Signing on the Pier to Port
Program at Boracay, Malay, Aklan
last January 30, 2015, together
with DOLE RO-VI, RTWPB-VI and
the Municipality of Malay, Aklan.
Hon. Mayor John P. Yap
of Malay, Aklan, in his welcome
message, said he is op� mis� c
that the P2P Program will have
promising benefi ts to workers and
businesses, thus, affi rming his full
support to the program. While en-
couraging the stakeholders to take
advantage of the P2P, he reminded
them they have to secure a Cer� fi -
cate of Compliance (COC) from the
DOLE-RO before they can apply
or renew their business permits.
“The government and
the people of Boracay should
take care of the island so that
the future genera� ons could
also enjoy its beauty and
resources,” Mayor Yap stressed.
He said his dream was to make
Boracay like the Sentosa Island of
Singapore, posi� oning itself as a
world-class tourism des� na� on.
RTWPBs ready to conduct Regional Productivity Olympics
The Regional Tripar� te Wag-
es and Produc� vity Boards
are now ready to conduct a re-
gional search of micro, small,
and medium enterprises with
successful produc� vity im-
provement programs in place.
The regional compe� � on
is part of the intensifi ed advo-
cacy ini� a� ves for the 2015 Pro-
duc� vity Olympics. Among the
ac� vi� es that will be done by the
boards are media partnership,
dissemina� on of informa� on
materials, and regional launch
of the Produc� vity Olympics.
The regional nominees
will be judged by the Regional
Screening Commi! ee com-
posed of the RTWPB plus a pro-
duc� vity and/or quality expert.
The Boards are expected
to submit at least fi ve (5) regional
winners by end of June this year.
Regional winners will be
endorsed to the NWPC
through a Board Resolu� on.
The P2P Program is a
convergence program of DOLE,
LGU Boracay, other government
agencies and private sectors that
have a stake in the tourism supply
chain. P2P targets all the organiza-
� ons and businesses involved in
tourism: from airport, to seaport,
tricycles or cabs, hotels/
inns, souvenir shops, restau-
rants, and so on, un� l the tour-
ist goes back to the airport.
The MOA signing
signals the commitment of the ITC
and the LGU to provide service
quality throughout the tourism
value chain through the program.
The stakeholders will undergo a
series of training on Service Quality
to enable them to formulate and
implement produc� vity improve-
ment programs (PIPs). Ac� vi� es
include trainers’ training, formu-
la� on of voluntary code of good
prac� ces, benchmarking, cer� fi -
ca� on and accredita� on. The ITC
oracay and the LGU Malay will act
as ‘overseer’ of the P2P program.
Exec. Dir. Sy challenged the stake-
holders to implement strategies
that will ensure the sustainability
of Boracay as a world-class tourist
des� na� on. She encouraged them

on 13 February 2015 held at
Occupa� onal Safety and Health
Commission, Quezon City.
Headed by Regional
Director Alex V. Avila, the
DOLE-NCR invited DOLE
Bureaus and its a! ached agen-
cies to apprise the representa-
� ves of 60 establishments in
the Na� onal Capital Region
on the developments of the
Incen� vizing Compliance
Program of the Department.

Hornilla presented the
Produc� vity Olympics and the
Produc� vity Toolbox, aided
by an audio-visual presenta-
� on. She emphasized that
the Produc� vity Olympics
is dis� nct from other pro-
duc� vity and quality awards
because it targets micro, small
and medium enterprises
only and because it focuses,
among others, on the impor-
tance of labor management
coopera� on in developing
and implemen� ng produc� -
vity improvement programs
and gainsharing schemes.
She encouraged the
par� cipants to join the search
and to avail of the training and
technical assistance off ered by
the Boards under the Toolbox.

NWPC conducts regional audit
To be able to assess and
improve the implementa� on
of programs and services and
performances of the RTWPBs,
the NWPC scheduled a series of
regional compliance assessment
from October 2014 to March 2015.
Selected NWPC offi cers
and staff were directed to perform
administra� ve, technical, and
fi nancial audit in the regional
boards. Each team consists of three
(3) auditors represen� ng the three
departments of the Commission.
Auditors were provided check-
list for purposes of recording and
assessing regional performance.
RTWPB-NCR conducts Labor Sector Consultation
The Regional Tripar� te Wag-
es and Produc� vity Board-
Na� onal Capital Region held it
fi rst sectoral consulta� on on
the wage issue at the Philip-
pine Trade and Training Center,
Pasay City last January 29, 2015.
The consulta� on was
scheduled a! er the Board de-
cided motu proprio to review
exis� ng minimum wage levels.
Earlier, the Associa� on of Mini-
mum Wage Earners and Advo-
cates-PTGWO (AMWEA-PTGWO)
fi led a pe� � on to increase mini-
mum wages by P146.80 for a
period of fi ve (5) years un� l it
reaches a rate of P1,200 per day,
which is the computed living wage.
The Labor Sector
consulta� on was a" ended by 45
labor leaders and trade union-
ists represen� ng AMWEA, Phil.
Transport & Gen. Workers Or-
ganiza� on (PTGWO), Trade Un-
ion Congress of the Philippines
(TUCP), All Workers Alliance Trade
Union (AWATU), Na� onal Asso-
cia� on of Trade Unions (NATU),
Nini MBP Star, Phimco Industries
Labor Union, Isetann Labor Union,
Century Park Hotel Employees La-
bor Union, Negros Naviga� on Labor
Union, Teachers Org. of the Phil.
Public Sector (TOPPS) and YSSEU.

TUCP spokesperson
Allan Tanjusay stated their
support for the pe� � on, asking
for a P136 across-the-board in-
crease for minimum wage earn-
ers. He said the increase in the
consumer price index has eroded
the minimum wage by P27.05 per
day. He also posed the ques� on of
whether the se# ng of living wage
is within the authority of the Board.
A" y. Arnel Dolendo,
PTGWO argued that living wage
is provided in the Cons� tu� on
and that it is synonumous to
the minimum wage. He added
that it is also one of the crite-
ria for minimum wage se# ng.
The Supreme Court
has already decided that the
Board can exercise subordinate
legisla� on. He claimed that
the NEDA has computed the
living wage at P1,200 per day.
This was disputed by ADG Rose
Edillon a! er the consulta� on.
Danny Manzanilla of
Isetann Labor Union cited that
the LRT/MRT fare increase and
the ASEAN integra� on create the
need for wage adjustments. A" y.
Hernani Nicdao, PTGWO counsel
stated that there was no jus� fi ca� on
for wage increases set by the Board.
Finally, NEDA ADG Rose
Edillon gave a presenta� on of the
country’s economic performance
in 2014. She cited the gains in the
economy which contributed to
the GDP of 6.1 and the risks and
opportuni� es that may aff ect such.

The Wage Policy and Re-
search Division (WPRD) and
Finance and Management
Division (FMD) welcomed its
new Division Chiefs Ms. Iza M.
Anchustegui and Ms. Edith M.
Saus.
Ms. Anchustegui who
rose from being Supervi-
sing Labor and Employment
Offi cer of the same division
earned her Master’s degree in
Public Administra� on from the
University of the Philippines.
Ms. Edith M. Saus, for-
merly a Supervising Admin.
Offi cer of the FMD, earned her
Master’s degree in Government
Management from the Paman-
tasan ng Lungsod ng Maynila.
Also recently pro-
moted was Mr. Christopher F.
Rodriguez from LEO II to LEO
III under the Review, Appeals,
and Legal Division (RALD).
Meanwhile, in lieu of
the designa� on of Ms. Ruby
dela Rosa as OIC-Director
of Internal Audit Service of
DOLE, Mr. Nelson Lerios was
designated as OIC-Board
Secretary of Region IV-A.
The NWPC also
welcomes a new entrant,
Ms. Raquel G. Romilla as
Administra� ve Assistant I.
Ms. Romilla earned her Poli� -
cal Science degree, cum laude
at the Cavite State University.
NWPC orients AmCham on TTWS
As part of the NWPC employee
welfare programs, a seminar on
hepa� � s B was organized and was
par� cipated in by the NWPC offi c-
ers and staff last February 6, 2015.
Dr. Antoine" e L. Evange-
lista from the Na� onal Center for
Disease Preven� on and Control
(an a" ached agency of the Depart-
ment of Health), served as speaker
on the alarming issue on hepa� � s
B. She said there is a high percent-
age of Filipinos who are chronically
aff ected by the virus. She empha-
sized that while the virus cannot
be easily transmi" ed, people with
hepa� � s B should be treated well.
In her presenta� on, she
also discussed the diff erent types,
symptoms of the disease and
some precau� onary measures
to prevent acquiring the virus.
NWPC organizes seminar on hepatitis B
Execu� ve Director Maria Cri-

senior execu� ves and HR Man-
agers of the Amcham member-
mul� na� onal companies on
the Two-Tiered Wage System
(TTWS) at AmCham Hall, Maka-
� City last February 13, 2015.
She described the
conceptual and empiri-
cal framework of the wage
reform, emphasizing the need
to ease the pressure on the
minimum wage and to shi#
to produc� vity based com-
pensa� on schemes above the
minimum wage. Highlights
of her presenta� on were the
closing of all gaps between
the minimum wage rates and

poverty threshold by end of
2015, the issuance of adviso-
ries on produc� vity incen� ve
schemes by almost all the Boards
and the more common pro-
duc� vity incen� ve schemes of
companies who have adopted
the recommenda� ons of the
advisories issued by the Boards.
She also took the
opportunity to present the
NWPC Produc� vity Toolbox
by way of an audiovisual pres-
enta� on. She invited the par-
� cipants as well as their supply
chains to avail of the assist-
ance on produc� vity improve-
ment being off ered by the
NWPC and its Regional Boards.

Learning Sessions
In line with the strategy to tap
the services of produc� vity ad-
vocates in the implementa� on of
the Produc� vity Toolbox, RTWPB-
VI in coordina� on with the NWPC
conducted the “Trainers Training
for the Produc� vity Advocates of
Selected State Universi� es and
Colleges” at Punta Villa Hotel and
Resort last February 9-13, 2015.
Aside from the faculty and
staff of selected state universi-
� es and colleges in the region,
par� cipants were also composed
of employees of company-bene-
fi ciaries of Produc� vity Toolbox.
DOLE Regional Director
Ponciano M. Ligutom graced the
fi ve-day training and presented
the concepts and principles of
adult learning as an approach in
conduc� ng training to MSMEs.
Meanwhile, NEDA Regional Dir.
Ro-ann A. Bacal presented the
rela� onship of labor and produc-
� vity vis-à-vis the role of MSMEs
in enhancing regional produc� vity.
The RTWPB headed by its
Board Secretary Ms. Nesa S. Nolido
discussed the produc� vity con-
cepts, tools and measurements.

Technical Services Division Chief
Ms. Sylvia P. Piano taught the
par� cipants eff ec� ve presenta-
� on skills while Supervising LEO
Ms. Amelia C. Kakazu tackled the
produc� vity measures, tools,
and the Produc� vity Toolbox.
The training par� ci-
pants were given the chance to
prac� ce their presenta� on and
facilita� on skills through a
simula� on of training on 5S, ISTIV,
Service Quality, and Green ME.
