1 About This Document

1.1 Scope

This document describes the Fast L1 Synchronization feature for non-Push to Talk (PTT) services, including the working principles, related features, network impacts, and engineering guidelines.

For details on the Fast L1 Synchronization feature for PTT services, see the description of fast L1 synchronization in Push To Talk Feature Parameter Description.

2 Overview

2.1 Definition

During processes such as initial access, service setup, state transition, and hard handover, synchronization establishment between the UE and the universal terrestrial radio access network (UTRAN) must be completed before data transmission. In the common synchronization establishment procedure, the UE and the UTRAN first implement downlink synchronization and then uplink synchronization. Fast L1 Synchronization enables simultaneous downlink and uplink synchronization.

This feature was introduced in Release 6 of 3GPP TS 25.214.

2.2 Gains

This feature shortens the synchronization establishment duration by up to 40 ms. The gains from this feature vary with the implementation mechanism of specific UEs.

3 Technical Description

If the RNC parameter PROCESSSWITCH is set to NONPTT_L1_FAST_SYNC_SWITCH-1, the UTRAN sends the "Post-verification period" information element (IE) to a Release 6 or later UE during initial access, service setup, state transition, or hard handover. The IE instructs the UE to use fast L1 synchronization.

The "Post-verification period" IE is contained in the "Downlink information common for all radio links" IE, which is carried by the Uu interface messages Cell Update Confirm, RRC Connection Setup, Radio Bearer Setup, and Physical Channel Reconfiguration. For details about the IE structure, see 3GPP TS 25.331.

UEs that support fast L1 synchronization learn whether to adopt fast L1 synchronization by identifying the "Post-verification period" IE. As shown in Figure 3-1, uplink and downlink sychronization take place simultaneously once the UE receives the "Post-verification period" IE. The procedure is as follows:

1. The UTRAN starts data transmission on the downlink dedicated physical channel (DPCH) or fractional DPCH (F-DPCH).

2. Simultaneously, the UE starts data transmission on the uplink dedicated physical control channel (DPCCH).

3. The UTRAN establishes uplink synchronization with the UE once detecting data transmitted on the uplink DPCCH.

A common synchronization establishment procedure is implemented in either of the following scenarios:

The UE does not receive the "Post-verification period" IE.

The UE does not support fast L1 synchronization.

In this situation, the UE and the UTRAN first implement downlink synchronization, and then the UE starts data transmission on the uplink DPCCH to start uplink synchronization with the UTRAN.

Before this feature was introduced, downlink and uplink synchronization were implemented in sequence, each occupying a time period of N312 x 40 ms. The value of N312 is set by running the SET UCONNMODETIMER command.

When this feature is used, the UE starts data transmission on the uplink DPCCH and the UTRAN establishes uplink synchronization with the UE during downlink synchronization. In this way, uplink

synchronization and downlink synchronization take place simultaneously. This shortens the synchronization establishment duration.

5 Network Impact

5.1 System Capacity

None

5.2 Network Performance

Theoretically, this feature reduces the RRC connection setup success rate, RAB assignment success rate, and handover success rate. The causes are as follows: When the UE sends the control information on the uplink DPCCH, the downlink radio link quality becomes unstable. This increases transmit power control (TPC) bit errors, causing the uplink received total wideband power (RTWP) to rise or making uplink synchronization difficult.

However, Huawei lab test results show that the RRC connection setup success rate, RAB assignment success rate, and handover success rate are not reduced after this feature is enabled. In the multi-user HSPA service test, this feature does not have a significant impact on the RTWP.

6 Engineering Guidelines

6.1 When to Use Fast L1 Synchronization

This feature is recommended when the service setup delay and handover delay need to be reduced and UEs that support Release 6 or later versions are in the network.

6.2 Required Information

The proportion of UEs in the network that support Release 6 or later versions.

6.3 Planning

None

6.4 Deployment

6.4.1 Activation

To activate the Fast L1 Synchronization feature, run the SET URRCTRLSWITCH command on the RNC to turn on the feature switch.

6.4.2 Activation Observation

To check whether the Fast L1 Synchronization feature has been activated, perform the following steps:

Step 1 Obtain a UMTS UE of Release 6 or later versions. Obtain the IMSI of the UE and start UE signaling tracing on the RNC.

Step 2 Use the UE to set up a CS call in a UMTS cell enabled with this feature.

Step 3 View the UE signaling tracing messages.

Verify that the "Downlink information common for all radio links" IE in the RRC Connection Setup message contains the "Post-verification period" IE. If the value of the "Post-verification period" IE is TRUE, this feature has been activated.

6.4.3 Deactivation

To deactivate the Fast L1 Synchronization feature, run the SET URRCTRLSWITCH command on the RNC to turn off the feature switch.

Meaning:1)INVOKE_TRACE_SWITCH.

When it is checked, RNC will start Invoke Trace procedure upon receiving INVOKE TRACE Message form CN, otherwise, RNC won't start the Invoke Trace procedure though it receives the INVOKE TRACE message.

2)SYS_INFO_UPDATE_FOR_IU_RST.

When it is checked, RNC will broadcast SYSTEM INFORMATION messages to UE when Iu transmission failure occurs, otherwise, RNC won't broadcast SYSTEM INFORMATION messages to UE when Iu transmission failure occurs.

3)DRNC_DIRECT_DSCR.

When it is checked, DRNC will start DSCR procedure directly in RRC states other than CELL_DCH, otherwise, DRNC will transfer RRC CELL UPDATE message to SRNC.

So RNC creates this switch. when it is checked, RNC is auto-adaptive to accept the CR2284R1 according to UE version information. The principles that RNC judges UE whether to accept the CR2284R1 are as follows: R5 and above UE accepts the CR; R99/R4 UE, if it receives the START LIST value from RB SETUP COMPLETE,RNC figures that UE accepts the CR; R99/R4 UE, if it only receives the START value from RB SETUP

When this switch is turned on, if a UE sets up a non-PTT service on the DCH, the RNC includes the Post-verification period information element (IE) in a Uu message to instruct the UE to perform concurrent uplink and downlink synchronization.

Whether to enable the RIM-based cell load sharing function.

When this switch is turned on, RIM-based load sharing can be achieved between UMTS and LTE cells. Upon receiving a load sharing request from an LTE cell, a UMTS cell responds with its own load information.

When this switch is turned off, UMTS cells do not support the RIM-based cell load sharing function. Therefore, UMTS cells do not respond to load sharing requests from LTE cells.
