LETTER FROM THE CHIEFDear Collectors,
Welcome to this edition of Fascination. We have some very
exciting stamp issues that I am sure will interest you.
UNPA will issue three definitive stamps. Two New York definitive
stamps will be issued in May. The US$ 2.50 stamp commemorates the
seventieth anniversary of the Declaration of Human Rights, which
features an image of Eleanor Roosevelt holding one of the original
Declarations. The US$ 0.65 definitive is entitled “What are you
doing for peace?” This special photograph was taken in front of the
United Nations Secretariat Headquarters for the seventieth
anniversary of the United Nations, with United Nations staff
forming the slogan “what R U doing 4 peace”? The CHF 2.00
definitive celebrates Nelson Mandela Day and Nelson Mandela’s 100th
birthday on 18 July with a stamp portrait of Nelson Mandela,
illustrated by the famous artist Martin Mörck of Norway.
In June, UNPA is commemorating the fiftieth anniversary of the
first United Nations Conference on the Exploration and Peaceful
Uses of Outer Space (UNISPACE+50) with the issuance of six stamps
and three souvenir sheets. I am sure that all of you who collect
space-themed stamps will be intrigued by these stunning designs,
which highlight humankind’s achievements in space.
UNPA is also issuing several special event sheets. The first is
a Geneva sheet that commemorates the NABA 2018 show in Lugano,
Switzerland. A Vienna sheet celebrates the 850th anniversary of
Shota Rustaveli, a famous Georgian poet who wrote the poem “A
Knight in Panther’s Skin”. In July, UNPA will issue a Vienna sheet
meant to raise awareness for the World Day Against Trafficking in
Persons.
We hope that you enjoy adding these new stamps to your
collection.

UNISPACE+50
On 20 June 2018, UNPA will issue six stamps and three souvenir
sheets to celebrate UNISPACE+50.
UNISPACE+50 is a special segment of the sixty-first session of
the Committee on the Peaceful Uses of Outer Space (COPUOS) which
will be held from 20 to 21 June 2018 in Vienna.
The purpose of UNISPACE+50 is to celebrate the fiftieth
anniversary of the first United Nations Conference on the
Exploration and Peaceful Uses of Outer Space and to take stock of
the contributions to global space governance of the three UNISPACE
conferences, held in Vienna in 1968, 1982, and 1999. It is also an
opportunity for United Nations Member States, Permanent Observers,
United Nations entities, space agencies, NGOs, academia, civil
society, students, and the private sector and industry to gather
and consider the future course of global space cooperation for the
benefit of humankind.
This special event not only coincides with the ever-growing
importance of space applications and technologies for humankind,
but also with global efforts, goals and targets to end poverty,
protect the planet and ensure prosperity for all, particularly
under the 2030 Agenda for Sustainable Development.
The high-level segment of UNISPACE+50 is preceded by the
UNISPACE+50 symposium on 18 and 19 June for the broader space
community, with panel discussions on topics such as “space and
women”, “space and industry”, and “space and youth”.
In honour of UNISPACE+50 and to celebrate more than 50 years of
international cooperation in the peaceful uses of outer space, the
United Nations Postal Administration is releasing a series of
stamps that represent humankind’s achievements in space and the
benefits that space exploration brings to all of us here on Earth.
The stamps include images of human space flight and space
technology, Earth observation images, space exploration, and
studies of space.

SEVENTIETH ANNIVERSARY OF THE UNIVERSAL DECLARATION OF HUMAN
RIGHTS
To highlight what the Universal Declaration of Human Rights
means for people in their everyday lives, the United Nations Human
Rights office is celebrating the seventieth anniversary of the
Declaration in 2018 with a yearlong campaign.
Proclaimed by the United Nations General Assembly on 10 December
1948 and drafted by representatives of diverse legal and cultural
backgrounds from all
regions of the world, the Declaration sets out universal values
and a common standard of achievement for all peoples and all
nations. It establishes the equal dignity and worth of every
person.
Thanks to the Declaration, and States’ commitments to its
principles, the dignity of millions has been uplifted and the
foundation for a more just world has been laid. While its promise
is yet to be fully realized, the very fact that it has stood the
test of time is testament to the enduring universality of its
perennial values.
The US$ 2.50 stamp features an image of Eleanor Roosevelt
holding one of the original Declarations. Roosevelt was the first
chair of the United Nations Commission on Human Rights and worked
to the end of her life to gain acceptance and implementation of the
rights set forth in the Declaration.

On 17 September 2015 a global outreach campaign was launched to
showcase United Nations field careers and celebrate the United
Nations’ workforce as the Organization’s greatest asset. The aerial
photograph event took place during a gloriously sunny day and
involved over 1,000 staff from multiple departments and offices at
Headquarters, who joined together dressed in white to form each
letter of the “What R U doing 4 peace? / Que faites-vous pour la
paix?”
campaign slogan in English and French, around the Secretariat
Circle in New York.
Event participants stood united in the symbolic colour of peace,
while two iconic pictures were created. The images were intended to
evoke the raison d’être of the UN, as work towards the cause of
peace is at the heart of what the Organization does every day.
These extraordinary photographs, in both working languages of the
United Nations, were made possible by a major coordination effort,
which also marked the seventieth anniversary of the United
Nations.
This launch event was organized by the Department of Field
Support’s Field Personnel Division. The concept for the images
emerged thanks to a “sky’s the limit” brief and endorsed by the
then- Chef de Cabinet, Susana Malcorra. It was designed to focus
interest on diverse United Nations career options across multiple
disciplines in locations around the world.
On 29 May 2018, UNPA issued a US$ 0.65 definitive stamp in
tribute to all those who work tirelessly in the cause of peace, in
commemoration of the Inter-national Day of United Nations
Peacekeepers.

In November 2009, the United Nations General Assembly declared
18 July “Nelson Mandela International Day” in recognition of the
former South African President’s contribution to the culture of
peace and freedom. The United Nations recognizes Nelson Mandela’s
values and his dedication to the service of humanity in the fields
of conflict resolution, race relations, the promotion and
protection of human rights,
reconciliation, gender equality and the rights of children and
other vulnerable groups, as well as the support of poor and
underdeveloped communities. It acknowledges his contribution to the
struggle for democracy internationally and the promotion of a
culture of peace throughout the world.
UNPA pays tribute to Nelson Mandela and his 100th birthday with
this CHF 2.00 stamp illustrated by the famous artist Martin Mörck.
The quote on the stamp reads “It is easy to break down and destroy.
The heroes are those who make peace and build.” in French.

On 17 May 2018, UNPA will issue a special event sheet to
commemorate the “NABA Lugano 2018” stamp show in Switzerland. The
sheet is composed of ten different CHF 1.50 denominated stamps. The
stamps and the background image feature views of the Lake and the
City of Lugano. Alternating on the tabs are the United Nations
emblem and the NABA 2018 logo. Customers with
standing order requirements for Geneva special personalized

Description of the images:
The mountain in the background is Monte San Salvatore, which
rises 912 metres above sea level. It offers views over Lugano and a
rack railway goes up to the summit, where there is an observation
terrace and a restaurant.
The stamp images from the top left to the bottom right are as
follows:
1. Panorama of Lugano showing the tower of San Lorenzo
Cathedral, a gothic church dating back to the thirteenth and
fourteenth century.
2. Modern Lugano: a bank building designed by architect
Camponovo.
3. The Salita Chiattone footpath from the city centre to San
Lorenzo Cathedral.
4. Villa Saroli, constructed in 1904 in the middle of a large
park with rare plants and an orangery. Property of the city of
Lugano.
5. The Santa Maria degli Angeli church in late Roman style,
built between 1499 and 1515. Inside the church is a famous fresco
by Luini Bernardino.
6. The LAC (Lugano Arte e Cultura) cultural centre, built on the
site of the former Palace Hotel, the facade of which has been
preserved, is a centre for exhibitions, concerts and conferences
and home to the Art Museum of the City of Lugano.
7. Via Cattedrale is a pedestrian road near the funicular
railway, which leads from the city centre to the railway
station.
8. The wrought-iron gates of the Villa Ciani, which was built by
the Ciani family in 1840 on the grounds of a former palace dating
from 1622, with a 63,000m2 park on the lakefront.
9. The arbours of Via della Posta, a pleasant shopping street in
the centre of Lugano.
10. The William Tell monument, created by the renowned sculptor
Vincenzo Vela in 1856, currently on the lakefront promenade in
front of the entrance to Villa Ciani Park.
SHOTA RUSTAVELI’S “A KNIGHT IN PANTHER’S SKIN” VIENNA
PERSONALIZED STAMP SHEET
On 26 May 2018, UNPA will issue a special event sheet to
commemorate the 850th anniversary of Shota Rustaveli, a medieval
Georgian poet who is the author of the epic poem “A Knight in
Panther’s Skin”.
Rustaveli is considered to be the preeminent poet of the
Georgian Golden Age and one of the greatest contributors to
Georgian literature. “A Knight in the Panther’s Skin” is regarded
as a master- piece of Georgian literature and consists of over 1600
Rustavelian quatrains.
The sheet in the denomination of € 0.80 contains ten stamps with
the United Nations emblem. Customers with standing order

HAVE A HEART FOR VICTIMS OF HUMAN TRAFFICKING
Human trafficking is a crime that strips people of their rights,
ruins their dreams, and robs them of their dignity. Millions of
victims fall into the hands of traffickers, lured by fake promises
and deceit. To rally world public opinion against human
trafficking, the United Nations Office on Drugs and Crime (UNODC)
launched the Blue Heart Campaign. Everyone are encouraged to join
and wear the Blue Heart as a symbol of their support to help
prevent this crime. Human trafficking is a global problem and no
country is immune. It occurs in modern cities and rural areas;
behind closed doors, in housing facilities and factories, and
industries such as agriculture and tourism. Victims can be found in
our neighborhoods near our workspace or the parks we pass through.
Human trafficking exists closer than we think. To raise awareness
about this dreadful crime, the UNODC Office in Mexico developed the
campaign Blue Heart: #AQUIESTOY (#HereIAm). In the framework of the
global Blue Heart Initiative, #AQUIESTOY uses a balloon as the
central graphic element, representing a victim of human
trafficking. This symbol of happiness, innocence and freedom
illustrates where human trafficking is happening or can occur, and
invites the audience to take action to help.

On 30 July 2018, UNPA will issue a special event sheet on the
World Day Against Trafficking in Persons to raise aware-ness about
Human Trafficking.Human trafficking is the use of force, fraud or
deception to gain power over people with the aim of exploiting
them. Human trafficking is a crime that hurts women, children and
men for numerous purposes, including forced labour and sex. The
International Labour Organization estimates that 21 million people
are victims of forced labour globally. This estimate also includes
victims of human trafficking for labour and sexual exploitation.
While it is not known how many of these victims were trafficked,
the estimate implies that currently, there are millions of
trafficking victims in the world.
Virtually every country in the world is affected by these
crimes, whether as a country of origin, transit or destination for
victims. Children make up almost a third of all human trafficking
victims worldwide, according to the United Nations Office on Drugs
and Crime Global Report on Trafficking in Persons. Additionally,
women and girls comprise 71 per cent of human trafficking victims,
the report states.
The challenge for all countries, rich and poor, is to target the
criminals who exploit desperate people and to protect and assist
victims of trafficking and smuggled migrants, many of whom endure
unimaginable hardships in their bid for a better life. The Blue
Heart Campaign is a global awareness raising initiative to fight
human trafficking and its impact on society. It seeks to encourage
involvement from governments, civil society, the corporate sector
and individuals alike, to inspire action and help prevent this

The PRAGA 2018 Specialized World Stamp Exhibition will be the
largest European philatelic event in 2018. It is a specialized
exhibition held under the auspices of FIP and recognized by FEPA.
It follows on the tradition of PRAGA international and world
exhibitions, which dates back to 1938. The PRAGA 2018 exhibition
will take place between 15 and 18 August 2018 at different venues
in Prague at the same time. The largest event accompanying the
PRAGA 2018 exhibition will be the Expo sales event hosted by the
Olympik Hotel and Conference Center at U Sluncové 14, 186 76 Praha
8. Opening hours are Wednesday, Thursday and Friday from 10 a.m. to
6 p.m. and Saturday from 10 a.m. to 4 p.m. The United Nations
Postal Administration will be represented with its own sales and
information stand and will offer a white card and a souvenir
cachet. The white card imprint shows the National Museum in Prague.
The show cachet features the PRAGA 2018 logo. Both designs were
made by the Austrian artist Professor Adolf Tuma.
