My Background Financial audit background Moved to Risk Advisory Services – became a CIA

Established RSM “Climate Change & Sustainability” Team

Involved in other energy and carbon-related schemes, eg. VRET, VEET, ESS, NCOS

Recognised audit requirements initially under proposed CPRS and similarities to financial audit

Became RGEA in 2010

Since then:– Involved in pilot scheme in 2011

– Became Category 3 RGEA in 2012

– Involved with AuASB in developing GS021 in 2012

– Involved as Team Leader in each of 2012-13, 2013-14 and 2014-15 NGER audit programs

– Team Leader on small number of CFI audits

– Acted as peer reviewer on many NGER and CFI

Audits conducted across wide range of industries

Have seen many developments in the audit program

Lessons Learnt Similarities to financial and other audits …But also many differences

Key Lessons in NGER audit generally:– Thorough planning and regular communication important

– Appropriate team and resources

– Communication with CER and auditee

– Early discussion on issues identified

– Understanding of auditing standards, particularly where modified conclusion

Challenges and Issues Common Audit Issues

– Documentation, eg. Basis of Preparation

– More issues where no recent audit performed

– Completeness – data, minor emissions sources (risk v compliance)

– Have noticed improvement over time

Role as Team Leader– Sub-contracting arrangements

– Limited v reasonable assurance

– Modified conclusions

– Fee pressure, particular CFI

Case Study – CFI Audits Team Leader for two “very different” CFI Audits

– Audit 1 – 2013 - Diverting waste to an alternative waste treatment facility

– Audit 2 – late 2014 - Reforestation and Afforestation – 1.2

Challenges– Technical subject matter

– Different contractor with industry experience also engaged for both

– Ensuring appropriate peer review

Learnings (and to take into ERF)– Team is critical – need technical expertise matched to methodology,

as well as assurance expertise, but Team Leader needs to bring together

– Understand reporting requirements
