NEIGHBOURHOOD DEVELOPMENT PLAN

ForewordAccording to the Teignbridge District Council Neighbourhood Plan evidence base,

Exminster Parish has above average economically active population (75% of residents

aged between 17 and 75, compared to around 63% across Teignbridge and Devon).

It also has an above average proportion of the working population in higher value

occupations, (particularly professional occupations, but also managerial, directors

and senior officials, and associate professional and technical occupations), and a

correspondingly above average proportion of the population with Level 4 qualifications

or higher.

The Parish has seen its number of households double in a 20 year period to 2012 to

c. 1,600 and with the completion of the Milbury Reach development, it will rise to

c. 1,900 by 2015. The Teignbridge Local Plan contains a policy for the South West of

Exeter urban extension. This policy envisages at least 2,000 new homes; all of which

are in Exminster Parish.

The Exminster Community Plan adopted by the Parish Council in November 2012

identified the many infrastructure shortfalls caused by a lack of investment particularly

during the period 1992 - 2012. The Community Plan has informed the Neighbourhood

Development Plan which seeks to ensure that the same mistakes are not made

with the South West of Exeter urban extension and Exminster village is not further

disadvantaged but gains from the additional development in the Parish.

The formal Pre-submission public consultation on the Exminster Neighbourhood

Development Plan 2013 – 2033 closed on Friday, 4 July 2014. As a result of the

consultation, a number of minor changes have been made to the text and policies.

This Submission Version of the Exminster Neighbourhood Development Plan

2013 – 2033 along with a Basic Conditions Statement and a Consultation Statement

will now be submitted to Teignbridge District Council, as the Local Planning Authority,

for Examination.

1.0 What is a Neighbourhood Development Plan meant to be?

1.1 Neighbourhood Development Plans (NDPs) are a way in which local communities, such as that within Exminster Parish, can formulate development management policies governing land-use planning matters to meet their expressed/identified needs/priorities. If a NDP containing these policies successfully passes scrutiny by an independent examiner and then is subsequently approved by a local referendum, the NDP will be formally ‘made’ and thus the policies it contains will be adopted by the Local Planning Authority for development management purposes in the consideration and determination of formal applications for planning permission. The policies would also be taken into account in any Appeal where they were cited as part of the reasons for refusal of planning permission.

1.2 NDPs were established through the Localism Act 2011 and Schedules 4A & 4B of the Town & Country Planning Act 1990 and accordingly must meet the following basic conditions:

i. generally conform with the strategic policies of the formally adopted Development Plan for the area, in Exminster’s case the Teignbridge Local Plan;

ii. have regard to current National Planning Policy;

iii. contribute to achieving sustainable development; and,

iv. be compatible with European Union (EU) law and human rights obligations.

1.3 Thus the weight to be accorded to Parish led development management policies contained in any NDP will be equal to that of policies developed at both District and National level, ensuring that local residents have a real and greater voice in the quality and contribution of new development to local community facilities and the character of the rural landscape within the Parish. However, NDPs are not a potential tool to stop development from happening in the first place.

2.0 Role of the Exminster Neighbourhood Development Plan

2.1 The Exminster Neighbourhood Development Plan (ENDP) provides development management policies to help enhance the quality and contribution of future development within Exminster Parish by providing additional policy tools for:

i. Exminster Parish Council to consider and refer to when providing consultation responses to new applications for planning permission;

ii. Teignbridge District Council (TDC) as Local Planning Authority (LPA) to use in the formal consideration and determination of applications for planning permission;

iii. Devon County Council as the local authority responsible for determining minerals and waste planning applications and County Council development proposals e.g. for schools, libraries and youth provision; and,

iv. the Planning Inspectorate to consider in the event of an appeal against any refusal of planning permission issued by the LPA which cites ENDP policies as part of the reasons for refusal.

2.2 The ENDP and the additional policies it provides are firmly rooted in the expressed wishes of Parish residents. It has been written to meet the requirements of a diverse audience, including residents, local businesses and local authorities, statutory undertakers, other interested parties and officials responsible for ‘examining’ and ‘making’ (i.e. approving) Neighbourhood Development Plans.

2.3 The ENDP is one way in which residents are hoping to help shape the future of development within Exminster Parish. The aims of the ENDP are firmly grounded in the explicit wishes of residents: expressed in responses secured through the recent Exminster Community Plan consultation exercise. With a response rate of over 60% of households (1,796 people) the feedback provided a clear purpose and focus for an ENDP to supplement the adopted Exminster Community Plan (ECP).

2.4 The ENDP is intended as a 20 year plan to be implemented in tandem with the ECP and the Teignbridge Local Plan (TLP). Under the terms of the Localism Act 2011, the ENDP is required to be in general conformity with the strategic policies of the TLP as the primary development plan for the area and, also, the Minerals Local Plan and the Waste Local Plan of Devon County Council. The ENDP aims to meet identified policy requirements to help guide and enhance the quality and contribution of future development within Exminster Parish towards meeting local needs. The ENDP will be subject to a review every five years or so; this may involve a full review or may involve a single topic quick review as necessary.

2.5 The ENDP includes development management policies that respond directly to needs identified by residents in their responses to the ECP consultation relating to: (a.) sport/community facility provision; (b.) the contribution of open areas of countryside to the visual quality/character of the rural setting of Exminster village; (c.) design quality of new development within the Parish; and, (d.) a commitment to consider the purchase of green spaces within and adjacent to the Settlement Limit (SL) for Exminster village and the use of any Community Infrastructure Levy to fund projects arising from policy EXM4.

2.6 In addition to issues covered by the proposed development management policies set out in this document, a range of other issues have been raised by residents which are either matters:

i. not considered suitable for inclusion in development management plan policies;

ii. considered to be already satisfactorily addressed by existing actions/policies contained in the ECP or TLP; or,

iii. which require more substantial evidential justification or strategic environmental assessment beyond the scope of currently available funding/resources.

2.7 Establishing formally adopted policies within the ENDP will give greater weight to the views of those living and working within Exminster Parish as those policies will form part of the development plan. Therefore the policies must then be fully taken into account by TDC in their formal decision making process as LPA. Policies within the ENDP will positively influence the quality of new development proposals and the contribution which new development makes to the overall quality of life and new building development within Exminster Parish.

2.8 The policies contained in the ENDP will sit alongside other existing, up to date, adopted local and national planning policies contained in both the National Planning Policy Framework (NPPF) and other national planning guidance and the TLP. The ENDP will also sit alongside other policies/actions set out in the adopted ECP which aim to meet other previously identified community needs.

2.9 The ENDP document and thus the proposed policies it contains will also need to be scrutinised and found to meet the basic conditions (see 1.2) and other relevant legal requirements by an external independent examiner before the ENDP may formally be ‘made’ and the policies it contains adopted as integral to the Local Development Plan for the area.

The steps to be taken are:

3.0 How was the Neighbourhood Development Plan Produced?

3.1 The ENDP is the result of extensive consultation with the broadest possible spectrum of stakeholders over a period of approximately three years. Initially, this work focussed on the production and adoption of a Community Plan; this groundwork was then taken forward as a sound basis for the development of the ENDP.

3.2 The development process may be summarised as follows:

i. May 2011 - Exminster Parish Council commissioned a project to understand what local people (residents, business operators and those who worked in the Parish) thought about their Parish. This project was run by local residents, with support from the Parish Council. A series of consultation events were held and over 60% of households (1,796 people) completed a questionnaire giving their views about Exminster and its future. The main findings revealed a genuine love for their community tempered by significant concern that new housing development was turning Exminster village into a dormitory town with inadequate infrastructure and facilities.

ii. November 2012 - Exminster Community Plan was adopted by Exminster Parish Council, containing around 50 actions that local people wanted implemented to enhance the quality of life in Exminster (a copy of the plan may be found at www.exminsterparish.org.uk). The Exminster Community Plan exercise produced a significant amount of ‘base data’ on which to both understand what was being said and to develop future policies.

iii. December 2012 - a formal Working Party was set up by the Council to produce the ENDP. The membership included representatives of the Council and independent members of the community. The Working Party took two primary sources of input as its basis for operation:

a. Those actions in the ECP that could not be handled at a local level due to significant funding requirements and/or the need for planning permission; and,

b. The draft TLP 2013-2033, and in particular, the proposed South West of Exeter urban extension development (the Matford settlement) in the Parish of Exminster

iv. January 2013 to November 2013 – A progressive series of consultations/discussions with residents, local businesses and those who work in the Parish, the Parish Council, TDC officers, Locality, Planning Aid Support Workers and others, which enabled the Working Party to better understand the identified issues.

v. March2013–Vision&ObjectivesstatementapprovedbyExminsterParishCouncil.

vi. May2013–OpenmorningtodevelopVision&ObjectivesandgenerateOptions.TheeventwasadvertisedintheParishmagazine(SCENE);ontheParish Council website; and posters were displayed in the Parish.

vii. July 2013 – Issues summary approved by Exminster Parish Council.

viii.July2013–OpenDayattheVillageFetetogenerateOptionsandPreferredOptions.AleafletprovidinganupdateonprogresswiththeENDPandextendinganinvitationtothestandattheVillageFetewasdeliveredtoallhouseholdsintheParish;theeventwasadvertisedintheParishmagazine;onthe Parish Council website; and, posters were displayed in the Parish.

ix. August2013–ThreeOpenEveningswereheldduringthemonth.Businessesand local organisations were invited and the events were advertised by poster; word of mouth; and, on Facebook for the wider population.

x. December 2013 – Communications & Consultation Strategy approved by Exminster Parish Council.

xi. January 2014 – Key issues isolated which might reasonably be addressed in the proposed ENDP to develop a more focussed brief for issue to an independent planning consultant to produce draft text.

xii. February 2014 – An independent planning consultant was engaged to produce a full text draft of the ENDP for the Working Party to be able to informally consult on with relevant stakeholders, amend as necessary and add relevant appendices to (such as maps/plans) before a fully illustrated draft document was then formally published for distribution to all households and businesses in the Parish as part of a further formal round of public consultation.

xiii. April 2014 – ‘informal’ consultation of a draft Pre-submission ENDP. A leaflet providing an update on progress with the ENDP and containing the policies and the options to respond to the consultation document was delivered to all households in the Parish; an advert was placed in the Parish magazine,postersweredisplayedintheParish;and,detailsweredisplayedon the Parish Council website. A consultant was engaged to carry out a Sustainability Appraisal of the document so that it would best meet the requirement that neighbourhood plans should contribute towards meeting the need for development that is truly sustainable.

xiv. May 2014 – Updated Communications & Consultation Strategy approved by Exminster Parish Council. Pre-submission ENDP approved by Exminster Parish Council for public consultation from Friday, 23 May to Friday, 4 July 2014. A leaflet providing an update on progress with the ENDP and containing the policies and the options to respond to the consultation document was delivered to all households in the Parish; an advert was placedintheParishmagazine,postersweredisplayedintheParish;and,details were displayed on the Parish Council website.

xv. July2014–ENDPSubmissionVersion,IntroductionandBasicConditionsStatement and Consultation Statement approved by Exminster Parish Council for submission to the LPA.

4.0 What are the main issues & objectives addressed by the Plan?

4.1 Those issues and objectives capable of inclusion within the ENDP are as follows:

i. Maximising the benefit to the whole Neighbourhood Development Plan Area from the proposed Matford settlement development: Provision of accessible, community, sports and leisure facilities.

ii. Maintaining the visual landscape quality and contribution of the rural setting of Exminster village: Promoting the distinctive and much-loved ‘village feel’ by enhancing and protecting the quality and contribution of surrounding green space;maintaininganatural‘bufferzone’betweenExminstervillageandthesettlement at Matford.

iii. Helping the Matford settlement to establish its own identity: Promoting sensitive development which protects and enriches the rural landscape and setting of the built environment.

iv. Involving local people as fully as possible on an ongoing basis in the process of developing the Plan and vision delivery for the Neighbourhood.

4.2 The policies developed are specifically in response to the relevant issues raised by the Exminster Community Plan consultation exercise, namely:

i. Sports and leisure provision,

ii. Contribution of open space to the quality and character of the area,

iii. Design quality of new development,

iv. Protection of green spaces,

Policies on the contribution of open space and the protection of green spaces will indirectly support climate change mitigation and adaptation through the retention and provision of open green space within and between settlements.

4.3 As indicated above, a Sustainability Appraisal (SA) has been carried out on the draft policies. While central government has advised that a separate SA is not necessarily a requirement, the ENDP Working Party and the Parish Council decided that undertaking such an appraisal would be good practice and employed a consultant, ClareReidConsultancy,todothework.TheSAhasadvisedthefinalwordinginthepolicies and supporting text that appear in this document. TDC has advised that a StrategicEnvironmentalAssessmentandHabitatsRegulationAssessmentarenotrequired and the consultant has confirmed that the Submission version ENDP has in her opinion complied with good practice requirements for sustainability appraisal (see Appendix vi).

5.0 Land Use Development Management Policies

Community SPortS & LEiSurE FaCiLity

5.1 In response to the ECP survey, 43% of respondents (820 people) said that they would use a purpose-built indoor sports centre and 25% of respondents (571 people) said that they would use a purpose-built outdoor sports centre with all-weather facilities.

5.2 Based on a potential future population in Exminster Parish of approximately 9,000, it has been estimated by using the Teignbridge Active Leisure Strategy figures that sufficient demand for a 4-court multi-use sports hall would be generated. It is hoped that new leisure sports provision may be made in close proximity to a school or other community facility, south of the A379, in the proposed development at Matford.

5.3 Investigation of potential locations has not attempted to focus on specific site allocations, bearing in mind the complexities of landownership and financial negotiations on contributions from developers towards such a facility, but rather on the desired benefits of ensuring the greatest degree of access to such a facility through provision of public transport, cycling and footpath links for both the existing population and the extra people resulting from the proposed development at Matford. Not only would such a move ensure joint ‘ownership’ but also maximise potential patronage and relative ease of access by both communities.

5.4 The Sport England guidance indicates that the capital cost of a 4-court multi-use sports hall would be in the region of £2.6 million (including external works and feesbutexcludingVATwhichisgenerallyrecoverablebyaParishCouncil).TheTeignbridge Local Plan’s Infrastructure Delivery Plan has an allowance of £2 million for indoor sports, leisure and recreation facility serving the South West of Exeter.

5.5 In response to points in paras 5.1 – 5.4 the following policy was formulated:

5.6 Policy EXm1 – Community Sports & Leisure Facility:

“Prior to the implementation of the Community infrastructure Levy, S.106 Contributions secured towards community recreation and sports provision from the matford Home Park and other new developments within Exminster Parish should be primarily directed to the provision of new, communal, public facilities (within the matford settlement, south of the a379) with a view to providing a facility capable of maximising potential use by those in the existing and proposed residential communities of Exminster village and matford settlement respectively. the facilities should be developed in a location, to a design and in a manner, that will avoid any Likely Significant Effect on the Exe Estuary Special Protection area.”

oPEn CountrySidE

5.7 In the Teignbridge Local Plan 2013 – 2033, Policy S22 states that land outside the defined settlement limits is considered to be open countryside, where development and investment will be managed to provide attractive, accessible and biodiverse landscapes, sustainable settlements and a resilient rural economy. In open countryside, development will be strictly managed, and limited to uses which are necessary to meet the overall aim of the policy.

5.8 Question 28 in the ECP asked the following ‘Thinking about Exminster village, which is already expanding by 300 new homes over the next six years due to the Milbury Farm development (104 of which will be affordable housing), which of the following statements do you most agree with?’ In response, 79% (1,385 people) supported the statement that “no more development was needed”. At the time of the ECP questionnairepreparation,MilburyReach(formerlyknownasMilburyFarm)hadsecured planning consent (although development had not commenced).

5.9 ItisanticipatedthatwiththecompletionofthenewestateatMilburyReach(297 homes) and the development of another site at Sentry’s Farm subsequently granted permission for 65 houses, there is no current need for the purposes of this Neighbourhood Development Plan to consider the further expansion of the village through extension of the Settlement Limit (SL) and/or major residential additions to Exminster village within the existing SL.

5.10 The second question relating to spatial matters asked ‘Do you want to maintain anundeveloped‘bufferzone’betweenExminstervillageandExeter?’Therewasaverystrongresponsewith87%(1,511people)beinginfavourofa‘bufferzone’tobemaintained around the existing SL for Exminster village.

5.11 The open rural landscape character around Exminster village and the clarity in the current definition between settlement and open countryside is highly valued. It is important to ensure that any new development in line with the policies of the TLP but located outside the defined SL within this open landscape, should conserve and wherever possible enhance the wildlife or heritage value of the open countryside and the quality and contribution of the surrounding rural landscape to the character and setting of Exminster village. Similar importance should be given in the development of the Matford settlement.

5.12 In response to points in paras 5.7 – 5.11, the following policy has been formulated:

5.13 Policy EXm2 - open Countryside:

“the siting, scale, form, layout, design, materials and landscaping of any development, which may be permitted within the areas of Exminster Parish, outside the Settlement Limits as defined for Exminster village and the proposed South West of Exeter urban extension (the matford settlement) within the teignbridge Local Plan, should pay particular respect to the need to conserve and enhance wherever possible the rural nature, existing visual landscape quality, wildlife and heritage value of the open countryside of the Parish. any development should also respect the important contribution the open countryside makes to the setting and visual quality of Exminster Village and will make to the setting and visual quality of the new urban extension.”

QuaLity oF dESign

5.14 The plan to build some 2,000 new houses in the Parish (the Matford settlement) comes at a time when there has been considerable concern about the level of building in Exminster Parish but more specifically in the village of Exminster itself. In the early 1990’s, the number of homes within the SL was around 700. Since then, development within the village has created approximately 1,000 new homes, more than doubling the total number of households within the village in less than twenty years and extending the SL, mostly against the expressed wishes of established residents. With a large number of builders involved, there has been no consistency of housing design on the various sites and, therefore, no overall style has developed.

In a village that feels itself subject to substantial pressure for new residential development, careful attention to the design and character of any new development is required.

5.15 Careful planning is also needed to ensure that the Matford settlement is visually successful with its green backdrop and existing dwellings, and creates a settlement which aesthetically delivers a development which meshes the current scatter of individual dwellings within a new village environment. In doing so, it is also important to protect and enhance heritage assets within or affected by the new development. Building for Life 12 (http://www.designcouncil.org.uk/knowledge-resources/building-life-12) is the current industry standard for the design of new housing developments. The Guide (BfL 12) is published by the Building for Life Partnership. The twelve principles include ‘connections’ (does the scheme integrate into its surroundings), ‘facilities and services’, ‘character’, ‘creating well defined streets and spaces’ and ‘public and private spaces’. New development should accord with these principles.

5.16 In response to points in 5.14 – 5.15, the following policy has been formulated:

5.17 Policy EXm3 - Quality of design:

“all new development within the neighbourhood development Plan area should be of a high standard of design and wherever possible enhance local character. any development within the Exminster village Settlement Limit should be in harmony with existing high quality development in the village and respect the rural setting of the village. the proposed South West of Exeter urban extension (the matford settlement) should be designed in a way that respects its rural backdrop and protects and enhances heritage assets including the style and setting of individual existing buildings of character, which will be incorporated within it (especially the main building of the devon Hotel) or affected by it. the new urban extension should have its own distinctive neighbourhood identity and reflect local traditional building materials with housing delivered in accordance with the principles set out in the latest version of the guidance produced by the Building for Life Partnership.”

uSE oF Community inFraStruCturE LEViES

5.18 In the Teignbridge District area, which includes Exminster Parish, a levy on every new openmarkethouseisexpectedtobeintroducedfromOctober2014toassisttheprovision of community infrastructure (the Community Infrastructure Levy or CIL). When the ENDP is ‘made’ the Parish Council will qualify for 25% of the Community Infrastructure Levy raised in the Parish. Parishes without a Neighbourhood Development Plan receive a maximum of 15%.

5.19 From the ECP it is clear that residents appreciate green spaces within the Exminster village and the surrounding countryside. It is important to the residents that there is neither unwarranted infilling within the SL nor further development adjacent to the SL which has the effect of extending the SL for Exminster village. The Parish Council will seek to purchase parcels of land as and when the need arises both to maintain existing green spaces within the SL and protect green spaces adjacent to the SL. Apart from the recreational benefit that would accrue, with suitable management of additional public green spaces, wildlife could also benefit, as could any heritage assets that are incorporated within the green space. To this end, the Parish Council will seek advice from relevant organisations to ensure that appropriate management is put in place particularly in view of the proximity of the Exe Estuary Special Protection Area and other protected species (e.g. Cirl Buntings) that are present within the Neighbourhood Development Plan Area.

5.20 Policy SWE3 of the Teignbridge Local Plan allocates an area of 70 hectares of land south of the A379 between the proposed Matford settlement and ExminstervillageasaRidgeTopPark.Theprovisionisprimarilytosatisfylegal requirements to mitigate the impact of new development on sites of international wildlife importance, in this case, the Exe Estuary. The aim is to divert a significant number of new day to day recreational users particularly walkers and dog walkers away from the protected area. Mitigation must take place in step with development and not lag behind. It will need to be phased appropriately in consultation with Natural England and as housing delivery takes place.

5.21 The expectation of the ENDP is that, in view of the wider environmental need foritsprovision,thecostoftheRidgeTopParkshouldnotbefundedfromCILmonies payable to the Parish Council. This should be used to implement the policy below. Nonetheless the recreational benefits for Exminster parishioners of the Park are recognised and its provision is strongly supported.

5.22 Policy EXm4 – use of Community infrastructure Levies:

“any Community infrastructure Levy generated by development within the boundary of Exminster Parish and paid over to the Exminster Parish Council should, subject to having no likely significant effect on protected European Sites, be used to:

i. deliver community sports and leisure facilities identified in policy EXm1;

ii. deliver projects or achieve objectives identified from the Exminster Community Plan, adopted in november 2012 by the Parish Council, and this neighbourhood development Plan;

iii. Purchase and maintain existing or new public green open spaces within Exminster Parish; and,

iv. Support other infrastructure necessary to address the demands that development places on the area, such as education, health, transport and movement, green infrastructure, recreation and other necessary facilities and promote sustainable links between Exminster village and the new settlement of matford.”

6.0 Implementation and Monitoring

6.1 The ECP adopted by the Parish Council in November 2012 identified a number of projects. Most of these projects can be delivered without a Neighbourhood Development Plan and can be financed through CIL, the Parish Precept, S.106 agreements and grant funding.

6.2 The cost of the Sports & Community Centre (Policy EXM1) has been estimated at £2.6 million which, under normal circumstances, would be beyond the means of most Parish Councils. However, the South West of Exeter urban extension (SWE) should either generate S.106 contributions towards a Sports & Community Centre and / or provide CIL contributions in respect of new open market houses. It is understood thatCILshouldbeoperatingintheTeignbridgeDistrictfromOctober2014andtherate for the SWE is £150 per square metre of floor area. When the ENDP is ‘made’ Exminster Parish Council will qualify for 25% of the CIL raised in the Parish. Parishes without a Neighbourhood Development Plan receive a maximum of 15%. Significant sums will therefore accrue to Exminster Parish Council from the largest ever development in Teignbridge District making the provision of the Sports & Community Centre an attainable project.

6.3 Exminster Parish Council will seek to purchase parcels of land as and when the need arises both to maintain existing green spaces within the SL and protect green spaces adjacent to the SL. These are likely to be opportunistic purchases as the land around the SL is owned by many different landowners and information is limited as to when and what might come available and at what cost. Depending on the quantum, Exminster Parish Council may use the Precept, S.106 agreements, CIL and grant funding to finance the purchase(s).

6.4 Exminster Parish Council will monitor the ENDP on a regular basis including looking at the policies and the contribution they are making to the achievement of the nine sustainability objectives contained in the Sustainability Appraisal of the ENDP. At least once every year, the Parish Council will report on progress to all households in the Parish. The ENDP will be subject to review every five years or so.

9th  July  2014      Dear  Adrian    Sustainability  Appraisal  Checklist  of  the  Exminster  Neighbourhood  Development  Plan      I  am  writing  to  confirm  that  I  consider  the  changes  to  the  Exminster  Neigbourhood  Development  Plan  (ENDP)  following  the  pre-­‐submission  consultation  do  not  raise  any  significant  issues  in  relation  to  the  sustainability  appraisal,  and  that  the  process  followed  has  complied  with  good  practice  requirements  for  sustainability  appraisal.    The  draft  ENDP  was  assessed  against  a  set  of  sustainability  objectives  and  no  significant  adverse  impacts  were  identified.  A  number  of  recommendations  were  made  to  strengthen  the  contribution  the  ENDP  could  make  to  sustainable  development,  and  these  were  all  taken  on  board  in  the  revised  Plan.  Changes  made  to  the  pre-­‐submission  ENDP  as  a  result  of  consultation  were  also  checked  in  relation  to  the  sustainability  appraisal,  and  no  significant  issues  were  identified.    Whilst  no  significant  adverse  impacts  have  been  identified,  I  am  pleased  to  note  that  monitoring  proposals  for  implementation  of  the  ENDP  include  indicators  covering  the  sustainability  objectives,  to  ensure  that  any  unpredicted  impacts  are  picked  up,  particularly  in  relation  to  any  impacts  on  the  Exe  Estuary  Special  Protection  Area.        Yours  sincerely
