    – No Philippine law explicitly providing for the integrated management of food, water, and energy resources

    • Affirmed the importance of involving different levels of government in nexus implementation – City representatives presented their experiences/ challenges/concerns in

    implementing nexus projects

    – National government:

    • provided feedback on how they can assist LGUs

    • clarified issues on mandates and recommended possible actions that may be taken by the local government

    • Conduct of dialogues is a learning process for actors involved and should not be a blame game of “who needs to do what.”

    – Role of NGOs (e.g., ICLEI ) as facilitator and convener

    • The process should be iterative because solutions often cannot be decided in just one discussion.

    – Relationship-building and proper coordination lines

    • Such dialogues can serve as avenue for vertical integration of national and local plans.

    – Creates an atmosphere of trust and transparency
