    THE FACULTY MANUAL

    1. DEFINITION OF FACULTY

    A faculty is a person who has been hired by the College for a teaching/service

    position. He/She is engaged in actual teaching or undertaking activities in support ofinstruction for the total development of students. He/She is also expected to undertake

    research and render community service.

    2. FACULTY CLASSIFICATION

    2.. Academic !eaching "aculty

    2. .. A full#time regular academic teaching faculty is one who is hired

    by the College on full time basis. He must have at least 2 units

    load per week and receives a monthly basic salary.

    2..2. A full#time probationary faculty is one who is hired by the College

    to teach on a term basis $semester or summer%. He getsremunerated for his service on a per sub&ect per month basis and

    must have a 2'#unit load per week.

    2..(. )art#time "aculty A # is one who is hired to teach on a term basis

    and is not connected with another institution. He may be given a

    maximum load of eighteen units for which he is remunerated on an

    hourly basis.

    2..'. )art#time "aculty * # is one who is hired to teach on a term basisand employed or connected with another institution/company andmay be given a maximum load of nine units for which he is

    remunerated on an hourly basis.

    2..+. ,uest or -isiting "aculty is one who is invited by the College for a

    special program. A remunerated package will be determined by the

    )resident.

    2.2. Academic Service "aculty are those who are hired on full time basis to

    render service in practice of their profession to complement the teaching

    function of the academic teaching faculty.

    3. FUNCTIONS OF A FACULTY

    (.. !eaching. As a primary activity in the College teaching is understood tomean the act of facilitating and imparting knowledge and skills geared

    toward the development of analytical and creative faculties of the students.

    t also includes specific tasks such as student consultation academicadvising and all other initiatives that facilitate the process of teaching and

    learning.

    (.2. 0esearch. "aculty members are expected to devote some of their time to

    research and publication in order to update teaching. !hey are expected to

    explore areas of in1uiries in various forms of research. !hese forms

    include basic and applied research materials development and papers forlocal and international conferences articles monographs books for

    publication research/seminar papers for graduate studies feasibility

    studies creative works and other research outputs related to professional

    activities. !he research should address the needs of their discipline.

    (.(. Community Service. "aculty members should involve themselves not onlyin instruction related# services such as academic advising and serving as

    adviser of student organiations editing a &ournal participating in

    councils/committees in the College and also in outreach programs in thecommunity where they belong.

    (.'. )rofessional ,rowth and 3evelopment. t is the obligation of the faculty

    members to continuously improve their knowledge and skills in their fieldof specialiation. !he College shall ensure ade1uate support for graduate

    studies and participation in conferences seminars workshops and

    training programs designed for faculty development.

    (.+.. "ull#time faculty members may be re1uested to render additional

    hours in terms of service to a college or institutional committee.

    other activity re1uiring full participation of faculty

    members.

    (.9. n performing the foregoing functions faculty members are expected to5

    (.9.. observe intellectual honesty in their search for use and

    transmission of knowledge:

    (.9.2. pursue legitimate in1uiry and accept ob&ective criteria of their

    work:

    (.9.(. perform the role of intellectual guide and counselor to students:treat them with genuine concern and fairness:

    (.9.'. respect the beliefs of colleagues and students: and

    (.9.+. adhere to established acceptable norms of behavior in the College

    community in particular and the society in general.

    4. DUTIES AND RESPONSIBILITIES OF A TEACHING FACULTY

    '.. 8eet classes regularly.

    '.2. Start classes on time and dismiss the same five $+% minutes before the next

    period. *efore leaving the classroom see to it that chalkboards or whiteboards are clean chairs are in proper order lights electric fans and air

    conditioning units are turned off.

    '.(. 8eet students who missed classes on account of their official participation

    in co# curricular activities during their Consultation Hours.

    '.'. Conduct make#up classes for sessions missed. )rior to this the faculty

    must accomplish a make#up class form which should be signed by the

    3epartment Chairman two $2% days before the scheduled make#up class.

    '.+. )repare a syllabus in coordination with members of his department.

    '.9. ;pdate sub&ect matter contents and methods of teaching.

    '.9.. enrolling in formal graduate/postgraduate courses:

    '.9.2. participating in relevant conferences seminars workshops and

    training programs: and

    '.9.(. reading educational materials relevant to his field.

    '.. Submit the grading sheets for the preliminary and mid#term grades to the3epartment Head two weeks after the examination and one week after

    final examination.

    '.? Administer Special 6xaminations

    '.?. Special examinations will be given on the following grounds5

    a. llness in which case a medical certificate must be presented.

    b. 3eath of an immediate member of the family $i.e.

    Spouse/parent/sister or children%.

    c. @ther valid and &ustifiable reasons.

    '.?.2 Special examination will be given on scheduled date specified bythe -)AA within five $+% days after the periodical

    examination.

    '.?.( A failing grade will be given to students who fail to take this

    examination within the scheduled period.

    '.. 0ender eight hours per week in Academic Counseling and StudentConsultation either by formal assignment or if necessary as supplement to

    classroom teaching. !he College regards teaching as incomplete if it is

    limited only to the classroom lecture hall or laboratory. !he facultymembers must therefore provide ample opportunity for student

    consultation.

    '.2. Accomplish three copies of the !ime and ocation "orm $!"% and submit

    the same to the department head two days after the Adding / 3ropping of

    courses.

    '.(. 6very faculty member must give accurate grades to students. n case an

    error is committed the following procedure shall be followed to rectify the

    entry5

    '.(.. !he faculty writes a letter of re1uest to change the grade to the

    )resident thru the 3epartment Head and -)AA.

    '.(.2. !he )resident acts on the re1uest and informs the registrar of

    his/her decision.

    5. AREAS OF CONCERN OF ACADEMIC TEACHING FACULTY

    5.1. Worklo!

    +... 7orkload of "ull#time 0egular "aculty

    All fulltime regular faculty members must render a total of

    twenty one $2% actual teaching hours per week for non#laboratorysub&ects. n sub&ects with laboratory a faculty should be paid

    according to the number of excess of twenty one hours.

    !eaching/research overload which must not exceed sixunits $9% may be given to a faculty member who has a very

    satisfactory teaching performance as evaluated by the -)AA

    3epartment Head and the students. He must have consistently

    complied with the School re1uirements such as submitting gradeson time attending and participating in institutional activities and

    attending classes regularly. 8oreover the overload must notconflict with other duties e.g. administrative works membership

    in institutional collegiate or departmental committees.

    +..2. 7orkload of "ull#time )robationary "aculty

    All full#time probationary faculties must render a total of

    expected to participate in academic planning and assist in the

    Administration of the College.

    +.'.2. n keeping with the general responsibility of discovering and

    exploring new knowledge faculty members are expected to engagein research publication and other scholarly activities. n certain

    disciplines this may take the form of creative writing or

    production. !hese activities must reinforce and vitalie teaching.

    +.+.. Consultancy is giving oneDs service to a company or institution atsome given time for which remuneration is given. t does not

    include occasional speaking engagements or lectures.

    +.+.2. "ull#time faculty members are not allowed to teach or devoteconsultancy services outside the College except under the following

    conditions5

    +.+.2.. ;pon invitation by an institution or agency.

    +.+.2.2. f consultancy will not conflict with work assignments atthe College.

    +.9.. 7hen it is not possible for a faculty member to hold make#up

    classes substitutions may be allowed.

    +.9.2. f a faculty member is sent to an official function a Substitute may

    be re1uested to take over his classes. However he/she is expectedto prepare activities for the class. !he substitute shall be

    remunerated according to his/her hourly rate.

    +.9.(. f a faculty member is absent due to sickness the substitute shallbe remunerated according to his/her hourly rate. f a substitute

    teacher has not been assigned to handle the class of the concerned

    faculty he/she must schedule a make#up class in coordination withthe 0egistrarDs @ffice for time and room allocation.

    +.9.'. A faculty not employed at C@6,@ de E3A)A7A4 is notallowed to substitute for an absent faculty member.

    +.9.+. All substitutions must be approved by the 3epartment Head and

    >.. A permanent faculty member is one who has met the criteria for permanencyas confirmed by the Selection and )romotion *oard appointed by the

    >.2. A probationary faculty member is one who has been appointed for full#time

    work and on whom permanent status is not yet conferred by the College.

    >.2.. A semestral appointment is normally given during the first three years

    of the probationary period.

    >.2.2.. Consider the period of his employment as strictly temporary.

    !he said period will end on the expiry date of the contract inwhich case the employer#employee relationship shall

    However an academic teaching faculty who has already earned a 8asterDs

    or a 3octorate degree prior to initial hiring as probationary may beconsidered for permanency after two years.

    shall neither be re#classified nor promoted until they finish an advance

    degree.

    >.+. "aculty members who have not completed their *achelorDs 3egree but

    were granted permanency shall retain their status and will be

    re1uired to finish their *S degree. 8oreover they shall not be promotedto the next higher rank: they shall not be given any overload or be

    appointed to any Administrative position. )romotion will be based on the

    policy of the school.

    ... Administrators. !hese are the 3epartment Heads and the -)AA.

    ..2. Classroom -isitation. !his is a classroom observation conducted

    by a 3epartment Head and the -)AA. He rates the faculty withthe end in view of improving his teaching skills and raising the

    1uality of instruction.

    ..(. 6valuation. !his is a measure employed by the College todetermine the teaching/service competence and effectiveness of

    the faculty.

    ..(. AdministratorDs 6valuation. !his is an assessmentconducted by the 3epartment Head or -)AA.

    ..(.. Students 6valuation. !his is an evaluation conducted by

    the students to determine the teaching skills and

    competencies of the faculty member.

    ..'. !eaching )erformance. !his refers to the faculty memberDs

    effectiveness in the delivery of instruction as gauged by his

    knowledge of the sub&ect matter teaching techni1ues/strategies classroom management and establishing rapport

    with students among others.

    ..+. !otal )erformance 6valuation. !his refers to the overall

    assessment of a faculty member with regard to his functions

    namely teaching research college involvement and communityservices.

    . 2.. !he faculty evaluation shall serve as one of the basis for5

    !he penalty for each offense as provided in the following rules will apply to theoffense whether it is attempted frustrated or consummated. !he list is non#exclusive.

    However the school may impose a lower or higher penalty for a frustrated or attempted

    offense as the evidence in each case may warrant.

    13. GRIE7ANCES

    (... ,rievances against any faculty member are best settled through

    sincere dialogue and amicable settlement. "ormal procedure tosettle grievances as that in Court litigation should only be last

    resort to be taken by parties concerned. )roper communication is

    absolutely necessary to satisfy procedural due process. 7hen a

    grievance is expressed in writing and duly signed it becomes a"ormal Complaint needing a "ormal )rocedure. 7hen a grievance

    is made orally it is considered informal and is to be settled

    informally.

    (..2. All proceedings shall be in writing and these shall include not only

    the complaint answer memorandum recommendation andconse1uent decision but also excerpts of all proceedings which

    must be signed by all parties concerned. All original records of

    proceedings shall be kept in the possession of the -)AA.

    (.(.. All faculty members shall be under the administrativesupervision of the -)AA.

    (.(.2. !he grievance of the faculty members shall be handled on alevel#by#level basis following the order of hierarchy of

    administration as follows5

    (.'.. A written complaint is filed by the faculty member with the

    3epartment Head of his 3epartment.

    (.'.2. !he 3epartment Head shall act on the communication sent tohim/her by conducting a one#on#one conference with the faculty

    member concerned the purpose of which is to settle the matter

    amicably.

    (.'.(. f the 3epartment Head fails to resolve the case the aggrieved

    party shall elevate the case to the -ice )resident for Academic

    Affairs.

    (.'.'. f the -)AA fails to resolve the case at his level the aggrieved

    party shall elevate the case to the ,rievance Committee.

    (.'.+. !he ,rievance Committee conducts an investigation and

    forwards its recommendation to the )resident.

    (.'.9. !he )resident shall convene the ,rievance Committee and based

    on the recommendations of the ,rievance Committee shall

    render a final decision.

    (.+.2. n the presentation of evidence the parties shall be given the

    right to present their respective pieces of evidence and witnesses

    before the body. 0espondents and witnesses are sub&ect to cross#examination by the members of the Committee.

    (.+.(. !he presence of legal counsels of both parties may be allowedtogether with the School egal Counsel.

    13.0. D*'"&"o#&

    (.9.. !he decision of the Committee is recommendatory and shall be

    forwarded to the )resident for affirmation modification

    revision or renewal. !he faculty member concerned shall begiven a copy.

    (.9.2. !he )resident shall issue the final official decision on the case

    within seventy#two hours. !his decision shall be final andexecutory.

    14. BENEFITS AND PRI7ILEGES

    A faculty member may avail of five days leave with pay

    upon the death of any immediate member of the family5 parents

    brothers or sisters for the unmarried faculty members andparents spouse or children for those who are married. A copy of

    the registered 3eath Certificate must be submitted uponpresentation of clearance. !his is non#cumulative.

    A permanent faculty member who has rendered at least

    three years of service may be granted a leave of absence for a

    maximum of two months without pay $excused absence% uponrecommendation of the 3epartment Head and -)AA and

    approval of the )resident. A permanent faculty member who has

    rendered five consecutive years of service shall be entitled to oneyear of leave without pay. !his is not considered a disruption of

    service. However it is not credited towards retirement and

    longevity benefits. A re1uest must be filed at least thirty daysprior to the intended starting date of the leave. However granting

    such re1uest is at the sole discretion of the )resident. 4o faculty

    member should leave without an approved re1uest. A clearance is

    re1uired if the leave is thirty days or more.

    All full#time faculty members with at least one year of

    continuous credited service are automatically members of the

    Health nsurance )lan. 8embers of the family may be enrolled inaccordance with the agreement entered into by the College and the

    insurance company.

    '.'.. A permanent full#time faculty member with at least one

    year of credited service in the College who suffered froma prolonged illness or sickness as herein defined shall be

    entitled to an additional benefit as provided by law

    '.'... !he prolonged sickness or illness as certified

    by the College physician or by the facultymemberDs attending physician will incapacitate

    the faculty from work for at least thirty

    consecutive days.

    ailment or sickness due to the facultyDs owncriminal or anti#social acts like drug addiction

    attempted suicide drunkenness self# inflicted

    first be charged against his remaining unusedsick leave credits. *eyond this period an

    application form shall be forwarded to the SSS

    within a maximum period of one hundred and

    '.'..'. Should the faculty member continue to be sick

    after three months he/she shall be placed onleave without pay until he/she has fully

    recovered and is capable of returning to work.

    However this is sub&ect to the reservations andconditions set forth herein.

    pay shall be collected as contribution of every full#time facultymember. !he sum to be collected shall be matched by the

    !hese benefits shall be given in conformity with existing

    and applicable laws and regulations.

    All faculty members who are covered by the Social

    Security System are likewise covered by the 6mployeesCompensation nsurance. At no cost to the employee the College

    contributes monthly to the System an amount e1uivalent to such

    percentage of the employeeDs salary credit as may be re1uired bylaw. !he employees of the College are entitled to certain medical

    disability and death benefits for work#connected in&ury disability

    or death. t is therefore important that employees promptly notify

    their immediate supervisor or the Academic Coordinator of anywork#connected sickness or in&ury suffered by them. !he College

    however shall not be liable to the employees for such benefits

    under the 6mployees Compensation nsurance which they may notbe able to en&oy or obtain for any reason whatsoever other than the

    CollegeDs failure to comply with its legal obligation under the

    notice of his decision to resign at least one month prior to theeffective date of resignation. A resignation is deemed accepted

    upon filing thereof without pre&udice to necessary clearance or

    legal action of the College if the (?#day notice has not beencomplied with. However the thirty#day notice may not be

    complied with based on Art. 2=+ of the abor Code of the

    )hilippines.

    +..2. t is incumbent upon all faculty members whether full#time or

    part#time to finish the semester or school year as provided for in

    the contract.

    +..(. A full#time faculty member on probation has to submit a letter of

    resignation if he leaves the College within the school year forsome valid reasons.

    +..9. All faculty members who resign are entitled to all benefits that

    are due them such as (th month pay unused sick leave andother applicable benefits that shall be computed on a prorated

    basis.

    form and clear himself of all accountabilities and other obligations withthe College. All applicable benefits shall be given to him.

    employment and committed breach of contract shall as a conse1uence
