Re: February 2012 Report of Activities

Much of this month was spent meeting with various individuals and entities involved in

economic development and discussing my role with SEAGD and cultivating relationships for

future projects.

One prospect was indentified that could potentially result in the relocation of a truck

assembly plint fiom Pennsylvania to Alabama which would create 400 new jobs for that

.o*rnrnity. The specifications provided by the prospect closely fit a facility in Abbeville.although the faciliiy is a bit larger than requested. I arranged for a site visit by the site engineer

contraited with the prospect which took place on February 20 in Abbeville. I attended the site

visit and arranged for Mayor Blalock, the realtor handling the sale of the building and other city

leaders to also be at the facilitY.

Follorving thc site visit. I accompanied the site engineer back to Birnringharn aud rvas able to

obtain additional insiglrt into thc prqect. Thc next morning. on February 21, I personally visited rvith

Greg Ca1field. Direcior of the Alabama Devclopment Office. We discusscd the project and what I believe

the Jornpany rvill rcquire from the statc in order to relocatc to Abbcville. The reception lras positive and I

have been gathering and suburitting additiorral requested information to ADO rvhile also continuing to

follos'up rvith the prospect.

The next step is to have another visit to Abbcvillc, this time involving the CEO of the prospective

company. I have been lvorking closcll,r,rith Jimml'Rane, a leading corporate citizen in the area. to make

the arrangemcnts.

I have also had substantive. yet verl'preliminary, meetings rvith other companies looking to

locate in Alabama, including a phamraceutical compan,v and a computer manufacturer. I am also

developing a plan to submit to the Board relative to a shared economic development initiative that has

becn succsssfullf implernentcd in othcr areas of the state.

I also met briefll,rvith Ncal Wade. former ADO Director during the fule.v Adnrinistration" rvho is

tvorking on ecouomic development projects in northrvcst Florida. Hc suggested several potential iointproiects that could benefit the SEAGD footprint. We are to ureet and discuss further in March.

Re March 2012 Report of Activities

As reported last rnonth. I had arranged for a meeting with former ADO Director NealWade. We met earlier this month and discussed a myriad of subjects related to economicdevelopment including prospects, people to get to know inside and outside Alabama, as well asthe megasite project between Southwest Florida and Southeast Alabama. The meeting was veryhelpful and I believe Neal will be a valuable resource to me as I work to develop projects for theSEAGD footprint.

I visited with ADO Director Greg Canfield on several occasions, both in person and viatelephone during the month. Items discussed included the project for Abbeville (details tofollow) as well as a project in Ozark on behalf of Mayor Blackwell.

I also met with Dothan Economic Development Director Matt Parker, fu^t Moris, theDirector of the Dothan Airport along with State Representatives Paul Lee and Donnie Chasteenregarding the loss of Pimco and new opportunities for the airport. I am pursuing numerous leadsfor the facility, including the company that currently operates Mobile Aerospace as well as otheraviation-related companies that will need to locate in Alabama following an announcement of anew industry soon in Mobile. I am also meeting with cornpanies with Andalusia, Troy and Ozarkas prospective locations.

The Abbeville truck assembly project continues to move forward. I am working on sitevisits in April and May right now with company representatives from Pennsylvania andSingapore. along with former Governor Riley. I am coordinating with Mayor Blalock on this. Iam cautiously optimistic about this project's chances of happening There is a competing site inGuin, AL, but I believe we have the inside track on landing the deal. Jimmy Rane, a leadingcitizen in the area, is also assisting Mayor Blalock and me in these recruitment efforts.

Over the next several weeks, I would like to set up a lunch meeting with the ADO projectmanagers, Director Canfield, members of the SEAGD Board, you and me to lay out SEAGD'slevel of commitment to economic development and to lay out the communications structure. Iwant to build a very strong relationship with each of the project managers. I will get several datesto you to consider.

On May 15, I conducted another site visit in Abbeville for Kidron. This time, the President andCEO of the holding company ST Engineering, Tan Pheng Hock from Singapore, attended alongwith General John Coburn, President/CEO of VT Systems; Mike Tucker, President and CEO ofVT Hackney, Inc; Mike Lanier, consulting engineer for Hoar Construction; and Governor BobRiley, President/CBO, Bob Riley & Associates, LLC. Mayor Ryan Blalock was also involved inthe visit as well as Jimmy Rane, President and CEO of Great Southern Wood Preserving.

The visit was very successful. We toured the facility in Abbeville, took a driving tour of the townand had a dessert reception at alocal restaurant owned by Jimmy Rane. Mayor Blalock delivereda brief but effective presentation providing facts and statistics about the area.

Following the Abbeville visit, the group traveled to the Dothan Airport where we met with MattParker of the Dothan Economic Development Office as well as Rep. Paul Lee (R-Dothan). Rep.Lee was the sponsor of legislation passed this past session providing tax incentives for aircraftrefurbishing and represents the Dothan areainthe Alabama Legislature. We toured the nowvacant Pemco facility and discussed the workforce available should VT (parent company ofMobile Aerospace) relocating their Mobile facility or adding another new facility in Dothan.

I personally met with Governor Robert Bentley about the Abbeville project and outlined what Ibelieve the state will need to provide in order to land the project. Secretary Canfield hadindicated an amount between $750,000 and $1.2 million. I told the Governor I suspected it willneed to be between $2.5 million and $3 million. The Governor committed to me that he willprovide the resources necessary. Secretary Canfield told me that the Governor hadcommunicated that same message to him. This commitment is critical for the project to happen.

Pheng Hock will be the ultimate decision-maker on both the Abbeville and Dothan projects sothis was an important visit. I am continuing to follow up on both and am optimistic about one orboth coming to fruition.

On an overall economic development note, Susan and I attended the Japan America Society ofAlabama dinner in Birmingham at The Club on May 17, joining Commerce Secretary GregCanfield and his wife, ADO's Director of Trade Hilda Lockhart, David Hutchison (ADO projectmanager) and Sam Kakuda from ADO's Tokyo office.

I have continued to stay in contact with officials from Kidron regarding a facility for

construction of refrigeiated vans. Last month, I facilitated a site visit in Abbeville for Kidron

with the President uia cpo of the holding company ST Engineering, Tan Pheng Hock from

Singapore along with General John Coburn, President/CEO of VT Systems and Mike Tucker,

President and cEo of vT Hackney, Inc. The feedback from the visit was very positive but it

now appears that Kidron has made the decision to start a new facility in the Southeast to

compiiment their current operations in Pennsylvania and Missouri rather than relocate the

Pennsylvania facilitY.

The good news is that it means a new facility with 100-150 jobs. The bad news is that we were

hopiig for the relocation of the Pennsylvania plant which would have meant 400-450 jobs'

untess they change course, the plant in Abbeville is too large a facility fol w$t they areplanning. I am continuing io work to have the new Kidron facility locate in Alabama and

specifrcatty a SEAGD city and will keep you updated on the progless'

After four site visits to the Abbeville facility, I am commmitted to finding a company to utilize

this facility. I am working on a number of potential candidates and will arrange site visits as soon

as possible.

The announcement of the EADS facility in Mobile is very positive for economic development

for SEAGD. I have an outstanding relaiionship with EADS\Airbus and have already met with

officials regarding various new suppliers for the Mobile facility. I am optimistic about the

opportunitiles thaiexist for new companies and new jobs to locate in our cities. I will stay on top

of this project.

I have arranged a meeting on July 19 in Montgomery with Governor Robert Bentley, Matt Parker

of Dothan,s economic deielopment office and members of Houston County's legislative

delegation regarding the relocation of an aviation refurbishment company from Miami to the

abandoned PEMCO facilites at the Dothan airport. This is a tremendous opportunity for Dothan

and would result in the full replacement ofjobs lost when PEMCO closed down plus hundreds of

new jobs. I am committed to working to have the state put together an incentive package that will

result in a successful recruitment of this company'

I plan to travel to Germany this fall on an economic development recruitment trip designed to

lead to new investments in Alabama and SEAGD cities'
