1 SECTION A: INTRODUCTION Dublin Port is situated on the River Liffey which flows through the City of Dublin between the Great South Wall and North Bull Wall before entering Dublin Bay; see Figure 1.1, Dublin Port Estate. In order for Dublin Port to maintain their navigational channel at the advertised depth of -7.8m, they must carry out regular maintenance dredging.

Dublin Port Company (DPC) was granted a dumping at sea permit from the Environmental Protection Agency (EPA) in 2011. The register number of the permit granted is S0004-01. This allows DPC to load dredged material and to dump the dredge material from Dublin Port within the licensed dumpsite at the Burford Bank in outer Dublin Bay.

DAS Permit S0004-01 AER 2016

As part of the Dumping at Sea Permit (DaS) conditions, there is a requirement to submit an Annual Environmental Report (AER) every year (by 31st March) under condition 7.7 which states:

“The permit holder shall submit electronically to the Agency, by the 31st March of each year an AER covering the previous calendar year. This report shall include as a minimum the information specified in Schedule C: Annual Environmental Report of this permit and shall be prepared in accordance with any relevant guidelines issued by the Agency or as otherwise prescribed by the Agency”

This document constitutes the AER for the period 1st January 2016 to 31st December 2016. Within this time frame, a maintenance dredging campaign was carried out over a period of 42 days from 20th June 2016 to 31st July 2016.

The minimum reporting requirements are set out in Schedule C of the permit. These are;

1. Register/log of loading and dumping at sea activities2. OSPAR dumping report3. Marine positional log4. Reported incidences summary5. Complaints summary6. Monitoring summary7. Statement of measures in relation to prevention of environmental damage and remedial action 8. Environmental Liabilities Risk Assessment Review9. Any other items specified by the Agency (EPA)

2 SECTION B: REGISTER/LOG OF LOADING AND DUMPING AT SEA ACTIVITIES

Boskalis Westminster was appointed by DPC as the dredging contractor to carry out the maintenance dredging works. The work comprised the loading of material dredged from the sea bed and then dumping it at a licensed offshore dumpsite.

The 2016 campaign is the second maintenance dredge that has taken place since the dumping at sea permit was granted in 2011. Before this campaign, maintenance dredging was carried out in 2012. The 2016 Maintenance dredging campaign took place over a period of 42 days from 20th June 2016 to 31st July 2016.

The DaS permit requires DPC to ensure that the dredging contractor records the following information during each trip which its vessel carries out:

The Vessel name

The Source of the material (latitude and longitude)

The date, time, location and position at which the voyage, for the purpose ofdumping, began

The date, time, location and position at which dumping began

The date, time, location and position at which dumping ended

The quantity , stated in metric tonnes, of the substance or material dumped

DREDGING VESSEL INFO:

The vessel used to carry out the maintenance dredging in the 2016 campaign was the Freeway. This Trailing Suction Hopper Dredger owned by Boskalis was built in 2014 and is capable of carrying 4000mᶟ dredge material per trip. The Equipment sheet for the Freeway is included in Appendix 1.2.

DREDGING TECHNIQUE:

Trailing suction hopper dredgers are equipped with one or two trailing suction heads. When the ship reaches the location requiring dredging, they reduce speed and lower the suction heads to the seabed. The trailing suction head moves slowly over the bed, collecting the sand/silt in a similar way to a giant vacuum hoover. The water and material mix is then pumped up the arm of the suction head to the ship where it is stored in the hopper. Once full, the dredger retracts its suction head and begins to sail slowly to the dumpsite.

When in position over the dumpsite, the ship slowly sails in the desired direction as doors in the underside of the vessel open up and the material is released from the hopper. This allows the operators to control accurately where the material is deposited.

4 SECTION D: MARINE POSITIONAL LOG (LATITUDE AND LONGITUDE COORDINATES GIVEN IN DEGREES AND DECIMAL MINUTES)

The Marine Positional Log is provided in Appendix 2.

The location of the areas dredged are presented in Appendix 1.1. Areas B006 and B007 shown in Drawing 32-1010-05/04, were not dredged during the 2016 campaign.

The co-ordinates of the start and end of Dumping points were plotted on a map; (Figure 4.1). These co-ordinates were taking from the Freeway’s Signed Dump log which is included in Appendix 2.

7 SECTION G: MONITORING SUMMARY The Monitoring requirements for the Loading Areas and Dumping Site are set out in Schedule B of the Dumping at Sea Permit. The following monitoring took place in 2016 as required by the Permit.

Sediment Monitoring at Dumping Site

To comply with the dumping at sea permits monitoring regulations, sediment samples were taken from the dumpsite in August 2016 after the maintenance dredge campaign had been completed. Figure 7.1 shows the locations of where samples were taken for sediment analysis 2016. The chemical results of the sediment samples are shown in Appendix 3.1.

Bathymetric Monitoring at Dumping Site

To monitor the bed depth at the Burford Bank dumpsite and to allow comparison to take place, bathymetric surveys were taken before and after the dumping took place in the area. Figures 7.2, 7.3 and 7.4 show images from the multibeam bathymetry survey:

Monitoring within Dublin Port

Sediment analysis took place within the port in 2012 and 2015 and the result of this analysis is contained within their respective AER’s.

To monitor the water quality within Dublin Port during the loading procedures, equipment was set up at East Link Bridge, Poolbeg Sludge Jetty and North Bank Light in the harbour area to measure turbidity during the dredging campaign. Measurements were usually made every 15 minutes. The locations of these monitoring points are shown in Figure 7.5:

During dumping, turbidity monitoring took place in the area of the Burford bank dumpsite. This was to ensure the plume of sediment being created by dumping never created excessive turbidity within the area as this could have harmful environmental impacts. A survey boat sailed along 4 different fixed paths (transects) while taking measurements every few seconds near the surface of the water. These transects were located inside and outside the dump site, to the north and south and are represented in Figure 7.6.

Summary of the Marine Mammal Observers report: Marine mammal observation was carried out between 20th June to 31st July 2016 (42 days) while the loading and dumping procedures were ongoing. This was carried out by the Irish Whale and Dolphin Group (IWDG). To ensure that no animals were within a 500m area of the Freeway, when possible, the MMOs carried out a minimum of 30 minutes of observation prior to the commencement of activities.

During the 2016 campaign, there were a total of 134 marine mammal sightings. The most commonly observed species was the Grey seal, constituting 76/134 sightings. 61% of the total sightings were recorded in the 30 minutes prior to the commencement of dredging and dumping activities.

A total of three delays to the Freeway’s operation were instigated by the MMOs during the project. Two of these occurred due to a mammal being sighted in the area in which activity was due to begin. The other occurred as the weather conditions weren’t suitable to carry out a pre observation.

The conclusion of the IWDG’s report was that it was “highly unlikely that the dredging and dumping activities had any significant impact on marine mammals in the area and at worst may have caused temporary displacement of some individuals.”

It was identified that one of the main potential environmental impacts which could occur during the dredging campaign was how the operation would affect the marine mammals which frequent the Dublin Bay area.

To ensure that no detrimental long term effects occurred on these marine mammals, Marine Mammal observers monitored all dredging operations.
