    1. Purpose of This Change. This change transmits revised pages to Federal Aviation Administration Order JO 7110.65W, Air Traffic Control, and the Briefing Guide.

    2. Audience. This change applies to all Air Traffic Organization (ATO) personnel and anyone using ATO directives.

    3. Where Can I Find This Change? This change is available on the FAA Web site at http://faa.gov/air_traffic/publications and https://employees.faa.gov/tools_resources/orders_notices/.

    4. Explanation of Policy Change. See the Explanation of Changes attachment which has editorial corrections and changes submitted through normal procedures. The Briefing Guide lists only new or modified material, along with background.

    5. Distribution. This change is distributed to selected offices in Washington headquarters, regional offices, service area offices, the William J. Hughes Technical Center, and the Mike Monroney Aeronautical Center. Also, copies are sent to all air traffic field facilities and international aviation field offices; and to interested aviation public.

    6. Disposition of Transmittal. Retain this transmittal until superseded by a new basic order.

    This change adds Airport Surface SurveillanceCapability (ASSC) to paragraphs 1−2−6 and 3−6−5.This change also amends ASD−X System to ASDESystem in paragraph 3−4−20.

    c. 2−1−2. DUTY PRIORITY 2−1−4. OPERATIONAL PRIORITY

    These changes add subparagraph c to paragraph2−1−2, stating that solicitation and dissemination ofweather information is a duty priority. It also movesthe existing subparagraph c to d. Also, this changeaddresses paragraph 2−1−4, to clarify requirementsfor ATC service regarding operational priority.

    This change reorganizes and consolidates informa-tion contained in chapter 2. Much of the wording

    remains the same. ATC requirements are highlight-ed as they pertain to solicitation of Pilot WeatherReports (PIREPs), issuance of areas of weatheralong routes of flight, and transmitting of weatherinformation soon enough to be effective in assistingpilots in making sound weather avoidancedecisions.

    f. 2−7−2. ALTIMETER SETTINGISSUANCE BELOW LOWEST USABLE FL

    Where applicable and when covered in a localdirective, this change allows facilities to shift theresponsibility of advising pilots of the altimetersetting from the controller who issues the descentclearance to the controller who controls the airspacewhere the aircraft exits Class A airspace.

    g. 3−7−6. PRECISION OBSTACLE FREEZONE (POFZ) AND FINAL APPROACHOBSTACLE CLEARANCE SURFACES (OCS)

    This change removes the reference to FAA Order8260.3 and adds a reference to the relevant advisorycircular.

    This change deletes subparagraph 3−9−4e. USAF/USN will now follow subparagraph 3−9−4d. Thischange also aligns the requirement to adviselanding traffic of aircraft holding in position withsubparagraph 3−10−5c.

    This change reverts to the practice of issuing“Maintain” for all departure clearances containinga SID without any published crossing restrictions,radar vector SIDs and those SIDs with a RadarVector Segment. Departure procedures withpublished crossing restrictions will retain the“Climb Via” phraseology. A note is added to conveythat “Climb Via except Maintain” phraseology toemphasize a procedural constraint is an inappropri-ate use of the phraseology. The change also removesreferences to PDC in abbreviated departureclearances due to recent technology changes andremoves “Comply with Restrictions” phraseologyas it is no longer necessary due to the use ofClimb/Descend Via phraseology.

    k. 4−6−1. CLEARANCE TO HOLDING FIX

    This change incorporates the provisions of thememorandum to stipulate that the “as published”holding pattern be on the aircraft’s assignedprocedure or route of flight.

    l. 5−1−2. ALIGNMENT ACCURACYCHECK

    This change accounts for the Digital TerminalAutomation Systems (DTAS) and the En routeAutomation System (EAS) now fielded, itscapabilities, and changes the make−up of theparagraph to apply to only non DTAS locations.DTAS and EAS conducts continuous self−monitor-ing checks for performance and alignment.

    m. 5−2−9. UNMANNED AIRCRAFT SYS-TEMS (UAS) LOST LINK

    This change adds a new paragraph. The changeauthorizes the exclusive use of non−discrete beaconcode 7400 for lost link conditions of UASs. It alsoprovides guidance for the air traffic controller onhow to handle the lost link situation. This change

    cancels and incorporates FAA Notice JO 7110.724,dated November 11, 2016.

    n. 5−2−24. INOPERATIVE OR MALFUNC-TIONING ADS−B TRANSMITTER

    5−2−26. ADS−B ALERTS

    This change deletes the reference to Terminal inparagraph 5−2−24, as this paragraph applies NASwide and adds guidance for controllers receivingCSMM and duplicate ICAO address alerts.

    o. 5−5−9. SEPARATION FROM OBSTRUC-TIONS

    This change harmonizes the order with the guidancein the interpretation and returns the historical intentof the provision, that was lost in 2003 when theparagraph was changed, removing the conditionthat obstructions must be prominent obstructionsdisplayed as permanent echoes.

    p. 5−8−2. INITIAL HEADING

    This change clarifies the requirement for controllersto assign an altitude to an aircraft when they issuean initial heading that takes the aircraft off of adeparture procedure with crossing restrictions, andadds a note to clarify the conditions where ATC isresponsible for terrain and obstruction avoidancewhen issuing control instructions below theminimum IFR altitude.

    q. 5−14−3. COMPUTER ENTRY OFFLIGHT PLAN INFORMATION

    This change eliminates the note that had introduceddifferent definitions for a transferring controller orreceiving controller regarding the current status ofthe aircraft. It also removes the language thatimplies the transferring controller is the only oneallowed to use the Local Interim Altitude (LIA).The change also adds language that restrictsmodification of a data block prior to establishingcommunication with the aircraft. Clarification isadded stating the verbal coordination which occursmust identify who will modify the data block.

    r. 6−7−5. INTERVAL MINIMA

    This change reinstates the basic minima and onlycontains wake turbulence separations that aregreater than 2 minutes or 5 miles.

    s. 7−2−1. VISUAL SEPARATION

    This change reinstates the restriction to providingvisual separation behind Super aircraft.

    This change clarifies that IFR separation standardsapply until the pilot has requested to cancel theirIFR flight plan or has landed at airfields with andwithout operating control towers.

    related deviations into Special Activity Airspace(SAA), which currently resides in various para-graphs in FAA Order JO 7110.65, will now beentirely contained in Appendix B. This changecancels and incorporates FAA Notice JO 7110.729,dated December 15, 2016.

    w. Editorial Changes

    There were editorial changes made to correctreferences, FAA nomenclature, and titles. Theyinclude paragraphs 2−7−2, 3−6−3, 3−7−2, 4−1−5,4−6−8, 4−8−1, 7−2−1, 9−2−21.

    2. Audience. This change applies to all Air Traffic Organization (ATO) personnel and anyone using ATO directives.

    4. Explanation of Policy Change. See the Explanation of Changes attachment which has editorial corrections and changes submitted through normal procedures. The Briefing Guide lists only new or modified material, along with background.

    5. Distribution. This change is distributed to selected offices in Washington headquarters, regional offices, service area offices, the William J. Hughes Technical Center, and the Mike Monroney Aeronautical Center. Also, copies are sent to all air traffic field facilities and international aviation field offices; and to interested aviation public.

    l. 3−7−2. TAXI AND GROUND MOVE-MENT OPERATIONS

    This change: (a) clarifies the point at which it is safeto issue a runway crossing clearance (vehicle oraircraft) before, during, and after aircraft arrivals ordepartures; (b) amends the phraseology requiredwhen issuing crossing clearances to ground traffic;and (c) updates multiple runway crossing require-

    3−7−6. PRECISION OBSTACLE FREEZONE (POFZ) AND FINAL APPROACHOBSTACLE CLEARANCE SURFACES (OCS)

    4−6−8. ILS PROTECTION/CRITICALAREAS

    This change adds a NOTE to emphasize therequirements with references as what to do whenPIREPs of lower ceilings or visibility values arereceived. It also changes the term “reported” to“official weather” utilizing the same terminology inrelated paragraphs.

    n. 3−8−3. SIMULTANEOUS SAME DIREC-TION OPERATIONS

    This change clarifies the specific aircraft categoryfor simultaneous operation. The distancerequirement for 700 feet between runwaycenterlines when conducting SSDO involving aheavy aircraft remains in place in order toaccommodate their higher ADG designation andcorresponding characteristics. A NOTE has beenadded to articulate the applicable wake turbulenceprovisions are to be adhered to when SSDO isconducted. This change cancels and incorporatesN JO 7110.709, Simultaneous Same DirectionOperations, effective 03/31/2016.

    o. 3−9−4. LINE UP AND WAIT (LUAW)

    This change adds a phraseology example whichallows controllers instruction to be clearer withtheir instructions when controlling aircraft in thetraffic pattern while utilizing LUAW procedures.These additional examples will reduce pilotconfusion. This change also removes references toAir Traffic Operations, Terminal Safety andOperations Support ; Director, Terminal Operations(service area), and Director, Terminal Safety andOperations Support. It replaces Terminal ServicesDirector of Operations with Service Area Directorof Air Traffic Operations throughout the order. Thischange also emulates the USAF/USN standards andrequire controllers to issue traffic to aircraft within6−flying miles of the same runway during Line Upand Wait operations.

    p. 3−9−6. SAME RUNWAY SEPARATION3−9−7. WAKE TURBULENCE SEPARA-

    TION INTERSECTION DEPARTURES5−5−4. MINIMA

    This change adds a time−based wake turbulenceseparation for a small aircraft crossing behind aB757 that has departed a parallel runway separatedby less than 2,500 feet. Also, a NOTE is amended todelete the requirement to issue a heading with thetakeoff clearance.

    q. 4−3−2. DEPARTURE CLEARANCES

    This change adds content that requires thecontroller assigning departure instructions to a pilotfrom a towered airport to issue this informationconsistent with published DPs or DVAs. Thischange also removes the word “azimuth” as it is notdefined and is obsolete as applied to departures.This change also replaces the words “these items”with more precise content.

    r. 4−3−4. DEPARTURE RESTRICTIONS,CLEARANCE VOID TIMES, HOLD FORRELEASE, AND RELEASE TIMES

    This change provides controllers the option of usingclearance void and release times based on a timeinterval in whole minutes, without any reference tothe UTC clock. This phraseology option currentlyexists in Paragraph 4−5−7b, Altitude Information.

    s. 4−8−1. APPROACH CLEARANCE

    This change clarifies the usage of assigned altitudesbelow the TAA and adds the phraseology “CancelApproach Clearance ” to the paragraph.

    t. 5−6−3. VECTORS BELOW MINIMUMALTITUDE

    This change reorganizes the paragraph structure toshow the application of the provisions as intended,and it removes the word “terminal” in order toafford both the terminal and enroute domains thebenefits of a DVA and to retain consistency with theintent of the DVA criteria as developed by AFS.This changes also clarifies that aircraft may bevectored within the DVA described in facilitydirectives.

    u. 5−7−1. APPLICATION

    This change allows the use of speed assignments in5 knot increments.

    This change adds language to emphasize the 200knot speed limitation (IAW 14 CFR Part 91.117) foraircraft operating below Class B airspace or in aVFR corridor designated through Class B airspace.Additionally, the paragraph title was changed andsections were reworded for clarity.

    w. 5−9−6. SIMULTANEOUS DEPENDENTAPPROACH

    This change introduces the use of 1.5 mile radarseparation diagonally on simultaneous dependentapproaches when runway centerlines are separatedby more than 3,600 feet but no more than 8,300 feet.There are no additional conditions or proceduresrequired when utilizing the 1.5 NM minimumseparation standard.

    x. 5−9−7. SIMULTANEOUS INDEPEN-DENT APPROACHES− DUAL & TRIPLE

    This change aligns the requirements to utilize FMAwhen PRM approaches are being conducted.

    y. 7−2−1. VISUAL SEPARATION

    This change clarifies the intent of the paragraph and

    adds a NOTE and EXAMPLE for further clarifica-tion.

    z. 7−8−2. CLASS C SERVICES

    This change advises pilots to inform ATC as soon aspossible of any delay clearing the runway duringtheir stop-and-go or full stop landing.

    This change makes all the figures consistent withthe logic provided in the text. The shaded aircraft inFIG 3-9-3 is moved to be within the confines of therunway, similar to the departure aircraft depicted inFIG 3-9-1 and FIG 3-9-2.

    m. 3-9-9. NONINTERSECTINGCONVERGING RUNWAY OPERATIONS

    This change allows controllers to be clearer withtheir instructions when controlling aircraft in thetraffic pattern while utilizing LUAW procedures.These additional examples will reduce pilotconfusion.

    This change conveys to ATC they cannot modifythese restrictions (speed and/or crossing altitudes)since they are needed to ensure obstacle avoidance.

    p. 4-3-2. DEPARTURE CLEARANCES

    This change clarifies that both textual and graphicODPs can be assigned by ATC to ensure aircraftseparation.

    Changes to this paragraph were inadvertentlyomitted from the global implementation of thepreviously vetted FAA Order 7110.311C, into FAAOrder 7110.65.

    v. 5-6-2. METHODS

    This change adds the requirement to issue analtitude to maintain when clearing an aircraft todeviate off of a procedure containing publishedcrossing restrictions except when the aircraft hasnot yet been cleared to navigate vertically.

    w. 5-9-10. SIMULTANEOUSINDEPENDENT APPROACHES TOWIDELY-SPACED PARALLEL RUNWAYSWITHOUT FINAL MONITORS

    This change allows controllers to discontinue using1,000 feet vertical or 3 miles radar separationbetween aircraft conducting an RNAV (RNP)approach that contains a radius-to-fix (RF) leg andaircraft conducting a straight-in ILS/RNAV withvertical guidance/GLS, or another RNAV (RNP)approach with an RF leg once the aircraft areestablished on their respective approach proced-ures.

    x. 7-2-1. VISUAL SEPARATION

    This change clarifies existing procedures andresponsibilities and revises phraseology to ensureunderstanding of ATC clearances and instructions.

    y. 7-4-4. APPROACHES TO MULTIPLERUNWAYS

    This change permits the use of RNAV proceduresand direct courses that will intercept the extendedcenterline of the runway at an angle not greater than30 degrees, to be used in lieu of radar vectors. This

    This change introduces the use of 1 mile radarseparation diagonally on simultaneous dependentapproaches when runway centerlines are separatedby at least 2,500 feet but no more than 3,600 feet;and it alters the existing paragraph to account for the

    new 3,600 foot standard. There are no additionalconditions or procedures required when utilizingthe 1 NM minimum separation standard.
