1.EXECUTIVESUMMARY

PolyhousesolardryerinstalledbyWAFD–Ranichouri,Uttarakhand,India.Thereportsummarisesthe findingsofamid-termreviewofaCISUsponsoredregional advocacy project in South Asia in cooperation with national andregional partners in India, Sri Lanka, Bangladesh and Nepal. The aim of theproject istodemonstrateandpromoteawiderdisseminationoftheeco-villagedevelopment(EVD)conceptatnational,regionalandinternationallevelthroughevidence-basedadvocacy.Theprojectsmaincomponentisadvocacyactivitiescombinedwithelementsofbuilding local evidence through test anddemoactivities, capacitybuilding andtraininginthedifferentlow-costandlow-carbontechnologiesandadvocacy.Themid-termreviewlookedattheproject implementationperiod15th January2015–10thDecember2016.Thekeyfindingsofthemid-termreviewProgress:• All implementing partners havemore or less established an evidence base

eitherbyadding to their existingprogrammesand/or installingbrandnewtechnologiesorprogrammesfortestanddemonstrationinall4countries.

• All implementing partners have done basic documentation of theirinterventionsandproducedbrochures,posters,reportsabouttheirprojectsforpublicdissemination.

• All implementingpartnershaveconductedawarenessandcapacitybuildingactivities to promote their technologies and practices amongst theirbeneficiarycommunities.

• Allimplementingpartnershavepresentedtheirprojectsinnational,regionaland international meetings and events organised by CANSA, INSEDA andINFORSE.

Effectiveness:• 3outof4implementingpartnershavereportedpositivelocalimpactoftheir

interventions, measured by increased demand for some of the EVDtechnologies like the Anagha improved cooking stove in Sri Lanka, GreenpolyhousesinNepalandbio-gasplantsinIndia.

• So far all partners have had limited or negligible success in building anadvocacybasetobeabletoengageeffectivelywithpeopleandorganizationsthatcaninfluencethenationaldecision-makersandnegotiators.

Relevance:• Since the inception of the project, India, Nepal, Bangladesh and Sri Lanka

havecommittedtoachievingSustainableDevelopmentGoalsandembarkingon lowcarbondevelopment in their INDCsaspartofParisAgreement, thatmakesthisprojectmorerelevantthanever.

• There are specific opportunities like the designing of EFLG framework inNepal, the local and national adaptation planning process in Sri Lanka anddraftingofstateactionplanonclimatechangeinIndiathatcanbeinfluencedtopromotekeyandrelevantEVDtechnologiesandpracticesin2017.

Thekeyrecommendationsofthemid-termreview1. The mid-term review process has identified an urgent need for all

coordinating and implementing partners to have a face to face planningmeeting at the earliest to sharpen their objectives, refresh their poweranalysis, develop joint strategies and implementation plan with clearmilestones.

2. Develop a cohesive and coherent regional and national communication

strategywithanoverarchingsharednarrativeandtemplatesandcontentfor

country specific communications to producequality advocacymaterials fordisseminationviatraditionalandnewmediachannels.

3. Toimproveefficiencytheprojectteamshouldconsiderdevelopingashared

calendarofactivities toallowsharingofresources,expertiseandcapacitiesacrosscountries.

4. Prioritise collaboration and partnerships with other organisations and

institutions that are promoting similar technologies and practices in eachcountry to build a platform for a joint campaign to promote commonlyendorsedtechnologiesthathavethehighestacceptance,leastenvironmentalimpactarelocallyrelevantandeasilyreplicable.Tobuildacriticalmass,theplatformmusthavemaximumoutreachandpotentialtoreachandinfluencekeydecisionmakers.

5. Itisimportantatthispointoftheprojecttothoroughlyevaluatetheneedfor

afreshsetofdemocreationinnewvillagesthatshouldbepreferablyavoidedtosavetime.

6. Identify a champion for EVD project in each country, either a well knowninfluenceroracelebrity,andtogetherwithher/himproactivelyengagewithlocal and national government officials, politicians and business entities toaggressively lobbythemforuptakeofappropriatetechnologiesorpracticesonlargescale.

7. CANSA as the regional advocacy partner must be allocated moreresponsibilitiesandsupportingbudgetstosupportimplementingpartnerstocarryoutnationalandregionaladvocacyandlobbyingefforts.

8. More budgets must be allocated for maintenance and upgrading of mostviable,replicableandsustainabledemonstrationmodelsforthemtomakeanimpressiononusersandpolicymakers.

9. ForBangladesh, it isadvisedthataseparatemorerigorous internalreview

processisinstitutedtounderstandthechallengesfacedbythelocalpartner-GrameenShaktiindeliveringtheagreedprogramtodateandtoassesstheirfutureroleintheproject.

2.PROJECTBACKGROUND

GreenPolyhouseinstalledbyWAFD,Ranichouri,Uttarakhand,India.The EVD concept combines a number of low-cost technical solutions withinsustainableenergy,watermanagement,agriculture,gardeningandhousing.Theproject is being implemented by national and local partner organisations inSouthAsiaandcoordinatedbyDIBandINFORSE.Through a variety of activities across the four countries and in internationalforums the project will demonstrate how these local technical solutions cancontributetopovertyreductionwithminimalgreenhousegasemissions.Withinthe EVD concept climate action is a driver for development and not a burden.During the first phase of the project three villages in Nepal, Bangladesh andSrilankaandsixinIndiahavebeenselectedineachcountryandacombinationoflow-costtechnicalsolutionshavebeenestablished.Thesevillagesfunctionastheevidence-base for the advocacy activities, which include national dialoguemeetings and events, policy briefs and publications, participation in theinternationalclimatenegotiationsastheUNFCCC,inputtonationalhearings,andparticipationinrelevantforumsetc.ProjectobjectiveThe intervention objective of the project is to influence national decision-makers, including climate negotiators, to be aware of and better include localclimate mitigation and adaptation solutions including sustainable EVD asimportant elements in their climate-related policies and in their proposals for

international negotiations, including for climate negotiations. The sustainableEVD include integrated use of local solutions that together can form a low-carbondevelopmentpathandshowavision foraprosperousdevelopment forvillages,basedonproven,localsuccesses.Mostfocuswillbeonvillagesinruralareas,wherethemajorityofthepopulationlivesinSouthAsia.Thesuccesscriteriafortheprojectare-1. Establish an evidence base of advocating for EVD and the solutions and

methods it includes. This documentation shall explain how EVD and itssolutionsdrivesustainable,localdevelopmentwithpovertyreductionandatthesametimeincludeclimatemitigationandadaptation.Thiswillbeverifiedwith the national availability of the evidence-base in publications and inpublicforumandonthewebsitesofpartnerorganizations.

2. Make solutions, including EVD that combine climate action and fulfilling ofdevelopment objectives, known among people and organizations that caninfluencethenationaldecision-makersandnegotiators.Theseincludelowerlevelsofadministration(statesinIndia,countiesinothercountries),nationalassociationsandNGOs,politicalcontacts,andtoinfluenceclimatenegotiatorsalso other climatenegotiatorsNGOs active in thenegotiations. Thiswill beverifiedwithananalysisofwhoinfluencesnationaldecision-makers,reportsofpresentationsanddialoguewiththerelevantpeopleandorganizations,aswell as with relevant information from them, such as publications andinformationabouttheirevents.

3. Make national decision-makers and climate negotiators aware of solutions,including EVD, that combine climate action and fulfilling of developmentobjectives. Thiswill be verifiedwith reports of presentations and dialoguewiththerelevantdecision-makersandnegotiators.

4. Have solutions, such as EVD, that combine climate action and fulfilling ofdevelopment objectives, included in national priorities for climatenegotiations and innational climate actions that govern the framework forlocal development. This will be verified with reports from meetings withdecision-makers and negotiators as well as speeches, positions etc. fromthemandreportsfromdiscussionsonnationalclimateactions.

3.MID-TERMPROGRESSREPORT

KitchengardenbyCRTNinKavre,Nepala)Buildinglocalevidence&demonstration

In Nepal, although delayed due to earthquake, CRTN has begunimplementing the project in Kavre district of Nepal. The project villagesinclude2hamletsof Chyamrangbesivillage,9hamletsofSikrigyangvillageand9hamletsofLadkhu-Chanautevillagethataredifficult toaccessduetobad roads and frequent landslides. EVD solutions like portable improvedcooking stoves (ICS), basic pv solar panels , green poly houses for kitchengardens and fish ponds are being promoted as an opportunity for theearthquakevictimstorestarttheirlivelihoods.Thereishighawarenessaboutthe Eco-village concept amongst the villagers here and during a villagemeetingattendedby the reviewer inKavre, villageeldersaswell asvillageofficialsexpressedkeeninterestintheuptakeoftheeco-villagepractices.Asa result of the demonstration and awareness activities conducted byCRTNover many years, participating villages are determined to get their villageannounced as Eco-friendly village from local authorities. 75 percenthouseholdsoftheEVDvillagehavecontributedapproximately75percentincashtoobtainandinstallEVDsolutionoftheirchoiceintheirhomes.In BangladeshGrameenShakti is the implementingagency for solarhomesystems, biogas plant and improved cooking stove nationally under state-

ownedorganization InfrastructureDevelopmentCompanyLimited(IDCOL).Initsreportbacktotheinterviewquestionnaire,GrameenShakticlaimsthatthey have promoted solar home systems in in Khowamuri village andShudkhiravillage(Bokchor)andabiogasplantinacattleandpoultryfarminAshulia (Demran) of Manikganj district but are unclear whether theseinstallationweredoneaspartoftheEVDprojectspecifically.ThereareplanstoinstallsolarstreetlightsandbamboocageforbiogasfertiliserbutGShasnotsharedanyplansortimelinesforthesame.In Sri Lanka, IDEA works in Matala district and has carried out testinstallations and demonstration activities in three villages –GalahitiyagamaandDalupothagamavillagesofPallepolaDivisionandHapugasyayavillage inNaula division. The main technologies and practices promoted by theminclude organic farming/home gardening demonstrations, organic fertilizerproduction,householdand industrialbiomasscookstovesandhavecarriedout training and demonstrations on Biomass drying andmushroomproductionasalivelihooddevelopmentactivity.VillagersaswellasthelocalgovernmentofficialswereenthusiasticwhileshowingthebenefitsoftheEVDtest and demonstration activities carried out by IDEA, especially the ‘food-tower’vegetablegarden,mushroomcultivationandAnaghicookstove.In India,WAFDhascarriedouttestanddemonstrationactivitiesundertheguidance of INSEDA in 10 villages in three states. WAFD has mainlypromoted, rain roof water harvesting structures, solar poly green house,smoke-freehybridcookstoves,solardryers,biogasplantmadefrombambooreinforcedwith cement concrete, organic compostmaking baskets, organicfarmingandkitchengardens,treeplantations,and1hybridwindturbinein5villages,Jagdhar,Ranichauri,Maun,Guriali,SavliofUttarakhandstateinthefoothills of the Himalayas. There is a considerable interest amongst thevillagers in theEVD technologies, thegreatestdemandatpresent is for thehybridsmokefreecookstove,andforcompostbasketsfororganicfarming.WAFDhasworked inthesevillages forovertenyearsandhaveestablishedpresence prior to the EVD project. They report that due to increasedawareness,thelocalsarenowwillingtocontributeasmallamounttowardscostofthetechnology.In Rajasthan, WAFD partnered with two local ngos and carried outdemonstrations and installationsof4 green technologies includingbamboobiogas, solar poly green house, rainwater tank and compost baskets for 4beneficiariesin4Villages,Bankidhani,Basiabehran,BerdaandBrahmpurinAlwar district. Unfortunately, since then, there have been issues aroundcoordination and implementation of the project between WAFD and localngos.CurrentlyWAFD,INSEDA,DIBandINFORSEarejointlylookingintothecaseandCISUhasbeeninformed.In Bihar, WAFD collaborated with All India Women’s Conference toimplementEVDconceptsinTilothuMahilaMandal.Ademonstrationbio-gasplantwasbuiltfortestingthatwasfounddifficulttoexecutebylocalpartnersand the project has now been abandoned due to lack of interest and

applicability in the technologies being promoted under the EVD concept.AIWChascommittedtoreturntheunspentfundstoWAFD.

b)RaisingAwareness&Advocacy

In Nepal, CRTN has managed to reach out to a few local media outlets,including FM radio to promote the EVD concept. They have produced anddistributedEnglishandNepalibrochures, case studiesandmeeting reportstodisseminateinformationaboutEVDconcept,allofwhichisalsoavailableonlineontheirwebsitesandsocialmediapages.CRTNhasalsoparticipatedinlocalandnationalexhibitionsandseminarsbysetting up demo stalls and done orientation workshops in seminars andconferences to promote the EVD concept to reach out to a mix of generalpublic, tourism professionals, other NGOs and youth constituencies. TheyhaveparticipatedandpresentedtheirinterventionsattheINFORSEandDIBorganizedinternationalworkshops.Internationally CRTN has presented its project at international eventsorganisedby INFORSE including the SB42 -UNFCCCSideEvent inBonn inJune2015, SB44UNFCCCSideeventinJune2016andCOP21SideEvent:“Eco-villageDevelopments:ExtendingSuccessfulLocalEnergySolutions” inParis, France in December 2016. In Bangladesh, Grameen Shakti, has not done or received any mediacoverage for the EVD project but more general articles about GrameenShakti’s solarmissionhavebeenpublished ina fewnationaldailies.GShasalsoproducedabrochureaboutEVDproject.Moreover,GrameenShaktihastheir own publications for Solar Home System, Biogas, Improved CookingStovethatareusedtopromotetheirsystems.InformationabouttheprojectisavailableonGrameenShaktiwebsite.GrameenShaktihasnoofficialsocialmediasiteorseparateEVDsocialmediasites.The EVD project has been presented in the severalmeetings including theNationalEnvironmentFair2016,July2016;NationalWorkingGroupmeetingfor the third National Communication to UNFCCC, June 2016 and in thestakeholder meeting of National Consultation on Intended NationallyDeterminedContribution(INDC)ofBangladesh,August,2015.InternationallyGShaspresenteditsprojectatinternationaleventsorganisedbyINFORSEincludingtheSB42-UNFCCCSideEvent inBonnin June2015,SB44UNFCCCSideeventinJune2016andCOP21SideEvent:“Eco-villageDevelopments:ExtendingSuccessfulLocalEnergySolutions”inParis,FranceIn Sri Lanka, there has been no activemedia publicity by IDEA ormediacoverage about the EVD project. IDEAco-organisedtheNationaldialoguemeetingthe12thofNovember2015andparticipated in the1stProvincial SustainableDevelopmentEngagementPlatform- Organized by the Ministry of Sustainability and Wildlife of SriLanka–27/06/2016Internationally IDEA participated in the Side Event at COP21 ParisConference on 3rd December 2015, organized by INFORSE, AIWC (India),negaWatt (France), Nordic Fork centre for Renewable energy. IDEA alsoparticipated inUNFCCC SB44Bonn Sessions and SideEvent – 20/05/2016withapresentationonLinkingEcoVillageDevelopment(EVD)toINDCsandNationalAgendasofSriLanka.PresentationonEVDinSideEvent,AsiaPacificAdaptationForum,Colombo,October2016

In India, WAFD too has had minimal media coverage, with a few storiespublished in local Hindi newspapers. WAFD has produced a number ofadvocacypublications includingbooklet forwomenusersonEVDbesidesabrochureanda fewreports that theyuse todisseminate informationabouttheirinterventions.WAFDdoesnothaveanactivesocialmedia(FB,Twitteretc)oronlinepresence(webpage).WAFDorganizedaNationalPlanningWorkshop,September2015,NewDelhiforalltheprojectpartnerswhere5NGOsweregivenorientationontheEVDconcept,andincludedatrainingonlocaladvocacymethodsbyCANSAtohelpthepartnersdrawoutstrategiesforlocalleveladvocacyactivities.WAFDalsoorganised National Dialogue Meeting (June 2016) in Dehradun, India thatserved as amulti-stakeholder forum to share the Eco Village DevelopmentconceptAnotherNationalWorkshopForLocalPolicymakers(October2016was held in Chamba, Uttarakhand for 18 elected representatives of VillagePanchayatsrepresenting25villages.InternationalEVDadvocacyeventsattendedbyWAFDincludeCOP21,Paris,November 2015-Presentation on EVD and energy access in Side Event;CANSAregionalconference inColombo,SriLanka,April2016--Presentationon EVD technologies and mitigation potential; Waterloo Global ScienceInitiative Open Access Energy Summit, Waterloo, Canada- April 2016--PresentationonGrassrootsEnergyAccessandEVD;UNClimateConference,Bonn,May2016--PresentationonEVDinSideEvent,AsiaPacificAdaptationForum,Colombo,October2016

c)Relevance&Impact

In Nepal, there are multiple opportunities to promote the EVD conceptmainly due to promulgation of Environment Friendly Local GovernanceFramework (EFLG) 2013 by the Ministry of Federal Affairs and Local

Development. This framework has various indicators that a village has toattaininordertobeestablishedaseco-villages.Itispossibletoachievemostof the indicatorsmentioned inEFLG frameworkvia implementationofEVDconcept. Also, after earthquake, Nepal is still working to develop shelterdesignandprovidesubsidyamounttorehabilitatethevictims.IntegrationofvariousEVDsolutionsduringshelterdevelopmentprocessthatistobedoneunder the supervision of government can assist in speedy rehabilitation ofthe victims. Most importantly Nepal’s Intended Nationally DeterminedContributions (INDC) advocates for low-carbon development path whilepromotingclimateadaptationandresilience.Thecurrentplansandpoliciesof the government make a strong case for integrating EVD Concept withnationaldevelopmentendeavours.

Ameasurable impact of the EVD demonstration and awareness is that thevillagershave learnt thevalueof collecting rainwater. InChalal village thevillagers have decided to harvest rainwater and integrate rain waterharvestingwithmicro-irrigationsystemforuseduringdryperiods.Mostofthe villagers have constructed gutters in the temporary shelters that theyreceivedfromvariousrelieforganizationsontheirowntoharvestrainwater.Similarly, poly-house tunnel farming practices has been widely adopted inEVDprojectvillages.Theyhaveproducedoffseasonalvegetables(Tomatoes)forcommercialaswellasfortheirdomesticconsumptionpurpose.Someofthe beneficiary households have started plantation of high value andornamentalplants.

Another important impact is that villagers whowere used to “free of costmentality” especially in the aftermath of earthquake have actuallycontributed about 75 percent in cash to purchase EVD solution. Thisapproachhasbeenappreciatedbylocalgovernmentrepresentatives.

In Bangladesh, the government is committed to low carbon developmentand is a perfect target for promoting EVD concepts. Grameen Shakti’s pastinterventions and social business models to promote renewable energytechnologies have raised awareness on importance of replacing fossil fuelespecially kerosene thus benefiting in terms of money as well as betterenvironment, facilitating better environment for children to study andcommunicating and replacing solid wood by biogas plant thus providingbettercookingenvironment,onvillagelevel.In Sri Lanka the government has formulated its National Adaptation Planthat aims to achieve Sri Lanka’s objectives of sustainable developmentthrough appropriate, timely measures of adaptation. Now the Sri Lankangovernmentmovesintothenextstateofmakingpreparatoryelements,thatincludes identifying, reviewingandappraisingadaptationoptions.TheEVDprojectisofgreatrelevancetothisnationalprocess.

AsaresultoftheEVDinterventionsthereisenthusiasmwithincommunitiestomobilizethroughprogramsoftheVillageDevelopmentSocieties(VDS)tosustainsuchactivitiesinthevillages.Whichshowssomeevidenceofunited

action to work towards village development. Already following Organicfarming/Home Gardening awareness and training workshops, manyhouseholds involved in these workshops have been carrying out Homegardens,usingtheirownfundsatsomeinstances.InSriLanka thegovernmenthave launchedthe“SriLankaNEXTBluegreenEra”initiativeinJanuary2016asacommitmenttotheParisAgreement.Thisinitiativeacknowledgesnationaldevelopmentthroughlowcarbonstrategies.Under this initiative, 10,000 eco-friendly Haritha Suhuru villages (Smartvillages)aretobedevelopedby2020.Toimplementthisprogrammewithintheperiod2016-2020,SriLankangovernment is in ties tocollaboratewithcommunity organizations. This gives a good basis for scaling up the eco-village concept in this new project, as this NEXT initiative will form animportantpartofimplementationoftheParisoutcomeinSriLanka.

In Indiaaswell,thegovernmentispromotinglow-carbontechnologiesandlifestyle through variousprograms as indicated in its INDCwhich confirmsthe relevance of the EVD project. WAFD’s interventions in Uttarakhandinclude small, low cost, low carbon green technologies aimed at theindividual women/families in the village who can manage and use theseoptimally. It can be easily replicated as the technologies are simple,contextually adaptable, and local master masons and technicians can betrainedtoimplementtheseeasily.Thesearecosteffectivesolutionsandcanbeimplementedaccordingtoneed.

d)Hurdlesandhindrances

In Nepal, the massive earthquakes that happened on 25-April & 12-May,2015 caused multiple delays in starting the project. Frequent landslides,transportstrikesandlimitedbudgetallocationsforfield-workhasrestrictedtheprojectteam’saccesstotheprojectvillages.InBangladesh,naturalcalamitiesandpoliticaldisturbanceshaveresultedindelaysaswell.TherearenumberofotherinstitutionalissueswithinGrameenShaktithatneedtobeaddressedonurgentbasisasthereisnoclarityontheirapproach to the EVD project, as it is neither integrated in its ongoinginstallation business or given the required support for it to be run as anindependent project. Grameen Shakti is also struggling with its advocacyeffortsduetolackofcollaborationwithotherNGOsandnetworksduetolackofadequatehumanresources.

e)Roleofregionalcoordinators

CANSACANSA’s role is to strengthen partnership of its national members withINFORSEmembersintheprojectcountries,aswellasjointlycoordinate(asCo-Regional Coordinator of the project) with INSEDA (as the RegionalCoordinatoroftheproject)activitiesrelatedtoadvocacyandcampaigningattheSouthAsiaregionallevel.CANSAhasconductedonetrainingforprojectpartnersinIndiaonadvocacystrategy,facilitatedonenationaldialogueconferenceinIndiaandorganised2regionaleventsinSriLanka–inApril2016andOctober2016thatofferedaplatform to the project partners to present the EVD concept to regionalaudiences.CANSA has helped develop national level advocacy plans with WAFD andINSEDA and has acted as a resource persons for the regional partners ontheirproposednationaladvocacyplans,butonlyonSkype/emails.CANSA has created space for promotion and lobbying for EVD projectpartners at national and regional platforms and conferences, including theAPANforumonAdaptation.CANSAhasshowcasedalltheEVDcasestudiesonitswebsiteandregularlypromotesthemviasocialmedia.INFORSEINFORSEhasorganisedupto6sideeventsattheUNFCCCmeetingsinBonn,Paris andMarrakech that offered a platform to project partners to presenttheEVDconcepttointernationalaudiences.Theyarealsoresponsibleforallthe SEN newsletters and publications that are also available on INFORSE’swebsites.INSEDA

INSEDAworkedoncapacitybuilding,gavetechnicalassistanceindesignandimplementation of EVD interventions to WAFD in India and helped supportINFORSEnational focalpoints. It also coordinatedwith the focalpointsalongwithDIB, andassisted in the regional and international events,meetingsandconferences..

4.GENERALOBSERVATIONS

PolyhouseforkitchengardenbyCRTNinKawre,NepalAllnationalimplementingpartnershaveconsiderablepastexperienceandhavebuiltevidenceoflowcosttechnicalsolutionsonthegroundovermanyyearsofwork.TheinvestmentsfromthefirstphaseoftheEVDprojecthasmainlysupportedthe national implementing partner’s ongoing capacity building, training andawareness work and added a few new working models on the ground. It isimportantatthispointoftheprojecttothoroughlyevaluatetheneedforafreshsetofdemocreationinnewvillagesthatshouldbepreferablyavoidedtosavetime.TherearenumberofothergroupsandnetworkssimultaneouslypromotingthesameEVDpracticesand technologies in the samevillagesanddistrictsunderdifferenttitles,indifferentprogramstodifferentaudiences.ItisimportantthatallimplementingpartnersconnectwithotherNGOs,institutionsandnetworksandintheirmatrixtocoordinatetheireffortsandbuildamovement.EVD solutions need to be shown as fit for purpose and win-win for allstakeholders including policymakers across political parties & district levelofficials.

There is an identified need to build a dossier of current national programsunder different departments andministries, best practices and practitioners,fundersandbankingsupports,entrepreneursandbusinessesforscalinguptoattract public-private investments and to be used for advocacy withpolicymakerswhoneedexamplesofEVDsolutionsdeliveringresultsatscale.The popularity of vegetable polyhouses and fishponds in Nepal, food towersandmushroomproductioninSriLankaandpolyhousesandfooddryingunitsin India indicates people’s interest in safe food and is an opportunity forimplementing partners to collaborate with food, agriculture and forestdepartmentsandministriesforpromotionoftheconcept.Ontheotherhanditwasinterestingtonotethatmostwomeninterviewedlookatimprovedcookingstoveasabridgingorbackuparrangement,whilesomeofthem already have LPG connections, others are hoping to get one as soon aspossible.Many of the demonstration models, including the new ones will requireconstant maintenance and upgrading for it to be used as a showcase for itssustainabilityandlifespan.As none of the implementing partners have in-house expertise or humanresourcesfordevelopingandexecutinganationalcommunicationstrategy,theproject proponents can contract external professionals to help develop acohesiveand coherent regional andnational communication strategywithanoverarching shared narrative and templates and content for country specificcommunications to produce quality advocacymaterials for dissemination viatraditionalandnewmediachannels.Amongst all project partners CANSA has the necessary expertise andmembershipbasetoassisttheeffortsofimplementingpartnerstoreachouttonationalpolicymakersandinfluentialpeople,butarerestrictedduetolackoffinancialresourcesandclearlydefinedroleandresponsibility.Events and conferences organised by INFORSE at international forums areimportant opportunities to engage with policy makers that are otherwisedifficult to access back home. It is important to ensure that target audiencesand decision makers participate in national dialogues and international sideevents rather than speaking to each other and to those who are alreadyconvertedasisthenorminsuchevents.(ENDS)
