It has been my privilege to serve on the Board of Family Support Services for the past nine years. Our core values of helping families remain healthy and intact began in 1989 with our founders Lou Fox and Judy Levin and continue today.

In the past year we have served more than 500 families in the greater Bay Area. With the dynamic leadership of our Chief Executive Officer, Cheryl Smith, we have made continued strides in serving the community. Our respite program is nationally recognized and our clients continually rate us as outstanding. We have a new logo and an increased public awareness of our services.

The staff of FSS is an amazing group of dedicated people who are instrumental in the success of the organization and the impact we have on the community.

I am also honored to be a part of a Board of Directors that donates its time and efforts to ensuring that the organization continues to thrive. It is their oversight that guarantees the organization is sustainable and adapts to changing environments.

We are thankful for the support of our volunteers, donors, and supporters who want to help children and families grow to be successful in spite of the overwhelming challenges they face on a daily basis.

During a time of political uncertainty for funding on the national and state level, it becomes increasingly important that we all stay involved in meeting the needs of Bay Area families.

Dear Friends of Family Support Services,

Against the backdrop of a challenging year, I am pleased to say we have made some important changes that allowed us to continue to move forward and work passionately with the families we serve. The key to our success this year was our incredible staff that diligently worked to effectively implement important changes laid out in our strategic plan. First, our Board of Directors encouraged greater visibility and stronger connections with our community partners. Therefore, we updated the theme of our annual event in an effort to engage our corporate and business partners to become sponsors and attendees. Additionally, we launched a robust awareness campaign where thousands got to see our new logo on billboards, BART cards, and in newspaper ads throughout Alameda, San Francisco, and Contra Costa counties. Lastly, we sought to improve our ability to measure and show impacts on the lives of the individuals and families in our programs by implementing the evidence-based evaluation model Results Based Accountability as the primary tool to evaluate our programs. This will sharpen our focus, allow us to make useful adjustments, and share results in a simplified manner.

Although we have a lot to be thankful for, we realize that given the current political reality, our families are experiencing heightened anxiety and fear in many aspects of their lives, including housing affordability, racial equality, and tougher immigration policies, all which pose threats to their already vulnerable family structure. While the headlines posted daily in the media may sound distant to some of us, they are real challenges for our families. Thus, their reliance on us to help them thrive under these stressful realities is needed now more than ever.

As service providers, we also have concerns of the threats we hear regarding significant reductions in government funding, yet we trust and have faith in the strength and energy of those of us that are steadfast in the belief that America should offer everyone the opportunity to thrive. Today as we hold true to our beliefs it is important that we continue to uphold our mission of helping families stay healthy and intact.

Kinship Support Services Program

Ms. Williams, 65, has been caring for her two great-nieces, ages seven and nine, in an informal family arrangement for the past four years. The parents are not able to provide a consistent and nurturing environment for their children because of alcohol and substance abuse, and a history of incarceration and domestic violence. A Family Support Services’ kinship social worker provided intensive in-home case management services to the family, by helping Ms. Williams connect with Legal Assistance for Seniors to obtain legal guardianship of her nieces; to apply for CalWorks/Non-Needy on their behalf; and advocate and secure an Individual Education Plan for one of the children to reflect their academic needs. Ms. Williams also attended Family Support Services’ parenting classes that addressed the unique needs of kinship caregivers; received Family Support Services respite care; and secured individual and family therapy. Thanks to these services, Ms. Williams and her children are thriving.

From July 1, 2016 through June 30, 2017, the Kinship Support Services Program provided:

• Case management to 225 unduplicated families• 881 hours of support groups, including 45 group meetings with simultaneous child

activities, provided to 262 caregivers• Information on financial programs to 54 caregivers and information on permanency

options for their families to 57 caregivers• Three community education/training sessions and one Kinship Conference

Kinship Youth Program

“I first found out about the Kinship Youth Program back when I was in the 6th grade from my classmate, who at the time was also a kinship participant. At first I didn’t want to attend the program…. My grandma kind of pushed me to go…. The more I went to the program the more I enjoyed being here. KYP became like my own little family. Nine years later and I am still here. Over the years KYP has helped me through many things. I think the thing they helped me with most is realizing that I needed to focus on my academics and make that a priority. There were so many times throughout high school that I just wanted to give up and drop out, but they always supported me through it all. Staff has also supported me with my journey to college…. Over the years I was able to make lots of friends at KYP who I now consider to be family. One of my favorite memories is being in the summer program working on our final projects. I think that’s my favorite because it’s always a lot of fun working on our public service announcement and there are usually lots of funny moments in between the filming. Some goals that I have are to get my doctorate in either psychology or philosophy. My other goal is to eventually run for some type of public office. Something that I would like to tell the younger members is to remain dedicated to the program because it really pays off in the long run…. With the help of KYP and of course my family I was able to persist through all the hardships that I faced and now I’m happy to announce that I will be graduating in a couple of weeks and attending Humboldt State University this fall….”  -Brianna

In 2016-2017 KYP provided more than 16,000 hours of services and 194 days of youth activities to 101 children and youth.

In 2016-2017 Family Support Services provided:

• SafeCare program to 75 families in San Francisco

• Case management and/or mental health therapy to 42 families in Alameda County

A single mother and her four children were referred to Family Support Services for assistance with housing, mental health services, and drug recovery support.

The mother had a Section 8 voucher, though there is very little housing available. The mother and her Family Preservation worker were able to find housing, but the mother met with discrimination from landlords who refused to take her application when they saw her four children. After the mother’s worker began accompanying the mother to meetings with landlords and naming the discrimination, the mother was finally able to secure housing!

After years of homelessness, the family moved into their own apartment. The Family Preservation worker assisted the mother in applying for and obtaining a grant for furniture. They also had bunk beds donated. She also helped the family find new doctors and dentists, enroll the children in school, and find the laundromat and grocery store.

Most importantly to the mother was to find a place where she could fulfill her drug testing mandate and receive her mental health medication. The family’s worker met twice a week with the family to help advocate and support the mother. The family reports loving being together in a safe home and are already meeting their neighbors and expanding their social support network.

Mrs. Cindy Ransom (names have been changed), a grandmother in her late 60s, has been caring for her two-year-old grandson, Tyler, who has some challenging behaviors, as well as for her husband John, who recently had a stroke. Because of John’s stroke, he could no longer assist with caring for his family. The situation left Mrs. Ransom overwhelmed and often in tears. Caring for Tyler and other family matters was interfering with Mrs. Ransom’s full time work schedule, causing her to miss work regularly, and threatening the family’s livelihood. Through Family Support Services’ Respite Case Management (available in Contra Costa County), Mrs. Ransom was able to receive respite services for her grandson, which allowed her to go into the office to work a few days a week, and work from home the other days. We also referred her to In Home Support Services to enroll for someone come into her home to give support to her husband. Recently, Mrs. Ransom called the social worker assigned to the case to thank her for her support and stated that due to the assistance that her family received through Respite Case Management, they are now doing well.

Family Support Services’ Respite / Child Care Program provided the following:

• 72,869 client service hours of respite• 470 unduplicated families served

Respite / Child Care OreMi Mentoring

Family Support Services provided the OreMi Mentoring Program since 2008, during which time we matched more than 160 youth with mentors, and provided training, oversight, support, workshops, and gatherings for our mentor/mentees. Due to a loss of funding, this program had to be retired at the end of our fiscal year. Thank you to all of our volunteer mentors, some of whom remained by their mentee’s side for many years, and to those who still are, even without our support.
