Executive Summary: This report reviews the gaps in the existing OH&SMS of the organization, hazard analysis of the Polyethylene division and risk assessments on one significant physical and health & welfare hazard. The study was successfully completed with the active participation from the management and workers of the polyethylene division. Every company can enjoy significant benefits by investing in health and Safety. Simple improvements can increase competitiveness, profitability and the motivation of employees. The health & safety Management system of the company is modeled on HSG 65 with few elements not considered which could have direct implications on the health and safety programs. Detailed gap analyses are conducted to identify the drawbacks and are prioritized according to the criticality of the gap. Important gaps are summarized as:- Major shortcomings in the identification and evaluation of compliance with legal and other requirements to which the organization subscribes. Emergency drill scenarios need to be part of the mock exercises and firefighting equipment need to be maintained at all times. Operational controls need to be demonstrated in an effective manner at the ground level. An action Plan has been drawn for all the recommendations, responsibilities assigned and target dates fixed for completion. Justifications and cost benefit analysis have been provided for every recommendation proposed. Major recommendations for risk reduction and improvement in the existing situation are: HSE trainings and awareness to be provided to employees and contractors.
