    Facility Operating Plan Template

'ntro&"ctionThis Facility Operating Plan (FOP) delineates key building systems and their management with thegoal of maintaining a healthy, comfortable, energy efficient and economical building while alwayskeeping in mind that the purpose of these systems is to support the educational use of the facility.

These goals are accomplished through well managed systems and preventive maintenance programs.ost containment is achieved by avoiding the e!tra costs that are the inevitable result of a lack ofpreventive maintenance and by utili"ing appropriate conservation and efficiency strategies. #n additionto delineating current systems and their management this guide will point out opportunities forimprovements in operations and physical e$uipment.

This FOP is not designed as a comprehensive manual on the facility and its operations. #nstead, it is abasic guide to aid the facility director or anyone that has to involve themselves in the proper running of the building to help them understand the building%s functioning and management.

This guide, through its appendices, attachments and references will also describe where more detailedinformation can be found.

(sing the TemplateThe template is meant to be a guide for the creation of your operating plan. The facility details includedin this template are for illustration purposes only. &ecause each school facility is uni$ue, it isanticipated that e!tensive modification of the template will be necessary to make it specific for your

building. 'ust delete the sections or information that doesn%t apply and add in additional material asneeded. ee *ow to +dit the Facility Operating Plan on the following pages.

#t is anticipated that the FOP itself will be put in a binder with section dividers relating to the mainbuilding components, appendices, etc. This will allow for fre$uent updates and for additional materialto be added as available. opies should be available to key administrative and maintenance staff.

)elpThis FOP template was created by the -ermont uperintendents ssociation%s chool +nergy/anagement Program ( +/P). How to Edit the Facilities Operating Plan

The Facility Operating Plan (FOP) document is a template that must be modified e!tensively to bestdescribe your systems and buildings. ections of the operating plan template that are not relevant toyour buildings should be deleted, new sections added as needed, and correct information insertedwithin the template sections. For e!ample, if your school does not have steam boilers, you shoulddelete those sections of the FOP in their entirety when modifying the plan for your school. imilarly, if your school uses a lighting or heating system that is not directly covered in the draft FOP, you willwant to add in a section on the maintenance and upkeep of these systems.

Quick tips:5. 9on%t forget to save your changes after modifying the FOP fter every change, go to

the File menu at the top of your screen and click ave .2. ;ndo is your friend #f you attempt to change something, and the computer doesn%t

"dding in or deleting #ust a line or two in an existing sectionometimes you don%t need to add or delete a whole sectionG but there are a few more lines ofinformation in an e!isting section you need to add on or a line or two you want to delete.

    5. lick the mouse cursor on the last line of te!t in the section that you want to e!pand orhighlight the rows you want to delete.

    2. ew :ow &elow. new blank line should appear below your mouse cursor. imilarly, go to the Table menu atthe top of your screen, click on 9elete to remove highlighted rows. gain, if you don%t get theresult you want, Iust use the undo function to restore the change and try again.

?. lick on the blank area in the table and type in the new information you want to see there.

$tarting a new pageometimes you want to start a new page at the end of a section. This is typically because you wantto use section dividers in the ? ring binder that you will be putting the plan into, here%s how to do it8'ust hold down the control (ctrl) key while you hit the +nter key and a hard page break will beinserted.

%otesHou can write as much as you want in any area of the table. The space will e!pand as you keep on

    writing.

@hen you remove some lines from the bottom of the table, the heavy border line may disappear. Houcan modify this by highlighting the line and going to Format &orders and hading by using themenu on the top of the page. Hou can then click on the line in the preview bo! on the right to eitheradd or delete a heavy line.

    Pro!le/ 8 &lack smoke coming from chimney.

I//ediate "ction: Turn off the emergencyswitch to boilers. The switch has a red coverplate and is located Iust inside the door to theboiler room from the hallway. #f the room islocked, the principal, custodians, and /r.'ones has the key.

%ext: Page facilities director, JJJJJJJJJJ, at JJJJJJJJJand contact JJJJJJJJ Plumbing and *eating on their 2Ahour hotline, JJJJJJJJJ.

Discussion: &lack smoke from the chimney is an indication thatthe boiler is not firing correctly. This can result in fouling of theboiler and an increase in generation of carbon mono!ide, apoisonous gas. The boiler shutdown eliminates the risk but theboiler must be fi!ed e!peditiously, especially in cold weather. #t ispossible that the fi! will not be too complicated and if the responsewill happen $uickly, you may not need to cancel classes.
