1.0 Introduction

The City of Delano has evaluated the overall condition of its infrastructure including

pavement, curb & gutter, sidewalks, sanitary sewer, and storm sewer in recent years. This

evaluation has occurred over several years and now serves as the basis for the City’s

infrastructure management plan.

1.1 BACKGROUND:

� In 2003, the City hired a consultant to rank the pavement condition of all city

streets. The final report also included the evaluation of some utilities including

sanitary sewer. Recommendations were provided for pavement rehabilitation and

general costs were estimated.

� Starting in 2009, the City revisited and updated previous rankings.

Recommendations for pavement rehabilitation were updated and construction costs

estimated. Several iterations of Pavement Capital Improvement Plans (CIPs) were

produced to evaluate project staging and impacts to the City’s general budget and

bonding capacity.

� The City of Delano was added to the State of MN Municipal State Aid (MSA) system

in 2007/08. Since that time, the City has been evaluating the best possible local

state aid road system to maximize revenues through the state and enable efficient

use of the funds toward the rehabilitation/reconstruction of key city streets. The

state will be modifying the MSA needs calculation in the upcoming year. This report

and project will include modifications to the City MSA system in anticipation of those

changes.

� In 2009, City staff and Council revisited the City’s special assessment policy. The

Council concluded to not include special assessments as a revenue source for street

and infrastructure reconstruction

� The Capital Improvement Plan (CIP) staging plan was finalized in 2012 and the first

project was started in 2013. The staging plan anticipates 4 additional infrastructure

projects, including the 2016 project, staged over a period of 15 years. A CIP staging

map is attached as Figure 1. This report addresses possible streets to be included in

Project #2 (the 2016 project). This Council and future Councils will maintain the

flexibility to advance or delay streets pending needs and the City’s financial capacity.

� Delano Public Works revaluated all street pavement conditions in 2015. These

rankings served as the basis for the CIP. The City Street Superintendent utilized MN

Asphalt Pavement Association (MAPA) ranking method. Pavement ranking

information was entered into the City’s GIS database. Utilizing City staff to complete

these rankings was cost-effective and enables the same individuals to update the

rankings at any time the City chooses.

� Delano Public Works has televised the entire sanitary sewer identified within the

limits of Project #2, and is finishing the televising of the storm sewer within the

project.

� Delano Public Works has located all manhole structures with a GPS unit. Staff has

also completed a visual inventory of all manhole structures documenting the

condition of the structure, rings, and castings. All data is kept and is accessible in

the City’s GIS. This field work and data collection was completed in 2012 and is

updated as necessary.

� All curb and gutter and sidewalk within Project Area #2 was evaluated in the fall of

2015. Estimates for repair and replacement are included in this report.

� The anticipated streets to be improved in this project have been shared with Delano

Municipal Utility (DMU) staff. Several meeting with DMU staff have identified water

main replacement/upgrades deemed necessary in this project area.

1.2 PURPOSE OF THIS REPORT

This report is based on the previous work completed by City staff and Council. The purpose

of this report is to identify necessary infrastructure improvements, options for improvement,

estimated construction and project costs, possible sources of revenue to complete the

project, as well as, a project schedule to complete the work. This report presents our finding

on the proposed infrastructure improvements for the Project #2 area identified in previous

plans.

2.0 Field Observations and Measurements

2.1 GENERAL

Public Works and Engineering staff has evaluated the overall infrastructure for Project #2

including pavement, curb & gutter, sidewalks, sanitary sewer, storm sewer and water main.

2.2 STREET (PAVEMENT) AND CURB CONDITION

Public Works staff rated all the city streets in 2015 based on the Minnesota Asphalt

Pavement Association (MAPA) pavement rating system. The pavement ratings were

categorized as following:

� 80-100, normal maintenance

� 69-79, mill and overlay

� 33-69, reclamation

� 0-32, reconstruction

The 2016 infrastructure improvements are based on the street ratings. Sheet G-102

displays the overall project plan area and identifies the type of repair proposed for that

section of roadway.

The curb for the entire project area was visually evaluated. The table below summarizes the

The condition of the watermain in the project area was determined by meeting with the

Delano Municipal Utility interim general manager Paul Twite, and other staff. Further

revisions to the watermain improvement are being considered. Below is a draft list of

The storm sewer manholes, visible pipes and catch basins have been surveyed and are

shown on the drawings. Below is a summary of the currently condition of storm sewer in the

project area. Public Works is still televising pipes to determine condition of storm sewer

3.1 STREET (PAVEMENT), SIDEWALKS AND CURB

The pavement section for each street is based on the City of Delano standard street detail

as shown in Appendix A.

3.1.1 Width

Measurements were taken of the existing street width during the street ratings process. On

streets that are slated for reconstruction, the road will be reconstructed to the city standard

width of 32-feet. Downtown streetscape areas will be constructed in accordance with the

approved streetscape plans.

Streets that are identified as reclamation will be restored to the existing street width.

3.1.2 Parking

Below is a summary of street widths and available street parking. Additionally, if a street is

identified as a local collector the guidelines for State Aid should be followed for parking

requirements.

3.1.3 Sidewalks and Trails

Existing sidewalk condition was evaluated along roads within the project area. Replacement

areas are shown on Sheets included in Appendix A.

In general, sidewalks will not be added on streets where a sidewalk does not exist. However

a pedestrian connection is recommended along 1st Street and is shown on the plans.

The following trail connections have been included as improvements (see Figures 3a and

3b):

1. Clover Springs to Franklin Ave. west end

2. Franklin Ave. east end to Highway 12

3. Along Highway 12 north of the railroad bridge to Bridge Ave.

4. Railroad Ave. & Tiger Drive intersection to Elm Ave. (west side of Tiger)

3.1.4 Alleys

Consistent with past projects, the city has tried to pave existing gravel alley ways close to

infrastructure improvements projects. The alley between Railroad Ave/Bridge Ave and 3rd

Street/4th Street has been identified for paving.

3.2 SANITARY SEWER

The condition of the existing sanitary sewer castings and manholes was evaluated and

required repairs are identified on the Sheets in Appendix A.

3.2.1 All Castings and Adjustment Rings

All sanitary castings and adjustment rings within Project #2 will be removed and replaced.

This will not only assist with matching the new pavement surface, but also reduce

infiltration/inflow (I/I) sources.

3.2.2 Sanitary Sewer Service Inspection

City Council is currently discussing a policy that would require inspection of sanitary sewer

services. The draft policy indicates that areas where the sanitary sewer main will be

replaced, the service lines will be replaced to just beyond the curb or sidewalk. On all

streets that have been identified for reconstruction, a video inspection will be performed of

each sanitary sewer service line regardless if the main will be replaced or is identified for a

future lining project. Services that are in need of repair will be replaced to behind the curb

(or sidewalk) at the time of the reconstruction. The homeowner will be given the option to

replace the remaining portion of the service to the house and would be assessed this cost.

3.2.3 Franklin/1st Street Area

Lowering the existing sanitary sewer through the wetland between Rockford Road and 1st

Street should be considered. When the HWY 12 project was completed the manhole at

Rockford Ave. was lowered such that there is an inside drop in the structure, which allows

the upstream pipe to be lowered. The current sanitary pipe through the wetland has

minimal cover, lowering this pipe would increase the burial depth. Where the pipe crosses

the drainage ditch the cover is so minimal that during ditch cleaning activities public works

has indicated that they have exposed the pipe.

Additional sanitary improvements in this area include replacement of the entire sanitary

sewer main and services along 1st street and Franklin Ave. Sewer flows on Franklin Ave will

be reversed towards the west and into the main along 1st Street rather than out to Highway

12 to eliminate the sanitary sewer minimal depth crossing at the ditch on the east end of

Franklin Ave.

3.2.4 Merriman Drive

The existing sanitary sewer between Buffalo Street and Elk St currently does not have any

services attached to it. All properties along this stretch of street have sewer access off of

other streets. This section of sanitary sewer is clay pipe, and therefore will be removed. All

sanitary sewer to the West of Elk is served by PVC pipe and flows to the West.

3.2.5 2nd Street/Railroad Ave

It was discovered during the 2013 infrastructure improvements project that there are

sanitary sewer services connected to the storm sewer. These services are assumed to be

located along Railroad Ave between 2nd and 3rd Street. The sanitary/storm connection will be

removed and the sanitary sewer service will be connected to the sanitary main.

3.3 WATERMAIN

Further revisions to the watermain improvement are being considered. The DMU is basing

improvement needs on the current known condition of the watermain as well as the

pavement improvements being considered (ie, the DMU would like to avoid full watermain

replacement in areas where a street is not being considered for reconstruction).

3.4 STORM SEWER

Public works currently maintains the ditch system in Delano by periodically cleaning the

ditches. The ditch located southwest of the intersection of Tiger Drive and Elm Ave (Figure

4) has a segment that is very difficult to access and maintain. This report will look at

replacing this segment of open ditch to a closed piped ditch.

3.5 OTHER IMPROVEMENTS

3.5.1 Downtown Streetscape Plan

Costs have been provided to reconstruct the downtown areas (Railroad Avenue from River

Street to 3rd Street and 2nd Street) in accordance with the “Downtown Streetscape Plan”

prepared by SRF in 2006. See the attached Figure 2 depicting the nature of the streetscape

improvements. The improvements include sidewalks, street width of 39-feet which is

consistent with the streetscape plan, decorative lighting, and trees.

3.5.2 Downtown Parking Lot

The City is working towards executing leases with the property owners of the parking lot

located between River Street/2nd Street & Railroad Ave/Bridge Ave. to take over

management of this lot. If successful, the city would like to reconstruct this parking lot and

reconfigure striping to maximize the number of parking spaces.

4.0 Easements and Right of Way

There are two areas where roadways exist but an easement or right of way is not defined.

The areas include the East end of Franklin Ave, and Railroad Ave between 4th Street and

Tiger Drive. Figures 5 and 6 show the right of way or easement needs for these two areas.

Easement/Right of Way costs will be negotiated with each property owner.

6.0 Assessments

In 2010 the city council reviewed the city’s assessment policy. The 2013 project was completed without assessments. It is proposed that this project be completed without

assessments to the individual property owners. An exception to this is the address of 407 Buffalo Street. This property is currently in Franklin Township and therefore does not pay taxes to the city of Delano. The city would

propose to assess this property for the improvements to Buffalo Street. The city’s assessment policy charges on the per unit basis. The assessment rate for this parcel has been determined by dividing the total improvement cost of the street by the number of

units. This parcel currently is not connected to city sewer and water so would not be charged improvement costs associated with sewer in water rather would be charge city connection costs when/if a connection to city sewer and water is sought. Below is a summary of the cost:

7.0 Revenues and Expenses

A summary of the expenses for the recommended improvements is listed in the Table 1.

Assumptions:

� All costs include a 30% contingency. This includes a 10% construction cost

contingency as well as a 20% contingency for indirect costs. Indirect costs include

administration, engineering, and legal expenses.

� The current fund balances in the Sanitary Sewer and Storm Sewer may not be

sufficient to fully provide the necessary revenues as identified in the table. Any

shortages would need to be covered by General Street Levy funds.

8.0 Feasibility and Recommendations

The project, as reviewed herein, is feasible as it relates to general engineering principles

and construction procedures and is in accordance with Delano’s overall Pavement

Management Plan.

This project is necessary to properly maintain existing streets and the safe flow of traffic

including sidewalks for pedestrians. The utility improvements for sanitary and storm sewer

are required in order to maintain and improve the current system.

The project is cost effective based on existing conditions and acceptable reconstruction

standards for street and utility improvements.

The following specific recommendations are provided for Council consideration:

1. As the Council considers which streets to include in the 2016 project, certain streets

will be moved forward or backward in the current CIP. It is recommended that the

Council update the CIP and City budget forecasts after each Infrastructure

Improvement project.

2. The Council has discussed a schedule to complete infrastructure improvement

projects. This first project was completed in 2013. The second project planned for

2016 consistent with the plan of a project completed every third year (i.e the next

project would occur in 2019). It is recommended that public works staff update

the pavement rankings on an annual basis.

3. It is recommended that the City continue to communicate with DMU.

Revisions to the CIP should be shared such that the Utility can properly plan for

efficient upgrades/repairs to the water supply and electrical distribution systems.

4. The City has started a GIS mapping and database program to assist in tracking

infrastructure data and evaluation information. This has proved to be useful in the

preparation of this report and will continue to be useful in maintenance activities. It

is recommended that pavement condition rankings, manhole inventories,

and sewer videos continue to be updated. As this information is updated, it

should be stored in the City’s GIS.

Specific infrastructure and project design recommendations:

5. It is recommended that Public Works continue to televise the storm sewer

system. Components within this project area should be the first priority.

6. It is recommended that downtown streetscape improvements be included in

this project. It would be efficient to include these improvements in conjunction with

the pavement reclamation and storm sewer improvements.

7. It is recommended that all sanitary, watermain and storm sewer extensions

in reconstruct streets be approved. It is timely to complete the drainage

improvements in conjunction with the pavement and curb reconstruction.

It is recommended that the City proceed with soil borings in streets that area

proposed for reconstruction.
