Family Service & Children’s Aid
Dear Friends:
We are proud to present Family Service & Children’s Aid’s Annual Report for 2015. This year, as we have for 73 years since 1943, we remained true to the vision we all believe in—A healthy community built on strong families.
We focus our efforts on keeping children safe and families together. In the following pages, we have outlined our programs and how they fit into our mission to strengthen the emotional health and functioning of children, adults and families in our community. In 2015, through counseling, substance abuse treatment and education, parent education, foster care, adoption, advocacy, adult guardianship and conservatorship and other services, we are grateful to have had the opportunity to serve almost 6,000 people in Jackson and the surrounding community.
Our priorities for the next 12 months will be to continue to develop and grow our services to meet community needs. We are actively enhancing our learning about trauma and its effects in all areas of our programs and agency. We continue to add talented leadership in these areas as our clients ask us for additional services.
We appreciate every person who has supported Family Service & Children’s Aid along the way and has made a real difference in the lives of so many. We hope this annual report on our activities will continue to inspire your support and generosity. We are deeply grateful for all you do.

Highlights of 2015
In the past year:
Born Free enhanced programming and case management services to target women who are pregnant or have young children.
Born Free Launched Celebrating Families in Recovery group: parent education mixed with psycho-educational activities for each level of the family, including age appropriate lessons for children, to try and help the family move forward as a family from a substance affected family to a family in recovery.
FSCA merged First Time Offenders and Truancy Diversion Programs. The merger allowed the two programs to share resources and add an additional session to the calendar.
FSCA provided leadership for the formation of the Trauma Informed Community Collaborative and coordinated trauma informed trainings throughout the county.
FSCA secured and maintained funding for various agency program through generous grants from the Dave Thomas Foundation for Adoption (Wendy’s Wonderful Kids), Jackson Community Foundation, Weatherwax Foundation, Children’s Trust Fund of the State of Michigan, Great Start Collaborative, Eaton Foundation, Speckhard-Knight Foundation, Comerica Charitable Foundation, John George Foundation, Melling Foundation, Camp Foundation, and Stanton Charities for Children.
FSCA initiated a community-wide stakeholders group to develop a sustainability plan for Guardian services (ongoing) and began engagement in collective impact planning.
FSCA raised several thousand dollars to ensure that children in care had access to resources needed as well as holiday gifts through Operation Good Cheer.
FSCA organized The Art of Giving Event in November 2014.
FSCA successfully held our 13th Annual Run for Fun on May 2, 2015.
FSCA supported the Wendy’s Charity Classic in August of 2015.

2015 Programs and Services
BORN FREE
Family Service & Children’s Aid’s Born Free Program provides gender specific, therapeutic interventions and supports to
women and children as women seek recovery from substance use disorders. Born Free proudly provided services to 185
women and their families in 2015. Furthermore, they served 180 children through childcare options and were able to assist
four women to have drug free births.
BREAKOUT PROGRAM
The Breakout Program provides school-based drug prevention education to Jackson County students during the school day.
Students learn about short and long term affects of alcohol and other drugs, decision making, handling peer pressure, self
esteem, coping skills, economics of drug use, peer refusal techniques and how to avoid high risk situations. During the 2014-
2015 school year 2,231 students participated in the program at 18 different sites. 728 Classroom presentations were provided
for students in 6th through 10th grades.
DIVERSION PROGRAM
The Juvenile Diversion and Truancy Prevention program focuses on delinquent behavior of juveniles. The program served a
total of 106 youth in 2015. The Jackson Courts and Intermediate School District experienced an increase in juvenile truancy
issues and petitions in 2015. Recognizing a need for additional resources, they increased referrals to our program. We
facilitated 5 Shoplifting Prevention groups educating a total of 45 youth, educated 67 youth on anger management skills, and
enrolled 15 youth in the J.U.M.P. program. Diversion’s outcomes were all positive. 97% of youth who completed the
program did not reoffend within six months. 98% reported improved familial relationships. 99% exhibited improved
academic performance.
EMPLOYEE RESOURCE NETWORK (ERN)
This year FSCA’s Employee Resource Network expanded its services to provide substance abuse assessment and supportive
counseling. Crisis response services as well as counseling support were provided on site for companies that experienced
deaths and trauma in the work place. In addition the ERN provided some managerial conflict resolution. Out of 10,842 lives
covered by ERN, counseling services were provided that directly affected 336 individuals in 2015.

FAMILY COUNSELING
The Family Counseling Program positively impacted the lives of over 1,875 individuals during 2015. Clients are seen on site,
in-home, or at various community sites such as schools. FSCA has maintained support of community efforts to become more
trauma focused. Counseling services are designed to improve the problems they experience, whether due to anxiety,
depression, relationships, child raising or other circumstances. When clients completed services, they demonstrated an 88%
improvement in overall functioning.
FOSTER CARE AND ADOPTION
Foster Care provides temporary out-of-home care for children who are unable to safely remain at home due to child abuse or
neglect. In 2015, the Child Welfare Department provided foster care services to 52 children and their families. The program
has 30 foster homes providing safe, nurturing care to the children in our program. Six new homes were licensed for foster
care in 2015. The Adoption staff completed 22 adoptions for children in the foster care system, allowing children to be in
safe, loving homes.
JACKSON COUNTY GUARDIAN SERVICES
Jackson County Guardian Services provides Guardian and Conservator services to enrich the lives of Legally Incapacitated
adults who are unable to protect their own interests, and who are vulnerable to exploitation, neglect or injury. The Guardian
program helped over 450 vulnerable adults in 2015.
HOME AGAIN (FOSTER CARE SUPPORTIVE VISITATION)
Home Again is a foster care supportive visitation program, contracted with the State of Michigan Department of Health and
Human Services (DHHS). The Home Again program served 80 families in 2015, which included 182 children, from Jackson,
Calhoun, Branch, Hillsdale, Lenawee and Washtenaw counties. None of the families had a substantiated case of child abuse or
neglect in the six months after completing the program.

HPRP (HEALTH PROFESSIONALS RECOVERY PLAN) PROGRAM
FSCA’s Health Professionals Recovery Plan (HPRP) program is designed to provide treatment support to men and women
who have lost their medical, dental, nursing or other health professional licenses as a result of substance use disorders. During
2015, 7 individuals participated in FSCA’s HPRP Group, 2 of whom successfully graduated the program.
JUMP PROGRAM (JUST UNDERSTAND MY POTENTIAL)
– formerly the First Time Offenders Program (FTOP)
The JUMP Program is a diversion program for court ordered youth with a Minor in Possession offense or a chronic
truant petition. Both youth and parent(s) attend six weeks of classes, one night a week. The program utilizes the life
skill lessons from the Breakout Program for the youth. The parent program uses the Nurturing Parenting curriculum,
adapted from ten weeks to six. The JUMP Program provided services for 46 youth and 50 parents in 2015, with a
93% success rate.
PARENTING EDUCATION
Fifty-eight adults completed the Nurturing Parenting classes and 100% showed they acquired new knowledge about
parenting. We conducted 10 workshops during the year, benefitting 138 adults and 256 children.
In addition, 9 workshops, designated specifically for DHHS Child Welfare workers, Youth Center workers, Child Care
workers and school educators, were conducted on various aspects of trauma and how it affects adults and children.
WWK (WENDY’S WONDERFUL KIDS)
In 2015, Wendy’s Wonderful Kids served 21 special children waiting for forever families. Five of those children were
matched with families, and two were adopted. Through the support of the Wendy’s Charity Golf Classic and the Dave
Thomas Foundation for Adoption, this program has focused on finding permanent families for our community’s longest
waiting youth for over 12 years.
