and Greenway Road. The anticipated completion for these HAWK projects is late February 2017. A kickoff meeting was held last week with the Daisy Mountain Fire, Motorola, Creative Communications, Power Products, and Information Technology Services’ Radio System Services staff to discuss beginning the installation of the new Regional Wireless Cooperative (RWC) simulcast system for the Daisy Mountain Fire District. Daisy Mountain Fire had a bond approved for the purchase of a majority of the equipment and installation services, the cost of which is approximately $1 million. The RWC is providing 18 base stations and cabinets with a value of over $500,000. Information Technology Services staff was instrumental in helping

negotiate lowering the costs of the new microwave radios that are required for this project. Project installation is scheduled to begin in the next couple of weeks. Work has begun to replace the existing 750kW standby generator located at the 91st Avenue Wastewater Treatment Plant Headworks Building 20. The unit, installed in 1989, provides emergency power for equipment in the preliminary treatment section of the plant. Repair parts have become obsolete and difficult to obtain. As part of this project, the generator’s 500-gallon diesel fuel tank will also be replaced. Replacement of equipment at the end of its lifecycle ensures efficient capital improvement expenditure. On Jan. 11, Water Services Department staff reviewed camera installation locations and logistics with a contractor to monitor the nesting bald eagles at 91st Avenue Wastewater Treatment Plant (WWTP) and the wintering pelicans at Tres Rios. The Arizona Game and Fish Department and Gila River Indian Community nest watchers will use the bald eagle camera to monitor breeding and fledgling activities of the pair via a secured server. Once installed, the pelican cameras will provide a live feed to the public on the Water Services Tres Rios webpage.

Phoenix Team Staff facilitated a Water Distribution Hiring event that will be held at Deer Valley Water Treatment Facility on Jan. 31. This event will focus on filling several entry-level positions in the Water department: Water Meter Reader, Utility Technician Trainee, Utility Technician, and Utility Valve Technician. Staff coordinated a one-day Technology Hiring Event for IT positions citywide on Feb. 1. Working with the Information Technology Service Department resulted in the creation of specialized recruitments covering six areas of IT expertise. The six recruitments received a total of 332 applicants out of which 245 were invited to interview at the hiring event. Eight departments with more than 35 vacancies will be taking part in this process.
