1. Context

1.1 About this progress report 1.1.1 Purpose This progress report identifies completed projects, reflects on the outcome of planning studies and includes new funding allocations since the release of the Far North Queensland Infrastructure Plan 2009–2031 (FNQIP) in February 2009. The FNQIP is a key mechanism for implementing the Far North Queensland Regional Plan 2009–2031 (FNQ Regional Plan). The FNQ Regional Plan seeks to manage growth in the region over the next 20 years. This progress report is the outcome of an annual review of the FNQIP.

1.1.2 How to read this progress report This Progress Report should be read in conjunction with the FNQIP released in February 2009. The following points should be noted in reading this progress report: Information about the purpose of this document, strategic outcomes and funding are provided

in the Context section. A reminder of the strategic outcomes derived from the FNQ Regional Plan is also provided.

The Planning section provides an update on infrastructure and resource planning. Schedule 1 identifies completed projects and the associated cost. Schedule 1 is in addition to

Schedule 1 in the FNQIP. Schedules 2, 3 and 4 replaces the same schedules in the FNQIP.

1.2 Strategic outcomes 1.2.1 Toward Q2: Tomorrow’s Queensland The FNQIP helps deliver on the Queensland Government’s 2020 vision, TowardQ2: Tomorrow’s Queensland, which strives towards a Queensland that is: Strong: creating a diverse economy powered by bright ideas Green: protecting our lifestyle and environment Smart: delivering world-class education and training Healthy: making Queenslanders Australia’s healthiest people Fair: supporting a safe and caring community.

1.2.2 Queensland Growth Management Summit On 30–31 March 2010, the Queensland Government convened a Growth Management Summit to explore opportunities and challenges associated with expanding communities and population growth. The Summit consisted of a panel of experts in planning, development, infrastructure and sustainability who led discussions with industry representatives, organisations and members of the community. In response to the Growth Management Summit, the Queensland Government released Shaping Tomorrow’s Queensland which identifies 22 new key initiatives and 25 new supporting actions to manage growth across the whole of the state. The initiatives and actions are centred around six priorities of shaping our future, strengthening our regions, promoting liveable and affordable communities, delivering infrastructure, protecting our lifestyle and environment, and connecting communities. Key initiatives forming part of Shaping Tomorrow’s Queensland include: delivering a regionalisation strategy for Queensland establishing Growth Management Queensland (GMQ) as a new agency within the Department of

Infrastructure and Planning developing a Queensland Infrastructure Plan that links infrastructure provision with population

growth and economic development priorities establishing an Infrastructure Charges Taskforce to further reform infrastructure charging

arrangements and investigate available funding options for trunk infrastructure.

The FNQIP and Progress Report is a clear demonstration of GMQ coordinating infrastructure delivery to create a prosperous and sustainable future for Far North Queenslanders. In 2011 the Queensland Infrastructure Plan (QIP) will become the key tool in linking infrastructure delivery with Queensland’s economic development priorities, simplifying infrastructure planning and delivery through the inclusion of existing infrastructure planning documents such as the FNQIP. A key aspect of QIP will be to provide a clear statewide blueprint of road, public transport, health and education infrastructure needs to match forecast population growth. 1.2.3 Far North Queensland Regional Plan The FNQ Regional Plan defines the regional land use pattern and desired regional outcomes, and guides the priorities for infrastructure investment across Far North Queensland. The following strategic outcomes for the FNQIP are derived from the FNQ Regional Plan: infrastructure alignment with growth patterns efficient resource use liveability and community wellbeing economic growth environmental wellbeing. Please refer to the FNQIP for a full description of these strategic outcomes.

1.2.4 Job creation The Queensland Government is committed to creating and sustaining jobs, assisting business and industry, and positioning the economy for future growth. In 2010–11 the government is investing $17.1 billon in a job building program, with funding for transport, education and other essential infrastructure which will result in 106 000 jobs.

The government’s Local Industry Policy seeks to give full, fair and reasonable opportunity for Queensland business to participate in infrastructure projects. In response to the global financial crisis and the need to support the local economy and job creation, the Queensland Government released the Cairns’ Economic Future: A plan for jobs and the economy 2009–2011. The Cairns' Economic Future Plan responded to the impacts of the crisis by taking immediate action to create new jobs in the region and relieve economic stress wherever possible. The plan adopts a coordinated approach that: develops Cairns' new and traditional industries builds Cairns' infrastructure builds skills for Cairns' future jobs implements new job creation programs.

1.3 Funding 1.3.1 State funding The state budget process is the principal mechanism for identifying, prioritising and delivering infrastructure projects in Far North Queensland. The annual State Budget was released on 8 June 2010. The Queensland Government is investing approximately $990 million in the Far North statistical division in 2010–11.

1.3.2 Commonwealth Government funding The Commonwealth Government is investing $26.4 billion in road and rail infrastructure via its Nation Building Program (formerly AusLink 2) over the six year period from 2008–09 to 2013–14. There are several components to the Nation Building Program including: national network construction national network maintenance black spot program roads to recovery program boom gates for rail crossings.

The Commonwealth Government is also delivering a Nation Building—Economic Stimulus Plan to support jobs and invest in future long-term economic growth. The stimulus plan is being delivered through several programs including Building the Education Revolution and Regional and Local Community Infrastructure.

Local government also provides funding for a range of local and sub-regional infrastructure projects, many in partnership with the Queensland and Commonwealth Government.

1.3.4 Private sector funding The private sector provides contributions of land and core infrastructure that support local and regional growth and meet community needs.

2. Planning This section provides an update on key projects and initiatives which support the implementation of the FNQ Regional Plan.

2.1 Transport 2.1.1 Cairns Transit Network Project Planning for the Cairns Transit Network commenced in November 2008. The aim of this transport planning initiative was to investigate ways in which public transport could provide an attractive alternative to the car with a focus on making trips fast, safe, frequent and reliable. The study investigated an affordable rapid transit system comprising a mix of bus prioritisation, transit lanes, busways and transit stations. In July 2010 the Concept Design Report was released to the public. The report contains the results of the preliminary transport studies and preferred alignments for the 70 kilometres of network, from Palm Cove to Gordonvale.

The alignments identified will now be preserved for future delivery of the network, staged subject to funding and need.

Throughout the planning study, a range of opportunities has been offered to the community, businesses and property owners to provide feedback and help refine the plans. The Department of Transport and Main Roads (DTMR) will continue to consult with the community through future detailed design phases.

2.1.2 Cairns Bruce Highway upgrade The Cairns Bruce Highway Upgrade project between Sheehy Road and Ray Jones Drive is a $150 million Commonwealth Government funded initiative being delivered by the Queensland Government. The first phase of the project, which involves planning for the upgrade, is progressing well. The scope of works that make up the $150 million project will be completed later in 2010 with construction due to commence in 2011.

There is also a further planning study being undertaken to set the framework for the infrastructure required on the Bruce Highway from Wrights Creek (south of Edmonton), through to Draper Street (near the Cairns city centre). The purpose of the planning study is to investigate long-term, multi-modal options to improve safety and traffic flow, reduce congestion and enhance access for users of this transport corridor over the next 30 years. Identifying the footprint for future transport infrastructure is the first essential step. This $5 million study has been funded by the Commonwealth and state government as part of its Urban Congestion and Planning Package. Public consultation took place on three options in November and December 2009 with the preferred option being released to the public in July 2010. The timeline for the roll out of the master plan and the majority of the upgrade is yet to be determined.

2.1.3 Bruce Highway—Ingham to Cardwell Range Planning Study The Queensland Government has allocated $5 million to undertake a planning study to examine available options to significantly reduce road closures during the annual wet season. The planning study commenced in October 2008 and is anticipated to take up to three years to complete. In February 2010, DTMR released three draft alignment options for public comment. Dependent on community consultation and further detailed investigations, the preferred alignment is anticipated to be finalised by early 2011 with construction being subject to further funding.

2.1.4 Area Road Network Strategy DTMR is developing an Area Road Network Strategy for the North-East Mineral Province—a triangular-shaped mineral rich area between the townships of Charters Towers, Georgetown and Cooktown. DTMR seek to quantify the freight demand on the road network, particularly the impact of mining from the North-East Mineral Province. The development of an Area Road Network Strategy will provide DTMR with a list of priorities and investment needs over a 20 year horizon. North-East Minerals Province mining related traffic may impact on the Far North road network. DTMR seek to identify the most efficient transport routes and secure funding to upgrade the network to meet the needs of future mining operations. The findings of the study have been presented to DTMR. The final reports are currently in the process of being completed and are expected to be released in the coming months.

2.1.5 Mareeba Airport A Mareeba Airport Development Plan (MADP) has been prepared with funding from the state government and Tablelands Regional Council. Completed in July 2010, the MADP is a long-term plan that outlines options to make Mareeba Far North Queensland’s second aviation service centre after Cairns. Key recommendations of the MADP include: promotion of general aviation activities attracting new businesses to the Cairns region through the creation of high-technology based

maintenance, and through the provision of specialist services and flying training expansion of existing operations based at Mareeba Airport.

Improvement to the drainage system and increasing the pavement thickness of the runway are identified as key issues to facilitate the MADP. The Department of Employment, Economic Development and Innovation is progressing options for implementing the MADP in conjunction with the Tablelands Regional Council.

2.1.6 Principal Cycle Network Plan The Principal Cycle Network Plan (PCNP) for Far North Queensland was released in December 2009. The PCNP identifies high priority routes in the areas of Cairns Regional Council, Cassowary Coast Regional Council and Tablelands Regional Council. High priority routes are being planned for as part of the Cairns Bruce Highway Upgrade and the Cairns Transit Network projects.

2.2 Water

2.2.1 Far North Queensland Regional Water Supply Strategy Covering an area of approximately 10 000 square kilometres and extending over three local government areas, the Far North Queensland Regional Water Supply Strategy (FNQRWSS) was released by the Department of Environment and Resource Management in March 2010. The FNQRWSS investigates options for managing water supply requirements for the region over the next 50 years. While investigating the future water needs for urban, rural and industrial water supplies and potential supply options, the strategy also focuses on making the best use of existing water supplies through improved efficiency and demand management. The FNQRWSS outlines a range of implementation actions, including specific planning for smaller communities and Indigenous communities seeking to ensure adequate water supplies for current and future needs.

2.2.2 Mulgrave River Aquifer Scheme The FNQRWSS identifies the Mulgrave River Aquifer as a supplementary water supply for Cairns. Cairns Regional Council is undertaking the next phase of investigations of the proposed scheme to abstract up to 15 million litres per day from the aquifer. The next phase of the project involves more detailed field investigations and enhanced computer modelling of the aquifer system. This will improve the understanding of the aquifer behaviour and its

interaction with creeks, rivers and environs in response to the proposed abstractions and allow optimisation of the borefield location and layout. The next phase of investigations also involves acquisition of the necessary approvals from state government, Commonwealth Government and relevant land-owners, and detailed design and documentation of other water supply infrastructure, such as pipelines, pump stations and treatment plants. Throughout the investigations, Cairns Regional Council is engaging with the community to raise awareness and understanding about the proposed scheme.

2.2.3 Marlin Coast and Northern Cairns Recycled Water Schemes Beneficial re-use of treated effluent is identified in the FNQRWSS as an important alternate water supply to reduce water demand. Cairns Regional Council is currently embarking on a project which seeks to utilise recycled water from the Northern and Marlin Coast Wastewater Treatment Plants. The recycled water is intended to be used for the irrigation of public open space and provide for dual reticulation for domestic use. Preliminary designs of the required distribution and storage infrastructure have been developed and are currently under review.

2.2.4 Mossman Wastewater Treatment Plant upgrade The Wet Tropical Coast Regional Coastal Management Plan identifies that nutrient discharge from domestic wastewater treatment is an issue. As such all wastewater treatment plants discharging into coastal waters should be designed and managed to enable appropriate nutrient removal. Cairns Regional Council has identified discharge from the beach communities of Cooya, Newell and Wonga pose a great threat to nutrient contamination of the coastal region due to the use of septic systems and high water tables. In response, council is moving to upgrade the Mossman Wastewater Treatment Plant to a tertiary standard, capable of treating sewage collected from the existing catchment and the beach communities.

2.2.5 Wet Tropics Water Resource Plan On 26 February 2010, the Queensland Government announced a proposal to prepare a draft Wet Tropics Water Resource Plan. Water resource plans are subordinate legislation which provide the framework for sharing water equitably and sustainably between urban, rural, industrial, environmental, social and Indigenous uses. The draft Wet Tropics Water Resource Plan is anticipated to be released for public comment in the second half of 2011 with a final water resource plan to be in place by December 2012.

2.2.6 Tinaroo Falls Dam upgrade An upgrade to Tinaroo Falls Dam spillway commenced in March 2010 and is anticipated to be completed in December 2010. While not increasing the capacity of the dam, the $21 million upgrade funded by the Queensland Government will assist in managing the flows of extreme rainfall events by ensuring that excess water can pass safely downstream.

2.3 Energy

2.3.1 Renewable energy ClimateQ outlines a long-term plan to secure a clean energy future for the state. The state government has released a map of Queensland’s wind energy potential to help lead clean energy companies to prime development sites in Queensland. The map identifies areas such as Atherton to Cooktown and Cairns that have high wind renewable energy potential. Potential wind farm sites are being investigated in several locations on the Atherton Tablelands and also at Archers Point, south of Cooktown. Subject to commercial, financial and technical feasibility plus funding approvals, these have potential to significantly increase the renewable energy supply in Far North Queensland.

2.4 Education, training and the arts 2.4.1 Cairns Cultural Precinct The Cairns Cultural Precinct is proposed to be located within the existing wharf precinct south of the Cairns Central Business District and immediately adjacent to the Trinity Inlet. It will consist of a performing arts centre, museum and public plaza. Funding for the $240 million development is proposed to be shared equally between local, state and Commonwealth government.

Artist impression of Cultural Precinct As part of the state budget for 2010–11 the Queensland Government made a commitment of $42.5 million towards the project. The commitment consists of the transfer of state-owned port land valued at $40 million, and $2.5 million being one third of the funding to undertake detailed planning work for the project.

Infrastructure planning and delivery is already well advanced in Far North Queensland. The Queensland Government has constructed, or worked in partnership with Commonwealth Government, local government, community organisations and private partners, to complete a number of regionally significant projects since the release of the FNQ Regional Plan. Type 2—Pre-market estimate—based on a more detailed review of scope and requirements. This estimate is determined after the Queensland Government has assessed the costs and benefits of a project.

Type 3—Market price—the price agreed with the contractor. It is no longer an estimate nor is it a cost, since it has not been incurred.

Type 4—Completed project cost—the total cost of the project, determined by the market price plus any variations. Large projects comprising a number of sub-projects may fall under two or more of the investment categories.

F. Total estimated cost for all projects with an estimate category of pre-project, concept or pre-market estimate have been rounded to the nearest hundred thousand dollars. Projects that have a market price or are completed were not rounded as they are represented as actual market cost or project completion cost.

G. Energy authorities budget on a five-year basis. Project costs beyond that period are not included. H. Projects currently being investigated or only identified as options are unlikely to have undergone detailed evaluation.

Only cost estimates for planning, not construction is provided. I. Where projects involve a subsidy payment to local government—for example, in the water sector—the expected

Queensland Government funding allocation involved is outlined, pending agreement with local government on timing and implementation.

J. The $13.7 million committed to by the state government for the upgrade of the water treatment plant at Innisfail can also be used for other priority infrastructure as determined by the Cassowary Coast Regional Council.
