About Schertz________The City of Schertz, Texas is a fast-growing community located in the northeast corner of San Antonio, adjacent to Randolph Air Force Base and on both the Interstate 35 and 10 corridors. Our proximity and premier access to San Antonio, Austin and Houston has fueled our recent growth. Since 2010, five Fortune® 100 companies have made major investments in Schertz. Within a 15 mile radius of Schertz there are over 415,000 workers that are well-trained, dedicated and available for new and growing businesses. Schertz continues to partner with our community college and workforce development office to ensure that Schertz' businesses have access to a variety of tools to help hire, train and grow a workforce needed to allow businesses to succeed.

Schertz is Growing! Since 2015, Schertz had added over 1.3 million square feet of commercial space. Schertz has also seen strong residential growth in south Schertz, near FM 1518 and north Schertz near FM 1103. The recent

About the SEDC________In 1998, Schertz residents established the City of Schertz Economic Development Corporation (“SEDC”). The SEDC was created under the D e v e l o p m e n t Corporation Act of 1979 which gives cities the ability to finance new and expanding business enterprises for the purpose of stimulating business activity within the City of Schertz. Since its inception, the City and SEDC have been influential in attracting and retaining primary jobs through strategic investment of infrastructure, loans to expanding industries, and grants to both small and large companies. Incentive Programs________Together the City of Schertz and SEDC work in unity to develop a premier Texas community that is business friendly, promotes a family atmosphere sustained by foresight and innovation, and continues a long-standing commitment to economic prosperity. The Schertz Incentive Policy was created with the following strategic incentive programs:Local Tax Exemptions - Schertz offers a variety of tax exemptions that do not require application approval. The Freeport Exemption is a property tax exemption on all inventory detained in Texas less than 175 days. Within Schertz the School District, County and City participate creating a Triple-Freeport Exemption. The Manufacturing Exemption eliminates state and local sales tax on machinery used in the manufacturing process. SEDC Performance Incentives - The SEDC is the primary provider for incentives within Schertz. The SEDC offers specialized grants for Existing Businesses, Small Businesses and Large Impact Businesses that create primary jobs. The SEDC also provides certain infrastructure improvements grants for streets and roads in retail or office developments that promote new or expanded business activities.Chapter 380 Incentive - The City of Schertz, through the general fund provides two Chapter 380 Incentives. The Real & Personal Property Investment incentive is for projects creating at least $100 million in new total taxable value. The Gross Sales and Use Tax incentive is for retailers that create at least $35 million in annual gross retail sales.

CITY OF SCHERTZ

The ideal candidate will be a high energy, confident, articulate, and accomplished economic development professional with a proven and verifiable background in retention and expansion, business support, and real estate. The ideal candidate will be someone comfortable working in collaboration with other key regional economic development stakeholders that focus on marketing and promoting the local economy. The candidate selected will be an outstanding critical thinker and communicator who is comfortable interacting with and presenting to elected officials and the business community. The City of Schertz is looking for a seasoned economic development professional who can continue to mold a high-performance municipal corporation and develop the City’s community resources one success at a time.

The selected candidate must hold a bachelor's degree from an accredited college or university with preferable coursework in City and Regional Planning, Economics, Business, Public Administration, Finance, or a related field. Master’s Degree highly desirable.

Seven (7) years increasingly responsible experience in economic development, to include three (3) years of supervisory and management experience desirable. Experience with a Texas community Economic Development Corporation and/or investment banking or a related field is highly desirable.

The successful candidate will have highly developed problem-solving, decision-making, project management, and presentation skills. A record of identifying and adopting best practices, embracing emerging technology, increasing professionalism, and promoting innovation is important. He or she will possess excellent interpersonal skills, and will be able to create an open, collaborative, and successful working relationship with the City Council, community groups, developers, and other City executives. Someone with the ability to establish trust and sustainable relationships is required. The ideal candidate will be an articulate communicator, a good listener, and will have the ability to deliver measurable results.

Manage, oversee and coordinate the city's 4B economic development effort; plan and implement the economic development program; and negotiate incentive agreements and contracts with prospects.

Administer the Economic Development Department, including planning department goals and strategies; selecting, training, managing, and motivating assigned personnel; managing department personnel matters from hiring to evaluations to discipline; and leading the Economic Development Department’s continuous process improvement program.

The City of Schertz offers a competitive salary commensurate with qualifications and experience, ranging from $108,000 - $120,000. The City participates in the Texas Municipal Retirement System (TMRS) at the rate of 7% employee deposit rate, with a municipal matching ratio of 2:1 and a five-year vesting period. The City also offers additional retirement options through ICMA Retirement Corporation (ICMA-RC) and other carriers.

The City of Schertz offers a comprehensive benefits package, which includes paid vacation and sick leave, paid holidays, employer-paid medical, dental, vision, life insurance, long-term disability and retirement benefits. Optional enrollment in dependent medical/dental coverage, supplemental life, and short-term disability insurance and deferred compensation are offered as well.
