Registration Form Changes 2016-17 Season

• There are no changes to the main body of the Adult, Youth & Junior Registration Forms.

• Last Season’s non mandatory Equality & Diversity Monitoring form has been removed from the Youth & Junior Registration Forms.

• Season Date on Integrity & Betting Cover Sheet has been amended

• FAW Rules Section at the foot of each Registration Form has been amended to reflect the changes to Section H.

• All Forms are available on request in Welsh

Rule Changes

• The FAW has carried out a re-write of Section H of FAW Rules – Registration, Contracts and Transfers.

• No significant changes to the rules contained within the current Section H

• Key Rule Changes:- Veteran Players- Players with a disability - 15 year olds participating in the Welsh Women’s Premier League (WWPL)

• All FAW Rule changes were approved at the recent Members Rules AGM

The Registration Process

1. The Registration form is to be completed by the Player or Player’s Parent/Guardian as applicable and by the club.

• It is imperative that ALL Sections of the Form are completed IN FULL (See examples provided on next slides).

• Adult/Youth Forms must be correctly signed – Twice by the player (Consent to Registration & Integrity Declaration) & once by the club.

• Junior Forms must also be correctly signed – Once by Parent/Guardian & once by the Club.

• Previous Club & Country MUST be correctly filled in.

2. Completed Registration Form is sent by the club to the League Registration Secretary of the most senior Adult/Youth league in which the club participates.

3. Deadline for form to be submitted is as per each leagues rules. For example, for clubs that the Welsh Premier League the form must be received by 5pm on the working day before the match.

4. Once confident the form has been completed correctly the secretary must process the registration on the Registration Database before midnight on the working day prior to the match.

The International Clearance Process – Into Wales

FIFA Regulations on the Status & Transfer of Players (Article 9.1) states:

‘Players registered at one association may only be registered at a new association once the latter has received an International Transfer Certificate (ITC) from the former association…’

An ITC is a document issued by a players former association that grants permission for the new association to register the player for a club affiliated to their association.

The International Clearance Process – Into Wales

FIFA Regulations on the Status & Transfer of Players (Article 9.1) states:

‘Players registered at one association may only be registered at a new association once the latter has received an International Transfer Certificate (ITC) from the former association…’

An ITC is required for any player who has been previously registered for a club outside of Wales and now wishes to register for a club inside of Wales.

An ITC is applicable to the following types of players:

- Adult Players- Youth Players- Junior Players- Academy Players- Futsal Players

An ITC is required for all players aged ten (10) and over

The International Clearance Process – Into Wales

An ITC is required for any player who has previously been registered in any of the home nations or Republic of Ireland:

- England (The Football Association)- Scotland (The Scottish Football Association)- Northern Ireland (Irish Football Association)- Republic of Ireland (Football Association of Ireland)

This is because each country has its own Football Association as recognised by FIFA

An ITC is applicable even if player is only moving a few miles across a border

• An ITC is required even if a player has not played Football in the other association for a number of years.

• An ITC is required for all players moving to Wales from Associations outside the United Kingdom. This includes players who claim to have never been registered in their previous country (outside the UK).

• It is both the Player’s and Clubs responsibility to ensure that the players correct registration history is entered onto a registration form. This allows us to ascertain whether international clearance is required

• Leagues situated closed to the England-Wales Border need to be particularly cautious

• A player cannot themselves obtain their own international clearance

• An ITC is not required for a player aged under the age of 10

• An ITC is not required for a player born in England who has never been registered

• If in doubt as to whether an ITC is needed please contact the FAW

How to request an ITC

1. ALL ITC’s must be requested via the applicable Registration Form.

2. The form must be sent by the club to the FAW for processing.

3. The FAW will not accept past seasons registration forms or the obsolete ITC Request Form.

4. The FAW will not accept unsigned registration forms or registration forms received more than five (5) days after date of signature.

How to request an ITC

5. The FAW will send a formal request for the players International Clearance to the relevant association.

6. The relevant association will then conduct the necessary checks in relation to the players registration.

7. FIFA Regulations allow Associations up to a maximum of 30 days in which to issue the International Clearance.

How to request an ITC

8. If the FAW receives no response after 30 days from the date of request, we are able to issue a provisional clearance. This enables the player to register and play for the club.

9. Upon receipt of the ITC the FAW will register the player, notify the club & league via email and update the ITC Report on www.faw.cymru

10. We advise clubs to send a copy of relevant registration form to the league for their information and to check with the league prior to playing the player.

1. FAW receives a formal request for a players International Clearance from their new association.

2. The FAW checks our records to establish if the player is actively registered or inactive.

3. If Active, the FAW will contact the players former club for confirmation via email. In addition the FAW will also check with the Area Association for any outstanding suspensions.

4. If no response is received within 48 hours the FAW will issue the players ITC to their new association.

5. If the club responds within 48 hours we will either issue the ITC or with hold international clearance if a valid reason is provided.

Valid Reasons Include:

• A Player owing the club money as a result of disciplinary fines.• We will NOT with hold clearance due to unpaid subscriptions , unreturned

equipment or any other debts • We may with hold clearance on this basis for a maximum of 30 days.

6. If the player is Inactive the FAW will NOT contact the players former club.

7. We will however check with the Area Association for any outstanding suspensions.

If no club contact is known we may ask leagues to forward these emails on.

FAW Player Registrations Database

• As we’re all aware the FAW Central Registrations database is not perfect and has a number of outstanding issues.

• The Registrations Department and the IT Department at the FAW have been working closely to resolve as many issues as possible.

• Common Problems

- Junior Transfers- Junior to Adult/Youth upon reaching the age of 16- Confirmation E-mails

FAW Player Registrations Database

• It is vital that every player in Wales Adult, Youth and Junior is registered on the FAW Central Database.

• To minimise the avoidable mistakes on the system, we have a guidance document on how the Registrations database should be used for Adult, Youth & Junior registrations and we are happy to provide training sessions if necessary.

Duplicate Registrations

Duplicate registrations are one of the biggest problems with the registrations database and can contribute to the following problems:

- Players being registered for multiple clubs at the same time.

- Players being registered without international clearance.

- Players being registered under one registration number whilst a registration block is in place under a different registration number.

- Can cause issues with the Adult/Youth and Academy/Junior exceptions to one player one club.

- This player has three separate Registration Numbers

- The first name, surname, date of birth, place of birth and address are identical for each record.

- These duplications could have been easily avoided.

- The players middle name is missing from one record and included on the second record.

- The date of birth, place of birth, address & previous club are all the same.

Duplicate Registrations

The FAW advises that duplicate registrations can be easily avoided by following these simple steps:

- Minimise the search criteria you enter into the database.

- The most efficient search method is to enter Surname & Date of Birth.

- This widens the parameters of the search and will list all players in Wales matching the details entered.

- By searching with this method it limits the risk of entering a duplicate registration.

Duplicate Registrations

- If in doubt and before creating a new record the FAW advises cross checking the information contained on the database with the information on the Registration Form.

- If the First Name, Surname, Date of Birth and Place of birth all match then there is a strong chance it’s the same player.

- Furthermore, cross checking the players address or previous club is another good way to check whether it’s the same player.

Duplicate Registrations

- A significant cause of duplicate registrations is a player entering his/her middle name on a registration form one year but omitting it the next.

- In this instance you should not create a new record if the majority of the details on the Registration Form match those already contained the database.

Duplicate Registrations

- The FAW accepts that duplicate registrations are sometimes unavoidable when a name or date of birth have been entered incorrectly.

- However if you follow the simple steps above we can work towards avoiding the creation of duplicate registrations.

- Should you ever encounter duplicates then please feel free to email a screenshot or Registration Number to [email protected]

- The FAW advises that you should register the player under his or her most recent record.

Player Reaching the age of Sixteen (16)

The following three rules are key to establishing what a Junior/Academy play can and can not do upon reaching the age of Sixteen:

FAW Rule 62

‘’ Rule 59 shall not prevent:

and, for the avoidance of doubt, nothing in Rule 59 or any other part of the rules shall prevent a Junior Player, upon reaching the age of sixteen (16), being registered for the same club to play in a Junior League at the same time as being registered to play in a non Junior League for the remainder of the Playing Season in which the Junior Player reaches sixteen (16)”

‘Rule 59 shall not prevent:

a Junior Player being registered with a Club to play in a Junior League at the same time as being registered with a different Club at an Academy and where this occurs the Club at the Academy will retain the Player’s registration details on the player passport’

FAW Rule 62.3

‘Rule 59 shall not prevent:

a Youth Player being registered with a Club to play in a Youth League at the same time as being registered with a different club to play in a league which is not a Youth League PROVIDED THAT the Youth Player has terminated any registration with an Academy and/or registration as a Junior Player.’

Over several scenarios the following slides will outline exactly what a Junior/Academy Player can and can not do upon reaching the age of Sixteen (16).

Example Scenario 1

- Player A is registered as a Junior Player for Llanfairpwll FC

- Upon reaching the age of 16 Llanfairpwll FC decide that the player is good enough to register as an Adult player.

- As such Llanfairpwll FC submit a J3 Adult Registration Form to their League.

- In accordance with FAW Rule 62 Player A is eligible to register with Llanfairpwll FC as an Adult because they are the same club with which he is registered as a junior player.

- Player B is Registered with Menai Bridge Tigers FC as a Junior Player during the season of his 16th Birthday

- Player B is also Registered with Bangor City FC as an Academy Player (An FAW Authorised Academy).

- Player B turns 16 and wishes to register as an Adult Player for Menai Bridge Tigers FC.

Example Scenario 2 (Answer)

In this scenario the player is currently ineligible to register as an adult for Menai Bridge Tigers FC.

To Register for Menai Bridge Tigers FC the player must cancel his Academy Registration with Bangor City FC via the applicable cancelation from.

The Player is then eligible to register as an adult player for the club with which he is registered as a junior player. This right will able only for the remainder of the Season in which he has turned 16.

Reminder of Key FAW Rules

The following section will highlight a number of key FAW Rules:

Professional to Amateur

- When a professional player cancels his or her contract they are ineligible to register as an amateur player until at least 30 days have elapsed since their last match as a professional (FAW Rule 64 & FIFA Regulations on the Status & Transfer of Players Article 3.1)

Adult & Youth Football

- Between the ages of 16 & 19 a player who is no longer a junior player may register for the same or different clubs to play Adult & Youth Football (FAW Rule 62.3).

Reminder of Key FAW Rules

7 Days Notice – FAW Rule 79

- Once 7 days written notice has elapsed a club has a further 14 calendar days to negotiate with the player (FAW Rule 79.2).

- A club may not give two notices for the same player at the same club in the same season (FAW Rule 79.5)

- A club may not give notice to approach more than one player from the same club at the same time. They may not approach another player at that club until 21 calendar days have elapsed (FAW Rule 79.4).

- 7 days notice must expire within a Registration Window (FAW Rule 79.3).

Reminder of Key FAW Rules

Sunday League

- A player may be registered to a club and play football for another club which is not a member and only ever plays football on a Sunday (in Wales) (FAW Rule 62.1).

- A player may register for a maximum of three clubs during a season but is only permitted to play for two of these clubs (FAW Rule 60).

- An exception to this is the Adult/Youth Rule. This essentially allows a player to Register/Play for 3 & 2 Adult clubs & 3 & 2 Youth Clubs (FAW Rule 63.3).

Reminder of Key FAW Rules

Financial Debts

- A player may only transfer from one club to another if he has paid all his reasonable financial liability (FAW Rule 81).

- This allows the FAW to place a block on a players registration until said debt has been paid. We will only do this for disciplinary offences.

Loans (Temporary Transfer)

- Only professional players may be loaned (FAW Rule 69.1)

- Must start during a registration window. Minimum period of a loan is the time between two registration windows (FAW Rule 69.1 & 69.2)

International & Domestic Training Compensation

• Training Compensation is the money which is potentially owed to a club for training a player between the ages of 12 to 21

• There are two types of Training Compensation:-

- International (Outside of Wales)- Domestic (Inside of Wales)

In all cases Clubs should contact the FAW for advice as to whether any training compensation is due and the FAW advises Clubs to keep track of players who move to new Clubs

A reminder that the ‘My Club’ Database is available to all Adult Football Clubs throughout Wales:

• To gain access a club must complete a My Club Registration Form and submit to [email protected] for processing.

• Only ONE user per club is permitted.

• Clubs are not permitted to use the username of a secretary no longer at the club.

• The Registration Window for the 2016-17 Football Season in Wales will open on Thursday 9th June 2016.

• The Registration Window for the 2016-17 Football Season in Wales will close on Thursday 30th March 2017.

Professional Players & Welsh Premier League Registration Window

• Summer: Thursday 9th June 2016 to Wednesday 31st August 2016

• Winter: Sunday 1st January 2017 to Tuesday 31st January 2017

UEFA Euro 2016

• The Tournament will run from 10th June 2016 to 10th July 2016.

• For your information the Player Registrations Department will be working in France at various times over the course of the tournament.

• We therefore strongly advise sending ALL emails to both [email protected] and [email protected] for the duration of the tournament.
