10-11 a.m. Reading of the Declaration of IndependenceNational Archives, Constitution Avenue steps, between Seventh and Ninth streets NW; www.archives.gov. (Archives)
C-SPAN host Steve Scully presides over a reading of the Declaration by historic re-enactors dressed as Thomas Jefferson, John Adams et al. The old-timey Continental Color Guard and Fife and Drum Corps perform, and Archivist of the United States David Ferriero offers some doubtless wise and well-researched remarks. Kids activities commence
in the Archives Boeing Learning Center at 11 a.m. and end at 4 p.m.; re-enactors will be on hand from 11 a.m. to 2 p.m.
Noon, 2 p.m., 4 p.m., 6 p.m. and 8 p.m. Memorial TalksLincoln, Vietnam Veterans, Ko-rean War Veterans, World War II, Martin Luther King Jr., Franklin Delano Roosevelt and Thomas Jef-ferson memorials; nps.gov/nacc.National Park Service rangers Americas best-dressed civil ser-vants spill secrets and patiently answer dumb questions about D.C.s marquee memorials.
Celebrating the Fourth of July on the National Mall is safe and easy, provided you dont do the following: Drive downtown, especially if you have never parallel parked before. Bring a grill, a ri e and some beer (you wont be allowed onto the Mall with any of that). Also, dont bother with sunscreen you need to work on your tan. To ensure that the day is a complete failure, do not drink any water. But if you want to have fun and avoid the ER, employ this guide. Which also tells you which ERs to use, just in case. (EXPRESS)
TRANSITSafe PassageFestivities on the Mall start early and so should your trek. Driving is discouraged (pedestrians will clog roads; parking will be impossible). Metrobuses will operate on a Saturday schedule, though road closures mean detours are inevitable. Unless youre within walking distance, your best bet is Metro. Trains be-gin at 7 a.m. and are on a Sat-urday schedule until 6 p.m., when, WMATA says, near rush-hour service levels are in effect until midnight. Bikes and large coolers are prohib-ited on trains. To avoid the worst crowds, use stations besides Smithsonian (which becomes entry-only after the fireworks) and Federal Tri-angle. And load your SmarTrip the night before, as lines on the Fourth will be longer than the U.S. Constitution.
Say, Can You See It All? SURVIVAL GUIDE
THE FOURTH SCHEDULE
Just the Facts, MaamYour full-time job on July Fourth? Being a patriot and visiting the National Mall, where hundreds of thousands of other Yankee Doodle Dandies are expected to red, white and blue it alongside you. The day begins early, so put on that corny Old Navy flag tee and get moving. Everythings free, exceptthe sunblock and bottled water we hope you brought.
11:45 a.m.-2 p.m.Independence Day ParadeConstitution Avenue between Sev-enth and 17th streets NW; july4thparade.com. (Federal Triangle, Archives and Smithsonian)Marching bands from across the country, floats, big balloons, horses, military drill teams and at least one Uncle Sam on stilts perambulate down the street. Yes, you can bring a folding chair, but get there early (9:30 a.m. or so) to guarantee a spot.
8-9:30 p.m.A Capitol Fourth ConcertWest Lawn, U.S. Capitol, enter at southwest corner of grounds, First Street between Maryland and In-dependence avenues SW; grounds open at 3 p.m., free; pbs.com/capitolfourth. (Capitol South and Union Station)
Copacabana songster Barry Ma-nilow headlines the annual A Capi-tol Fourth concert, which also stars Tchaikovskys 1812 Overture (with
live cannon fire!) and performances from the Choral Arts Society of Washington, the U.S. Army Herald Trumpets and the U.S. Air Force Ceremonial Band.
9:10-9:27 p.m.Fireworks on the National MallViewing areas near the Washing-ton Monument and the Reflecting Pool will only be accessible via security checkpoints (see map above). The Mall opens to the pub-lic at 10 a.m.; nps.gov/foju.
Pretty lights go boom, viewers act like theyve never seen fireworks before, everyone runs for the Smithsonian Metro entrance.

RELIEFGimme ShelterChill out and kill time at the Smithsonian museums around you. Crowds will be at the parade from 10 a.m. to 2 p.m., a good time to visit the normally thronged American History and Natural History museums (and their nice, cool bathrooms). Bring minor woes to the medical tents on the Mall; see map at left.

Gallaudet University parking garage
Sixth Street and Neal Place NE This three-story garage across the street from Union Market offers fine views of downtown fireworks and glimpses of the local displays that follow. Though university of-ficials wont confirm the garage will be open to the public, rumor has it thats usually the case. Its also a good place to practice your sign-language skills, says local fireworks enthusiast Albert Stackhouse. Got the munchies? Theres a 24-hour Subway across the street.Pro tip: If you get bored with the parking-lot scene, check out the new rooftop lounge at the H Street Country Club (1335 H St. NE), sug-gests Trinidad resident and blogger Elise Bernard (frozentropics .blogspot.com).
Meridian Hill Park16th and Euclid streets NW
A statue of Joan of Arc marks the best spot to see the downtown event in this 12-acre park, but the real draw are the people, who tote major boom-boxes, dance and sometimes form im-promptu drum circles. Lots of col-orful characters are there watching it, and lots of neighborhood people, too, says Nicole Singer, a fan of watching fireworks at Meridian Hill. Eastward, ho: After the big show, the display moves to small streets and alleys northeast of the park (try 13th Street between Euclid Street and Florida Avenue NW). Kids and adults in the street shoot them off everywhere, Singer says. Pro tip: If its too crowded near Joan, find a spot beside the water-fall fountain directly to her south.
DIY DISPLAYS GOT BURNED?
Gravelly PointAny other day, this is the place to watch planes take off from and land at Reagan National Airport; on July Fourth, youll see the fireworks from across the river. Biking or walk-ing from near-ish Metro stations is a little com-plicated. Obey Google Maps.
Off the north-bound George Washington Me-morial Parkway, Arlington.
Air Force MemorialSee the works during a rous-ing concert by the Air Force Band that starts at 8 p.m. The walk from the Pentagon Metro station goes up a very steep hill which you can skip, thanks to free shuttle service.
One Air Force Memorial Drive, Arlington; airforce memorial.org. (Pentagon)
Marine Corps War MemorialCelebrate the Fourth near the most patriotic statue weve got, popularly known as the Iwo Jima Memorial, at left. Drop by the Netherlands Car-illon while youre there.
1400 N. Meade St., Arlington; 703-289-2500; nps.gov/gwmp/planyourvisit/usmc_memorial .htm. (Rosslyn or Arlington Cem-etery)
The Wilson BridgePark at National Harbor and take the footpath over the bridge for a down-the-river look at bombs bursting in air. Standing still on the Wilson Bridge isnt a new experience for locals, but doing it on foot while watching fireworks might be novel.
National Har-bor, Md.; national harbor.com.
Georgetown WaterfrontYou can pay to eat at (and sit on the terrace of) one of the restaurants by the water (try Tony & Joes Seafood Place or Sequoia) or you can just park your butt on the edge of the dock to watch the sky go boom.
Georgetown Dock at Washington Harbor, 31st Street NW at the river. (Foggy Bottom)
Catch the Mall Fireworks off the MallThe Fourth of July is all about freedom. Mostly our freedom to blow stu up, and the reworks on the Mall do a bang-up job of showing our appreciation for liberty with a lot of loud noises and colors. But (understatement alert!) the Mall can get a bit crowded. If you dont mind a little distance from the big spectacle, there are free, public places you can see the Malls fabulous rockets and red glare (which start at 9:10 p.m. Thursday) with minimal hassle.
Lincoln ParkEast Capitol and 13th streets NE
On July Fourth, the yuppies, children and dogs who frequent this bucolic square take cover as bottle rockets whiz by. If you want to relive the joy of being a kid armed with a tiny ar-senal of explosives, Lincoln Park is where its at at least until the cops arrive, says Capitol Hill resident Lance M., who asked that his full name not be used. What about the cops? Their arrival doesnt necessarily end the show. While police issue citations on one side of the park, Roman candles flare up on the other. Pro tip: Stay on the outside edges of the square, or you may get burned. Getting hit with something is cer-tainly within the realm of possibility, Lance M. says. Danger is part of the excitement.
WHERE (ELSE)
TO WATCH
Ooh, Ahh, Duck and CoverAfter the downtown light show fades, locals head for neighborhood streets. The real draw is just the insane quantity of fireworks being fired off by private citizens, says Petworth resident and blogger Drew Schneider (kidtruant.com). Most such fireworks are verboten, D.C. Police spokesman Steven Sund says. Anything that explodes, anything that flies is illegal. You are restricted to the small sparklers and things that whistle. That doesnt stop residents from expressing their patriotism through pyromania. Here are the best spots to admire vistas lawful and not-so-much. SADIE DINGFELDER (EXPRESS)

Fireworks sent 8,700 people to emergency rooms last year a sobering number, until you consider that toilet mishaps account for three times as many injuries. Should you, heaven forbid, need medical attention, try these choice ERs:
Have you been severely burned? Direct your ambulance to the Washington Hospital Center (110 Irving St. NW). The citys only burn center has specially trained sur-geons on call.
Want to get patched up quickly? Head to Sibley Hospital (5255 Loughboro Road NW), which scores the best marks in D.C. for wait time satisfaction, according to Washing-ton Consumer Checkbook. S.D.

In the annals of agdom, 2013 is a banner year: the bicentennial of the sewing of the cloth rectangle now known as the Star-Spangled Banner.
(Francis Scott Key wrote the poem that became the song in 1814, during the War of 1812, so birthday celebrations wont end soon.) Baltimore seamstress
Mary Pickersgill led a small team into vexillology ( ag studies) history, piecing together the Banner in six weeks. Join us for a journey through Star-
Spangled History, with stops at other notable stars n stripes. HOLLY J. MORRIS (EXPRESS)

The FortThe Original Important Cloth Thing With Stars on It (were strug-gling to find synonyms for flag) flew over Fort McHenry during the Battle of Baltimore, Sept. 13-14, 1814. Among the forts attractions: the twice-daily raising and lower-ing of a Star-Spangled Replica, five Star-Spangled Talks per day and assorted Star-Spangled Exhibits. Fort McHenry National Monument and
Mount Suribachi FlagsThe National Museum of the Marine Corps possesses both flags flown atop Mount Suribachi dur-ing the Battle of Iwo Jima and dis-plays them one at a time. The one in the famous 1945 photo is the second, at left, raised after the first was deemed too small. Nation-al Museum of the Marine Corps, 18900 Jef-ferson Davis Highway, Triangle, Va.; open daily 9 a.m.-5 p.m., free; 877-635-1775, usmcmuseum.org.
Art-y Flag Anders Lundes Dan Quayle Trips Over His Words is a compendi-um of Quayle-isms, written on the stones hes tripping over on his way to that flag. Find it in the Luce Foundation Center. Smithsonian Amer-ican Art Museum, Eighth and F streets NW; open daily 11:30 a.m.-7 p.m., free; 202-633-7970, americanart.si.edu. (Gallery Place)
Moon FlagThis little guy went with astronaut Michael Collins on the Apollo 11 mission in his Personal Preference Kit, the bag above. Collins stayed in the orbiter while Neil and Buzz got super-famous. See it in the Apollo to the Moon exhibit. The Actual ThingThe Banner itself resides in D.C. at the National Museum of Amer-ican History, inside a dark, tem-perature-controlled enclosure. After Pickersgill f inished the thing, earning the hefty sum of $405.90, it wound up with George Armistead, commander of Fort McHenry during the Banners big appearance. In 1907, an Armistead descendant handed it over to the Smithsonian. The family had given away bits of it as souvenirs by then. Oops. The LyricsThe oldest known manuscript of Keys The Star-Spangled Banner dwells at the Maryland Historical Societys museum. The poem surprise! has four verses; the grim third one (words that rhyme with wave and brave: slave and grave) isnt Super Bowl material. Starting today, 100-plus stitchers will assemble a replica of the origi-nal 30 foot by 42 foot Banner. Mem-bers of the public can take part on Aug. 3 and Aug. 11. Maryland Histor-ical Society, 201 W. Monument St., Bal-timore; Wed.-Sat. 10 a.m.-5 p.m., Sun. noon-5 p.m., $6-$9; 410-685-3750, mdhs.org. Closed July 4, free admission July 5.
The HouseNext on the Star-Spangled Pilgrim-age is Pickersgills home/workshop, the Flag House. Re-enactors play-ing Pickersgill, her assistant and her mom hang out with guests Sat-urdays. The exhibit Preservd Us a Nation glorifies the War of 1812. Flag House, 844 East Pratt St., Baltimore; Tue.-Sat. 10 a.m.-4 p.m., $6-$8; 410-837-1793, flaghouse.org.
The HikeThe energetic Star-Spangled Trav-eler can embark on a 560-mile trek through War of 1812 history: The Star-Spangled Banner National Historic Trail. Several stops are in Alexandria, D.C. and Baltimore; the rest are scattered throughout Maryland, with termini at Elk-ton and the intriguingly named town of Port Deposit. nps.gov/stsp, starspangledtrail.net.

Mount VernonOverview: When he wasnt lead-ing the American Revolution or being president, George Washington resided at Mount Vernon, his family home, prosper-ous commercial farm, ongoing DIY project and final resting place. The mansion and museum share the 50-acre estate with authentic gardens, crops and outbuildings, plus a restaurant, a food court and the mother of all gift shops.
Without the Founding Fathers, Prince Charles face might soon be on our money, lawyers would wear funny wigs, and celebrities would win libel lawsuits against tabloids. Thats England for you. Celebrate our freedom from all that nonsense at these patriotic, presidential and/or Revolutionary War-era attractions. (EXPRESS)
Did You Know? When the Washington Monument was completed in 1884, many people were offended by it, believing that its simple design looked cheap and dis-respected George Washington. One publication said only the common mind would appreciate its plain-ness and height.
U.S. CapitolOverview: Theres no better place than the Capitol an ex-alted neoclassical building full of backroom wheeling and dealing to experience the balance of high ideals and concrete realities that makes America work. The sooner you reserve a tour, the better. No reservations are required for the Capitol Visitor Center, home to food, gifts, bathrooms and a Con-gress-centric museum.
Trip Tip: Reservations arent needed for the short Exhibition Hall tours. Meet at the entrance to the Exhibition Hall at 1 p.m. Monday through Friday or 11 a.m., noon, 1 p.m., 2 p.m. or 3 p.m. Sat-urday.

Lincoln MemorialOverview: The 19-foot-tall statue of Abraham Lincoln presides over the entire National Mall from within his Parthe-non-inspired temple. Fellow Civil War honcho Gen. Ulysses S. Grant engages Lincoln in an eternal staring contest from the east end of the Mall, with the Wash-ington Monument teetering in between. Though the 175-ton Lincoln sculpture looks hewn from one big chunk of mar-ble, its actually 28 seamlessly joined pieces. Observe its expressive hands, modeled after 1860 castings of Lincolns real hands.
Details: Lincoln Memorial Circle SW; open 24 hours, free; nps.gov/linc.
Did You Know?Theres a cave underneath the Lincoln Memorial, complete with stalactites, stalagmites and rats. If you were allowed down there, youd see graffiti left by the original construction workers. Notoriously obese former President William Howard Taft was a favorite subject.

Jeerson MemorialOverview: Pay tribute here to a founding father, scientist, architect, farm-er, wordsmith, meteorolo-gist, inventor, vintner and violinist Americas third president, Thomas Jeffer-son. The 1943 memorials open-air design was based on Romes Pantheon, a favorite of Jeffersons. The four walls are inscribed with passages from T.J.s writings, including the Declaration of Indepen-dence.

National ArchivesOverview: This trip through American history, as told by way of the nations records, shows visitors theres much to learn from primary sources. Interactive exhibits explain how to research your family history through im-migration records, census docu-ments and other paperwork. And dont forget the Big Three on display: the Constitution, the Dec-laration of Independence and the Bill of Rights.
Details: 700 Pennsylvania Ave. NW; 10 a.m.-5:30 p.m., must be inside by 5 p.m. (skip the outdoor wait with a $1.50 timed ticket); free; 1-866-272-6272, www.archives.gov. (Archives)
Carlyle HouseOverview: How does nouveau riche Scottish immigrant John Carlyle tell the world hes ar-rived? By building a giant stone house in Colonial Alexandria. See the room where, some historians argue, the American Revolu-tion was born, or at least given a shove, in 1755, when British Gen. Edward Braddock met with five Colonial governors and pushed the idea of taxing the colonies to pay for the ongoing French and Indian War (i.e., taxation without representation).
Trip Tip: Stop by the nearby Visitors Center (221 King St.) to buy the Key to the City, a $9 pass that gets you into nine attrac-tions. You can score free 24-hour parking proclamations there, too, so you can park at two-hour me-ters for a full day. They are NOT good for residential permit areas, and parking enforcement is noto-riously fierce.

National Museum of American HistoryOverview: The tale of America is spun from 150,000- plus artifacts: first ladies dresses, a piece of Plymouth Rock, a Kermit the Frog puppet. Youre not just learning about electricity, youre staring at one of Thomas Edisons first light bulbs. Visit the exhibit Food: Transforming the American Table 1950-2000 to see Julia Childs kitchen and view amusing vintage posters.

Trip Tip: Things not to do near the original Star-Span-gled Banner, the flag that flew during 1814s Battle of Balti-more and inspired the national anthem: one, take pictures, and two, say that Betsy Ross made it Mary Pickersgill did, in 1813.
Barracks RowOverview: This five-block stretch of bistros, boutiques, bakeries and, of course, the Marine Barracks (a dorm, in military-speak) was established in 1801. Since then, the Barracks has housed the Marine Band, the official White House musical ensemble.
Trip Tip: On Friday nights during the summer, the Marine Barracks hosts the Evening Parade, a concert and pre-cision marching performance at 8:45 p.m. Reserved seating is closed for 2013; you can wait in the general admission line for a chance at seats.
Christ ChurchOverview: George Washington and Robert E. Lee prayed at Christ Church, Alexandrias first Episcopal church. While age and wars took their toll on other historic houses of worship, this sanctuary looks much like it did when the church was finished in 1773. Tours are brief (10 minutes if you dont ask too many questions) and informative, and you can sit in Washingtons family pew.
Details: 118 N. Washing-ton St., Alexandria; tours given Mon.-Sat. 9 a.m.- 4 p.m., Sun. 2:30-4 p.m., free; 703-549-1450, historicchristchurch.org.

Inconsistent Pitching
Last year: The Nationals suffered plenty of injuries in the first few months of the season, but their staff stayed intact. After Ross
Detwiler secured the No. 5 spot over Chien-Ming Wang, Washingtons rotation didnt miss a start until
Stephen Strasburg was shut down in September. The Nationals starters
led the NL with a 3.40 ERA.
This year: Three of the Nationals five starters have spent time on the 15-day disabled list: Strasburg (lat
strain), Detwiler (oblique strain) and Dan Haren (shoulder inflammation).
Haren, who signed a one-year, $13 million contract in the
offseason, went on the DL last week. He has a 6.15 ERA, the highest in the
majors among qualified pitchers.
Key stat: The number of Nationals pitchers who made a start in the first 81 games:
Dan Haren
The Washington Nationals entered the 2012 season with low expectations. This was a franchise that hadnt had a winning record since moving to the District in 2005, let alone a postseason berth. The Nationals then went on
to win the NL East and own the best record in baseball last year. With that success came a change of expectations. Manager Davey Johnson even said this season its World Series or bust. At the halfway point, the Nationals dont
look anything like a World Series favorite. So whats behind the falloff from last year? JEFFREY TOMIK (EXPRESS)
Lack of Timely Hitting
Last year: The Nationals were in the middle of the pack in clutch
hitting. After the sixth inning, they ranked 16th in runs scored (209), 17th in batting average (.242) and
10th in home runs (51). After 81 games, the Nationals had scored
341 runs and had a plus-56 run differential.
This year: The Nationals ended the first half of the season as the
worst team in clutch hitting. After the sixth inning, they scored just
77 runs three fewer than any other team in baseball and had an MLB-worst .210 average. They scored 295 runs and had a minus-19 run differential. Bryce Harper
has been the Nats top hitter when healthy, but he hit only .205 after
the sixth inning.
Key stat: At-bats per home run after the sixth inning:
Vanishing Goon Squad
Last year: The Nationals bench was nicknamed the Goon Squad. Role players like Roger Bernadina (.291
batting average), Steve Lombardozzi (.273), Tyler Moore (.263) and Chad
Tracy (.269) stepped in nicely for injured teammates or when called upon during
the game. The Nats led the majors in pinch-hitting batting average (.288).
This year: In 81 games, Bernadina (.187), Lombardozzi (.234), Moore (.157)
and Tracy (.133) all hit well below their averages from a season ago.
With Bryce Harper and Jayson Werth missing significant amounts of time, the benchs struggles have become
more apparent. The Nats are still searching for consistent production
from the bench.
Key stat: The Nats pinch-hitting batting average:
Too Many Fielding Miscues
Last year: The Nationals had 94 errors, the eighth fewest in the majors, and a .985 fielding
percentage. First baseman Adam LaRoche won a Gold Glove, and
shortstop Ian Desmond, who was a Gold Glove finalist, drastically cut
down on his errors from the previous two years.
This year: The Nationals had 59 errors in 81 games, the third most in the majors, and a .980 fielding
percentage. Only the Pirates Pedro Alvarez had more than
Ryan Zimmermans 13 errors at third base. And Washington had thrown
out only 14 percent of opposing base runners attempting to steal the
worst rate in baseball.
Key stat: The Nats average number of errors per game:

Hovering around .500 all season, the Nationals have underwhelmed so far in 2013. Heres how the team grades out for the first 81 games of the year. JASON BUTT (FOR EXPRESS)
PitchingStephen Strasburg, Jordan Zimmermann and Gio Gonzalez have excelled at times, with Zimmermann holding a team-best 2.28 ERA. Ross Detwiler, who recently returned from an oblique injury, is now dealing with back pain. Since returning to the rotation on June 13, Detwiler has allowed 16 earned runs in 19 innings pitched (7.32 ERA). More concerning has been Dan Haren, who was recently placed on the disabled list for right shoulder inflammation. Haren has been awful in his past four starts, surrendering seven home runs. The bullpen has been shaky, but Drew Storen has eased into his new role as a setup man, and Rafael Soriano has 21 saves in 24 save opportunities.
BenchIn terms of bench production, the Nationals have received it only in small doses. Steve Lombardozzi hit his first-career walkoff RBI on June 4, but stories like that have been few and far between. Washingtons pinch hitters, including Roger Bernadina, Tyler Moore and Chad Tracy, have been paltry at the plate, possessing batting averages under .200. In close games, Washington hasnt had the bats needed coming off the bench. However, the bench has helped Washington in the field with Harper and Jayson Werth missing time with injuries. Bernadina, Lombardozzi and Jeff Kobernus all have perfect fielding percentages in the outfield.
DefenseEach of the infield positions shows lower combined fielding percentages than the averages across the majors. Only the outfield spots post higher numbers, with Denard Span recording a 1.000 fielding percentage in center field. The Nationals also have been mistake-prone, committing 59 errors before the start of July. Third
baseman Ryan Zimmerman has been one of the major culprits, recording a team-high 13 errors. Heading into the season, Washington was thought to have one
of the better fielding teams in baseball. That hasnt been the case in 2013, though theres still time for Washingtons defense to improve.

ManagerDavey Johnsons done a decent job keeping this unit around .500, given the slew of injuries its faced and the lack of offensive production its generated. Washington ranks near the bottom of every major offensive statistical category and still remains in second place of the NL East. Johnson has been critical of himself for this seasons slow start, telling 106.7 The Fan, Ive been terrible. Horse bleep. My job is to put guys in situations where they can do well, and obviously I have not done my job because guys havent performed well. Johnson has more than half of a season to get it corrected so that he can live up to the World Series or bust statement he made back in December.

HittingThe Nationals have been one of the worst hitting teams in baseball, especially in key situations. Washington is ranked 28th in the majors in runs scored and has provided Strasburg an MLB-worst 2.60 runs of support per outing. Leadoff hitter Denard Span is on pace for a career-low batting average (.262). Despite the lineups overall struggles, the Nationals have received solid contributions from shortstop Ian Desmond, second baseman Anthony Rendon and first baseman Adam LaRoche. Washington hopes Bryce Harper, who returned Monday from knee bursitis, can help spark the offense.
