1. SCOPE AND APPLICABILITY

The purpose of this document is to establish the general requirements for the design of the Ground Support Equipment (MGSE and FGSE) procured by TAS-I for the ALD AIT activities for the Mission 2018 of the ExoMars Spacecraft program. Moreover it provides general requirements for the design of MGSE provided by other sub-contractors and used by TAS-I for assembly, integration, transportation and test activities at Module and Spacecraft Composite (SCC) system level.

4. UTILISATION AND MISSION

4.1 Mechanical Ground Support Equipment Definition

The Mechanical Ground Support Equipment (MGSE) consists exclusively of non-flight devices for mechanical support in the integration, test, hoisting/handling/storage and shipping activities. MGSE includes all necessary mechanical equipment used to operate on unit, subsystem, module and spacecraft at AIT system level as well as at launch operations level. MGSE shall be compliant with all duties related to its function as part of the ExoMars program.

4.2 MGSE Items

This general specification shall be applicable either to the ExoMars MGSE procured by TAS-I or those delivered to TAS-I by other space segment element contractors (e.g. of Rover, Carrier, etc..). The list of the used MGSE, reported in the following paragraphs, includes the following categories:

5. GENERAL PERFORMANCE REQUIREMENTS

The MGSE design will satisfy the requirements of functionality, safety, transportability that shall be met in the most effective manner. The whole set of the MGSE will be designed to withstand the most sever natural environment conditions, envisaged during its usage in support of the ExoMars space segment/module on ground operations, without detrimental deformation and/or loss of functionality. The design will be carried out to guarantee that the ExoMars space segment/module design will not be subjected to constraints due to MGSE induced loads conditions. MGSE items entering and operating in an ISO 7 HC and inside the ISO 3 clean room shall be designed to comply with PP implementation Planetary Protection Requirements, as defined in chapter 13.0 (see also [IR 05011]), and the Cleanliness & Contamination Control (C & CC) of organic contaminants (particulate and molecular contamination) requirements (see [IR 05014] and [IR 0438]), as applicable .

The MGSE will be designed to withstand the most severe natural environment that may be encountered during the operative/not operative conditions, without impairment of its performances for any time period compatible with their useful life. The environment experienced by the MGSE is relevant to: • Integration, test and launch site facilities • Open or sheltered area during not operative storage • Road and air transport

8.1 Integration and Test Facility Environment

In general the MGSE will be designed to operate into clean room areas ISO 7 HC and ISO 8. Particularly for the integration of the ALD, some MGSE shall be designed to operate inside an ISO 3 AMC-9 ultra-clean area typical of Glove Flowbox Isolators. 9. PRODUCT ASSURANCE REQUIREMENTS

9.1 PA Safety Standard Requirements

MGSE are designed to take into account the specific Product Assurance and Safety standard requirements. M2-MGSE-REQ-1450 EU Safety Standard Rules

Where applicable, the subcontractor shall perform the related certification towards the EU directives (e.g. machinery, electrical and electronic devices, pressurizing equipment etc.).

9.2 Reliability Requirements

The MGSE design will ensure that originated failure, directly or by propagation, shall not damage F/H or cause overstress F/H beyond procurement specification limit. The failure consequences and tolerance shall be quantified by their severity, which is a measure of the magnitude of the consequence. M2-MGSE-REQ-1460 Failure Consequence Severity

10. VERIFICATION REQUIREMENTS

The verification program for the ExoMars F/H MGSE will be developed and conducted by Contractors to demonstrate conformance to the applicable requirements. A satisfactory completion of the verification process is the basis for a contractual acceptance of the product by the customer. Requirements contained in this document as well as requirements in the dedicated and applicable equipment requirements specification indicated by the identification and numbering scheme explained below shall be subjected to formal verification close out. The verification process includes definition of detailed verification requirements, verification planning, conduct, assessment and reporting.

10.1 Acceptance Verification

Acceptance verifications are those formal verifications that are conducted to assure that the equipment meets the contracted or design requirements. Formal verification of performance characteristics occurs for nominal operational and critical physical requirements during acceptance. Acceptance will be accomplished to verify compliance with deliverable end item, interface documentation, and other contract requirements.

10.2 Verification Methods

The verification methods will be Test, Analysis, Inspection, Review of Design and Similarity. The allocation of these methods is based upon design analyses, complexity of the item, criticality category and associated cost.

10.2.1 Review of Design

The Review of Design is the verification by validation of previous correlated records, certifications, test verification reports, reports, technical descriptions, engineering drawings, etc., showing un-ambiguously that the requirements are satisfied.

10.2.2 Analysis

Verification by analysis is a process used in lieu of, or in addition to, other verification methods to verify compliance to specification requirements. It will include, but will not be limited to, engineering analysis, statistics and qualitative analysis, computer and hardware simulation and analog modeling. Analytical calculations will be carried out in order to evaluate the mass, CoG and MoI (if needed) of the used F/H segment element dummies. Stress analysis will be carried out on each item used to handle/transport flight hardware using specified load cases. Stress analysis will not be performed for items from a supplier standard range (however the recommended load/rating for these items will not be exceeded). A dynamic analysis shall be performed on vibration isolation system of the shipping containers and for evaluation of eigen-frequencies of the vibration adapters. A thermal analysis will be performed for the thermal test adapters and for the shipping containers. In principle, the design margins will be achieved by analysis (and validated by appropriate tests).

10.2.3 Inspection

Inspection is a method of verification that determines conformance to requirements without the use of special laboratory equipment, procedures, test support items or services. Verification by inspection will be conducted by standard quality control methods to verify compliance with requirements of construction features, document and drawing compliance, workmanship standards and physical condition.

10.2.4 Test

Traces: The static proof load tests shall be conducted to verify the strength capability of the MGSE in the worst loading condition. Particularly the MGSE to Flight Hardware I/F’s shall be proofed. In general the static load test will be performed following the here below procedure: • use the mass dummy, configured in such a way to be representative of the F/H interfaces, the proof mass (design mass increased of the proof factor required by the specification) and CoG in the heaviest loading condition • assemble the test set-up • perform dimensional check of the unloaded MGSE (if necessary) • execute the proof load for a minimum time period of five minutes • perform visual inspection and dimensional check (if any) after the test For some MGSE the static load test could be also conducted simulating the proof load in other way, without using the mass dummies.

M2-MGSE-REQ-2010 Functional/Performance Test

Traces: This test, executed after the proof load, shall demonstrate compliance to the MGSE operative performances with the specification requirements. The mass dummy shall be configured to be representative of the nominal mass, CoG and interfaces of the handled F/H, in the worst loading condition. Proper functional test shall be carried out to certify the performance requirements of the F/H container air conditioning system (if any).

Traces: Scope of the test shall be to verify that the F/H, when handled or transported inside the transport container, is isolated against shock to the specified level. The test will be performed with the container loaded by a mass dummy representative of the F/H mass, CoG and I/F. The container will be subjected to two or more drop test, as per Table 516.6-VI of Method 516.6, of [RD 11]. Acceleration along the three axes shall be measured near the CoG of the F/H mass dummy. The acceleration values exceeding the flight hardware allowable levels shall be considered a test failure.
