    Notes from the Audit Debrief and Group Discussion Following each of the morning and afternoon audits, attendees were given the opportunity to debrief and discuss takeaways regarding the various issues and opportunities they observed as they moved along the Waiʻanae Coast. The input from the group debrief and discussion were recorded and are documented below.

    A.M. Audit Debrief and Takeaways • Concerns with side streets connected to Farrington Highway

    because we use these streets and understand issues with them.

    • Crosswalk locations are important.

    • Safety: Sidewalks don’t meet ADA requirements due to location of utility poles.

    • Concerns about flooding – on Lualualei Road. o Flooding from the ocean: near Mākaha Drive.

    • Need help moving buses off Farrington Highway, cause of congestion. No bus pull-outs available.

    • Visibility of raised crosswalks.

    • Waiʻanae store/7-Eleven center turn lane, no bike lanes, obstacles in sidewalks.

    • From Jade Street to Kili Drive, the highway is too wide and cars speed here. Lighting seems okay.

    • Crosswalks are also important; maybe better lighting that can’t be stolen; and/or lights in the road at crosswalks. Consider traffic calming.

    • Waves overtopping roads occurring nearly daily. “One big” event threatens the Highway from being closed/damaged. City crews cleaning often.

    • (+1) for immediate traffic calming measures (bump outs, islands, consider all forms).

    • Emergency access from Old Government Road to Kalawaha Road (near Waiʻanae High School); there is no alternative access for this area.

    o It was talked about in an old Environmental Assessment for an alternate route to Mākaha, but the community opposed it. Bring back up?

    • (+1) Signage needs improving. Too many and confusing. Uniformity of signs is needed. Utilize better signs to be clearer and to best potential.

    • Haven’t seriously addressed flooding issues, long standing issues in areas, dangerous when cars try to avoid flooded areas (safety).

    • ADA sidewalks needed: too many obstacles.

    • Better traffic light syncing. Needs to be connected to the traffic control center.

    • Better highway lighting, at least at/on crosswalks. There are gaps between lightings.

    • Adding dedicated turn lanes where possible.

    • Flooding observed.

    • Waiʻanae High School raised crosswalk needs more visibility; seen cars driving thru without slowing down at all.

    • Sand/overtopping waves evidence is visible.

    • Trust the engineers will figure it out.

    • Parts of road “fixed” still floods.

    • Need ways to get out of areas in emergency situations.

    • Speeding on Farrington Highway is a big issue. Speed limit is okay, but not enough traffic calming measures.

    • Traffic calming measures are not synced (e.g., by Waiʻanae High School (25mph), but the lanes are too wide.).

    • Maipalaoa Bridge lanes narrow.

    • Adding more permanent flashing lights at crosswalks. Kids remove and take the ones now.

    o Recommendation: lights in crosswalk or the “shark teeth” near crosswalks on the Big Island.

    • The removal of the beach comfort station near Mākaha Valley Road; removing the barrier for the waves to hit led to increased sand on the road. This occurs daily.

    • By Burger King and Starbucks, flooding.

    • Aloha Gas Station has a dangerous intersection.

    • Importance of emergency access in disaster events.

    P.M. Audit Debrief and Takeaways • More people living in Ko’olina cutting across lanes to take

    the exit.

    • 3rd lane? Hazardous?

    • In Honokai Hale, near La’aloa Street, the intersection lights (timing too short on Farrington Hwy).

    • Stop #1 (Kahe Powerplant): o Speed limit monitor o Straight away is too fast o Many accidents at Black Rock Park and Electric

    Beach o Tourists on makai side running across street o Need widening and alternate route

    • Stop #2: Piliokahi Avenue o Speed bumps and islands o Traffic calming measures o School bus drops kids off here, need for a physical

    barrier sidewalk from road. o HPD consistency for directing traffic. o Motorcycle sharing lanes on Farrington (shoulder

    lane driving). o Library access – street lights. o Shopping center traffic – used as turnaround. o Can the bridge be used as a pedestrian bridge? o School on makai side – traffic concerns. o Third lane. o 3 portions – no alternative route.

    ▪ Near Haleakalā Area.

    o Equipment for impeded traffic. o Open gates when traffic flow is impeded

    (review/analyze). o 24/7 access road.

    • Get traffic control involved.

    • Intersection traffic system program. o Alapai Traffic Center – cams, sensors. o Establish infrastructure, Haleakalā camera.

    • Haleakalā Ave going west. o Extend contraflow. o Fifth lane extension. o Left turns prohibited. o Is Ulehawa Bridge going to be improved?

    • Speed bumps – tight radius at Hakimo Road.

    • Large radius at St. John’s Road.

    • Green area behind Naval Road, open area for alternate route. No lights at Naval Road.

    • West side has the potential to be cut off from the rest of the island.

    • Need an emergency route.

    • 3 schools empty onto the street.

    • Proper vetting for projects is critical.

    • Access thru valley’s creates traffic on side streets.

    • Drill through mountain for access.

    • Only take 5 years to focus on main routes.

    • Nānākuli Ranch – DHHL. May trigger funding.

    • How to manage population growth?

    • Manage how to look at communities. o Engagement and education.

    • Wai‘anae Sustainable Communities Plan (look into growth areas).

    Comment Sheet Notes Each audit attendee was given a packet of comment sheets containing maps of each section of the Farrington Highway corridor. During the audit, attendees were encouraged to provide written comments that identify issues and opportunities that they observed as they moved along Farrington Highway. Comments were compiled and documented below from both the morning and afternoon audits. Scans of comment sheets are also appended to this document.

    Written Notes (A.M. Audit) Leihoku Street to Wai‘anae High School

    • Bus pulloff, bike routes, flooding, turning lanes, flashing beacons, pedestrian bridges, sidewalk (ADA compliant?) poles. Ocean overflow. Emergency management (access routes) signage. Traffic lights, overdevelopment/over populations. 5th lane down Farrington. Better lighting/overpass.

    • Turning lanes are not long enough and flooding occurs near Wai‘anae Mall.

    • Leihoku St. needs crosswalk for student & speedbumps or same as Farrington at (Mākaha) High School/Intermediate.

    • Crosswalk at Lualualei Homestead Road and Leihoku Street/Mākaha side of street.

    • Wai‘anae Valley Road left turn to Farrington, traffic lights (green) too short, needs adjustment or monitor.

    • Farrington and Ala Hema: install crossing signage like the one at Taco Bell and Watanabe Gas Station.

    • Wai‘anae Valley Road and Farrington Highway – can we change crossing the street to “Only the Mākaha Side”, also at Faith’s Place.

    • Post office and Wai‘anae Mall area floods. 7-Eleven Wai‘anae store.

    • Aloha gas station danger.

    • By schools, raised crosswalks should be replaced with speed bumps prior to crosswalk, at crosswalk is too late and too busy.

    • By Wai‘anae Store, center turn lane needed, too many stops when someone making a left turn.

    • Need bike lanes.

    • Poles in sidewalk blocking walkways.

    • Flooding occurring fronting Wai‘anae Mall.

    • Laundromat crosswalk near Army Street has no light.

    • Buses don’t pull over to the side of the road – don’t have pullouts.

    • Crosswalks near the Wai‘anae store. Obstructed crosswalks. Flooding. Islands and bumpouts. Traffic calming measures. Too many signs. Utilize signage. ADA accessibility. Synchronize lights. Better lighting, cover the gaps in lighting. Center turn lanes. Figure it out.

    • Stop #1 (Leihoku Street/Wai‘anae Mall): o Flooding/ponding in front of the shopping center at bus stop. o Left turns into parking lot of shopping center and backs up past the dedicated left turn lane, not long enough. o Poles in sidewalk.

    • Left hand turns at Lualualei Homestead and flooding occurs there.

    • People coming out of Wai‘anae Valley Road, there are a lot of pedestrians here.

    • Near Old Government Road: intersection concern because of the signal lights and pedestrians walking – causes back up along whole Farrington Hwy.

    o Bus stop (eastbound) on Farrington Hwy gets backed up on Old Government Road, locals take backroads. The “importance of this stop or should remove this stop?”

    o Lighting here is okay, it’s more dangerous by KFC.

    • People speeding on a 35mph road; people biking on shoulder/gutter lane.

    • All driveways entering/existing Farrington Hwy causes congestion and accidents. Difficult to get in/out of driveways; people voluntarily exit/enter through back streets of businesses.

    • Stop #4 (Ala Wālua Street): o Army Street is an important beach access, heavily used crosswalk. o McDonald’s drive thru backs up onto Farrington Highway. o Recommendation: flashing beacon lights for crosswalk here. o Location of Pu’uohonua Camp → moving soon (~2 years). o Raised crosswalks are effective, need something (e.g., speed bump, rumble

    strip before crosswalk); big issue is that people can’t see it before reaching it. o Need raised crosswalk by rec center at traffic light. o Need more lighting here → “too dark”.

    Wai‘anae High School to Kili Drive

    • We have more sites, but it’s on/in side street…Plantation Road, Wai‘anae Valley Road, Lualualei Homestead Road, Mailiili Road, Paʻakea Road.

    • Saltwater going over road, corrosion bridge damage. Surf up.

    • This stretch from Jade Street to Kili Drive of Farrington Highway is more residential. Speed bumps, sidewalks, turning lanes, crosswalks, pull-in bus stops, bike lanes, noise control.

    • Crosswalk lighting – flashing lights.

    • Need a crosswalk at Kili Drive to cross Farrington Highway.

    • Bridge near Kili Drive needs work.

    • Beach erosion hitting road and piles of sand during high surf occurring near Mākaha Valley Road.

    • Bridge near Mākaha Valley Road needs work.

    • Center lane near Kili Drive. Crosswalk visibility. Lighting design. Install lights into the crosswalk, cost prohibitive (look at Athens, GA for example). Maui example too for flashing posts. Painting crosswalk.

    • Comfort station at Mākaha Beach. Sand at Longs, Mākaha Beach covers road during big storms, who maintains berm.

    • Stop #5: (Wai‘anae High School): o Width of lanes – encourages speeding. Narrower lanes needed. o Need wider bike lanes, lots of bikes here. o Wai‘anae High School put up a fence in their driveway/parking lot to discourage student drop-offs there. o Exiting high school (turning left/west) is horrible during school days. o Raised crosswalks needed.

    • Stop #6 (Mākaha Valley Road): o Lots of sand coming across freeway from ocean (across Longs). The removal of beach restroom influenced more sand coming

    over wall. o Very narrow bike lane.

    • Jade Street and Water Street crosswalk supposed to have flashing beacons and speed bumps, but it hasn’t been done yet. A lot of walking here.

    • Between Jade St. and Kili Drive, possible for highway widening.

    • Mākaha Beach Park; beach parking along Farrington Hwy concerns! (no left turn into parking). Sand comes across road during high wave events.

    • Stop #7 (Kili Drive): o Bridge concern → supposed to be like the bridge in Nānākuli (not done). This is one of the last wooden bridges in the State.

    While doing the bridge, concern is that the bypass road would go across sand on beach. o Dept. of Parks and Recreation put on hold the future baseball field near Mākaha Beach Park, dependent on Farrington Hwy

    realignment in area (~2 years completion for study). o Biggest concern: conversion of shrubland here into a park (40-acre). Got to go all the way to Kapolei/Waipio to park for football

    and soccer. o When Farrington Hwy is impeded for whatever reason, what is the alternative? o No crosswalks/sidewalks here.

    • Lights on road, kids remove them and use for their bikes.

    • Nānākuli corridor is the worst traffic along the whole corridor.

    Written Notes (P.M. Audit) La‘aloa Street to Pohakunui Avenue

    • Very interested in the road planned from Kapolei Commons to Ko’olina. Having it can help Wai‘anae Coast commuters especially when Farrington Highway is blocked.

    • HPD needs to direct traffic consistently during afternoon contraflow at the Piliokahi Avenue intersection. Cars are often backed up trying to turn left.

    • Motorbikes – too fast. Traffic lights creating bottlenecks.

    • Less driveways are here on Farrington Highway fronting Honokai Hale versus Wai‘anae.

    • Bottleneck traffic due to lights (not green long) on Farrington Hwy.

    • The difference between the segment between Honokai Hale and Kahe Power Plan vs. Wai‘anae is that there is a median here. This section is a good spot for speed light monitors. Accidents at Black Rock Park and Electric Beach due to speeding.

    • A connection is needed to Kapolei Commons, can be emergency access.

    • Along whole Corridor, main concern is the coordination of lights are too little. Pohakunui Avenue to Hakimo Road

    • How can pedestrians use bridge @ Kalaniana‘ole Bridge?

    • Need to extend 5th lane, until at least Auyoung Homestead/or Mohihi Street.

    • Need to extend afternoon contraflow using extended 5th lane; Need to eliminate need for eastbound contraflow.

    • Rather than cones, construct a traffic light for the center lane that changes from eastbound in the AM to westbound in the PM.

    • Contraflow improvements; at the end of the contraflow there is still traffic when merging back in.

    • Piliokahi Avenue – speed tables. Dangerous turns – signage.

    • Stop #3 (Nānākuli Avenue): Traffic calming measures westbound – crosswalk stanchions help. Flags are helpful – scary. Removing crosswalks is a risky move.

    • Farrington Hwy & Lualualei Naval Road: Parking in easements. Bus stopping in lane. Left turns. Contraflow. Extend contraflow. Bus stop by Helelua Street. High traffic and driveways. Median wall.

    • Hakimo Road: Radius for tricks – islands. Driving, parking, walking, fishing beach park.

    • Stop #6 (Ho‘okele Street): Need sidewalk, lots of crashes, crosswalks busy beach park.

    • Stop #7 (St. Johns Road): Busy pedestrian area, lots of pedestrian crashes – scary sidewalk. Speed and lighting median.

    • Stop #2 (Piliokahi Ave): Raised island at Zablan entrance/exit. Sidewalk/barrier where pedestrians walk.

    • Princess Kahanu Avenue: problems with large trucks cutting through the residential community.

    o Makai neighborhood (Pohakunui Ave), east entrance/exit driveway onto the Highway is not needed. It’s safer to use light to turn into Piliokahi Avenue.

    o Physical guardrail barrier needed here to keep kids from road. o Sidewalks (at grade) too narrow/unsafe; no bus pull-outs. Kamehameha Schools drops off kids here on Farrington Highway at

    bus stop (westbound). o Poles/barriers in the middle of sidewalks from here to the shopping center, then bad again after shopping center. o Narrow bottleneck leading up to Piliokahi Avenue (westbound).

    • Near the Nānākuli Supermarket: in the afternoon, no left turn lane (eastbound), residents don’t bother turning during traffic, just drive past it.

    • Schools after Nānākuli Avenue (westbound) causes bottlenecks.

    • Contraflow/5th lane needed here.

    • Can the gated bridge be a pedestrian bridge?

    • Mākaha, Haleakalā, Helelua St. → no connection right now as a bypass road.

    • Tight radius at Hakimo Road; big trucks access Princess Kahanu Avenue to go to Hakimo Road; too sharp of a turn at Hakimo. Hakimo Road to Wai‘anae Coast Comprehensive Health Center

    • Need to open up the locked portion of Paʻakea Road so it can be for 24/7 traffic.

    • Need eastbound left turn lanes on this strip to reduce rear-end accidents.

    • Light adjustments at the Nānākuli Mall.

    • Consistency of road signs, crosswalks, bike lanes, lighting, sidewalks, etc. throughout Farrington Highway.

    • Look at Paʻakea Emergency Access Road (connect emergency access route); is it a feasible standard road? o “emergency” access is very subjective for when to open it. o Extending Paʻakea Road to reach all the way to Lualualei Naval Road. There are gates here now. Not up to County standards.

    • Ulehawa Bridge needs to be locked (former DOT plan priority).

    • St. Johns Road to Mailiili Road: o This is “pedestrian city”; a lot of people crossing the road/sidewalks 24/7. Beach parties occur at the beach. o Direct traffic calming needed and lighting. o Hard to turn in/out of residential areas to Farrington Highway. Middle turning lanes are needed. o Nānākuli Ranch (bought out by DHHL) → can be future access route through lands
