FOREIGN AFFAIRS SECURITY TRAINING CENTER FASTC A Joint-Agency FASTC Construction Newsletter Provided by the U.S. Department of State and U.S. General Services Administration Issue 8 March 2018 The U.S. Department of State Foreign Affairs Security Training Center (FASTC) is building a hard skills training center in Nottoway County, Virginia. The purpose of this newsletter is to provide routine updates during our construction phases until FASTC is completed. All of the issues are available through our project webpage: www.state.gov/m/ds/fastc/index.htm Master Schedule and Site Plan FASTC construction is being completed through three construction contracts. See list and site plan map below. Contractors began construction activities on 2/25/16 and overall substantial completion is anticipated in July 2019. 2015 April 2017 Contract 01: Hensel Phelps Substantial Completion reached on April 7, 2017. Refer to the June 2017 FASTC Newsletter issue for more details and areas noted as Contract 01 in site map below. 2016 Sept. 2018 Contract 02: M.A. Mortenson Approximately 56% of the construction for this contract has been reached this quarter. See areas noted as Contract 02 in site map below and at right for more details. 2017 July 2019 Contract 03: Hensel Phelps Approximately 8% of the construction for this contract has been reached this quarter. See areas noted as Contract 03 in site map below and on next page for more details. Contract 02 Construction Updates M.A. Mortenson Construction Company from Minneapolis, MN is the general contractor responsible for building FASTC hard- skills training venues and support facilities for Contract 02. The services for Construction Contract 02 includes building the following six (6) FASTC hard-skills training venues: Mock Embassy (T02-2b) Tactical Training Building (T01) Administrative and Classroom Building (A01) Two High Speed Anti-Terrorism Driving Courses (D02-1, -2) Unimproved Road Driving Courses (D04) Post-Blast Training Range (E03) Additionally, Contract 02 includes building two support facilities: Vehicle Maintenance Shop (D06) Central Ammunition & Explosive Storage (R08) Construction has been progressing on all of the training venues and support facilities for this contract. At the A01, the rough-in work is being installed for electrical, HVAC, telecommunications, fire alarm and sprinkler systems. The framing and installation of the exterior curtain wall, metal wall panels and penthouse roof are nearing completion at A01. The interior framing and drywall are also progressing and the contractors began working on the parking lot on the A01 site. At the T01, the installation of the geothermal piping continues. The U.S. Department of State Foreign Affairs Security

Training Center (FASTC) is building a hard skills training

center in Nottoway County, Virginia. The purpose of this

newsletter is to provide routine updates during our

construction phases until FASTC is completed. All of the

framing for the exterior curtain wall and windows. The masonry and perimeter walls have been erected at the interior buildings within the Mock Embassy. There’s on-going progress with metal decking and slab-on-deck at this training venue. Masonry work and slab-on-grade activities were progressing at the Central Ammunition and Explosive Storage site.

Contractors have completed the footings and walls for the majority of the bridges and construction is progressing on the culverts. The southeastern portion of the High Speed Tracks’ base course has been paved with asphalt and this site has been graded and seeded. At the Unimproved Road Course, contractors have completed rough grading activities.

Contract 03 Construction Updates Hensel Phelps from Chantilly, VA is the general contractor responsible for building the final construction phase of FASTC hard-skills training venues and support facilities for Contract 03. These include driving tracks, explosive Sim Alley, classroom buildings, indoor firing ranges, a warehouse and armory, parking area for training vehicles, and a Fitness Center.

All tree clearing for this contract is complete. There has been on-going progress with mobilization, grub work, stripping the top soil and conducting erosion and sediment controls at most of the training venues’ sites. Contractors began the demolition of existing foundations located at the central warehouse and armory sites. Lastly, the contractors have drilled and installed many of the geothermal wells at the firing range training Venue site.
