EXECUTIVE SUMMARYThe Tasmanian Health Service (THS) is seeking interest from suitably qualified applicants for an Executive

Director Medical Services (EDMS) vacancy located at Royal Hobart Hospital to provide an unprecedented

opportunity to achieve high quality, safe, and efficient services.

The EDMS, reports to the Executive Director of Operations South, with professional reporting line to the

Executive Director of the Medical Profession THS. The EDMS is a senior member of the THS – South

executive and as part of the Tasmanian Health Service clinical governance structure.

In this role you will provide clinical leadership focused on the interests of the Tasmanian community

through the promotion of continuous improvement in local and state-wide whole-of-system clinical

service provision. You will be responsible for providing specialist medical leadership to the organisation

on all aspects of its operation, with an emphasis on the quality and safety of patient care, through effective

clinical governance. You will also provide exemplary medical leadership and medical management /

clinical governance support to the medical profession across the organisation.

The successful candidate will be a medical specialist (registered or registerable as a specialist with the

Australian Health Practitioner Regulation Agency) with a track record of leading change in health by way

of effective influencing skills and key stakeholder management.

This leadership opportunity will suit applicants that hold or are working towards obtaining Fellowship of

the Royal Australasian College of Medical Administrators (FRACMA) or have extensive experience in

medical management.

The role will be based in Hobart, however may require some travel within Tasmania. The THS will offer

TASMANIAN HEALTH SERVICE

To build a better health system for every Tasmanian One State, One Health System, Better Outcomes

The One Health System Reform Program aims to improve patient outcomes by delivering better health

services to Tasmanians. The establishment of a single state-wide delivery structure will improve the

coordination of services and reduce duplication in both administrative overheads and clinical support

services.

The Tasmanian Health Service (THS) is governed by the Tasmanian Health Organisation Act 2011, and is

responsible for delivering integrated services that maintain and improve the health and well-being of

Tasmanians. The management team responsible for the delivery of health services state-wide and is led

by a single Chief Executive Officer (CEO), and the health service is guided by a Governing Council which

sets the strategic direction for the organisation).

THS consists of four major public hospitals; North West

Regional Hospital, Royal Hobart Hospital, Mersey Community

Hospital and Launceston General Hospital. Each hospital plays

an important role within the health system for the entire state.

• Royal Hobart Hospital (RHH) will continue to be the

principal referral hospital for the South and will provide

a number of tertiary services for the state.

• North West Regional Hospital (NWRH) will build on its

role in providing acute general hospital services to the

North West region.

• Mersey Community Hospital will continue to provide a

mixture of general hospital and 24-hour emergency

services to the local community, as well as playing a vital

role in a state-wide hospital network by specialising in

elective surgery and subacute care.

• Launceston General Hospital (LGH) will continue as the principal referral hospital for the North

and North West of Tasmania. The THS will give greater attention to using the services and

expertise at the LGH to support quality services across the North and North West, in some cases

for the first time.

Part of the One Health System is to increase effective transport of patients to and between facilities. This

will include the requirement for both emergency transport services (including aeromedical resources and

medical retrieval) and inter-hospital transfer. The government has commitment to a $24 million package

to support transport, accommodation and patient coordination across the State. Additionally, THS will

continue to provide a patient travel assistance scheme (PTAS) to assist patients where they are required

to travel to access health care that is not available locally. The reform will be supported by an additional

investment in patient transport (emergency and non-emergency), as well as support for families and

initiatives to reduce the need for patients to travel.

Supporting the One Health System will require the ongoing participation of everyone that has direct

contact with the health system including clinicians, consumers and community members, DHHS, the

TPHN, the University of Tasmania, and the Government.

Royal Hobart Hospital Redevelopment

The Royal Hobart Hospital (RHH) is being redeveloped to improve the delivery of healthcare for

Tasmanians. The $689 million RHH Redevelopment project is jointly funded by the Australian and

Tasmanian Governments. The project has been reset for success so the new inpatient facility known as

EXECUTIVE DIRECTOR MEDICAL SERVICES

POSITION PURPOSE

As a senior member of the hospital executive and as part of the THS clinical governance structure, the

Executive Director Medical Services (EDMS) will provide clinical leadership focussed on the interests of

the Tasmanian community through the promotion of continuous improvement in local and state-wide

whole-of-system clinical service provision.

The incumbent will possess strong leadership skills and be capable of improving processes and driving

change. The EDMS will require a resilient and experienced personality, to effectively guide the THS

Clinical Stream Structure.

1. Provide high level advice on clinical management and medical governance issues to the

Executive Director of Operations (EDO) South.

2. Provide specialist medical management oversight of clinical operations (including clinical

departments) as directed by the EDO-South. This includes providing advice on the medical

aspects of clinical contract management.

3. Responsible for implementation of THS Clinical Governance policies and guidelines within

the THS South. Act as Chair of the principle Clinical Incident Review Committee (however

styled) and ensure follow-up and corrective actions are taken by medical staff, as

appropriate, following serious adverse events Accountable for ensuring that structured

clinical audit activities occur across THS South.

4. Responsible for the management of issues in relation to the Australian Health Practitioners

Regulation Agency and the learned medical colleges in relation to professional issues,

notifications, training accreditation and other relevant matters as directed by the EDO-

South.

5. In conjunction with HR and the Medical Workforce Unit provide advice to the EDO-South

on medical workforce issues, including medical workforce planning (including recruitment),

workforce development, and performance management (including the management of

complaints or grievances involving medical clinicians). Responsible for industrial

classification of medical officers under the relevant Industrial Agreement.

6. Oversee medical training within the facility, and liaise with relevant external bodies

including learned medical colleges and other jurisdictional health authorities. Line

management responsibility for the Deputy Executive Director Medical Services and the

Director of Medical Education and Training.

7. In conjunction with THS quality and safety personnel, manage and resolve hospital

complaints, including direct complaints, Ministerial complaints and issues raised by the

Office of the Health Complaints Commissioner (OHCC). Represent THS in OHCC

mediations appropriate to the facility.

8. Medicolegal: In conjunction with the Office of the Executive Director for Patient Safety

THS, act as point of contact within THS South for Coronial investigations including

provision of requested documentation and advice to staff providing evidence to Coronial

inquiries, ensuring that Coronial recommendations pertaining to THS South are considered

and acted upon through the local executive. In conjunction with Crown Law, coordinate

medico-legal cases (including preparation of specialist reports), provide advice to staff

regarding legal procedures and prepare applications to the Committee on Actions against

Public Servants for indemnification under Employment Direction 16. Provide advice to THS

staff regarding issues of informed consent and clinical ethics.

9. In conjunction with the Executive Director for Patient Safety THS, ensure that clinical

research conducted within the organisation complies with nationally mandated ethical

standards.

10. Act as the Regional Medical Authority for the Patient Travel Assistance Scheme (PTAS),

with management responsibilities for the Travel Coordinator.

11. Actively participate in and contribute to the organisation’s Quality & Safety and Work

Health & Safety processes, including the development and implementation of safety

systems, improvement initiatives and related training, ensuring that quality and safety

improvement processes are in place and acted upon.

Fraud Management: The Department of Health and Human Services and Tasmanian Health

Service have a zero tolerance to fraud. Officers and employees must be aware of, and comply

with, their Agency’s fraud prevention policy and procedure and it is the responsibility of all

officers and employees to report any suspected fraudulent activity to their Director or line

manager, the Director HR Management and Strategy or to the Manager Internal Audit. DHHS

and THS are committed to minimising the occurrence of fraud through the development,

implementation and regular review of fraud prevention, detection and response strategies, and

are conscious of the need to protect employees who advise management of suspected

fraudulent activity from reprisal or harassment, and to comply with its obligations under the

Public Interest Disclosure Act 2002. Any matter determined to be of a fraudulent nature will be

followed up and appropriate action will be taken. This may include having sanctions imposed

under the State Service Act 2000.

Delegations: This position may exercise delegations in accordance with a range of Acts,

Regulations, Awards, administrative authorities and functional arrangements mandated by

Statutory office holders including the Secretary. The relevant Unit Manager can provide details

to the occupant of delegations applicable to this position. DHHS and the THS have a zero

tolerance in relation to fraud and in exercising any delegations attached to this role the

occupant is responsible for the detection and prevention of fraud, misappropriation and other

irregularities, and for ensuring that all officers and employees are aware of their Agency’s fraud

policy and reporting procedures.

Blood borne viruses and immunisation: Health Care Workers (as defined by DHHS and THS

policy) with the Department of Health and Human Services and Tasmanian Health Service are

expected to comply with their Agency’s policies and procedures relating to blood borne viruses

and immunisation, including against Hepatitis B. Depending on the level of risk associated with

their duties, Health Care Workers may be required to demonstrate current immunity, previous

seroconversion to Hepatitis B or immunity following vaccination.

Records and Confidentiality: Officers and employees of the Department of Health and Human

Services and the Tasmanian Health Service are responsible and accountable for making proper

records. Confidentiality must be maintained at all times and information must not be accessed
