Advancing carbon markets - Germany‘s activities worldwide Supporting the elaboration of the market provisions under the 2015 Paris Agreement and advancing carbon markets and countries’ readiness to participate in them is a key element in the Germany‘s climate policy strategy. The mandate of the Fe- deral Ministry for the Environment, Nature Conservation, Buil- ding and Nuclear Safety (BMUB) includes the provision of the German legal framework for emissions trading and the use of international credits for compliance purposes, cooperation with host countries, the Clean Development Mechanism (CDM) and Joint Implementation (JI) and their evolution and relationship with the Sustainable Development Mechanism enshrined in the Paris Agreement as well as emission trading and carbon pricing at European and international level. Germany actively supports the international dialogue on carbon markets in a variety of forums. As part of the German G7 presi- dency, Germany initiated the Carbon Market Platform, a forum for strategic dialogue on different carbon pricing approaches among major economies and other interested jurisdictions. In December 2015, BMUB has launched a new international initia- tive for global phase out of nitrous oxide emissions. Furthermo- re, Germany is also the founding member of the International Carbon Action Partnership (ICAP) and an active partner of the World Bank’s Carbon Pricing Leadership Coalition (CPLC). The BMUB‘s international cooperation on carbon markets fo- cuses on one hand on large emerging economies with very high mitigation potentials, such as China and India. On the other hand, BMUB cooperates with middle income countries in Middle East and North Africa and has a growing portfolio of acti- vities in Least Developed Countries, mostly in Sub-Saharan Africa. BMUB supports the reform of the Clean Development Me- chanism, inter alia through programmatic approaches and the standardization of approaches and baselines. In this context, the German government is working to create networks with partner countries, the aim being to nurture close and regular contacts with government agencies, private sector representatives and other stakeholders. A wide range of bilateral projects both under the German government’s CDM/JI-Initiative and its Internatio- nal Climate Initiative (Internationale Klimaschutzinitiative - IKI) support this effort. Advancing carbon markets - Germany‘s activities worldwide
