Section-1 Invitation for Expression of Interest
Invitation for Expression of Interest For Implementation of “Virtual Tutorials” at Undergraduate level (+3) as supplement to classroom teaching in remote tribal
areas of Odisha
Aim
To prepare Audio-Video based syllabus and problem solving contents at B.A, B.Sc and B.Com level in
bilingual mode(Odia and English), embed them in a memory card compatible with mobile phone, Tablet
and PC and provide them to the under privileged areas in Utkal University, Berhampur University,
Sambalpur University, F. M University and North-Orissa University.
Objective
-To create a platform for establishing learning equity amongst tribal students of Odisha across disciplines
and across University through a digital mechanism.
-To provide supplement to classroom teaching to colleges with inadequate teachers or otherwise.
-To provide through audio and video demonstration of concepts in virtual tutorial mode by expert teachers
and through animation software.
-To provide bilingual support both in Odia and English to make them conversant with both.
Relevance
Adequate teaching assistance is not available in remote areas. Laboratories are in poor shape. Field work is
almost non-existent. The concept of project work is not well understood. Teaching is done primarily
keeping in view the top of the class. There is no tutorial for the bottom, slow learners and first generation
learners.
Tablets serve as e-readers, video repositories and web browsing devices with instant access to applications.
Tablets are the best way to show textbooks. Tablets are capable of offering enhanced e-books featuring
images, video and audio. These elements are impossible to include in print or in a standard e-book. By
allowing students to highlight text, take notes in the margin and access a dictionary directly within the book
itself, tablets are matching everything that a traditional book can offer.
Students in colleges have been using smart phones and are already well-acquainted with touch screen
technology. Because they are accustomed to using these devices, students are increasingly expected to be
using them in classroom teaching.
Some of the most innovative software around is being developed specifically for tablets. In addition to the
thousands of exciting educational apps available, tablets are fully compatible with online teaching and
learning platforms.
Cloud based solutions are becoming more popular. With tablets and cloud based systems, students can
work anywhere on campus and make sure that their work is saved in a central locationand accessible from
all other devices.
What it is all about?
The UG learning content (Science, Arts & Commerce) under the new Choice Based Credit Semester System
Curriculum structure and the syllabi is to be provided to the students in digital format to ensure adequate
teaching assistance in remote areas and break the digital divide.
The content would be in bilingual mode i.e. in English and Odia. Initially the Science & Commerce content
shall be in English and the Arts & Humanities content shall be in Odia. The content can be printed as course
reference material for all including ODL.
A microchip would be provided to the student,
-it would contain the course material, lecture, demonstration, problem solving workouts etc
covering both theoretical and practical components,
-it can be used through mobile phones/ tablets/ phablets/ laptop/ desktop computers etc
-it would also list open source learning material and provide online connectivity and
-it would cover B.A, B.Com. and B.Sc.
University would bear the cost of equipment out of RUSA grant. University would control the academic
aspects of course material development- identify authors, course writers and verify e-contents to be
adopted. University would print the courseware for distance learner. University would host the
materials/lectures etc in the website and manage and control the e-learning portal. The Govt. of Odisha has
to provide support for hosting and managing the interactive website. OCAC and Higher Education
Department have to collaborate.
The platform once created can be utilized for a number of purposes.
-ODL
-Pre-service training for improving employability of students
-NET Training
-Civil Service Training
-Teacher’s Training
-MOOC
-Conduct of Ph.D viva etc
The platform would be established at Utkal University replicated in various formats.

Operational Mode
The tender would invite offers from digital education service providers for development of the platform,
management of the portal, production of e-learning content and supply of microchip or memory card and
maintenance for five years. Content development would be maintained by academic experts drawn from
Universities and colleges.
A private firm would provide expertise in procurement of hardware, maintain the hardware, and operate
the hardware for creation of e-content through supply of manpower. Payment for maintenance of
hardware shall be fixed. Payment for the production shall be worked out on hourly basis of the final
product.
Expert teachers will prepare study materials for the topic concerned. The study material will be recorded
and edited in a recording studio environment. In addition the private firm shall also offer e-content it has
already developed for other Universities for adoption by Universities of Odisha. Cost of adoption shall be
borne by the University. Study materials can be transferred through mini USB port of a Tablet. An app may
also be developed and loaded into the tab which will enable the students to interact with experts and share
feedback.
The primary experience we are looking forward to is Production of e-learning content and management of
the portal offering e-learning content. If needed supply of hardware, maintenance of hardware and
production of e-content can be bifurcated or even trifurcated. Production of e-content and adoption of
available e-content can be co-joined.
Depending on the above considerations we shall adopt 3 stage formula

Qualification Criteria
1. The bidder should be a registered company having minimum 5 years of continuous experience in the production of e-learning course material, maintenance of interactive portal, virtual tutorial, management and maintenance of the portal, laboratory, production facility, studio etc. including hardware.
2. The bidder should have annual turnover of Rs. 1 Crore in the year preceding to the last date of submission of EOI.
3. Submission of document i) The documents are to be submitted in the prescribed proforma ii) The bidder is required to submit the following documentary evidences in support of the
qualification criteria a) Certificate of Incorporation/Registration
4. Annual reports with audited financial statements for last financial year i.e. 2014-2015. 5. General Instructions on submission of EOI
i) EOI shall be submitted one hard copy. EOI sent through e-mail with covering letter followed by hard copy through Regd./Speed Post super scribed as “EOI for Implementation of “Virtual Tutorials” shall also be accepted. ii) Interested bidders must respond to this notification on or before 20.02.2016 by 5 P.M. The hard should reach us by this schedule in addition the E-mail. Utkal University shall not be responsible for postal delay or e-mail failures.
iii) If the information submitted in the requisite format is found to be incorrect at a later stage; Utkal University shall have the right to reject/terminate the offer/contract.
iv) Further, Utkal University also reserves the right to reject any or all EOI received without assigning any reasons.
v) No Bidder shall contact Utkal University on any matter relating to its EOI after last date of submission of EOI unless requested so in writing. Any effort by a Bidder to influence Utkal University in the decision making in respect of EOI will result in the rejection of that Bidder.
vi) The cost of tender paper to be downloaded from the website as above shall be Rs.1000/-. The same is payable through demand draft drawn in favor of Comptroller of Finance, Utkal University payable at State Bank Of India, Utkal University Campus Branch, VaniVihar, Bhubaneswar. Enclose crossed DD as above along with offer.
vii) EMD of Rs.2,50,000/- is also payable through demand draft drawn in favor of Comptroller of Finance, Utkal University payable at State Bank Of India, Utkal University Campus Branch, Vani Vihar, Bhubaneswar. Enclose crossed DD as above along with offer.
viii) All EOI offers must be provided in sealed cover super scribed with the following: Virtual Tutorial Project.
ix) The name, contact telephone number and email id of the contact person should also be specified on the cover of the envelope.
x) The proposed scope of work (indicative) would include the following: a. Providing consultancy and technical support to Utkal University in identifying hardware,
software and all equipments. b. To extent full cooperation to Utkal University for establishing production facility
including maintenance. c. To provide manpower and full technical support for production and adoption of e-
learning material. d. To provide comprehensive support of webinars, virtual class rooms, on line inter active
education etc. xi) The scope of the work will be finalized at a later stage. xii) Only short listed parties of EOI shall be allowed to participate in the technical and price BID. xiii) Utkal University reserves the right of reject any offer without assigning any reason thereof. xiv) Disputes if any shall be subject to the Jurisdiction of First class Judicial Magistrate,
Bhubaneswar. xv) A briefing session for interested parties will be held at 11.00 A.M on 08.02.2016 in the P.G.
