    LDPM leader, Vladimir Filat, stated topress on Sunday evening, after the exit-poll results have been made public, thathe intends to organize mass protestactions due to the disagreement with theelectoral results.

    "We do not exclude the organization of massprotest actions. The purpose of these actions

    is one and very clear - to annul the electoralresults", Filat stated. "Everything ispossible", added the LDPM leader,answering the question of journalistsregarding the feasibility of a "Georgianscenario".

    Earlier on, Vladimir Filat, twice, underdifferent pretexts, abolished the protestactions in the downtown of the capital city,which were planned for the final stage of electoral campaign.

    The party headed by Vladimir Filat is theonly party in Moldova, which expressed itsdisagreement with the announced results of exit-poll made on voting sections.

    According to the results of exit-poll, madepublic in Chisinau, 14 percent of electoratevoted for LDPM.

    The LDPM leader, Vladimir Filat, declaredon Sunday evening, after the exit-poll'sresults were made public, that he is going toorganize mass protests so as to express hisdisagreement with the electoral results.According to there results, LDPMaccumulated 14 percent of votes, and LP -14.5%.

    The parliamentary elections in Moldovawere held on April 5, 2009. According topreliminary data, four political parties willenter into the next Parliament: Party of Communists of Moldova with 50 percent of votes, LP with 12.75%, LDPM - 12.26%and the AOM - 9,82 percent.

    Demonstrators, after pushing aside the lawenforcement forces, burst into theParliament. Office equipment, furniture isbeing thrown from windows, the fire isnoticeable. Infuriated crowd attempts toburst also into the building of president'sadministration.

    There injured among both demonstratorsand police. The traffic in the downtown isblocked. "The actions of demonstrators, whoarranged disorders, are governed byoppositional politicians", stated to

    "I am very concerned over the situation inChisinau, following the 5 April

    parliamentary elections in the Republic of Moldova. International election observersnoted in their preliminary findings that theelections met many international standardsand commitments, accepted by Moldova oninternational level. They also noted that

Among the organizers of protests in Chisinau downtown both onMonday and Tuesday Kiril Lucinschi (sonof second Moldovan President, a candidateon DPM electoral list during the lastelections of April 5) was noticed.     President of Moldova, Vladimir Voronin,had on Tuesday a meeting with therepresentatives of diplomatic mission,accredited in Chisinau, whom heinformed about the situation in Chisinaumunicipality.

    According to the President, protesters cameout on the Square of Grand NationalAssembly to express their protest regardingthe results of the elections of April 5,although the Central Electoral Commissiondidn't receive any complaints from thepolitical parties, which do not agree withthese results, so as to count the votes again.

    In this context, Vladimir Voronin informedthe foreign diplomats that he had a meetingwith the leaders of those three liberal

    political parties, which will accede into theParliament, but it wasn't successful. Also,the head of state mentioned that in thissituation police assured the public order inpeaceful way, without interference inprotesters' actions, since "most of demonstrators are children up to 18 yearsold".President Voronin declared that according tothe information possessed by the authorities,most of protesters are pupils of vocational

    schools and colleges, as well as pupils fromhigh schools and universities, who wereinstigated by teachers to come out to protest.

    "We didn't use force against children, whovandalized the buildings of Parliament andPresidency. The new Parliament don't haveto start its activity with such victims",emphasized the head of state.

    The head of state underlined that except forChiinului the situation is calm, but insome localities there are persons that areprepared to join the protest actions in thecapital. Thus, according to the President, inOrhei 500 persons were mobilized, and inHnceti - 400. Also, according to thepossessed information, from the city of Iai,Romania, four buses with young peoplearrived for the participation at protests.

    Moldovan President stressed that such datashow the fact that these actions wereplanned beforehand.

    Actions of mass disorder are taking place inChisinau. In result, the buildings of Parliament and Presidency were taken byassault and vandalized. Both on Monday andTuesday Kiril Lucinschi (son of the secondMoldovan President), who run in electionson the list of Democratic Party, was noticedamong the protest organizers.     The leader of the Liberal Party of Moldova, Dorin Chir toac, renounced theearlier reached agreements with theauthorities to stop the disorders and to re-

    count the votes following the Sundaypar liamentary elections.

    After the joint press conference with theSpeaker of Parliament, Marian Lupu, whereit was declared about the agreement to endthe violence, he came out to his supportersand called upon them not to leave from thecentral square of Chisinau unless the earlyelections shall be announced.

    The leader of the Liberal democratic Partyof Moldova, Vladimir Filat, also stated thathe renounce from the agreement reached.

    The disorders organized in the capital city of Moldova were condemned by the EuropeanUnion, Council of Europe and OSCEMission in Moldova.

    "Some ones may be dissatisfied by results,

    but to accept the defeat - this is the part of democratic process. As to particulardeclarations about infringements, they haveto be dealt with in the court, not on thestreet", noted the Secretary General of theCouncil of Europe, Terry Davis, in hisstatement, adding, that the Council of Europe does not doubt the results of the lastparliamentary elections in Moldova andcondemns the provoked disorders.

    By Wednesday morning Romania stilldidn't make public its official positionregarding the acts of violence committedby protesters in Moldovan capital city.

    The only position, expressed by Bucharestofficials, was the one included in the press

    release issued by Romanian Foreign AffairsMinistry, whereby it supported "the EUposition regarding the situation in theRepublic of Moldova".

    At the same time, all political leaders fromBucharest, expressing their position towardsthe situation in Moldova, avoided tocondemn the actions committed by theorganizers of these protests directed againstthe results of parliamentary elections, whichwere recognized as complying with theinternational norms by all internationalobservers.

    Extraordinary and PlenipotentiaryAmbassador of Romania in Chisinau,Fillip Teodorescu, is declared a non-grataperson in the Republic of Moldova. Thedeclaration was made on Wednesday bythe President of Moldova, VladimirVoronin.

    "We are for bilateral economic, cultural,social relations with Romania, but we won'taccept actions directed towardsdestabilization of domestic situation in thecountry", declared Vladimir Voronin duringa meeting with representatives of civilsociety, mentioning that Romania isinvolved in the protest actions in Chisinau,which got transformed into disorder andactions of vandalism. In this context, thehead of state underlined that according tothe possessed information, Romanianauthorities provided 5 vehicles for youngpeople, who came for protest actions andinstigated the crowd for destabilization andunification of Moldova with Romania.

    The head of state emphasized that nationalauthorities shall consider the introduction of entry visas in Moldova for Romaniancitizens. At the same time, according to thePresident, they shall pay a duty of 35 Euro,similarly to the other foreign citizens.

    Protest actions took place in Chisinau onApril 6 and 7, 2009, which got transformedinto action of devastations of Parliamentaryand Presidential buildings. Currently, policehas the situation under control, and for theactions of vandalism and theft 200 personswere apprehended.The protests in the centre of Moldovancapital city were held under the slogans of unification with Romania, and aftervandalisation of Presidential building, theprotesters raised the Romanian state flag onthe building's roof.

    Romania, until now, didn't officiallycondemn the actions of violence made bythe protesters in the centre of Moldovancapital city.

    According to the statutory documents of theorganization, "25% of the national territoryof Romania, where about 4 million peoplelive, present are included in two ex-sovietstates: Ukraine and the Republic of Moldova".

    "Unification of Rumanian people in onestate is a natural process, a legitimate oneand, especially in the present situation,necessary one: the destructive roller of globalization will simply crush the weak statehoods. Therefore we consider thatRomania must again gain its integrity, justas in its time Germany did", says thestatutory documents of Fascist typelegionary organization "Noua Dreapta"("New Right") from Bucharest.

    of Moldova the buildings of Parliament andpresident's administration were seized andset on fire; the national flag of Romania waserected above the Presidential building.Participants in disorders required thecancellation of electoral results andadvanced requirements about unification of Moldova with Romania.

    Kiril Lucinschi (son of the second MoldovanPresident) was noticed among organizersboth on Monday and on Tuesday; he wasrunning in elections on the lists of theDemocratic Party. Besides, Serafim

    The Central Electoral Commission has madepublic the final results of the parliamentaryelections of April 5, according to which fourpolitical parties will accede in theParliament of 17th convocation: the Party of Communists of the Republic of Moldova

    with 49.48 percent of votes, the LiberalParty - with 13.14%, the Liberal DemocraticParty of Moldova - with 12.43% and theAlliance "Our Moldova" - with 9.77 percentof the poll.

    Central Electoral Commission madepublic the results of re-counting thevoting ballots of the parliamentaryelections held on April 5th, 2009, whichtotally reconfirmed the final r esults of thepoll made public after the first counting

    of ballots.

    Thus, according to the data provided byCEC, four political entities acceded into theParliament of 17th convocation: the Party of Communists of the Republic of Moldovathat accumulated 49.48%, the Liberal Party -13.13%, the Liberal Democratic Party of Moldova - 12.43% and "Our Moldova"Alliance - 9.77 percent.

    The CEC Secretary, Iurie Ciocan, hasmentioned during the CEC meeting thatfollowing the re-counting procedure somevalid ballots were identified among non-valid ones.     The new Moldovan Pa r liament is holding

    its inaugural session in a critical momentof Moldova's development and amongmuch controversy. Emotions about theelection, its aftermath, damages to thebuildings of the Parliament andPresidency, violation by the police of elementary human rights of detained,mainly young people have not yet settled.The public in Moldova has divided intotwo.

    What we need in this critical situation, forthe sake of the quality of democracy and thefuture of Moldova, a process of nationalreconciliation that does not sweep anythingunder the carpet but gives a chance to find away out the dead end and to heal gravenational wounds. This is what the EuropeanUnion has been working on ever since thecrisis ensued and I arrived to Chisinau onthe night of April 7.

    We strongly believe, and HighRepresentative Javier Solana reconfirmedduring his visit in Chisinau on April 25, thatit is absolutely necessary to create a processof a national political dialogue between theruling Communist Party and theParliamentary opposition. President Voroninendorsed his suggestion for such acommission for national dialogue. Only withsuch an approach we can improve the

    quality of the much contested Moldovandemocracy.

    This forum should address a few things. Itshould achieve stopping immediately thehate speech and speech of unsubstantiatedaccusations and personal insults amongpoliticians. The opposition is not criminalsin a democracy, labeling them as fascists or

    other insulting ways should not be part of the political life here. Accusing them withcoup d'etat needs to be stopped. Equally, theopposition and its press should refrain fromabusive language against leaders of theCommunist Party and of the Moldovan state.Unsubstantiated allegations about the courseof events on April 7 and wild exaggerationsabout the nature of the elections shouldequally be stopped.

    The commission on national reconciliationshould decide about the way ahead with thepublic media. Currently the public televisiondoes not fulfill its role and has become themouthpiece of the ruling party. It needs tobecome real public, offering equal access toall political orientations and should offerbalanced news to the Moldovan viewers.

    It should also deal with the events of thepast with a view to find a way out as well asgood policy conclusions. There are stillcomplaints about the elections notinvestigated. They need to be on the agenda,properly investigated and the lessons alsofactor into legislation that makes it sure thatthe next elections will not leave room forsuspicion about the manipulation of voters'lists. It should also give guarantees thatthose many Moldovans living abroad buthaving strong patriotic emotions can

    exercise their aspirations to vote at theelections going forward.

    The human rights violations also need to beaddressed in an inclusive and crediblemanner. For the European Union this is aquestion that we can not compromise on.The High Commissioner on Human Rightsof the Council of Europe is in full steaminvestigating those abuses. He shared hispreliminary findings and will communicate

    in much detail his conclusions in a fewweeks. This needs to factor into the work of the commission and guide its policy

    recommendations to be implemented by theparliament. The Procurator General isdealing with more than 50 formalcomplaints against police abuses in the daysafter April 7. We in the European Union,and I know the High Commissioner for

    Human Rights at the CoE also, expect thiswork to be independent and free of unduepolitical interference. We are monitoringthis process. The EU is also ready to supportthe healing the wounds here by assisting indrawing policy conclusions from the abusesas well as we are ready to financiallysupport any sensible projects that make itsure that such events will not be repeated.Police abuse should irrevocably becomehistory in the Republic of Moldova whosecitizens should not be made fearful toexpress their views in a lawful manner.

    As in every conflict, on both sides of thepolitical spectrum people may find theperspective of a negotiated way out ashurting their sense of justice. On the side of Communists, I know many feel that theopposition wanted to steal their victory withillegal means. On the opposition sidewounds are over the alleged election abusesas well as over policy violations. There aremany facts of those turbulent few days thatwe will only know for sure as time passes.What we can say, and the European publicalso expects, that all the political actors willwork in Moldova for a better democracy -only that can guarantee the prosperity of theMoldovan people. Naturally, in this thewinning, ruling side needs to show moregenerosity, more responsibility. In a

    democracy, it needs to be demonstrated thatthe opposition is no looser but activeparticipants of building the future of thecountry. They have to have their rightfulplace in investigating the disputed events aswell as in the Parliamentary functions. Theopposition also has to show responsibilityfor the future of the nation by sitting downat the negotiating table over the future of thecountry's democratic institutions. If thishappened 3 weeks ago - as it was possible at

    the time - we would be much ahead inbuilding solid fundaments for the Republicof Moldova. I know that some leaders on the

    opposition side question the wisdom of negotiating out of this situation and wantsimply rely on the Parliamentary process.We strongly believe, however, that thequestions that I touched in this article are socrucial to the quality of Moldova's

    democracy that they need to be addressed bythe parliamentary parties exactly in thisformat. Every day of delay risksdeteriorating this quality.

    The 4 parties need now to urgently showforesight and wisdom. We, representativesof the European Union, are ready to assistthis process as well as its implementation.We also expect partners of Moldova to work together for the future of the country thatonly fuller democracy can guarantee, as wellas for strengthening its sovereignty andterritorial integrity, also with a view to thepending Transnistrian settlement.

    We trust that if the above approach isfollowed Moldova will come out of thiscrisis stronger, more democratic and a betterplace to live in.

    " Our Moldova" Alliance accusesEuropean organizations for exercisingpressure on Moldovan oppositionalparties by urging them to holdnegotiations and by adopting a " calm"resolution concerning Moldovangovernance, which was " dir ected byEuropean political players, mostly guidedby Russia".

    Iurie Colesnic, an OMA MP, recentlydeclared, within a programme at radiostation "Vocea Basarabiei" that Europeanmissions that come to Moldova "have totake into account first of all the opposition'sopinion" when they propose a dialogueamong political parties for stabilization of situation in Moldova. "And I believe thatpressures should be done not on us, not ondemocratic parties, but on the ruling party",Colesnic mentioned.

    Liberal Democratic Party of Moldovaignored the recommendations given by

    Once the EU Special Representative issuedthe Appeal, the LDPM chairman VladimirFilat, within a press conference addressedinsults to the chairman of ruling party. "Agift that I wouldn't refuse from him(Vladimir Voronin - ed.n.) is to accept earlyelections, to recognize that it is a seriousproblem in Moldovan society, and afterthese elections may be he would take thedecision to leave the political life of theRepublic of Moldova", Vladimir Filatdeclared.

    During this press conference, the LDPMfirst deputy chairman, Alexandru Tnase,labelled the Party of Communists with adiagnosis of "political bifurcation of personality".

    European Union has a firm positionregarding the non-admission of caseswhen the human rights are violated,states the EU Special Representative inMoldova, Kalman Mizsei, in the article" Time for change and r econciliation"published on Tuesday by Moldovanmedia.

    European official mentioned that EuropeanUnion and the Commissioner of the Councilof Europe for Human Rights are expectingfrom the Moldovan authorities a correctinvestigation of cases of human rightsviolation in post-electoral period.

    Mizsei declared that Thomas Hammarberg,CE Commissioner for Human Rights, isactively investigating the cases of suchabuse and shall present his findings andrecommendations in this regard, in order toapproach them during legislative debatesand with following implementation, the factthat could help Moldovan authorities."European Union is ready to provide thenecessary assistance in drawing theconclusions and recommendations regardingthe abuses, in order to reduce the tension inthe society", Mizsei underlined.

    "EU is also prepared to contribute

    financially to the projects that would makeimpossible the repetition of such events.Abuses from the side of police should be

    Previously, Moldovan minister of interior,

    Gheorghe Papuc, declared he will applyharsh measures against policemen, in case itwill be proven they ill-treated theparticipants at the protests in Chiinudowntown, who were afterwardsapprehended. "I admit that in cases whenviolent citizens were apprehended, thosewho forcefully opposed, they could havebeen hit. But I deny ill-treatment in policecommissariats. If such cases would come tothe fore - the most severe sanctions will beapplied to guilty ones, including thedismissal from the law enforcement bodiesand suing according to the criminalliability", Papuc stressed in the interview forthe agency RIA "Novosti".

    As Urechean explained, this structure(OSCE - editor's note) is ineffective andnonobjective, since it acknowledged theresults of parliamentary elections in 2005and 2009, and moreover it is not capable of implementing the provisions of Istanbulsummit' declaration.

    "Everyone possesses the right to freeexpression of opinions. I do not have othercomments, since OSCE Mission,permanently resident in Chisinau, did notmonitor how elections were going on. [...]Mr. Urechean has the right to express hisopinion in this regard. However, our activityhere is carried out within the framework of appropriate competences", stated MattieSidoroff.

    Earlier, the director of the Institute of PublicPolicies, Arcadie Barbarosie, within aprogramme of the radio station "VoceaBasarabiei", stated that still in 2005,immediately after parliamentary elections,OSCE exercised pressure on civil society,particularly on the public organization"Coalition 2005", in order to recognize theresults of parliamentary elections.     President Traian Basescu declared onFriday in Piatra Neamt that he won't signwith Moldova the Border Treaty.

    "Who can imagine that a head of Romanianstate will sign a treaty whereby to entrenchthe Pact of Ribbentrop-Molotov? Only amind that doesn't understand what theresponsibility of the head of Romanian statemeans", declared Romanian President on

    Friday in Piatra Neamt during the Forum of Local Authorities of Romania and Republicof Moldova.

    Basescu underlined that Romania "has in itshistory" the recognition of borders of theformer Soviet Union and that Republic of Moldova is a "heir of a part of that border".

    "In these conditions, we consider that it isuseless to conclude a border treaty that

    would made the head of Romanian state apartner of Ribbentrop and Molotov. Thisapproach run against including thosecommitments that were assumed by theneighbor state with European Union duringthe dialogue on facilitating the movement inEU area for Moldovan citizens", added thehead of Romanian state.

    Moldova is the only neighboring countrywith Romania with which Bucharest refuses

    to conclude a border treaty. The total lengthof Moldo-Romanian border is 681.3 km.
