EXECUTIVE SUMMARY
The incessant desire to carry-out our mandate has continu-ously made PDEA the prime Agency in combating illegal drugs. The effort does not only rest on street pushers in the barangay but includes affluent personalities who likewise, had been entangled in drug dependency that enslaved them, notwithstanding their social status. For this period, PDEA Regional Office – National Capital Region continued its enthusiasm by working in the fight
against illegal drugs. For the period, this Region accomplished a total of One Hun-dred Twenty-five (125) operations, Eighty-five (85) negation operations, Fourty (40) intelligence operations summarized as follows: 35 Casing/Surveillance, 5Test Buy, 2 Buy-Bust Operations, 3 Search Warrant Operations, 2 Controlled Delivery, 1 Interdiction, 1 Turn-over, 1 Recovery Operation and 75 Joint Operation with PNP.
Continuous surveillance and casing operations are now being made for the
conduct of negation operations, including forth with high impact operations, on this coming month.
Equal significance are given in promoting Anti-Drug Advocacy Campaign and
empowering OLEAs in carrying out the Barangay Drug Clearing Program, consonant with the guidelines employed by ICAD.
OVERVIEW OF THE REGIONAL DRUG SITUATION
Drugs of Choice
The unrelenting desire to release the barangays from the clutches of dangerous drug have now resulted to a significant total of eighty-five (85) drug-cleared barangays and Three (3) Drug Free Barangays in Metro Ma-nila. Anti-drug efforts must be sus-tained considering that initial success have been determined.
Shabu remains to be the number one drug of choice in the region even with the existence of other dangerous drugs such as Ecstacy, Cocaine, Hashish and Marijuana.
Notwithstanding the great numbers of drug personalities in Metro Ma-nila, a significant total of sixty barangays have been declared as drug-free, consonant with the stated barangay drug clearing parameters by the DDB. Evidently, adamant desire to free the society from dangerous drugs remain ulfaltered despite the omnipresent odds.

Placement of drug den has become less apparent due to the pressure brought by barangay drug clearing operations. Illegal drug manufacturing becomes less desirable on the part of drug syndicates who have shifted to illegal importation of dangerous drugs which posed lesser risk but great reward.

OBSERVATIONS ON PROBLEMS ENCOUNTERED/RECOMMENDATIONS
The inadequacy in providing proper intervention to identified drug dependents hampered government efforts to fully address drug dependency which directly affect existing demand for dangerous drugs making the Philippines, still a desirable destination for illegal drugs.
It bears stressing that efforts must be focused on
drug monitoring and detection of drugs in our ports of entry thereby eradicating drugs in the earliest opportunity before it may be flooded to the streets of Manila, making it harder to suppress.
OVER-ALL ASSESSMENT
It has been proven time and again that the National Capi-tal Region is the center of gravity of illegal drug activity in the country. That being said, PDEA RO NCR needs all the support it can get from all stakeholders in this campaign. Thus, this Regional Office is practicing the principle of 3Cs, “Cooperation, Coordination and Camaraderie”, to effectively implement our mandate.

NEGATION OPERATIONS
OOA 2115H APRIL 03, 2018 Joint Operatives of PDEA RONCR led by IA1 ERWIN DL MAGCAMIT, QCPD DDEU, and QCPD PS -10 Kamun-ing implemented the Search Warrant no. 557 (18) is-sued by HON. EXEC-UTIVE JUDGE CECI-LYN E. BURGOS-VILLAVERT of Que-zon City RTC Branch 89 at No. 42 Maunlad St., Brgy Pinyahan, Quezon City that re-sulted in the arrests of ARTHUR CAMBAY y LACISTE @TETET, male, 21 years old, single; JASON CAMBAY y LACISTE, male 16 years old, single; MARVIC
CAMBAY y LACISTE, female, 43 years old, married; MARK COLIMA y DEE @MAKMAK, male, 32 years old, single; and EDWIN DE MESA y NICANOR @DONG, male, 49 years old, single. All arrested suspects were residents of Maun-lad St., Brgy. Pinyahan, Quezon City. The confiscation of 29.1785 grams of Shabu w ith estimate d value of PhP 145,892.50 (DDB Value). Cases filed, Violation of Sec 6, 11, 12 were filed against ARTHUR CAMBAY, MARIVIC CAMBAY and RYAN DE MESA ESTEBAN (AT-LARGE); Violation of Sec 15 was filed against MARIVIC CAMBAY; and Violation of Sec 7 were filed against MARK COLIMA, EDWIN DE MESA and JASON CAMBAY. All under Article II of RA 9165 before the HON. NILDA R ORDONO, ACP, Quezon City.
OOA 2150H APRIL 04, 2018 Operatives of PDEA RONCR Eastern District Office led by IA 3 GEORGE PAUL P ALCOVINDAS, District Officer together with ADAC of Pasig City con-ducted buy-bust operation along E Jacinto St., Bambang, Pasig City which resulted to the arrests of ARLENE SUMO y VICTORINO (Target Listed), female, 42 years old(DOB: Febru-ary 09, 1997), married; MARVIN SUMO y GARLET (Target List), male, 46 years old (DOB: June 18, 1972), married; MARK LESTER RIVERA y MICHAEL (Target Listed), male, 32 years old(DOB: January 07, 1985) and all resident of E. Jacinto St, Bambang, Pasig City. The confiscation of 10.9993 of Shabu with estimated value of PhP 54,996.50 (DDB Value). Cases filed, Violation of Sec 5 rel 26b, 11 and 15 Art II of RA 9165 were filed against the all suspects before HON. MARIO F. BAUTISTA, ACP, Pasig City with Docketted number XV-14-INQ-188D-00332.
OOA 1545H APRIL 07, 2018 Joint Operatives of PDEA RONCR Southern District Office led by IA 1 JOEL D VILLORENTE, Makati CPS, ACOPO and Makati SDEU implemented Search Warrant No. 18-022 issued by HON. EXECUTIVE JUDGE ELMO M. ALAMEDA RTC Branch 15, Makati City which resulted to the arrests of RUBEN JAMON y CASTRO (Target Listed), male, 50 years old, married, tricycle driver; JERALDA JAMON y MAMAID (Target Listed), female, 50 years old, married, jobless; MARK ANTHONY MAMAID, male, 25 years old, single, tricycle driver; RICHARD SAN MIGUEL, male, 37 years old, married, cellphone technician; JASON JAMON, male, 20 years old, sin-gle, jobless, all resident of 7819 JB Roxas St., Brgy Olympia, Makati City; JOEL CABRERA, male 54 years old, married, casual employee of Makati City Hall, residing at Constancia St., Brgy Olympia, Makati City; LUZVIMINDA LOPEZ, female, 53 years old, jobless, residing at Antipolo St., Brgy Olympia, Makati City. The confiscation of 24.8057 grams of Shabu with estimated value of PhP 124,028.50 (DDB Value). Cases filed, Violation of Sec 6, 11, 12 Art II of RA 9165 were filed against RUBEN JAMON y CASTRO @BENNIE and GERALD JAMON y MAMAID @GERARDA; Violation of Sec 7 Art II of RA 9165 was filed against JASON JAMON y CASTRO; and Violation of Sec 7 para B and 15 Art II of RA 9165 were filed against LUZVIMINDA LOPEZ, MARK ANTHONY MAMAID, JOEL CABREA and RICHARD SAN MIGUEL before the HON. CHERRYLIN N. GO-ORTIZ, ACP, Makati City.

OOA 1100H APRIL 20, 2018 Counterparts from BOC informed this Office that a fe-male arrived at CMEC to claim a parcel that was alerted last April 5, 2018. Operative from
this Office immediately proceeded at CMEC. The claimant presented identified card as MONICA SANTOS with her pic-ture in it and introduced herself as the consignee. After present-ing the documents, the parcel was then opened and examine by BOC Examiner COO3 GERAR-DO PASCUAL in the presence of consignee and the operatives of NAIA-IADITG and found out Nine Hundred Sixty-two (962) pieces of tablets

Tejeros, Makati City which re-sulted to the arrest of ANTO-NIO BAGUINBIN Y LOBIANO w ho pres ented an ID and introduced himself as ARNEL MONTILLA, male, Filipino, married, 38 years old. The confiscation of MOL 2 kilo-grams of Shabu with esti-
mated value of PhP 10,000,000.00 (DDB Value). Case filed, Violation of Section 4 Article II of RA 9165 was filed against the suspect.
OOA 1700H APRIL 27, 2018 Joint Operatives of NAIA-DITG composed of PDEA, BOC, PNP-DEG, NBI, BI, MIAA-APD, PNP AVSEGRP and OTS and PDEA Manila and Northern District Office led by IO II LO-RENZO ADVINCULA, IA III GERALD JAVIER and IA V JOSEPH THEODORE B ATILA conducted controlled delivery operation along Pedro Gil Street corner Pilar Hidalgo Street, Brgy. 696 Zone 76, District 5, Manila which result-ed to the arrest of GUNDE-LINA DAVID, female, Filipi-no, married, 64 years old. The confiscation of MOL 2 kilo-grams of Shabu with esti-mated value of PhP
10,000,000.00 (DDB Value). Case filed, Violation of Section 4 Article II of RA 9165 was filed against the sus-pect.
TURN-OVER OOA 0900H APRIL 27, 2018 IA3 GERALD JAVIER, Deputy Task Group Com-mander, NAIA-IADITG attended a ceremonial turn-over of the two (2) package that were seized by the BOC at FedEx Warehouse, at Bureau of Customs District Office, NAIA, Pasay City. The first package, declared as collectible lass doll identified its consignee as SAVANNAH VALDEZ of B27 L20, 22 Leveret St., Phase 3 Governor Hills Brgy Manggahan General Trias Cavite and its Shipper as ROBERT JACKSON of 3760 Pastel Studio City CA 91604 US, yielded MOL 1 Kg of Methamphetamine Hy-drochloride w ith estimated value of PhP 5,000,000.00 (DDB Value) and MOL 127grams of Marijuana (KUSH) w ith estimated value of PhP 190,500.00 (DDB Value) concealed under a doll. The second package, de-clared as toys, identified its consignee as EMMER SONCROZ MEDINA of 39 Durian St., Area 9 Pusing Tamo, Quezon City 1107 and its Shipper as LISA STODDARD of Anza Dr Site A Valencia USA, yielded MOL 1 Kg of Methamphetamine Hydrochlo-ride concealed under lego blocks w ith estimated value of Php 5,000,000.00 (DDB Value).
