O LEME é, sem dúvida, um dos projetos que mais nos honra. Trata-se de um documento que visa acompanhar a evolução da Economia do Mar em Portugal e analisar as tendências e as escolhas que estão a ser efetuadas pelos diversos agentes económicos neste sector e que este ano apresenta um destaque sobre temas de mar e ambiente.

Após 7 anos de LEME Portugal, que inclui os LEME Zoom Açores e Zoom Madeira, este ano, deu continuidade à análise da economia do mar do mundo como um todo, apresentando a segunda edição de Circum-navegação: LEME Mundo.

I would like to thank the presence of the Minister of the Sea, the Secretary of State for Fisheries, Secretary of State for Spatial Planning and Nature Conservation, the speakers of this event and the other personalities and entities present and, on behalf of PwC, to welcome all those present at this event for the presentation the latest edition of HELM - PwC Barometer of the Economy of the Sea.

HELM is undoubtedly one of the projects that we are most proud of. It is a document that aims to follow the evolution of the Economy of the Sea in Portugal and analyse the trends and the choices that are being made by the various economic agents in this sector and which this year highlights sea and environment issues.

After seven years of HELM Portugal, which includes the HELM Zoom Azores and Zoom Madeira, this year we continued the analysis of the world economy of the sea as a whole, presenting the second edition of Circumnavigation: HELM World.

A dimensão, fragilidade e complexidade dos oceanos e a pressão humana para obter mais recursos levantam a necessidade de uma abordagem integrada e holística das atividades do mar. Esta abordagem integrada é o que define o conceito d economia do mar.

Global economic power is changing from region to region; the digital revolution knows no boundaries or borders; more and more people are moving to cities; populations are increasing faster than ever; our planet is getting warmer and there is a finite amount of natural resources to satisfy increasing demand.

If the economic, social and environmental value of the vast natural resource of the oceans is properly recognised, we can meet the challenges posed by the megatrends. For example, population growth and the associated challenges for food, energy, employment, health and leisure, have answers in the economy of the sea. As technology advances, we can harvest more from the sea than fish. ‘Blue biotechnology’ is exploring the potential to apply genetic engineering to marine life forms for use in nutrition, pharmaceuticals, cosmetics and other industrial compounds. Aerospace and satellite developments are fundamental for monitoring this huge resource in three dimensions.

The size, fragility and complexity of the oceans and human pressure for more and more resources gives rise to the need for an integrated and holistic approach to all activities related with the sea. This is what the economy of the sea and the blue growth is all about.

I would like to congratulate PwC Portugal as a pioneer in assessing the usage of the seas for more than 10 years, as part of the international HELM project.

A economia do mar tem sido resiliente num período de dificuldade da economia nacional.

Ser resiliente é muito positivo e importante. No entanto devemos todos trabalhar para ser possível fazer ainda melhor. Na Fórum Oceano acreditamos que ainda é possível fazer melhor.

O desafio da economia do mar é um desafio complexo e exigente. Com trabalho pensamos ser possível traçar uma meta exigente e alcançável. Essa meta pode muito bem ser aumentar o peso da economia do mar no Produto Interno Bruto (PIB), de forma em que em 2020 a economia do mar represente 5% do PIB de Portugal.

The economy of the sea has been resilient in a period of difficulty for the national economy.

Being resilient is very positive and important. However, we all need to work in order that we can do even better. At Fórum Oceano, we believe that it is still possible to do better.

The challenge of the economy of the sea is a complex and demanding. With work, we think it is possible to set a demanding and achievable goal. This objective could be to increase the weight of the economy of the sea in the Gross Domestic Product (GDP), so that in 2020 the economy of the sea represents 5% of the GDP of Portugal.

É com muito gosto que a Ciência Vive acolhe o LEME aqui no Pavilhão do Conhecimento.

Este ano o Pavilhão do Conhecimento vai dar muita importância á sustentabilidade.

Nos últimos 20 anos temos levado o conhecimento aos mais jovens. Os oceanos são um dos temas centrais de conhecimento que temos trabalhado.

A ciência viva tem 20 centros de ciência e quatro deles são praticamente totalmente dedicados ao mar.

Aproveitamos para fazer um apelo reforço da cooperação entre todos por forma a formarmos uma nova geração para o mar.

It is with great pleasure that Ciência Viva hosts the HELM here in the Pavilion of Knowledge.

This year the Pavilion of Knowledge will give a lot of importance to sustainability.

Over the past 20 years, we have brought knowledge to the young. The oceans are one of the central themes of knowledge that we have worked on.

Ciência Viva has 20 science centres, four of which are almost totally dedicated to the sea.

We take this opportunity to call for the strengthening of cooperation among all of us in order to form a new generation for the sea.

É muito importante esta iniciativa pois aumenta o conhecimento sobre a economia do mar, sendo esse novo conhecimento divulgado ao público.Conforme resulta do último estudo da OCDE, o peso da economia do mar em Portugal está em linha com o peso da economia do mar no mundo. A economia do mar em Portugal é resiliente. Se em tempo de crise a economia do mar demonstrou resiliência, em tempo de recuperação contribuirá ainda mais para a economia nacional.Gostaria de fazer um pequeno balanço do ano de 2016:Financiamento: Aprovámos e publicámos todos os regulamentos, lançámos candidaturas, selecionámos e entregámos verbas, do Mar 2020. Criámos o Fundo Azul que está pronto a receber candidaturas. No que respeita aos EEA Grants iniciámos negociações com os estados financiadores.

Soberania: Renovámos o mandato da Estrutura de Missão para a Extensão da Plataforma Continental e colocámos todas as entidades do estado a cooperar com esta Estrutura. Aprovámos a estrutura de missão para as comemorações dos 500 anos da viagem de Circum-navegação de Fernão de Magalhães. Criámos o Prémio Mário Ruivo Gerações Oceânicas, com o objetivo de gerar mais conhecimento nos jovens sobre o oceano.

Energia: Lançámos um grupo de trabalho sobre energias renováveis oceânicas, que pode vir a ser uma fonte de fornecimento de energia que represente 25% da energia consumida em Portugal. Pode também vir a dinamizar um cluster industrial exportador de equipamentos para energias renováveis. Aprovámos a licença de produção do Windfloat Atlantic em Viana do Castelo, bem como financiámos o cabo de ligação offshore.

Pesca e Aquacultura: Reforçámos a capacidade de negociação das quotas de pesca. Tivemos o melhor resultado de sempre na negociação de quotas. Conseguimos um regime específico para viabilizar a Arte Xávega. Implementámos o projeto “Aquacultura +” que visa dar competitividade ao setor.

Portos: Concluímos medidas de simplificação. Reforçámos a descentralização dos portos, envolvendo os municípios na administração. Conseguimos um acordo de paz social no Porto de Lisboa.

This initiative is very important because it increases knowledge about the economy of the sea, and this new knowledge is made available to the public.According to the latest OECD study, the weight of the economy of the sea in Portugal is in line with the weight of the economy of the sea in the world economy. The economy of the sea in Portugal is resilient. If in a time of crisis the economy of the sea has shown resilience, in time of recovery it will contribute even more to the national economy.I would like to make a short summary of 2016:Financing: We approved and published all the regulations, launched applications, selected and delivered funds for Mar 2020. We created the Blue Fund that is ready to receive applications. With regard to EEA Grants, we started negotiations with the funding states.

Sovereignty: We renewed the mandate of the Mission Structure for the Extension of the Continental Shelf and arranged for all state entities to cooperate with this Framework. We approved the mission structure for the celebrations of the 500 years of the Circumnavigation trip of Ferdinand Magellan. We created the Mário Ruivo Ocean Generations Award, with the goal of generating more knowledge among the young about the oceans.

Energy: We launched a working group on oceanic renewable energy, which may become a source of energy supply representing 25% of the energy consumed in Portugal. It may also boost a cluster of industrial exporters of equipment for renewable energy. We approved the Windfloat Atlantic production licence in Viana do Castelo, and financed the offshore connection cable.

Fisheries and Aquaculture: We strengthened the negotiation capacity of fishing quotas. We had the best ever result in the negotiation of quotas. We have achieved a specific regime to make “Arte Xávega” viable. We implemented the "Aquaculture +" project that aims to make the sector competitive.

Ports: We concluded simplification measures. We strengthened the decentralisation of ports, involving municipalities in their administration. We reached an agreement between employers and workers in the Port of Lisbon.

Após este breve balanço sobre o ano 2016, gostaria de falar sobre o futuro.

Novos projetos planeados para o futuro próximo: Um programa de start ups do mar. Plataformas de aceleração tecnológica nos portos. Criação de rede nos portos que permita que Portugal seja um país exportador de GNL. Novo enquadramento legal que potencie o desenvolvimento da marinha mercante, com implementação do Tonnage Tax. Observatório do Atlântico nos Açores. Presença em todas as principais cimeiras sobre oceanos. Realização do Oceans Meeting em Setembro. Implementação da estratégia dos portos para a próxima década. Revalorização dos portos.À semelhança do que aconteceu á um ano atrás, hoje apresentei aqui as prioridades para os próximos doze meses, que são também inspiradas no resultado do vosso trabalho.

After this brief review of 2016, I would like to talk about the future.

New projects planned for the near future: A sea start-ups programme. Technological acceleration platforms in ports. Creation of a network in ports that allows Portugal to be an LNG exporting country. New legal framework that aims to enhance the development of the merchant navy, with implementation of the Tonnage Tax. Atlantic Observatory in the Azores. Presence at all major oceans summits. Oceans Meeting held in September. Implementation of the port strategy for the next decade. Revaluation of ports.Similar to that which happened a year ago, today I have presented here the priorities for the next twelve months, which are also inspired by the result of your work.

O desenvolvimento económico e social, implica sempre o reforço da cooperação. Como é do conhecimento de todos, o inquérito realizado em 2014, no âmbito da 5ª edição do projeto de responsabilidade social LEME – Barómetro PwC da Economia do Mar (Dezembro 2014), dedicado ao tema da cooperação nas atividades do mar, revelou que existe muito trabalho a fazer para reforçar a cooperação no mar. Neste contexto, com o objetivo de dar um contributo para o reforço da cooperação, o Observatório a que Presido comprometeu-se a emitir semestralmente uma mensagem construtiva no sentido do fomento da cooperação. Conforme previsto, emitimos quatro mensagens, desde a nossa fundação. Duas em 2015 e duas em 2016.

Sendo o âmbito deste Observatório a análise da cooperação em Portugal não podíamos deixar de registar a excelente cooperação e coordenação entre personalidades e entidades políticas portuguesas no sentido de apoiarem a candidatura de um cidadão Português para Secretário-geral das Nações Unidas. Parece que Portugal tem conseguido juntar energias para apoiar Portugueses no exercício de cargos de grande prestígio internacional. No entanto, quando se trata de cooperar para estabelecer metas internas de médio e longo prazo e derrubar barreiras que estrangulam diversos setores, nomeadamente setores relacionados com o mar, tem sido difícil encontrar índices de cooperação tão elevados.

Sabemos que, muitas vezes, em Portugal, reforçar a cooperação, atuar de forma pragmática e obter resultados é complexo, no entanto, não é impossível. Só com a manutenção deste espírito de cooperação, entre Presidência da República, Governo, Assembleia da República e Partidos Políticos, acrescida da cooperação e do diálogo com as associações e indústrias do mar, forças armadas, departamentos do estado, academia e comunidade marítima em geral, é possível concretizar resultados de grande impacto na economia do mar. Na sua primeira mensagem, em maio de 2015, este observatório referiu que importa maximizar a eficácia da Comissão Interministerial dos Assuntos do Mar (CIAM) no que respeita ao alcançar o seu propósito. Sem dúvida que a realização de uma CIAM, com todos os membros que têm assento nessa Comissão, preparando as atividades a realizar em 2017, que inclua na agenda os temas acima indicados seria uma boa forma de maximizar a eficácia da CIAM e de dar continuidade ao excelente exemplo de cooperação que nesta mensagem saudamos.

Economic and social development always implies the strengthening cooperation. As everyone knows, the survey carried out in 2014, under the 5th edition of the social responsibility project HELM - PwC Barometer of the Economy of the Sea (December 2014), dedicated to the topic of cooperation in the activities of the sea, revealed that there is much work to do to strengthen cooperation at sea. In this context, with a view to contributing to the reinforcement of cooperation, the Observatory which I preside over undertook to issue a constructive message every six months to promote cooperation. As planned, we have issued four messages since our foundation. Two in 2015 and two in 2016.

In so far that the scope of this Observatory is the analysis of cooperation in Portugal, we could not fail to register the excellent cooperation and coordination between personalities and Portuguese political entities that supported the candidacy of a Portuguese citizen to become Secretary General of the United Nations. It appears that Portugal was able to align forces to support Portuguese in the exercise of positions of great international prestige. However, when it comes to cooperating to establish medium- and long-term internal targets and breaking down barriers that strangle various sectors, notably sea-related sectors, it has been difficult to find such high levels of cooperation.

We know that, often in Portugal, reinforcing cooperation, acting pragmatically in order to achieve results is complex, but not impossible. Only with the maintenance of this spirit of cooperation between the Presidency of the Republic, the Government, the Assembly of the Republic and Political Parties, as well as cooperation and dialogue with associations and industries of the sea, the armed forces, departments of the state, academics and the maritime community in general, it is possible to achieve results of great impact on the economy of the sea. In its first message in May 2015, this Observatory stated that it is important to maximise the effectiveness of the Interministerial Commission for Maritime Affairs (CIAM) in order to achieve its purpose. Undoubtedly, the realization of a CIAM, with all the members that sit on this Committee, preparing the activities to be carried out in 2017, including in the agenda the above topics, would be a good way to maximise CIAM's effectiveness and to continue the excellent example of cooperation that we welcome in this message.

O mundo está em mudança.

O Mar pode contribuir mais para o desenvolvimento económico. Medidas tomadas pela comissão: Melhor acesso aos dados marinhos, incentivos ao investimento e controlo mais eficaz de atividade ilegais que podem ser um obstáculo ao desenvolvimento.

O turismo costeiro tem aumentado bastante na Europa, o que pode ser uma boa base para o desenvolvimento das comunidades costeiras, anteriormente ancoradas na pesca.As metas para redução do dióxido de carbono têm ajudado ao desenvolvimento das energias renováveis offshore.

O mar pode contribuir mais para a alimentação humana, através da valorização de vários produtos marinhos, atualmente com baixa procura.

Melhorar o conhecimento da economia do mar ajuda á tomada de decisão, por isso agradecemos à PwC o vosso trabalho.

The world is changing.

The Sea can contribute more to economic development. Action taken by the Commission: Better access to marine data, support to investment and more effective control of illegal activity which can be an obstacle to development.

Coastal tourism has increased significantly in Europe, which can be a good basis for the development of coastal communities, which was previously anchored in fisheries.The targets for reducing carbon dioxide have helped the development of offshore renewable energies.

The sea can contribute more to human food, through the valorization of several marine products, although currently with low demand.

Improving knowledge of the economy of the sea helps decision making, so we thank PwC for your work.

7ª edição do “LEME - Barómetro PwC da Economia do Mar (Portugal)” e da 2ª edição de “Circum-navegação: LEME Mundo”

Na edição nº7 do LEME –Barómetro PwC da Economia do Mar, tendo em consideração a evolução da taxa de crescimento do Produto Interno Bruto Português, desde 2008, podemos constatar que a economia do mar, em Portugal tem sido bastante resiliente, pois a economia Portuguesa decresceu; no entanto, em média, cerca de 50% dos indicadores sobre economia do mar, apresentados no LEME, tiveram uma evolução favorável. Em 2015, último ano retratado pelo LEME, 83% dos indicadores apresentados no LEME tiveram uma evolução favorável. Sem dúvida que o ano de 2015 foi um bom ano para a economia do mar nacional

O inquérito realizado a gestores de topo e personalidades da economia do mar, em Portugal, no âmbito do LEME –Barómetro PwC da Economia do Mar, concluiu que, Portugal tem, comparativamente com outras regiões marítimas da Europa, uma boa qualidade das suas águas marinhas. 72% dos gestores de topo e personalidades da economia do mar inquiridos no âmbito do LEME, consideram que Portugal tem uma boa qualidade da água do mar. Infelizmente, Portugal não usa adequadamente este argumento, não sinaliza devidamente, nem certifica a maioria dos seus produtos e serviços marinhos. 78% dos inquiridos considera que Portugal não utiliza de forma adequada o argumento da boa qualidade da sua água.

Muitas vezes, a visão dominante sobre a proteção do meio ambiente está centrada, apenas, na criação de leis e regulamentos restritivos e consequente punição para quem não cumpre as regras. Não existem dúvidas que uma boa regulamentação e sistema de punição para infratores são um pilar essencial da defesa do meio ambiente marinho, no entanto, esta abordagem pode e deve ser complementada com uma estratégia de incentivo à valorização do meio ambiente marinho. Ou seja, é fundamental punir os infratores e é fundamental sinalizar e premiar quem cumpre e quem cuida dos recursos naturais. Todos os países e regiões que têm boa qualidade da água do mar, têm tudo a ganhar em sinalizar essa realidade. Sinalizar significa, por exemplo certificar os produtos e serviços do mar, como o pescado e o turismo, entre outros setores.

In the 7th edition of HELM – PwC Economy of the Sea Barometer, taking into account the evolution of the growth rate of the Portuguese Gross Domestic Product since 2008, we can see that the economy of the sea in Portugal has been quite resilient, in so far that the Portuguese economy decreased; however, on average, about 50% of the indicators on the economy of the sea presented in HELM have improved. In 2015, the most recent year portrayed by HELM, 83% of the indicators presented in HELM had a favourableevolution. Undoubtedly, 2015 was a good year for the national economy of the sea.

The survey carried out among top managers and personalities of the economy of the sea in Portugal for HELM - PwC Economy of the Sea Barometer, concluded that, compared to other maritime regions of Europe, Portugal has a good quality of its marine waters. 72% of top managers and personalities surveyed under HELM consider that Portugal enjoys good seawater quality. Unfortunately, Portugal does not use this argument properly, does not draw enough attention to this, nor does it certify most of its marine products and services. 78% of respondents consider that Portugal does not adequately use the argument for good water quality.

Often, the dominant view of environmental protection is centred only on the creation of restrictive laws and regulations and consequent punishment for non-compliance. There is no doubt that good regulation and a system to punish offenders are essential pillars for the defence of the marine environment; however, this approach can and should be complemented by a strategy to encourage the valorization of the marine environment. That is, it is fundamental to punish offenders and it is fundamental to signal and reward those who comply and who take care of the natural resources. All countries and regions that have good quality seawater have everything to gain by drawing attention to this reality. Drawing attention may mean, for example, certifying products and services of the sea, such as fish and tourism, among other sectors.

A PwC decidiu escolher este tema para o inquérito do LEME, pela sua elevada importância, pelo facto de este projeto ser um projeto de responsabilidade social e para alertar para o facto de que sempre que se tomem decisões que impliquem mais utilização do mar, é fundamental verificar se o sistema implementado para garantir a boa qualidade da água do mar e dos seus ecossistemas continua a ser eficaz. Assim como é fundamental que Portugal utilize mais o argumento da boa qualidade da água do mar Português na valorização dos seus produtos e serviços.

A apresentação de Circum-navegação: LEME Mundo só foi possível porque, ao longo dos últimos 10 anos, a PwC Portugal tem vindo a analisar o uso do mar no contexto do projeto internacional LEME. As conclusões das pesquisas efetuadas e informação recolhida são apresentadas neste relatório, que demonstra porque é que uma abordagem integrada é a chave para se alcançar um crescimento sustentável e o desenvolvimento da economia do mar. São também identificados três elementos essenciais para pôr em marcha a referida abordagem integrada: um governance adequado, pessoas bem preparadas e a existência de tecnologia e equipamento específicos.

Algumas das tendências mundiais apresentadas foram: a economia do mar está a evoluir de oeste para leste; o transporte marítimo e a construção naval estão a mover-se dos mercados desenvolvidos para os em desenvolvimento; a Europa ainda lidera o caminho nas energias renováveis offshore; a pesca está sob pressão, mas a aquacultura tem grande potencial e o turismo é uma das maiores áreas de crescimento.

PwC decided to choose this topic for its HELM survey because of its high importance and due to the fact that this is a social responsibility project and to point out that whenever decisions involving more use of the sea are taken, it is fundamental to determine whether the system implemented to ensure the good quality of sea water and its ecosystems remains effective. And it is fundamental that Portugal uses more the argument of the good quality of Portuguese sea water in the valorization of its products and services.

The presentation of Circumnavigation: HELM World was only possible because, for the past 10 years, PwC Portugal has been analysing the use of the sea in the context of its international HELM project. The findings of the surveys and information collected are presented in this report, demonstrating why an integrated approach is the key to achieving sustainable growth and development of the economy of the sea. Three key elements are also identified to implement this integrated approach: proper governance, well-prepared people and the existence of specific technology and equipment.

Some of the world trends presented were: the economy of the sea is evolving from west to east; shipping and shipbuilding are moving from developed to developing markets; Europe still leads the way in offshore renewable energies; Fishing is under pressure, but aquaculture has great potential and tourism is one of the greatest growth areas.

O LEME tem sido um instrumento bastante importante para a tomada de decisão de forma sustentável.

O mar dá expressão global a Portugal, neste contexto devemos construir uma estratégia para a economia do mar que desenvolvendo a economia, respeite o ambiente e gere emprego.

No que respeita á sustentabilidade ambiental, os Programas da Orla Costeira são bastante importantes. Os Programas da Orla Costeira têm sido um projeto interativo com os municípios e outras entidades. Esperamos aprovar os cinco Programas da Orla Costeira que estão em curso durante este ano.

Numa perspetiva de operacionalização das medidas será elaborado o Plano de Ação para o Litoral, gerido pela Agência Portuguesa do Ambiente, que fará a abordagem integrada do território costeiro.

O litoral é muito importante para a biodiversidade, assim a responsabilidade pela sua preservação é ainda maior. Há valores com os quais o país está comprometido, em termos de espécies e habitats, sobre esses temas não haverá flexibilidade.

O desafio do conhecimento é vital para a preservação ambiental. Só com melhor conhecimento é possível preservar o ambiente.

Medir para conhecer e bem gerir, devem ser o leme para o futuro da sustentabilidade ambiental.

The HELM has been a very important instrument for sustainable decision-making.

The sea provides global expression to Portugal; in this context, we must build a strategy for the economy of the sea that, in developing the economy, respects the environment and generates employment.

With regard to environmental sustainability, the Coastal Programmes are very important. The Coastal Programmeshave been an interactive project with municipalities and other entities. We hope to approve the five Coastal Programmes that are underway during this year.

In a perspective of operationalisation of the measures, the Action Plan for the Coast, managed by the Portuguese Environment Agency, will be drawn up which will ensure an integrated approach of the coastal territory.

The coastline is very important for biodiversity, so the responsibility for its preservation is even greater. There are values with which the country is committed, in terms of species and habitats and, on these themes, there will be no flexibility.

The challenge of knowledge is vital for environmental preservation. Only with better knowledge can the environment be preserved.

Measuring to know and manage well, should be the “helm” for the future of environmental sustainability.
