If the calls are coming from that area this is a good place to start looking for the caller.If the phone is being used to make false calls of a serious nature or is calling often enough to effect the agencys ability to answer calls, then the phone number can be blocked. The agency will have to contact the phone company and provide sufficient information documenting the problem.

    ***Wireless call Is the call Phase I or Phase II?Identify the Warning Line, Call-back Number, Name, Address, Radius, Municipality, Lat & Long, and Class of Service.Even though there is a message in the Warning Line, the Class of Service shows that this is a Phase II call. The message NO POSITION SOURCE indicates that the network has an estimated location but cannot provide information on how accurate it is. The UNC and & fields are blank. A rebid may or may not help.

    **Wireless CallIs the call Phase I or Phase II?Identify the Warning Line, Call-back Number, Name, Address, Radius, Municipality, Lat & Long, and Class of Service.In the address field discuss how it combines a traditional address (number and street name) with an intersection. It looks strange but not all of the cell phone companies will be using this format. Since this is the location of the tower, it does not affect the callers location.

    **Wireless CallIs the call Phase I or Phase II?Identify the Warning Line, Call-back Number, Name, Address, Radius, Municipality, Lat & Long, and Class of Service.The map shows no detail. Click on the map for a full screen view to show the caller in the Atlantic Ocean. Click on the map to show an expanded view showing the caller 3 miles off the coast.Discuss how terrain affects cell phone signals. Using the Lat and Long as the starting point of a search in an undeveloped area can speed up the search.

Companies that provide direct assistance such as OnStar and Lifeline and have the ability to connect the subscriber directly to the PSAP allowing them to speak directly can make use of this. There is 1 screen for each municipality in NJ. It is intended to make it easy for the company to conference the caller to the primary PSAP for their municipality. The only information on the ALI screen that pertains to the incident is the municipality. And thats only if the company chose the right one. All other information about the caller and the company must be obtained by the calltaker.

    **VOIPIdentify the Warning Line, Call-back Number, Name, Address, Municipality and Class of Service.To allow the implementation of VOIP in NJ, 1 default ALI screen was created for each municipality. A VOIP provider who does not have a database prepared can use these to direct a 9-1-1 call to the primary PSAP for the municipality the customer lives in. Or if their database fails the calls can be routed this way.With the possible exception of the municipality, no other information on the screen pertains to the caller. All information has to be obtained by the calltaker.

    **Identify the Warning Line, Call-back Number, Name, Address, Municipality, and Class of Service.After discuss that his is a typical wireline call, identify the LEC field. The name CMCST (Comcast) indicates that this is a VOIP call.Discuss the differences between nomadic and non-nomadic VOIP service. Emphasize that the customer is responsible for maintaining their location information up to date.

    **VOIP (nomadic)Identify the Warning Line, Call-back Number, Name, Address, Municipality and Class of Service.Like the wireless calls, the location information is not currently available. Unlike the Warning Line on wireless, VOIP calls will indicate the need for a rebid.

    *Discuss the changes in the Warning Line, Call-back Number, Name, Address, Municipality, Lat & Long, and Class of Service.

    **The new OnStar screen over VOIP. Due to start testing 2009 the screen will identify the caller as OnStar and their callback number.Identify the Warning Line, Call-back Number, Name, Address, Municipality, Lat & Long, and Class of Service. Release the call.

    **Identify the Warning Line, Call-back Number, Name, Address, Municipality, Lat & Long, and Class of Service.When in service OnStar will also provide the location of the callers vehicle. In addition to providing direct communication with the caller, they will be able to provide vehicle information (make, model, color, etc) as well as impact, (side, front, rear) roll-over and occupants medical info, (if customer provided it to OnStar).

    *VOIP (nomadic)The technology that VOIP uses sometimes causes problems when it is presented to the PSAP. Case in point, the screen looks like a typical VOIP call made in NJ. On the screen the callers name and phone number are correct but the location the caller is giving is in St. Luci, Florida. We might think that he is calling from the NJ address in behalf of someone in Florida. It has happened before. But, he states that he is calling from that address in Florida. He has never set foot in NJ. The same technology that permits a person to live in New Jersey and have a California phone can also make a person in California appear to live in New Jersey. In this case, this is a Florida area code.

    *The screen looks like the first, only the call-back number and name have changed. The location is the same and we know that buildings can have more than one occupant. But again, the caller is giving location other than that on the screen. And the area code agrees that he is calling from Arizona.

    *The next screen, all the same except for the name and number. The name and number are correct, the caller is in California.

    *And this screen, the caller is in Roswell, New Mexico.

    *The final screen is from a caller in Iraq. Yes, the country. But the area code is South CarolinaWith VOIP, the call goes over the internet and enters the phone system where the subscribers database information (the one that they are responsible for maintaining) says they are. It appears that these customers only entered their name and phone number.Release the call.

    *As for the address, click on the screen showing the Vonage website. This will display the bottom of the screen. Click on the screen again to display the enlargement of the address for Vonage.

    *For some reason these units refer to the corporate address and therefore go to Monmouth County Communications no matter where in the world they are calling from. Monmouth has received hundreds of calls like this in the last year. Vonage has taken steps to correct this problem. They have contacted each of the customers with phones that made these calls. But we do not know how many phones were sold with this problem.**Shows the location of the cell tower. Not very helpful in finding the caller.After 10 seconds the 3 segmented circle will appear. This shows how the towers coverage area is broken into 3 arcs of 120 degrees.

    Click anywhere on the screen to change to the larger view of the cell tower coverage area..

The 3 circles appear first the outer (3 miles), the second (2 miles) and last the third (1 mile).This shows how calls can be received by the tower that are not in the PSAPs jurisdiction.Explain how calls may come from up to 10-15 miles from the cell site depending on terrain, weather and network activity.

    *Displays the location of the lat and long on the ALI Screen. The caller could actually be anywhere in the circle. There is even a chance that the caller is outside of the circle.
