Department of State Participation in Exercises, Experiments and Wargames
• PM, the Bureau of Political-Military Affairs is working to rationalize State-wide participation in DoD Exercises, Experiments and Wargames (EEW) to ensure DoD/State’s highest EEW priorities are met
• Manages EEW process to prioritize or adjudicate value of State participation
• Facilitates specific requests for personnel with Regional Bureaus, Functional Bureaus, and the POLAD Reserve Corps
• Coordinates with S/CRS for Reconstruction and Stabilization requests 04/20/23

• The POLAD Reserve Corps is a cadre of experienced State Department officers, drawn from both the Foreign Service and Civil Service, who volunteer to be available for deployment to provide regional and functional expertise to U.S. military forces on short-term operational missions, exercises and other activities.
• Operates outside of Chief of Mission authority — reports directly to a military commander
• Provides foreign policy advice and support
• Liaises with the Chief of Mission, Main State, and others, as appropriate

• The goals for State (non-S/CRS) participation in DoD exercises is limited
• Contribute to overall interagency participation for more realistic scenario development and exercise execution
• Influence DoD views on engagement
• Individual training and familiarization with DoD processes

State Limitations
• Manpower• State does not have the depth of personnel to support
every request, particularly for:• POLAD-level Senior Foreign Service Officers• HDLD desk officers
• Funding• Plan on funding all TDY costs for any request of State
support• By exception, State Bureaus may provide funding depending on
the level of State interest and importance
