Extract from notes and orders from Finance (Budget) Department
File No. FB/O/2E-09/2016 regarding Centrally Sponsored Scheme in
2016-17
Placed below is the Statement from the Central Budget indicating Central
Assistance for State/Union Territory and Centrally Sponsored Scheme. It would
appear therefrom that the numbers of Centrally Sponsored Schemes have
been reduced from 66 to 28. If we consider the components (sub-schemes) of
the different schemes, the total numbers will b~ 47. Out of this 47 schemes,
fund for one scheme viz. MPLAD scheme (Vide serial 25 of the Statement) will
not be released to the State Government. So the State Government is likely to
be provided fund for 46 Centrally Sponsored Schemes.
The funding pattern of the schemes will be as given below:
• 6 schemes under (A) Core of the Core Schemes Existing funding
pattern will continue
• 19 schemes (35 schemes considering the components) under (B) Core
schemes : 60:40 between the Centre and the State provided if the
existing funding of GOI is less than that for any scheme ,this will
continue
• 3 schemes under (C) Optional schemes: 50:50 between the Centre
and the State ( The schemes are optional for the State)
A Statement has been prepared to show the schemes in the State Budget
corresponding to these 46 schemes in the Central Budge. The State Budget
provision for Central Share as well as the State Share have also been shown in
the statement prepared. It would appear from the statement prepared by us
that there are no Head of Accounts in respect of nine (9) schemes which are
given below:-

The Departments which may be concerned with those new CSSchemes (shown
under first bracket against the schemes), may be requested to get in touch
with the concerned Ministry of the GOI to have an assessment of the Central
grant which may be available to us and also the requirement for furnishing
estimates or other particulars, if any, for fulfilment of any conditionality for the
admissibility of the grant and take action accordinglv. The Departments mayI
also be requested to furnish suitable proposal for opening new heads of
account in the State Budget so that Central fund when received may be
released to them.
It will also appear from the list prepared by us that there are major mis-
matches to the nomenclatures of the Head of Accounts in our budget and as
per Central Budget 2016-17 in respect of two schemes which are given below:-

For Swach Bharat Abhiyan , we may replace the word ({Nirmal" by
"Swach" in the scheme "Nirmal Bharat Abhiyan" in the State Budget with the
concurrence of AG,W.B after obtaining the views of the concerned Department
(PN).
For Pradhan Mantri Awas Yojna , the concerned Department (PN) may be
requested to furnish suitable proposal for opening new heads of account
under" 2016-Housing ({under Demand No. 40.
The Departments which are associated with the implementation of the CS
Schemes in 2016-17 may be requested to review the provisions of CSSchemes
for 2016-17 in the State Budget and furnish suitable proposal for revised
requirements within the plan ceiling of the Department.
The preparation for final budget of 2016-17 may have to be undertaken by
us. The concerned Departments may be requested to initiate urgent steps in
the matter.
If approved, an extract of notes along with the copies of two statements may
'X' be sent to all the concerned Departments for taking necessary action in the
matter.

Statement No. 16Aattempts to capture the quantum of Block grants, Finance Commission Grants and releases under 28 rationalised CentrallySponsored Schemes (CSSs) in BE 2016-17. Rationalisation of CS Ss was undertaken to contain the number of Centrally Sponsored schemes toa maximum no. of30 outcome based schemes to avoid too thin spread of resources (as per the recommendations of the Sub-committee of ChiefMinisters set up in NITI). The Statement provides the total allocatios (Plan and Non-plan) under each of the 28 Centrally Sponsored Schemes.
The Statement 16A contains the allocations for BE 2016-17 only as it is not iimmediately feasible to draw a one to one correspondencebetween the newly rationalised scheme with the earlier ones. The historical data for State and UT plan outlay in respect of Ministry/Departmentsand for major programmes are shown in the relevant statements of the document 'Budget at Glance'.
