Potential land use scenarios were developed for various stations and presented at public meetings. The alternatives analysis evaluated an in-street running light rail alignment for the MetroLink system. Stephen developed multiple conceptual master plans for proposed station locations to evaluate the potential impact of MetroLink stations within the existing urban and community framework. Although no formal development / market capacity analysis was conducted, the station master plans were based on the context of surrounding development patterns or other TOD precedent. The station plans ranged from high density mixed-use, to infill development, to new community centers. Alton High Speed Rail Station/TOD Master Plan, Alton, IL Stephen was the project manager that developed a Transit Oriented Development (TOD) master plan for the proposed high speed rail station for the City of Alton. The master plan illustrated how a sustainable, mixed-used development could be an economic calalyst for the City and the approximately 55 acre site adjacent to the future high speed rail station. The master plan reflected the goals of including walkable and bikable access, innovative stormwater treatment, and other sustainable strategies. The TOD Master Plan was a key part of a successful $14M TIGER grant application. Cross County MetroLink, St. Louis County, MO Stephen was the Task Manager for the landscape master plan and station landscape design for the eight-mile extension of MetroLink from Forest Park to Shrewsbury. The plan was the result of collaboration between artists, architects, landscape architects and input from the public during an intensive public involvement process. The plan provided a framework for landscape design and art opportunities along the alignment and at station areas. A study of the ecological history of the impacted areas created the basis and criteria for the proposed design. Collaborated with artists Cliff Garten, Sally Apfelbaum, Libby Reuter, and project architects during design team charrettes to develop conceptual station site design and layouts. St. Clair MetroLink Extension, St. Clair County, IL Stephen was the project Landscape Architect for the 18-mile extension of MetroLink from East St. Louis to Southwestern Illinois Community College and Mid-America Airport. Responsibilities included preparation of landscape and irrigation construction documents and construction administration. Construction administration included review of shop drawings, responses to requests for information, and field observations. Metro South MetroLink Extension Alternative Analysis and DEIS, St. Louis County, MO Stephen was the urban planner assisting with corridor and station analysis for the Metro South MetroLink extension alternative analysis and draft environmental impact study. Analysis included land-use planning around potential station locations including ranking potential redevelopment opportunities and walkability scores. Corridor analysis included evaluating the impact of the proposed line on adjacent land-uses and development.
