FROM FIRMS FOR PROVIDING DESIGN AND BUILD (D&B) SERVICES FOR CONSTRUCTION OF OFFICERS' FLATS, AMENITY BLOCK, SITE

DEVELOPMENT ON "TURNKEY BASIS" at Ameerpet, Hyderabad

FOR RESERVE BANK OF INDIA Reserve Bank of India, Estate Department, Hyderabad intends to set up Residential Complex at Ameerpet, Hyderabad for senior officers in their vacant plot admeasuring 7780 square meter as per RBI scale of standards/norms and amenities. The above residential complex at Ameerpet, Hyderabad shall broadly comprise of one multi-storey residential building of 16 flats for senior officers and other amenities like lift, community hall swimming pool,GYM, parking with requisite infrastructure facilities like roads, power, water, sewerage etc. The above block shall have stilt plus nine Floors. Eligible firms of repute, having experience as D&B Developers and interested in taking up the above work on Turnkey basis are hereby invited to submit their "Expression of Interest" (EOI) as per the prescribed proforma by name to Dr.N.Krishna Mohan, Regional Director, Reserve Bank of India, Estate Department, 1st Floor, 6-1-56, Secretariat Road, Saifabad,Hyderabad-500004 on or before 06-5-2009 in a sealed cover. DEFINITIONS

“Applicant” Means a reputed Indian firm having the required

experience and who has downloaded the EOI document and applied for the same.

“Application” Means the EOI submitted by an Applicant interested in the Project in the prescribed format

“RBI” or "the Bank"

Means Reserve Bank of India having its Central Office at Shahid Bhagat Singh Marg, Mumbai – 400001.

“EOI” Means Expression of Interest

“RFP” Means Request for Proposal

“D&B” Mean Design and Build

Senior Officers' flat

Means a flat which has a built up area between 1783 and 1800 sq. ft. exclusive of balcony/ sleeping-out terrace, staircase, lift/staircase lobby, common passages, service shafts, etc.

"Amenities" Means modular kitchen, built–in-cupboards, covered lofts, drapery rods, provision for installation of AC units, storage type water heaters, medicine chests, fans, electrical fittings, PNG / electricity / water supply / drainage connections, telephone cable, TV cable, internet cable, computer networking with centralized control, telephone Intercom/Video door phone etc. to be provided in each and every flat. Common amenities in a building shall include electricity meter room, lifts, staircase, staircase cum lift lobby, letter-box-cum-directory-board, dish antenna / solar panels and solar water heater / overhead water storage tanks, lift machine room, staircase-mumty room, lightening arrester, aviation light, etc. at terrace, lighting arrangements for these areas, etc.

"Utility Buildings"

Means Security cum Reception Office right at the entrance of the residential complex, Community Hall Complex having Gym & Indoor Badminton Hall, Separate toilets for Ladies and Gents etc. Caretaker's Office cum Store, Dispensary with Doctor's Room, Maintenance Staff Room, etc. with toilet, Pump room , Substation room , Car and Two-wheeler Parking .

"External Development"

Means roads, footpaths, substations and power supply distribution system, water supply distribution system,

overhead water tank, water sump, waste water drainage, sewerage system including STP for effective recycling of the waste water, storm water drains with rain water harvesting, street/garden lighting, horticulture, garden, other public amenities like flag-hoisting arrangement, solid waste dump-cum disposal system, fire-fighting arrangement, etc. as per National Building Code, arrangements for differently-able-persons, arrangement for "Green-Building" etc.

"Sustainable Development"

Means the development that meets the needs of present generations without compromising the ability of future generations to meet their own needs.

SECTION I INSTRUCTIONS TO APPLICANTS

1.1.1 INTRODUCTION

Reserve Bank of India, Estate Department, Hyderabad intends to undertake development of following property of the Bank through D&B Developer:

1. Ameerpet

Hyderabad Construction of 16 Senior Officers' flats and utility buildings having modern day amenities etc. complete with external development .

The Compound / Boundary Walls have already been constructed for the above-noted plot of land belonging to the Bank. The rough cost of entire development work i.e. the “Project” is estimated at Rs.650 lakh approximately. The development work shall be taken up as per the basic building/layout plans prepared by the Planning Architect/(s) of the Bank. The scope of work of the Planning Architect is also attached herewith. The present work for which pre-qualification applications are being invited, shall comprise of construction of multi-storey (high rise) RCC framed structure buildings with suitable open / pile foundations. Car parking shall preferably be in basement floors. The basic plans have already been prepared by the Planning Architects. The height of floor is proposed to be 10 ft. / 3 m from slab to slab. Height basement/stilt 9ft/2.75m. The external façade of the buildings shall be finished with waterproof plaster and paint. Internally walls shall be painted after cement plaster and flooring shall be vitrified tiles and toilets will be finished with ceramic tile, granite counter, wash basin etc. Only RMC concrete will be used for better quality.

1.1.2 Role of the Planning Architect

The Planning Architect shall be separately appointed by the RBI to conceptualize the basic architectural design and provide lay out plan including design parameters like area of the flats, landscaping, plans for services, parking etc. with a view to provide common footing to all the prospective Design & Build Developers to prepare their bids. The Planning Architect shall prepare RFP Documents The Architectural Designs shall include preparation of the following: • Service requirements (Area wise), Standards to be followed for Green

Buildings, catering to the specific needs of differently able and elderly persons, Structural systems etc.

• Detailed, precise and unambiguous specifications for civil work, structural work and service systems with safety requirements indicated in the relevant IS Code of practice or any other Global Standard Code of practice. Selection of construction materials shall be such that do not leave any scope for cheaper substitutions

Building plans (Floor plans) including design concept containing the following:

• Sections & elevations • Area charts

1.2 ROLE OF THE D&B DEVELOPER 1.2.1 The D&B Developer shall provide Design, Engineering, Procurement and Construction services for the Residential complexes, which include obtaining all approvals/sanctions from the local controlling authorities. The DB Developer shall be responsible right through the entire duration of the Project for execution of all works from the design conception till commissioning and handing over of the entire residential complex. Shall remove all defects, if any, developed during Defects Liability Period (DLP) and, shall also maintain the Housing Complexes for period, as stipulated in the contract, if required under the contract. 1.2.2 The Concept design, surveyed site plan and the building/layout plans prepared by the Reserve Bank of India, through the Planning Architect shall be attached in Volume 3 of RFP document. The data given by the Reserve Bank of India shall only be for information and guidance of the D&B developer who shall verify the data and shall be responsible for the overall design adequacy of the project. RBI shall not be responsible for the technicality/accuracy of the attachments. The DB developer shall visit the site also to collect whatever information he may require. 1.2.3 It shall be the responsibility of the D&B Developer to prepare the detailed plans and get the same approved by the Municipal/other authorities. Necessary amendments/improvements in the approved plans to cater for the change-request or site requirements shall have to be

organized by the contracted D&B Developer right through the project till completion thereof. Thereafter, the D&B Developer shall get "As erected drawings" approved by the Municipal/other authorities and obtain the completion/occupation certificate accordingly. 1.2.4. The responsibility of the DB Developer shall, interalia, include carrying out all the activities for the completion of the Project which generally shall include the following and any additional activities incidental to these:- i) Preparation of all the Plan Except “the plans which have already been

"Planning Architect” taking into account specifications and scale of amenities prescribed by RBI for planning Officers' Quarters, local building bye-laws of the Civic Authorities controlling construction of buildings in respective cities and other statutory requirements stated in the following sections, by procuring the services of Surveyors, Architects, Interior Designers, Green Building Experts, etc. The Architectural Designs shall include preparation of –

• Service requirements (Area wise), Standards to be followed for Green

Buildings, catering to the specific needs of differently able and elderly persons, Structural systems etc. following detailed, precise and unambiguous specifications for civil work, structural work and service systems with safety requirements indicated in the relevant IS Code of practice or any other Global Standard Code of practice. Selection of construction materials shall be such that do not leave any scope for cheaper substitutions at execution stage.

• Master plans shall indicate the following :

• Layout of buildings

• Vehicular movement system and parking

• Landscape, integration of the building

• Buildings for services and other facilities

• Adaptation of the designs in respect of the climatic conditions.

• Plans are to be prepared as per local bye-laws with provision of future expansion, if any.

• Services plans related to electrical, plumbing and sanitary etc.

ii) Getting Site Exploration done for earthquake-resistant design purpose by procuring Geo-Technical Consultants and specialized site-exploration agencies.

iii) The "approvable" conceptual scheme prepared by the Planning

Architect will have to be scrutinized by the intending D&B developer who would be responsible to make the necessary changes, if any, and to get the scheme approved by the Municipal authorities. Thus the DB developer shall bear the responsibility for the entire project from design approval stage up to the project completion stage including

getting occupation / completion / other statutory certificates, as may be applicable in case of different residential complexes. D&B Developer shall also obtain and submit to the RBI necessary certificates from Lift Inspectorate, Electrical Inspectorate, Fire Department, LEED rating etc. as may be required by the RBI.

iv) Detailed engineering design including architectural design, structural

design, design for all services, horticulture/landscaping design, construction documents, structural drawings, electrical services design and drawings, internal telecommunication and networking, fire detection and protection systems design (where required), rainwater harvesting and design and drawings for water supply and Public Health Engineer (PHE) services, etc. for the residential complexes by procuring the services of all relevant/necessary consultants, like Structural Consultants, Water/Damp-proofing Consultants, Plumbing and Sanitary Consultants, Pre-construction Anti-termite treatment Consultants, Consultants for designing Electrical/Fire-fighting/Rainwater Harvesting etc. installations etc. Procurement of all the required services such as services of Architects, Landscaping, Interior, Legal, etc. as may be required to successfully complete the project in all respects.

v) Carrying out sustainable Green Building design and development. vi) Detailed project planning, construction schedule and project

management to ensure completion of the Project as per the specified timelines (by CPM / PERT / GERT / PDM methods as may suit the project) by obtaining the services of a Project Management Consultant.

vii) Indemnifying RBI against all risk by taking out and keeping them

current (alive) throughout the project duration, all types of relevant/necessary 'Insurance Policies' of appropriate value including Contractor's All Risks (CAR), Workmen Compensation and Third Party Liability policies.

viii) Execution/Construction and commissioning of the work as per

approved Design within the completion time period stipulated in the RFP documents under Notice Inviting Bid.

ix) Procurement and installation of all plant, like sewage treatment plant

for waste water recycling, solar water-heating plant, etc. and machinery like Diesel (Electricity) Generating sets, Air-conditioners, Water pumps, Recycled water pumps, sewage pumps, etc. as may be required for the commissioning of the project.

x) Getting all approvals / permissions / planning permits of the statutory

/ local / governmental agencies, like City Municipal Corporation, City Development Authority, Fire Fighting, Tree Development Authority/ Forest department etc. as required, by procuring necessary consultants.

xi) Site clearance and dismantling of obstructions etc., before commencement of work like demolition of existing temporary / permanent structures, prop up rocks/rock out crop if any; clearing of the vegetations, cutting of trees, laying of approach roads etc including obtaining the necessary approvals required for doing so.

xii) Should any treasure, fossil, minerals or works of arts of antediluvian

interest be found during excavation or while carrying out the works, the DB Developer shall give immediate notice of any such discovery and shall make over such finds to the Employer. D&B Developer shall hand over the same to RBI and that DB Developer shall not claim any right/ title/ interest for the same.

xiii) Building construction and installation of all services and making all the

buildings fully and functionally operative. xiv) Providing all external including roads, footpaths, water supply

distribution system, overhead water/recycled-water tanks, water/recycled-water sumps, sewerage systems storms water drains with rain water harvesting, harvested-water sumps, recharge pits, other holding tanks, street/yard/garden lighting, horticulture/landscaping, pre-construction anti-termite, and other public amenities as per scope of work or National Building Code (NBC).

xv) Providing internal (where required) and external signage. xvi) All aspects of quality assurance. xvii) Submission of the completion (i.e. as-built) drawings and other

related documents, both a hard and the soft copy in AUTO CAD or any other IT application used for the purpose.

xviii) Providing and installing all equipment necessary for power

distribution and water supply for the newly constructed facilities including transformer, Control panels, electrical wiring, bore wells, sumps, overhead water tanks, water treatment (Purification/softening) plant for providing potable water for residential complexes, swimming pool.

xix) Design and provide for rain water harvesting for roof run-off and

surface run-off. xx) Clearance of site before "Handing Over" of the completed residential

complexes including facilities after fulfilling all the obligations under" Employers Requirement”.

xxi) Obtaining occupancy certificate and related No-Objection-Certificates

(NOCs) from statutory/local/governmental agencies so as to facilitate occupation of the buildings by RBI.

xxii) Making good any defect (if any) in defects liability Period, as defined in the General Conditions of Contract.

xxiii) Giving right to the Employer to cause a intensive examination of the works and the final bill of the Contractor including all supporting vouchers, abstracts etc. by any of the persons or organization as appointed by the Employer and /or by the Chief Technical Examiner Organization (CTEO), Central Vigilance Commission, Government of India, New Delhi which will be binding on the D&B Developer and to recover the overpaid or over-certify sum, if any ,from the D&B Developer as proposed by them and to take necessary remedial action against the D&B Developer in case of non-compliance of CTEO’s observations.

xxiv) The selected design shall become the property of Reserve Bank of

India including its copyright. The Reserve Bank of India reserves the right to modify the architectural concept and architectural design for use in any of its projects. The design shall be energy efficient and should employ best practice/latest version of the Bureau Institute of Standards Codes of Practice or otherwise mentioned in the RFP Document.

1.2.5. The RCC design done as per latest BIS Codes of Practice shall be got proof checked through an independent agency approved by the Reserve Bank of India from the list of the agencies given by the D&B Developer or as suggested by the Employer. 1.2.6. Estimating, designing and providing of the current and future requirements for power, water and sewerage and providing the same. 1.2.7. Planning and procurement of services equipments.

1.2.8. Obtaining occupancy and completion certificate and related NOCs from statutory/local/government agencies like MCH/GHMC, Fire Fighting Authority, Tree Authority/Forest department etc. 1.2.9. Getting permits/approvals from relevant state authorities wherever required under the Contract including electricity like Power Development Department etc., water, etc. 1.2.10.Submission of a complete set of all ‘As-built/As-erected’ drawings approved by the local controlling authorities in hard copy as well as soft copy. 1.2.11. The D&B Developer shall have to implement Green Building Concepts in the development done by him/her and obtain “Leadership in Energy and Environmental Design(LEED)-New Construction’/ “LEED-Neighborhood Developments” certification as per ‘LEED India’ Green Building rating system from the Indian Green Building Council(IGBC).

1.2.12. Any other responsibilities required to reasonably execute the

Contract.

1.3 ELIGIBILITY CRITERIA FOR EOI 1.3.1 The applicant D&B Developer should meet the following minimum

criteria for getting short-listed.

(a) Should have an average annual turnover of amount equal to 50% of estimated cost or more during the last three financial years [2005-06, 2006-07, and 2007-08].

(b) Should have minimum 7 years of experience (as "D&B Developer") i.e. experience in providing architectural, engineering and design services also together with experience of execution of project works; and not as "Contractor" i.e. only experience of execution of project works) and should have completed development including but not limited to construction of multi storied office/Residential/Hostel Buildings with Pile Foundation, Lifts, Electrical, and Sanitary Plumbing etc. by providing Design and Build Services on Turnkey basis to the Clients, during the last 3 years, under any one or more of the following options: i) Three similar completed works each costing not less than

the amount equal to 40% of estimated cost. Or

ii) Two similar work each costing not less than the amount equal to 50% of estimated cost.

Or iii) One similar work each costing not less than the amount

equal to 80% of the estimated cost. (The estimated cost is Rs 650 lakh)

(c) Should be profit making (each year) during the last three financial years, ending March 31, 2008, and should have positive net worth.

(d) Should have sufficient number of qualified professionals of all descriptions that may be required for planning, designing and successful implementation of the project details of which may be given in prescribed form-D.

(e) Should have a solvency of the amount equal to 650 lakh, certified by his bankers.

1.3.2 The Firms should also furnish the list of construction plant and equipments including steel shuttering, centering and scaffolding likely to be used in carrying out the work in Form-H. Details of any other plant & equipment required for the work and available with the applicant may also be indicated.

1.3.3 Intending applicants are required to submit in duplicate the full bio-data of Architects, Structural Consultants, Electrical Consultants, Sanitary Plumbing Consultants, Liaison Architects etc. who will be required for the project.

1.3.4 The applicant also has to submit an Initial Filter as per Form-G. An Application, which does not pass the initial filter, s ha l l not be considered for further evaluation

1.4 CONFLICT OF INTEREST 1.4.1 Applicants shall not have a conflict of interest. All applicants found

to have a conflict of interest as mentioned below will be disqualified.

(a) Applicants in two different applications have controlling share holders in common

Or (b) The applicants (including their personnel and sub contractors) that

have a business or family relationship with such members of the RBI Staff who are directly or indirectly involved in the project will not be awarded the contract

1.5 ISSUE OF REQUEST FOR PROPOSAL (RFP) Only Short-listed firms will be issued a Request for Proposal

(RFP) document containing detailed scope of works/terms of reference, eligibility cum evaluation criteria including requirement of key personnel’s and other project formats etc.

1.6 CORRUPT OR FRAUDULENT PRACTICES RBI requires that Applicants under this contract observe the highest

standard of ethics during the currency of contract. In pursuance of this policy, RBI:

(a) Defines, for the purpose of these provisions, the terms set forth below

as follows:

i. “Corrupt practice” means the offering, giving, receiving or soliciting of anything of value to influence the action of a public; and

ii. “fraudulent practice” means a misrepresentation of facts in order to influence the execution of a contract to the detriment of the Employer, and includes collusive practice among Applicants/Bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Employer of the benefits of free and open competition

iii. "Collusive practice" means a scheme or arrangement between two or more bidders, designed to establish bid prices at artificial, non competitive levels; and

iv.

"Coercive practice'" means harming or threatening to harm, directly or indirectly the persons or their property to influence their participation in the procurement process or affect the execution of a contract.

(b) Will reject a proposal for award of work if it is determined that the Applicant recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question

(c) Will declare a Applicant/Bidder ineligible, either indefinitely or for a stated period of time, to be awarded a contract / contracts, if it at any time determines that the Applicant/Bidder has engaged in corrupt or fraudulent practices in competing for, or in executing the contract.

1.7 AMENDMENT OF PREQUALIFICATION DOCUMENT 1.7.1 At any time prior to the deadline for submission of

applications, RBI either on its own or on request of the Applicant may amend the EOI Documents by issuing addenda.

1.7.2 An addendum issued under the sub-clause 1.7.1 shall be part of the EOI Documents and shall be posted at the website of RBI.

1.7.3 To give Applicants reasonable time to take an addendum into account in preparing their Applications, RBI may, at its discretion, extend the deadline for the submission of Applications.

1.8 PROCESSING FEE 1.8.1 The EOI document can be downloaded from the RBI website at

www.rbi.org.in or www.tenders.indiatimes.com

1.8.2 The Applicants shall pay a non-refundable amount of Rs. 25,000 (Rupees Twenty Five thousand Only) as processing fee. This amount shall be paid through a demand draft in favor of “Reserve Bank of India” payable at Hyderabad and shall be enclosed with the downloaded Application at the time of submission, failing

which the Application shall be rejected

1.8.3 The Applicant shall bear all costs associated with the preparation and submission of its Application. RBI will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the pre-qualification process

1.9 LANGUAGE OF APPLICATION The language of the Application as well as the supporting documents shall be English/Hindi.

1.10 FILLING OF APPLICATION FORMS 1.10.1 All information called for in the enclosed forms should be furnished

against the relevant columns in the forms. If for any reason, information is furnished on a separate sheet, this fact should be mentioned against the relevant column. Even if no information is to be provided in a column, a ‘nil’ or ‘no such case’ entry should be made in that column. If any particulars/ query are not applicable in case of the applicant, it should be stated as ‘not applicable’. The applicants are cautioned that not giving complete information called for in the application forms or not giving it in clear terms or making any change in the prescribed forms or deliberately suppressing the information may result in the applicant being summarily disqualified. Applications made by telegram or telex and those received late will not be entertained.

1.10.2 The application should be neatly typed or printed

1.10.3 The applicant may furnish any additional information, which is deemed necessary to establish capability to successfully complete the envisaged project. Superfluous information need not be furnished and no information shall be entertained after submission of EOI document unless specifically called for.

1.10.4 Any information furnished by the applicant found to be incorrect either immediately or at a later date, would render him liable to be debarred from taking up the project

1.10.5 The applicant should submit a checklist as per the Format provided in along with the application

1.10.6 If the space in proforma is insufficient for furnishing full details, such information may be supplemented on separate sheet stating therein the part of the proforma and Serial Number. Separate Sheets shall be used for each part.

form shall be submitted in duplicate 1.11 SIGNING OF THE APPLICATION AND NUMBER OF COPIES 1.11.1 The Applicant shall prepare one original set of the pre-qualification

documents and clearly mark it “ORIGINAL”. The original of the Application shall be typed and shall be signed on all the pages by the person duly authorized to sign on behalf of the Applicant. The power of attorney duly notarized and on a stamp paper authorizing the person to sign and act on behalf of the firm should be submitted

1.11.2 The Applicant shall submit two signed hard copies of the original Application and clearly mark them “COPY”. In the event of any discrepancy between the original and the copies, the original shall prevail.

1.11.3 An authorized representative shall have the authority to conduct all business and incur liabilities related thereto for and on behalf of the Applicant, during the pre-qualification process and thereafter.

1.12 SEALING OF APPLICATION The Original and the copies of the Application shall be sealed in a

single large envelope and submitted on or before the last date and time for submission of the Application as specified clause 1.13.1

1.13 DEADLINE AND ADDRESS FOR SUBMISSION OF APPLICATIONS 1.13.1 Applications shall be submitted to the address mentioned in

clause 1.13.2 by hand or through registered post or courier service and not later than 1500 Hrs on 6-5-2009. In respect of Applications received by post or courier, RBI shall not assume any responsibility for any delayed delivery.

of Applications, in which case all rights and obligations of RBI and the Applicants subject to the previous deadline shall thereafter be subject to the deadline as extended

1.14 LATE APPLICATIONS 1.14.1 Application received after the dead line of submission of

Application will not be considered or opened under any circumstances.

1.15 CLARIFICATIONS OF APPLICATION 1.15.1 The Applicants shall be evaluated on the basis of the

Application and the supporting documents submitted by them. RBI shall not be under any obligation to seek any further information or clarifications.

1.15.2 Without prejudice to Clause 1.15.1 above, in order to assist in the evaluation of Applications, RBI may, at its sole discretion, ask any Applicant for any clarification on its Application which shall be submitted within a stated reasonable period of time. If requested the applicants must be prepared for a walkthrough presentation before the evaluation committee.

1.15.3 If an Applicant does not provide clarifications requested by the date and time set in RBI’s request for clarification, its Application is liable to be rejected.

1.15.4 It is clarified that Applicants shall not be required to submit on their own, additional information or material subsequent to the date of submission and such material if submitted shall be disregarded. It is therefore essential to ensure that all questions are answered fully on the proforma or otherwise. The pages of the EOI document and annexure and additional information if any submitted shall be numbered sequentially and signed. General responses such as “included in brochure” without specific item reference may be avoided.

1.16 RESPONSIVENESS OF APPLICANTS 1.16.1 An application, which does not meet all the requirements of

the EOI Document, shall be rejected forthwith.

1.16.2 Applicants should note that this EOI Enquiry and Questionnaire is

intended to provide preliminary information. The information contained herein shall not in any way be construed as binding on RBI, its agents, successors or assignees.

1.16.3 Applicants are advised that selection of D&B Developers for this Project shall be entirely at the discretion of RBI. Applicants shall be deemed to have understood and agreed that no explanation or justification of any aspect of the EOI process shall be given by RBI and that the results of the EOI process shall be without any right of appeal to the Applicants whatsoever.

1.16.4 All documents and other information submitted by an Applicant to RBI shall become the property of RBI. Applicants are to treat all information as strictly confidential. RBI will not return any EOI document submitted to it by the Applicants.

1.16.5 The RBI shall notify successful pre-qualified Applicants. It will not entertain any query or clarification from Applicant(s) who are not short listed in the EOI process.

1.17 WITHDRAWAL OF APPLICATIONS 1.17.1 No modification or substitution of the submitted application shall

be allowed.

1.17.2 An Applicant may withdraw its Application after submission, provided that written notice of the withdrawal is received by RBI before the last date for submission of Applications. In case an applicant wants to resubmit his application, he shall submit a fresh application following all the applicable conditions.

1.17.3 The withdrawal notice shall be prepared in Original only and each page of the notice shall be signed and stamped by authorized signatories. The copy of the notice shall be duly marked “WITHDRAWAL”.

1.18 RIGHT TO ACCEPT/REJECT ANY OR ALL APPLICATIONS 1.18.1 The RBI reserves the right to accept or reject any or all

Applications and to annul the qualification process at any time without any liability or any obligation for such acceptance, rejection or annulment.

1.19 ATTACHMENTS 1.19.1 Applicants should attach clearly marked and referenced

continuation sheets in the event that the space provided in the EOI Document, Questionnaire or Annexure is insufficient.

1.19.2 In responding to the EOI Application, Applicants should demonstrate their capabilities, by providing material based on their experience, past performance, their personnel and financial resources.

1.19.3 It is expressly clarified that before submitting the EOI, the Applicant must have examined carefully the contents of all the documents and any failure to comply with any of the requirement of EOI document will be at the Applicant’s risk.

1.20 VALIDITY OF APPLICATIONS 1.20.1 Application shall be valid for a period of 180 days from the last

date of submission of Applications.

1.20.2 RBI retains the right that in exceptional circumstances at its own discretion, it may ask the applicants to extend the validity of their application for a specified period. The Applicant not submitting the letter of extension of the validity period at that time shall not be further considered.

1.21 Evaluation of D&B Developers on the basis of EOI Application 1.21.1 Only those applications, which meet all the requirements of the

EOI Document, shall be processed further. Other applications will be rejected under the Clause 1.16 noted above.
