DESCRIPTION
This file is being submitted to you with the hopes that you in pursuance of your duty and oath to serve the citizens of Pakistan as guided by the Constitution of Pakistan will review the same and bring the evidence herein on the floor of the National Assembly. As you are aware, Abdul Aziz who illegally acts as de facto khateeb of Jamia Markazi Masjid, Islamabad, also known as “Lal Masjid” is included in the fourth schedule of the Anti-Terrorism Act 1997 since 3rd August 2005. He has been engaged in acts of violence and instigating violence against the State of Pakistan. In 2004 he issued a fatwa claiming that Pakistan Army Soldiers serving in Waziristan are dying the deaths of infidels and their funeral prayers cannot be offered. Since then he and the administration of Lal Masjid Shohada Foundation has reaffirmed the Fatwa on various occasions. He has on more than one occasion claimed to not believe in the Constitution of Pakistan and even launched an armed campaign in 2007 to destabilize the country along with his brother Abdul Rashid. Ayman Al-Zawahiri issued a threat to the State of Pakistan via video for the 2007 military operation against Lal Masjid by Pakistan Army. He has been reported to have links with militant organizations like Al-Qaeda, TTP, Sippah Sahaba, Ghazi Force and recently claimed to support the mission of Daesh/ISIS. In November 2014, students of Jamia Hafsa pledged allegiance to Daesh/ISIS and invited them to Pakistan to avenge the military operation against Lal Masjid. Abdul Aziz said he consented to the video and support ISIS’s mission on 15th December 2014.Intelligence Agencies have also warned the Interior Ministry via its report dated 4th August 2014 of links of Abdul Aziz with Ghazi Force which has caused various terror attacks in Pakistan including a suicide attack which claimed lives of 22 SSG Commandos on 13th September 2007. The report further stated that Abdul Aziz is linked with land grabbers like Taji Khokar who are helping him with illegal expansion and construction of Jamia Hafsa in G-7/3, Islamabad. Furthermore, on 16th December 2014 he refused to condemn the attack on Army Public School, Peshawar, which statement invited nationwide protests and condemnation from the citizens of Pakistan. Abdul Aziz responded by threatening the activists organizing the protests, including myself, with violence and even made Taliban Commanders like Ehsanullah Ehsan issue direct threats to all citizens joining the protests. As result FIR No. 569/14 was registered in Aabpara Police Station on 19th December 2014 against Abdul Aziz under Section 506(ii) of the PPC for Criminal Intimidation which is a non-bailable, non-compoundable and cognizable offence. Also, in view of the threats received by Taliban on Abdul Aziz’s behest an application to add charges under Anti Terrorism Act 1997 was submitted with Aabpara Police Station, which application is still pending response from Police. Following the registration of FIR, the Courts on the insistence of the Police issued non-bailable arrest warrants against Abdul Aziz on 26th December 2014. Abdul Aziz via a video message refused to cooperate with the police, claimed that he will not surrender and warned that if he is arrested things will get worse than before, hinting at the terror attacks which engulfed Pakistan post the Lal Masjid military operation.Since then the Police has failed to take any action against Abdul Aziz and execute the warrant and has been falsely submitting in the Courts that Abdul Aziz has absconded and hence the warrants against him cannot be executed. Following these submissions and on the request of the Police the Courts have also published a proclamation on 5th November 2015 declaring Abdul Aziz an absconder. It is a known fact that Abdul Aziz continues to reside in Jamia Hafsa G-7/3 which was originally Jamia Sumaiyah but has been forcedly converted by Abdul Aziz into his private Madrassah. Furthermore, Abdul Aziz threaten
